Aims and Objectives
Objectives, aims and significant activities
The principal objects are to promote, develop and support community participation in healthy recreation by providing or assisting in the provision of facilities for the playing of the game of football and such other sports or physical activities which improve fitness and health (facilities means land, buildings, equipment and organising sporting activities); to advance amateur sport by promoting the amateur playing of the game and such other sports or games which promote health by involving physical or mental skill or exertion and which are undertaken on an amateur basis; to advance education (including academic and physical education) by such means as the trustees think fit including helping and educating children and young people by providing facilities for the playing of the game and other sports as to develop their physical, mental and social capacities that they may grow to full maturity as individuals and members of the community; and to relieve people with disabilities, learning difficulties or ill-health by the provision of facilities for the playing of the game and other sport, recreation or leisure time occupation in the interests of social welfare and with the object of improving the conditions of life of such people.

The trustees confirm that they have had regard to the Charity Commission's guidance on public benefit.
Achievements and Performance
Charitable Activities
The principle objective of the company is to promote community participation in physical activity. The company strives to create an environment where regardless of age, ability, faith, gender, sexuality, or background people from across the region are able to enjoy participation in football.
The main activities undertaken by the charity to further the charitable purposes for public benefit include provision of football governance and administration of competitions, football development, safeguarding, training of referees, supporting facility development and grass pitch improvement.
Fundraising activities
The company attracted grant funding from The FA plus additional football funding.
Strategic review
The year ending June 2025 was arguably the most successful in the Association's 150+ years of operation, with the County FA’s overall performance across all FA KPIs being the highest in the country.
Through 2024 – 25 The Association continued to make outstanding progress. We continued to work with key stakeholders to build on recent successes and at the end of the 2024-25 season the Association was above its performance targets in 7 out of 8 key areas, with an average performance of 16% above The FA’s performance targets. The Association’s membership in 2024-25 included C50,000 players, C600 Clubs and over 1,000 registered referees.
2025 was a significant year in relation to the County FA estate. After just over ten years of occupancy, the Association sold the office on Meadowhall Road in Sheffield. Requirements for office and face-to-face education space have diminished over recent years, and the time was right to move on. This strategic decision has unlocked vital funds to reinvest in grassroots football, and has paved the way for the development of a state-of-the-art football facility designed to benefit the entire community.
Proceeds from the sale, combined with a portion of reserves, will contribute to the creation of a purpose-built Sheffield and Hallamshire County FA football facility - a long-term vision of the County FA to better serve players, coaches, match officials and everybody else involved in the game. Following the office disposal our team relocated to the Steel City Stadium at Sheffield Olympic Legacy Park, joining other sporting governing bodies and organisations in an exceptional environment where innovation in sport, health and wellbeing can thrive.
Trustees would like to thank the Scarborough Group International and particularly the management at The Steel City Stadium, who were incredibly supportive throughout the transition period.
Grants received from The FA along with income derived from affiliation and discipline remained the principal funding sources in 2024-25. Retaining income whilst keeping control over costs within a challenging broader environment was fundamental to the Association’s financial year end position.

Charitable Activities - continued
Safeguarding and attainment of the FA Safeguarding Operating Standard remains a key part of our work. The Association was not assessed by the NSPCC during 2024-25, however, we look forward to welcoming The FA’s independent assessor again during the 2025-26 season. Safeguarding remains everyone’s responsibility and the Association values and appreciates the work undertaken in this area by club and league volunteers and welfare officers.
Trustees would like to place on record their thanks to the staff team for their dedication and hard work to deliver another successful year - 2024-25. Similarly, Trustees extend the Association’s sincere thanks for all that our member leagues, clubs and grassroots football volunteers do to deliver football across the Sheffield & Hallamshire County FA region.
Financial Review
Financial Position
The trustees report an operating surplus for the financial year of £272,423 (2024: £186,839). The cash and cash equivalents at the end of the reporting period stand at £2,476,016.
Reserves Policy
Sheffield and Hallamshire County Football Association Limited maintains free reserves in order to fund major new initiatives and as a shield against future downturns. The trustees have established a policy of maintaining reserves at a discretionary minimum level, currently equating to 6 month's operating costs. At the end of the year the actual reserves level exceeded the policy. The reserve levels are monitored regularly by the trustees with the cash managed internally on a daily basis. This ensures that sufficient resources are available to meet the needs of continuing activities in the face of a significant drop in grant funding.

Organisations commitments
The overall fund balance on 30 June 2025 has increased over the past year from £1,998,699 to £2,271,122. The overall fund balance consists of £1,829,784 of unrestricted funds and £441,338 of restricted funds.
The trustees consider the reserves policy in the current year to be a success as unrestricted funds of £1,829,784 have increased by £267,780 during the year.
Future Developments
The company has future plans to utilise reserves to develop a football facility which helps with furthering its charitable objectives and diversifying income potential.
Structure, Governance and Management
Governing Document
Sheffield and Hallamshire County Football Association Limited is a private company limited by guarantee governed by its Memorandum and Articles of Association dated 8 September 2022. It is registered as a charity with the Charity Commission.
Trustee Selection Methods
As set out in the Articles of Association the members appoint the independent trustees and up to six other trustees. A President may be nominated by the council and elected by the members; the Chair is appointed by the council.
Induction and Training of Trustees
The company will adopt the guidance contained within the FA's Code of Governance for County FAs.

Key Management Remuneration
The Chief Executive Officer and senior management team are considered as Key Management Personnel. All trustees give of their time freely and no trustee received remuneration during the year. Trustees review staff salaries in line with FA guidance and considering the financial performance of the charitable company.
Organisational Structure
The trustees maintain governance and oversight of the charity. A Council consisting of football stakeholders along with a number of stakeholder forums are in place to allow the charity to gain stakeholder feedback. The staff team maintains responsibility for operational delivery and achievement of The FA key performance indicators.
Decision making
The Trustees approve the overall strategy of the organisation. Strategic implementation is delegated to the Chief Executive Officer. The Chief Executive Officer has overall responsibility for the company's staff.
Engagement with employees
The County FA undertakes an annual engagement and satisfaction survey with staff via The FA State of Play survey.
Risk management
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

Statement of Trustees' Responsibilities
The trustees (who are also the directors of Sheffield and Hallamshire County Football Association Limited for the purposes of company law) are responsible for preparing the Trustees' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
Company law requires the trustees to prepare financial statements for each financial year. Under company law the trustees must not approve the financial statement unless they are satisfied that they give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that period. In preparing the financial statements the trustees are required to:

select suitable accounting policies and then apply them consistently;

observe the methods and principles in the Charity SORP;

make judgments and accounting estimates that are reasonable and prudent; and
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the company will continue in business.
The trustees are responsible for keeping adequate accounting records which disclose with reasonable accuracy at anytime the financial position of the charitable company and to enable them to ensure that the accounts comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The trustees are responsible for the maintenance and integrity of the corporate and financial information included on the charitable company's website. Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.
Statement of Disclosure of Information to Auditors
Each of the persons who are trustees at the time when this trustees' report is approved has confirmed that:
- so far as the trustee is aware, there is no relevant audit information of which the charitable company's auditors are unaware; and
they have taken all the steps that they ought to have taken as trustees in order to make themselves aware of any relevant audit information and to establish that the charitable company's auditors are aware of that information.

Opinion
We have audited the financial statements of Sheffield and Hallamshire County Football Association Limited (the "charity") for the year ended 30 June 2025 which comprise the Statement of Financial Activities (including Income and Expenditure Account), Balance Sheet, Cash Flow Statement and the related notes, including a summary of significant accounting policies. The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice), including FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland".
In our opinion the financial statements:
give a true and fair view of the state of the charitable company's affairs as at 30 June 2025 and of its incoming resources and application of resources, for the year then ended;
have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice; and have been prepared in accordance with the requirements of the Companies Act 2006.
Basis for Opinion
We conducted our audit in accordance with International Standards on Auditing (UK) (ISAs (UK)) and applicable law. Our responsibilities under those standards are further described in the Auditor's responsibilities for the audit of the financial statements section of our report. We are independent of the charitable company in accordance with the ethical requirements that are relevant to our audit of the financial statements in the UK, including the FRC's Ethical Standard, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Conclusions Relating to Going Concern
In auditing the financial statements, we have concluded that the trustees' use of the going concern basis of accounting in the preparation of the financial statements is appropriate.
Based on the work we have performed, we have not identified any material uncertainties relating to events or conditions that, individually or collectively, may cast significant doubt on the charitable company's ability to continue as a going concern for a period of at least 12 months from when the financial statements are authorised for issue.
Our responsibilities and the responsibilities of the trustees with respect to going concern are described in the relevant sections of this report.
Other Information
The other information comprises the information included in the annual report, other than the financial statements and our auditor's report thereon. The trustees are responsible for the other information contained within the annual report. Our opinion on the financial statements does not cover the other information and, except to the extent otherwise explicitly stated in our report, we do not express any form of assurance conclusion thereon. In connection with our audit of the financial statements, our responsibility is to read the other information and, in doing so, consider whether the other information is materially inconsistent with the financial statements or our knowledge obtained in the audit or otherwise appears to be materially misstated. If we identify such material inconsistencies or apparent material misstatements, we are required to determine whether this gives rise to a material misstatement in the financial statements themselves. If, based on the work we have performed, we conclude that there is a material misstatement of this other information, we are required to report that fact.

Opinions on Other Matters Prescribed by the Companies Act 2006
In our opinion, based on the work undertaken in the course of the audit:
the information given in the Trustees' Report, which includes the Director's Report prepared for the purposes of company law, for the financial year for which the financial statements are prepared is consistent with the financial statements; and
the Director's Report included within the Trustees' Report have been prepared in accordance with applicable legal requirements.

Matters on Which We Are Required to Report by Exception
In the light of the knowledge and understanding of the charitable company and its environment obtained in the course of the audit, we have not identified material misstatements in the Director's Report included within the Trustees' Report.
We have nothing to report in respect of the following matters in relation to which the Companies Act 2006 requires us to report to you if, in our opinion:

adequate accounting records have not been kept or returns adequate for our audit have not been received from branches not visited by us; or
-
the financial statements are not in agreement with the accounting records or returns; or certain disclosures of trustees' remuneration specified by law are not made; or
-
we have not received all the information and explanations we require for our audit; or
-
the trustees were not entitled to prepare the financial statements in accordance with the small companies regime and take advantage of the small companies' exemptions in preparing the Trustees' Report and from the requirement to prepare a Strategic Report.
Responsibilities of Trustees
As explained more fully in the Trustees' Responsibilities Statement set out on page 1—5, the trustees (who are also directors of the charitable company for the purposes of company law) are responsible for the preparation of the financial statements and for being satisfied that they give a true and fair view, and for such internal control as the trustees determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.
In preparing the financial statements, the trustees are responsible for assessing the charitable company's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the trustees either intend to liquidate the charity or to cease operations, or have no realistic alternative but to do so.
Auditor's Responsibilities for the Audit of the Financial Statements
Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor's report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with ISAs (UK) will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.
The extent to which our procedures are capable of detecting irregularities, including fraud is detailed below:
Based on our understanding of the charitable company and industry, we identify the key laws and regulations affecting the charitable company. We identified that the principal risk of fraud or non-compliance with laws and regulations related to:

We focused on those areas that could give rise to a material misstatement in the charitable company's financial statements. Our procedures included, but were not limited to:

Enquiry of management and those charged with governance around actual and potential litigation and claims, including instances of non-compliance with laws and regulations and fraud.

Reviewing minutes of meetings of those charged with governance where available.

Reviewing legal expenditure in the year to identify instances of non-compliance with laws and regulations and fraud.

Reviewing financial statement disclosures and testing to supporting documentation to assess compliance with applicable laws and regulations.
• Performing audit work over the risk of management override of controls, including testing of journal entries and other adjustments for appropriateness, evaluating the business rationale of significant transactions outside the normal course of business and reviewing accounting estimates for bias.
It is the primary responsibility of management, with the oversight of those charged with governance, to ensure that the entity's operations are conducted in accordance with the provisions of laws and regulations and for the prevention and detection of fraud.
Because of the inherent limitations of an audit, there is a risk that we will not detect all irregularities, including those leading to a material misstatement in the financial statements or non-compliance with regulation. This risk increases the more that compliance with a law or regulation is removed from the events and transactions reflected in the financial statements, as we will be less likely to become aware of instances of non-compliance. The risk is also greater regarding irregularities occurring due to fraud rather than error, as fraud involves intentional concealment, forgery, collusion, omission or misrepresentation.

Sheffield and Hallamshire County Football Association Limited is a company limited by guarantee, incorporated in England & Wales, registered number 04236669 and registered charity number 1168762. The registered office is Steel City Stadium, Olympic Legacy Park, Worksop Road, Sheffield, S9 3TL.
2. Accounting Policies
2.1. Basis of Preparation of Financial Statements
The financial statements have been prepared in accordance with the Charities SORP (FRS 102) "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)", Financial Reporting Standard 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Companies Act 2006. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value.
The charitable company is a Public Benefit Entity as defined by FRS 102.
The Company’s functional and presentational currency is GBP. The Company has prepared it’s financial statements to the nearest £.
2.2. Going Concern Disclosure
As part of considering the charitable company’s ability to continue operating as a going concern, the Trustees have reviewed the charitable company's financial performance and future forecasts that cover 12 months from the date of approval of these financial statements. On review of these forecasts, the Trustees have not identified any material uncertainties regarding going concern and are confident that the charitable company will have sufficient resources available to enable it to continue to meet it's liabilities as they fall due. As a result, the Trustees consider the going concern basis of preparation of these financial statements to be appropriate.
2.3. Fund Accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Designated funds comprise unrestricted funds that have been set aside by the trustees for a specific purpose.
Restricted funds are to be used for specific purposes as laid down by the donor or when funds are raised for particular purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
2.4. Incoming Resources
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

2.5. Resources Expended
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Grants offered subject to conditions which have not been met at the year end date are noted as a commitment but not accrued as expenditure.

2.6. Tangible Fixed Assets and Depreciation
Tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. Depreciation is provided at rates calculated to write off the cost of the fixed assets, less their estimated residual value, over their expected useful lives on the following bases:

2.7. Investments
Investments are carried at their market value.
2.8. Stocks and Work in Progress
Stocks and work in progress are valued at the lower of cost and net realisable value after making due allowance for obsolete and slow-moving stocks.
Cost is determined using the first-in, first-out method. Cost includes all direct costs.
The stock held at the year end include medals and course packs.
At the end of each reporting period stocks are assessed for impairment. If an item of stock is impaired, the identified stock is reduced to its selling price less costs to complete and sell and an impairment charge is recognised in the statement of financial activities. Where a reversal of the impairment is required the impairment charge is reversed, up to the original impairment loss, and is recognised as a credit in the statement of financial activities.
2.9. Cash and Cash Equivalents
Cash and cash equivalents are basic financial assets and include cash in hand and deposits held at call with banks, other short-term highly liquid investments that mature in no more than three months from the date of acquisition and are readily convertible to a known amount of cash with insignificant risk of change in value, and bank overdrafts.
2.10. Financial Instruments
The charitable company has elected to apply the provisions of Section 11 "Basic Financial Instruments" of FRS 102 to all its financial instruments.
Financial instruments are recognised in the charitable company's Balance Sheet when the charitable company becomes party to the contractual provisions of the instrument.
Financial assets and liabilities are offset, with the net amounts presented in the financial statements, when there is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a net basis or to realise the asset and settle the liability simultaneously.
Basic financial assets
Basic financial assets, which include trade and other receivables, cash and bank balances, are initially measured at their transaction price including transaction costs and are subsequently carried at their amortised cost using the effective interest method, less any provision for impairment, unless the arrangement constitutes a financing transaction, where the transaction is measured at the present value of the future receipts discounted at a market rate of interest.
Discounting is omitted where the effect of discounting is immaterial. The charitable company's cash and cash equivalents, trade and most other receivables due with the operating cycle fall into this category of financial instruments.
Impairment of financial assets
Financial assets are assessed for indicators of impairment at each reporting date. Financial assets are impaired when events, subsequent to their initial recognition, indicate the estimated future cash flows derived from the financial assets have been adversely impacted.
The impairment loss will be the difference between the current carrying amount and the present value of the future cash flows at the assets original effective interest rate. If there is a favourable change in relation to the events surrounding the impairment loss, then the impairment can be reviewed for possible reversal. The reversal will not cause the current carrying amount to exceed the original carrying amount had the impairment not been recognised. The impairment reversal is recognised in the profit or loss.

Financial liabilities are classified according to the substance of the contractual arrangements entered into.

Basic financial liabilities, which include trade and other payables are initially measured at their transaction price after transaction costs. When this constitutes a financing transaction, whereby the debt instrument is measured at the present value of the future receipts discounted at a market rate of interest. Discounting is omitted whore the effect of discounting is Immaterial.
Trade payables are obligations to pay for goods and services that have been acquired in the ordinary course of business from suppliers. Trade payables are classified as current liabilities if the payment is due within one year. If not, they represent non-current liabilities.
Trade and other payables are subsequently measured at amortised cost using the effective interest method.
2.11. Taxation
The charity is exempt from tax as all its income is charitable and applied for charitable purposes.
2.12. Pensions
The charitable company operates a defined pension contribution scheme. Contributions are charged to the Statement of Financial Activities as they become payable in accordance with the rules of the scheme.

19. Pension Commitments
The charitable company operates a defined contribution pension scheme. The assets of the scheme are held separately from those of the charitable company in an independently administered fund.
During the year the charge to the statement of financial activities in respect of defined contribution schemes was £28,047 (2024: £35,127).
At the balance sheet date contributions of £6,133 (2024: £5,823) were due to the fund and are included in creditors.

Purpose of Restricted Funds
Wildcats fund
The Wildcats fund offers funding packages to entities who provide football coaching to girls aged 5 to 11 years old.
Euro Host City fund
The Euro Host City fund comprises money received from the FA to fund legacy projects in Sheffield and Rotherham in connection with hosting of the 2022 Women's European Football Championship.
Women's Recreational Officer fund
The Women's Recreational Officer fund was established through funding from the FA in connection with the 2022 Women's European Football Championship. It funds the employment of a Women's Recreational officer and other projects to promote women's football.
Innovation and Inclusion fund
The innovation and inclusion fund provides funding for a range of programmes that promote the game of football to everyone in society.
Benevolent fund
The benevolent fund offers financial support to those in football who have suffered injury or loss as a direct result of participation in or travel to County FA affiliated football.

The Squad Girls fund offers funding packages to entities who provide football coaching to girls aged 12 to 15 years old.

The Grass Pitch Support fund represents funding from the FA to cover the cost of a Football Development Administrator.
Football Delivery Fund
The Football Delivery Fund represents funding from the FA for league administration support.
Level Playing Field Fund
The Level Playing Field fund is funded by the FA to promote female football.
