The Trustees, who are also Directors for the purpose of Company Law, pres8nl their annu81 report together with the
audited financial statements for the year ended 31 March 2025. The Trustees confirm that the Annual Report and
flnancial slalemenls of the company comply wllh the current slatulory requirements. the requirements of the company's
governing document and the provisions of the Statement ol Re¢ommended Pracllce (SORP, 2nd edition), applicable lo
charilles preparing their accounts in accordan￿ with the Financlal Reporting Standard applicable in the UK and Republlc
of Ireland (FRS 1021 (8ffectlve 1 January 2019).
OBJECTIVES AND ACTIVITIES
Policè Now's misslon is to Iransforrn communities, reduce crime and anti-social behaviour, and Increase th8 public's
confidence in the police service by fecruiling, developing and inspiring oulslanding and diverse leaders in society and
on the pollcing frontline. This allgns with the original governing documents of lh8 charity
Pollce Now was created by Ihose who belleve that ther8 Is value for Ihe pollce Service and the communitles that pollcing
serves lo recruiting, training, and developing pollc8 officers in ways that differ Irom traditional approaches.
With the support of the Melropolllan Pollce Servlce, The Mayo￿$ Offlce for Pollclng and Crlme, the Home Office and
London Firsl {now BuslnessLDNI, a small number of constables, sergeants, and Inspectors created Police Now within
the Metropolllan Pollce. The firgl cohort of slxly-nine programme partlcipants lolned Pollce Now's Nallonal Graduate
Leadershlp Development Programme in July 2015 in London. In 2018, Police Now became an independent organisalion
and charity. In 2019 Pollce Now launched the Nalional Del8clive Programme and in 2021 launched the Frontline
Leadershlp Programme, Befften 2019 and 2023, Pollce Now played a key role In the delivery ofthe UK Government,
Police Uplift Programme. Most recenuy, the organisation has worked to apply Ils programmes and learning to ¥arious
specialist pollce acliville5.
Durlng th8 2024125 ffinanclal year, 196 partlcipanls lolned the tenth cohort of the Nallonal Graduate Lèadershlp
Programme. and 148 participanls joined the sixlh cohort of the National Detective Programme, which includ@d 61 ofticers
joining Pollce Now's Counter T8rrorlsm Pollclng stream and 12 officers joining Pollce Now's Economlc Crlme strearn.
By 31 Marth 2025, 38 of the 43 terrltorial police forces In England end Wales had partnered wlth Poli¢8 Now to recruit
and develop almost 3.500 police officers across England and Wales. 58% of which had never considpred a career in

Pollce Now engaged an external consultancy flrm lo undertake an independent assessmenl of the organisalion's
soclal value. Based on the factors assessed during the study, 11 Is suggested that Pollce Now effecllvely returns
£13.77 of value lo society for every £1 of fundin9 received ailher directly from the Home Office or from partner
forces.

the first allempl, 18 % hlgher than the national average (June 2025), desplte havlng only len weeks, police servlce
at the lime of taking the exam.
The Counter Ter,-"risT, Policing ICTP) slream of Police No¥'i's deleclivA programme piloted in 2024 and coiitinued
in 2025, Thanks lo ils success, the stream has now expanded to Include thè Wosl Midlands and North We31 règion8
for the first tlme.
A brand.new economic crlme slream was introduced in 2025, which sees officer$ specialise in investlgallng fraud
and other economi¢ crim8, which amounts to almost half of all recorded crlme In the UK, wllh crlminals often preying
on the most vulnerable. The stream piloled In the City of London Police, the national lead for this speciallst area of
policing, wlth 12 new offi'cers.
The Pollce Now programmes have now been developed wilhin the Police Constable Entry Programme (PCEP)
framework and ils deteclive equivalenl. P8rticipants already reach Ihe Ironl line faster than any olher entry and
Iralning route, and the new pathways present an opportunlty lo allow them even more Ilme in their communltles and
188ms. The removal of the requlrement for Police Now programme participants lo study for a secand degree (as all
participants are degree holders at the polnt of hire) durlng their first Iwo years as a police officer, reduces the
¢omplexlty of the programme, abstracllon from the fronlllne and offior workload, giving a better balance for
parlicipants and lowering programme exlenslons numbers.

policy has been established, covering risk idenlification, assessment, managemenl, and monilorlng. as well as buslness

SLT considers Police Now's objeclNes. mlssion, slralegy., the nature and scale of Pdice Now's activities. external

challenges, difficulties, and problems the charily has faced,. Pollce Now's operating model; risk management

As of 31 March 2025, Pollce Now had consolldaled lunds of £7,977,965 (2024.. £8,506,190) of which £31,314 (2024:
£40,517} of funds can only be reali5ed by dlsposing of tangible fixed assels. No funds were reslricled or designated,
The Trustees review the reserve policy annually and the level of reserves are reviewed quarterly as part of regular
finan¢lal reportlng.
The level of reserves musl be sufficlent to deliver the full programme(s) and assoclated acllvlties commllted to across
multiple financial years. Thls is rneasured by a wind-down model which is prepared in conjuncllon with the annual budget
and any subsequent reforecasl. The tsrget level of reserves requlred Is £7.8m. The reserves at 3111 March 202S are
above this level al £8.Om which the Board deem adequate bul not exce851ve.

Police Now is a charitable company limiled by guarantee, incorporated on th8 18 December 2014 and
registered in th6 United Kingdom under the Companies A¢t 2006 and Charities Act 2011 (company no.
09922205, charlty no. 1168427). The addre8s of the registered office is given within the Reference and
Administrative Delails page. The company Is a charitable company limited by guarantee. The memb8rs of
th8 company are the Trustees named on pag8 1. In the evant of the company being V￿Und up. Ihe
liability in respect of the guarantee is limited to £1 per mérnber of Ihe company.
The nature of the company's operations and ils principal activities are set out in the Truslees, Report on
page 2.

2.1 Ba8ls of preparatlon of Ilnanclal statemont8
The financial slalemenls have been prépared in accordance with tha Charities SORP (FRS 102)
Accounling and Reporting by Charities.. Statement ol Recommended Pracllce applicable to charilles
preparing Ihelr accounts in accordance with the Financial Reporting Standard applicable in Ihe UK
and Republic of Ireland {FRS 1021 (effective 1 January 2019). Ihe Financial Reporting Standard
applicable in the UK and Republic of Ireland (FRS 1021 and the Companies Act 2006.
Police Now meets the definltion of a public beneflt entlty under FRS 102. Assets and1Sabilllles are
initially recognised at historical cost or transaction value unless othepwise slated in the relevant
accounting policy. The accounting pollcie5 have bean applied conslslènuy Ihroughout Ihe flnanclal
slalemenls in bolh the current year and the prior year,
The financial statements are presented in pounds sterting {GBPI, being the functional currency of
the charity. and are rounded to the nearest pound.
The preparalion of financial statements in compllance with FRS 102 requires the use of cert8ln
Cfilical accounting eslimaies. 11 also requires ii)aiiageiTrienl to exei'cise iudgenienl iii applying Ilie
Charills accounting policies. These are detailed in note 3.

2.2 Golng concern
The Trusteès reviewed Police Now's accounts in November 2025. as part of their regular
ass888ment. as well as ils prlnclpal risks, financial and otherwise. Al that time. they ware satlsfied
that there is no material uncertainty that v￿Uld cast doubl on the charity's ability to continue as a
going concern. Pollca Now has sufficient resources to continue operating for the loreseeable
future and accoun18 have been prepared in the knowlÈdge that Police Now is a financlally viable
organisation.
The effect of uncertainties including force demand, Home Office funding and cost changes has been
asse88ed by the Trustees, reviewing Police Now's on90ing activity, its forecasts and risks lo ensure
the organlsallon rernalns finBncially viable. With regards lo the next 12 months. the most signif￿ant
areas lo be monitored clos81y by the dlrectors is securing Home Offlce lunding for 2026127 and
Confirming conlracls with Police Forces for 2027 National Gradual8 Programme. Gonlracls for the
2026 Nalional Graduate Programme are already confirmed. The Trustees will continue to monitor
this closely.
As Pollce Now re¢elves Horne oifi¢é funding and Policé Force Fe8$ In advance of
programme delivery, Police Now has suffici8nl reseN8s to deliver contractual obligations and
the Trustees therefore conclude there Is no material uncertainty to going concern. An updated
financlal forecast was prepared in November 2025 to assess the impact of ch8nge$ in force
demand. Th8 Trustees have a reasonable expectation Ihat Police Now has adequate
resources lo continue in operational existence for the foreseeable future. The entity therefore
continues to adopt the 90ing conceTn basis in prepaTing its financial 8latements.
2.3 Income
All income Is recognised once the Company has entltlement to thè income, il Is probablg that Ihe
Income will be received and the amount of income receivable can be measured reliably.
Grants from governments and other agencies which are awarded In respecl of core furKling are
included as income from donations in the period ID which they are recelved and receivable. unkss
any performance relaled cL)ndilions are allached lo Ihe grdlll.
Income from Gharilable aclivilies relates to fees received from pdice forces for provldlng graduate
recruilmenl and training programrnes.
Donated sarvlces or facilit189 are recognised when the company has control over the rtem, any
condition5 associated with the donated item have been met. the receipt of economic benefit Irom the
use of the company of tha item is probable and that economic benefit can be rneasured reliably,
General volunteer lime is not recognised.
On receipt. donated professional servlces and donated facilities are recogn18ed on the basis of th8
value of the gifl lo the company, which is the amount the company vlould have been willin910 pay to
obtain servicès or facilities of equivalent economlc benefil on the open markel; a corresponding
amount is then fecognised in expendilure in the period of receipt.

2.4 Expendlturo
Expenditure is recognised once thera is a legal or conslruclive obltgalion lo transfer economic

actlvlty. The costs of each aclivlty are made up of the lolal of dlrecl costs and shared Gosts,
including support costs involved in undertaking each activity. Direct costs attributable to a singlè
activity are allocated directly lo that activity. Shared costs which contribute lo mora than one activity
and support ¢osts which are not altribulable to a single activily are apportioned between Ih03e
activities on a basis consistent with the use of resources. Central staff costs are allocated on the
basis of lime spent, and depreciatlon charges allocated on the portion of the asset's use.
Support costs are those costs incurred dlreclly in support of expenditure on the oblects of tha
company. Governance costs are those inCu￿ed in connection with admlnislralion of the company
and ¢ompliance with con8lilutional and siatutory requlrements.

Interest on funds held on deposit is included when receivable and th8 amount can be measured
reliably by Ihe Company., this is normally upon notification of the Interest paid or payable by th8
Bank.
2.6 Tanglble fixed assets and depreclatlon
Tangible fixed assets costing £1000 or mor8 are capltalised and recognised when futur8 economlc
benefils aré probable and the cost or value of the asset can be measured reliably.
A review for impalmienl ol a fixed ass81 is carried out if events or changes In circumstances indicate
th81 the carrying value of any fixed asset may not be recoverable. Shortfalls between Ihe carrying
value of fixed assels and their recoverable amounts are recognised as Impaimients. Impainnent
tosses are recognised in the Statement ol Financial A¢tivrties.
Tangible fixed assets are carrled at cosl. net of d8preGiatlon and any provision for impalmient.
Depreciation is provided at rates calculated lo write off the cost of fixed assets. less their estimated

The Company only has financial assets and financial liabilitles of a kind that qualify as basic financi81
Instruments. Basic financial instruments are initially recognisèd at Iransaclion value and
$Lrbsequenlly measured al their settlement value wilh the exception ol bank loans which are
subsequently measured al amortised cost using the effective interest method.
2.11 Operatlng1gas8s
Renials paid under operating leases are charged lo the Statwnenl of Financlal Activities on 8
slraight-line basis over the lease lem.
2.12 Ponslons
Police Now operates a defined contribution pension scheme for ils employees. A defined
conlribution plan is 8 pension plan under which the Charily pays fixed contribullons into a separate
entily. Once Ihe contributions have been paid Ihe company has no further payrnent obligallons, The
contributions are recognised as an expense in the statement of financial activities when Ih8y lall due.
Amounts not paid are shown in accruals as a liabllily in the balance sheet. The assets of the plan are
held separately from the Charity in independently adrninislered funds.
2.13 Fund accounting
General funds are unreslricled funds whlch are available for use at the discrelion of the Trustees in
furtherance of the general objectives of the Company and whlch have not been designated for other
pury)oses.
Reslricl8d funds are donations recelved, or Income arlslng there Irom, ￿leh are speclflc for the
pury)ose set out by th8 donor. The cost of administering such funds is charged against the specific
fund.
