Police Now's mission is to transforrn communitses, reduce and ants"_so¢ial behaviour, and In¢￿ase the Publ￿'S
Confidence in the police servtt by recTU￿.ng, devebping and inspiring outstanding and dNerse leaders in society and
on the policing tronlline. This aligns wth the original governing documents of the ¢harity% In addition, Police Now is the
sole shareholder of Police N(yw Enlefprises Limrte(l. a trading subsK1iary and company limited by guarantee.
Police Now was created by those who believed that there was potential value for the police service and the communilies
policing serves to recruiting, training. and devdoping polti officers in a number of different ways io the traditional
approaches.
INlh the support of the Metropolitan pol￿ SeNce, The Mayorfs Office for Policing and Crime London. and the Home
Office. a small number of PCS, Sergeants. and Inspectors created Now within the Metropolitan Poltt. The first
cohort of sixty-nine indNiduals on Police Now's Leadership Development Programme started in July 2015 in London. In
2016, Police Now span out as an independenl organisab.on and Charity. In 2019 Pdice Now launched the National
Detective Programme and in 2021 launched the FrMUine Leadership Prc*3ramme.
During the 2021122 year, 309 part￿pants joined the seventh cohort of the Natsona Graduate Leadership ProJramme,
and 170 parb'apants joined the third cohort of the Nat￿nal Deiecb"ve ProgfamftE.
By 31 Mar¢h 2022. thirty four of the p)lice forces in England and Wtales had partnered wlh Police Now to recruit and
develop over 2,100 police off￿erS across Englqnd and Wdes. arourKI 54% of whom told us they would not have

Volunteers
The Trustees are all unpaid volunteers who provide their tinE. experb"se. and judgement without payment, and Police
Now is enormousty grateful for their contribution. In addition. Police Now has benefited from several pro bono
conlribulions. typically provided on a voluntary basis. Apart from the Board. the day-to-day Operat￿nS of Police Now is
not reliant on volunteers to funcb'on and 1$ predominantly run by paid professional staff.
Fundraisin
It is critically important that Police N¢Jw conb.nues to be innovalive and agile in bringing new programmes and responding
to the needs of policing As such, Police Now does not actively pursue a strategy of fundraising from corporate, individual
or foundation5. The primary source of funding is from fees received from Polu For￿$ for programme participants and
grant income frorn the Home Office.
Police Now does not fundraise from members of the public and has no short-lerm arnbith?n to engage in this strategy.
Any changes in this strategy must be approved by Police Novls Board to ensure ongoing alignment with recognised
standards. avoid complaints and protect the public - including vulnerable people - from unreasonably intrusive or
persistent fundraising approaches and undue pressures to donate. To date Police Now has receNed no fundraising
complaints.

Analysis of the Indices of Mults'ple Deprivalion {IMDI data shows PolKe Now particl￿nts tywcally work in more
deprived communities, characterised by higher crime and anb-soaal behaMour {ASBI.

bias, or discrimination wherever it is found. Of those who started the Nationd Graduate Leadership Programme in
2021 52% ￿entified as female, 25% ￿entified as ethnic minortts.es (compared with 14% ethnic rninorilies

meals (compared to 15% of the population
Of those who started the Natsonal Delecb"ve Programme in 2021, 63% identified as female, 13% identif￿d as ethnic

Police Now participants maintain a strong belief in the value of diversity and inclusion in the workplace. Illustrating
this. 79% of partieipanls di$agreed that stereotypes about groups were usualty true. This compares to 41% for

Risk is an inev'rtable part of charitable activity and Police Now is committed to managing risk effecb.vdy to ensu￿ it
achieves its objectives and safeguards charilat4e funds and assets. As such. a 8oard-approved risk management
policy has been established. coverin9 risk Klenbficalion. assessff*n( managerren( and monitonng, as well as business
contingency planning.
The risk identification process is led by the Senior Leadership Team ISLT) and reviewed regularly by the 8oard. The
SLT considers Polu Now's objects"ves, miSs￿)n. strategy." the natu￿ and scale of Police Now's ath'vib'es," extemal

A participant is charged with misconduct whilst they are on the Police Now Programme- Police Now ha5 completed
a full safeguarding audit across the Programme from recruitment to graduation and will be irnplementing any
recommendatsons. A particular focus for our devek)pment of the programmes is Academy Culture and reporting.
Stringent wellbeing and nEntsl ttealth support measures are in place for participants.
Reserves
As part of the audit work it was ￿entir￿d that incory* from Police Force fees was not being re¢ognised in the correct
period. Having reviewed the contracts in place rt was agreed that the income recognition poinl was the start of each
cohort's academy. Previously Police Now had been recognising the income when il was invoiced which was in advance
ofeach cohort stsrting.
Therefore. a prior year adjustrnent was required to defer of the Police Force fees income into later period$. To
ensure the financial statements show a true and fair view. an adjustrnent has been made to the reserves for the years
ending 31st March 2020 and 31st March 2021 to ensure the opening balance posrtion was correct and income relating
to 2022123 has been deferred in the financial statements. This has resulted In a reduction lo the reseNes at 31 st March
22 of £2.610,599 and a restated funds Carried forward of£9.333.386.
As of 31 March 2022. Police Now had consolidated fvnds of £10,824,143 {2021.. £9.333.386} of whth £22.06012021.
£4,160} of fvnds can only be realised ty disposing of tangible fixed assets. No funds were restricted or designated.
The Tnjslees ￿VIeW the reserve p)licy annually and the level of resep4es a￿ reviewed quarterly as part of regular
fi'nancial reporting.
The level of reserves must be sufficient to deliver the ftill programmels} and associated activities committed lo. This is
measured by a wind-down mcéel which is prepared in conjunth.on with the annual Budget and any subsequent
reforecast. In addition lo this, a provision. of an amount agreed by the Board of Trustees lor relevant delegated
subcommittee}. will be maintained to cover unforeseen day-to-day operational costs. responding to known and
unforeseen risks, cost inflation, asset replacernentcosls. costs ansing trom ￿al act￿n, force non-payment, strategically
impactful opportunits'es. The target level of reserves required is £9.1m. The reserrfes at 319t March 2022 are above this
level at £10.8m which the Board deem adequate but not excessNe.

The Trustees reviewed Police Now'$ accounts in October 2022, as part of their regular assessment, as well a$ its
principal risks, financial and otheThvise. At that tirrE. they were satisfied that there is no material uncertainty that would
cast doubt on the charity's ability to continue as a going concem. Police N(A¥ has sufficient resources to continue
operating for the foreseeable fviure and ￿)Unts have ￿en prepared in the knowledge that Police Now is a finan¢ially
viable organisalion.
The effect of uncertainties including force demand. Home Office funding and cost Changes has been assessed by the
Trustees. Reviewng Police Novls ongoing activty, ils forecasts, and risks lo ensure the organisation remains financially
viable. Wth regards lo the next 12 months. the most significant areas to be monitored ck>sely by the directors include

securing Office funding for 2023r24 and securing cxyltrnts wilh Police Forces for 2023 NGLP programme for
which several Forces are already confirmed under existing multi-year ￿ntracts with contracting continuing to secure
further forces. The Trustees will continue to ￿￿nitOr closely.
As Police Now receives Home Office fvnding and Police Force Fees in athancE of programme delwery, Police Now has
sufficient reseNes lo deliver contractual obligal￿n$ and the Truslees therefo￿ Conclude there i% no matertal uncertainty
lo going con¢em.
An updaled finanaal forecaslwas prepared in July 2022 to assess the impact of changes in force demand. The Trustees
have a reasonable expectation that Police Now has adequate resoufces to continue in operational existence
for the foreseeable future. The entity therefore continues to adopt the going concern basis in preparing ils financial
statements.
PLANS FOR THE FUTURE PERIOOS
During 2021122, the policing recruf(ment and training market wilhin which Police Now operates has experienced

Programme, of which the fi'nal year is antscipated to be 2022123." 12) the ongoing impact on the police service of the
demands of policing due lo the global Covid-19 pandeffl￿ {including knock on impacts from the health and S￿la1 care
seclorsl, and 13) significant negatNe media attention and pU￿1C outcry felab'ng to incidences indicating issues of
misogyny. sexism or racism within the sector. Furtherr￿re. the UK govemmenl and many organisalions have been
impacted by the Ru55ian-Ukraine war, which commenced in February 2022, impacting not only political and civil service
work but also global supply chains arKI Inflation. The impact of the Ukraine war Is ongoing and uncertain. It has
contributed to rising energy bills and the ¢osl-of-living crisis. whith may impact candidates applying lo poliang al entry

department of the Metropolitan Police SeTrice. Police Now hdd its first Board of Trustees. ￿￿eting In December 2015
with a nominated Chair and four Trustees. In July 2016 Police Now ￿CeNed charitsble status and established a trading
SubS￿lary and company limited by guarantee. Police Now Enterprises Limrted, in which il 15 sole shareholder. Police
Now does not have shared capitsl or extemal shareholder and is hekd to account by a nominated Board of Trustees (the
'8oard') who are not remunerated.
As part of the governing structure, members of the Board for Police Now are both Trustees for the organisation and are
registered on Companies House as Directors. Al 311t March 2022 Police Now had 10 appointed Trustees. In addition to
being responsible for the future strategy of POl￿e Now, Th8mbers of the company are liab￿ to contribute a sum not
exceeding £1 in the event of the charity being disbanded13
Police Now has made active efforts to ensure its Board incorporate a wide range of relevant skills and experience to

Police Now is a charitable company limited by guarantee. incorporated on the 18 December 2014 and regiSte￿d
in the United Kingdom under the Companies Act 2006 and Charits"es Act 2011 (company no. 09922205, charity
no. 11684271. The address of the registered office is given wthin the Reference and Administrats've Details page.
The company is a charitable company limited by guarantee. The members of the company are the TTuslees
named on page 1. In the event of the company being wound up, the liabilty in respect of the guarantee is limited
to £1 per ￿fflbef of trbe company.
The nature of the company's operab.ons and its principal aCtwr(￿ are set out in the Trustees, Report on page 1.
ACCOUNTING POLICIES
2.1 Basis of prgparation of flnanclal statements

statements in both the ￿rrent year and the prior year.
The preparation of financ*1 statements in compliance with FRS 102 requires the use of certain Critical a¢¢ounb'ng
ests'mates. It also requi￿5 management to exerci$eiudg8ment in applying the Charity's accountsng policies. Thgse
are detailed in note 3.
The following accounting polioes have been applied:
2.2 Basls of consolldation
The Statement of Finanaal Activities ISOFAI and Ststement of Financial Position consolidate the financial
statements oflhe company and ils subsidiary undertaking. The results of the subsidiary are consolidated on a line
by line basis_
No separate SOFA has been FKesented for the c4)mpany alone as pemiitted by section 408 of the Companies Act
2006.

2.4 Golng ¢on¢orn
The Trustees reviewed Police Now's aCc￿Unts in October 2022, as part of their regular asse55ment. as well as its
principal ri$k$, financial and otherwise. At that lime. they were satisfied that there Is no material uncertainty that
would ¢a$l doubl on the charity's ability to contsnue as a going ¢on¢ern Police Now has sufficient reSoUr￿S to
continue operab.ng for the foreseeable future and accounts have been p￿pared in the knowledge that Police Now
is a financialty vBble organisation.
The effect of un¢ertaint*s including force demand. Home Office fvnding and Cost Changes has been assessed ty
the Trustees Reviewing Police Nows ongoing activity, tts fore¢a$ts and risks lo ensure the organisalion remains
financ￿llY viable With regards lo the next 12 months, the mst signifi¢ant areas to be monitored closely by the
directors Include securing Home Office funding for 2023r24 and securing contracts wilh Police Forces for 2023
NGLP PTogramme for which sevefal For￿$ are al￿adY confirmed under existing mulli-year contracts with
contracting continuing to secure further for¢es. The Trustees wll conb.nue to monitor this closely.
As Police Now receives Home Office funding and Poli¢& Force Fees in advance of programme delNery. Police
Now has sufficient reserves to deliver contractual obligab.ons and the Trustees therefore conclude there 1$ no
material uncertainty to going concem.
An updated financial forecast was prepared in Juty 2022 to assess the irnpact of changes in force demand. The
Trustees have a reasonable expectalK*n that Police Now has adequate resources to continue in operab'onal
existence for the foreseeable future. The enb.ty therefore contsnues to adopt the going ¢oncem batsi$ in preparing
its financial statements.
2.5 Fund accounting
General funds are un￿s1n"¢ted fvnds which are available for use at the d+s¢￿tIOn of the Trustees in furtherance
of the general objectives ol the company and wh￿h have not been desNJnaied for other purp05e5.
Reslri¢teé funds are donations received. or income arising the￿ from, which are specific for the purpose set out
by the donor. The cost of administerin9 such funds are charged against the specific fund

2.7 Expenditure
Expendrture is recognised once there is a legal or constru¢b"ve obligation to transfer econom￿ benefit lo a third
paty, It Is probable that a transfer of economic benefits will be required in selllement and the amount of the
obligation can be measured reliably. ExFenditure is classffied by activity. The Costs of each activity are made up
of the total of direct costs and shared costs. including support costs involved in undertaking each acb"vity. Direct
costs attributable to a single a¢livity are allocated direcuy to that activty. Shared costs which contribute to more
than one ath'vty and support costs which are not attributable to a single activity are apportioned between those
activities on a basis eonsislent wrth the use of resources. Central staff costs are allocated on the basis of b'me
spent. and depreciation charges allocated on the porb.on of the assefs use.
Support costs are ttlose costs incurred directty in support of expendrture on Ihe objects of the company.
Governance costs are those incurred in connection wilh administration of the company and compliance wrth
constitutional and statutory reqUire￿nts.
Expenditure on raisirsg funds are cosls incurred in allracting voluntary incorre. and those incurred in trading
aclivilEs that raise fvnds.
Charrtable activits.es and govemance costs are costs incurred on the company's educab.onal operab'ons, including
support costs and costs relating to the govemance of the company apporboned to chantable aclivilies.

Interest on funds held on deposit is included when receivable and the amount can be ffeasured reliably by the

Police Now operates a defined contributDn Pen￿On scheffe lor rts employees. A defined contribulion p￿an is a
pension plan under wh￿h the Charity pay5 fixed contributr.ons into a separate entity. Once the contributions have
been paid the company has no further payrnenl obligalwjns. The contn"butions are recognised as an expense in
the consolidated statement of financial ath"vib"es when they fall due. Arnounts not paid are shown in accruals as a
liability in the balance sheet. The assets of the plan are hekl separately from the Charity in independently
administered funds.

The company onty has financial assets and financial liabilities of a kind that qualify as basic financial inslrumenls.
Basic financial inslrutrents are intb'alty recognised at transaction value and subsequently measured at their
settlement value with the exception of bank bans which are subsequenuy freasu￿ at amortised cost using the
effective interest method.
2.17 Dlstrlbuted proflt• under gift aid
Taxable profits transferred to the parent enb"ty. Police NCM, a registered charity, are recogn15ed as dislribulions
from the subsidiary. Police Now Enterprises, when the company has made an Irrevocab￿ commitment lo the
Pa￿nt to pay the taxable profits that is, in the year in which the final amounts are agreed, communicated and
subsequenuy paid to the parent.
