Organisatlonal Background..
Penparcav is a village located just south of Aberystwyth, Mld Wales. It is home to around 3,120 resldents, including over
1,000 children and young people, and deerned to be within 20% of the most deprived places in Wales according to the
Welsh Index of Multiple DeprivatlDn 12014,. 20191. A recent End Child Poverty report tited that 39.5% of th95e young
people live In poveriy. Penparcau consist5 Qf over 1,200 hornes, ma1nly an ex-councll house housing estate, in a fortner
Communitie5 First area. Penparcau Is homÈ to multiple organisations ano groups that alm to fulfll th& needs of resldents
such as supporting young farniles through the local famlly centr&, enabling religious practice through the local church and
thapels, encouraglng sport through the local football club or r3ising awarness for wlldllfe and history in Penparcau.
Penparcau Community Forum Iihe Forum) was 3w3rdÈd fundlng to build a community hub (the Hub) In 2017, and currently
enables skills training and support seNices for local rÈsident5. As well as this, the Forum hosts and delivers events
throughout the year to engender Inclusivity and a s&nsÈ of tooÈtherness. To enable p055Itive change in the community, the
Forurn host5 a welcome space to allow members of the tommunity to come together and voice their opinions. On behalf of
the Forum, we would like to thank The National Lott&ry, WÈlsh Governrnent, CAVO ènd Local Authority for their support over
the years in helping us establish the community centre we now have as well as the generous support from local resldents
and volunteers for helping us run our annual activities and events.
The Board of Trustees is responsible for over5eing the day to day management of the Forum and alsD SUPPOrt Forum staff
with delivering projects.

Nick has worked In finance for tnost of his adult career, with a gmall b￿ak working in the water Industry when he first
relocated to Aberystwyth. has bÈÈn livlng In the area for 14 years and has a vested interest in seeing both PÈnparcau
and Aberystwyth as a whole develop, particUla￿Y with regards to activities for youths Ihaving three ¢hildtsn who have
grown up the areal. Nick tur￿￿tlY works with the Ministry of Defentr as 6n accountant, ¥vorkino closely wlth the Military
services providing essèntial supplies for the forces. Outside of work he enjoys keÈping fit. with gyrn and Muay Thai as
particular interests.
George Barratt
George is a formÈr rÈgular In the army with three tours In Northem Ireland under his belt. He Is a retired 5É1f-employed
painter and decorator who has worked all over the UK and overseas and 15 currendy the Chair of the Ceredigion Sea Angling
Coaching Project working with vulnerable young people In the area. He is a well-loved local chardcter with extensive
knowledge of local businesses, trades, people and fundraising.
Alan Chamberlain
Alan up In P&nparcau and eventually went on to work as a grounds person at Aberystwyth Golf Course. Addltlonallv.
Alan workÈd as a local bus driver which has made hlm popular wlth rnenbers of the publlc. Alan now has hobbles such as
walkino, ooing to alr and car vintage 5how5. watthlng sport, and working On motorcycles. Throughout lotkdown, Alan
realised the importance of the community and lumped at the chance to help others If he could. This mostly InvolvecS going
shoppino for people as they were unable to leave thelr homes. Alan 15 now keen to volunteer at the Forum as he wants to
contlnue oiving something back to the communlty.
Bryn Harriso
8ryn grew up in Aberystwyth and has experience as a sea cadet instructor, a coxswain for the RNLI, an engineer aprentice
nd now work5 for Hywel DJa Health Board as a paramedlc. Bryn also volunteers thmugh the Goodsam app to respond to
high acuity medical emergencies within the community. Bryn provides Èxpert knowledge to th& Board of Trustees in first aid
Michelle Hopewell
Michelle is a prescribing nurse practitioner with 20 yeats p)st registration expèrience in general prattite and emeryency
and urgent care. Since movin9 to Wales In 2021 She has vvorked at Ystwyth medical group and as a Royal Navy Veteran.
Michelle Is now proud to represent our veteran's cotnrnunity as named clinical lÈad. As a practice they are pmud to achiÈvÈ
accredited veteran friÈndly status In January 2024. Mlchelle Is delighted to sit on Ihe board of trustees for Penparcèu
Cotntnunity Forum and prowlde her support and experlence to the veterhn's community and o>ngoing veterans events.
Kelvin lones
After a twe1ve-year career In the Royal Navy, Kelvin returned to Aberystwyth and worked for MANWEB / Scottish Power as a
Logistic Tearn Leader for Aberystwyth and Oswestry District. He was later recruited by an IT company as an irnplÈmentation
consultant and worked throughout the UK and Ireland. At a local level, he Joined Abery5twyth Sea Cadet5 in 1982 as an
Instructor and worked up to the Cotntnandlng Officer role. He also worked for the Forum's predecessor Cotnmunitles First in
Penparcau and was a member of the Aberystwyth Youth Forum. Along with others, he 5Èt up the previous Forum In
Penparcau that IntrodJtrd various events to the community. In addition, he was a Cotnmunlty Governor in Penglais School.
a position he held for over slx years.
Steven Nicholas
steve was born In Swansea and moved to the area in 1999. He worked as an apprentlce welder after leaving school befor&
Joining the RAF ès a fireman. He also Joined the police In London as a Special Constable. His career in the NHS was in
Psychiatry before becoming a paramedic both In London ond Wales.. he wa5 promoied to dinical tearn lÈader In 1995. Steve
Is now semi-retired.
Appointment of trustees
At every Annual General Meeting one-third of the Trustees shall rebre and may offer thÈmselves for re-election. The
Irustee5 to ￿tIre shall be those trustees longest In offiTr 5incÈ their last election, trustees will be eletted annually by the
members at the Annual Genera1 Meeting of the Charity. Retiring trustees shall be eligible for re-election without further
otrination. If th&re Is a Choi￿ between r&tiring trustee5 of eoual service, It shall be made by drawing lots. Invitations for
nornination5 for the position of tru5teÈ wlll be sent to all Members with the notice Of the Annual General Meeting.
Completed nominatlDns will be accepted up to seven days bÈfore the date OF the meeting. All nominations requifft the
signature of the nominated person ènd the signature of a proposer and seconder all of which shall be Mernbers OF the
Charity. Unless othenv1se determin&d by the Charity in General Meeting the number of trustees shall be not1e5S than four.

The Community centre and café IHJbl. through a cofflbinatyon of community use and hinng of facilities, continues to
maintain the Forum'5 capacity for Income gener6bon, 5UPPOrtlng long-term financial stabllity of the organisation and
as515ting the charity meet Its objective5.
The work of the charity is much enhancÈd by a revenue grant frorn The NatlOn31 Lottery ITNLI Community Fund, whlch
enables th& core ream of staff to take thÈ Forum forward. The support Continues to be essential In maintaining Dur
progomme of activities and events ès these are not all 5elf-supported, particularly during a tlme of cost-of-living
challenges. The Initial funding canie to an Ènd In December 2023, and vle were successful in securing a grant from TNL for
a further three years and eight rnonths to August 2027.

Our community development work relies Dn a mixed econotny of funding to ensure a vlbrant and wide programme of
events. We are particularly thankful to TNL Awards for All Wales prwramrnÈ, Cere(51gion Assotiatlofi for Voluntary
OrganiSatlDns ICAVOI ano CeredigiDn County Council for supporting our f<iod poverty work (Penparcau Action Team), and
CAVO and Cèredigion County Council for supporting tsur wellbeing aclivities, In particular through health and fitness
opportunitiès. and the development of 3 vibrant gardening group of volunteers who have transformed the Hub grounds. The
Henry Smilh Foundation supported holiday activitiès In Sumtner 2025, ènabling us to take groups of young people Dn
adventure experlences. The devÈlopment of youth èctlvities ha5 bèen a particular focus for the Hub In 2024-2D25. With the
support of volunteers, we have bten able to hold rtsoular even1ng'safe spaces, and wlth a grant from the Mid and Souih
Wales Community Cohesion Fund ¢an now employ two part time youth worker5 a5 a pilot to provide more experienced
support and engagemenr until eady 2026. Woody's Lodge 5UPPOrted our monthly veteran's breakfast club, and the Royal
Naval Association funded a veterans. trip to C05ft>rd Air Museum. Aberystwyth Town Council hès supported our communlty
through a grant for Intergenerational activities, active travel and gardening. Local businesses continue to SUPPOrt our
chhritable Work with particular thanks to Aber Instruments, Gwe Cambrian Web, Mid Wales Travel, Rattray Butchers, Spar
Bow sfreet, and MikÈ Daniels from the Penp6rcau Chip Shop. A JustGiving campaign supportÈd by the community enèbled
the purchase of replacement goal posts on our green sp3ce. While Funding for the PAT Coordinator role came to an end, the
proiett IPenparcau Action Teatnl ha5 been reimagined with the emphasi5 on volunteer parbcipation to Ènsure that our
poverty alleviation work can continue during the ongolng cost-Df-livlng crisis.
TNL funding covers around 80D/o of the running costs Df Ihe Forum,. the shortffall is covered by some srnèller grants and
earned Incgme while further long-terrn support IS sought. Funding is increasingly competitive under the current economic
climate and geopolitical upheavals. Through prudent management the Forum is fortunate to have earned income and
unrestrictrd funds to draw upon. however we continue to seek èdditional rÈvenue grants to c105e the funding gap.
Reserve5 pollcy and current status
Penparcau Comtnunity Forum is a registered charlty providing COtnTrunity-based activitles for the ￿sidentS of Penparcau in
order to Improve their well-being. Most of the income received Is from grants, and Èarned income is tnainly frorp the hlre or
the f3cllities at the community centre and café seryice5. Penparcau Community Forum Board dlscussed the following factors

that level Is achieved. At 30 September 2024, the level of reserves hèld was É23,156 (including interest accruedl, with
£4,000 put Into resÈrves after Year End as per the ForuFn's reserves pollcy. At 30 SeptetnbÈr 2025 Re5&rves were £27,826
and Unrestricted funds carried forward to 2025-2026 stood at £69,614.

re-appointment, with no more than three trustees due for re-appointment in any one year.

Halloween Party The Forum hosted a hugely successful Halloween evÈnt for the young children of Penparcau. This year,
we built a tnake-5hitt gff veyard, cornplete with spooky props and atmospheric lighting, which was very well received by th&
commuDIty. Leading up to the event, we our usual creative activities, including mask makingi purnpkin carvingi and arts
and craft5. Costumes were fantastic, and prrizes were awarded for the best-drèssed children.
SÈnior Citizens, Christmas Me311?.0241- The Forum staff and volunteers prepared and served a three-course Christmas
dinner to over 85 senior cltizens, Including 65 local resident5 ènd amund 20 from HAHAV. A lengthy quiz and prizè-giving
dded to the festive 5Plrit. For those unable to attend, we dÈlivered a warrn Christmas dinnèr, puddingi and crackers
dirÈctly to their doorsteps. The event wa5 very popular and supported by dtsnètlons from ltrcal businesses.
Veterans, Christmas Meal 120241- 50 local veteran5 attended the annual three-course dinntr. Our veterans, group
continue5 to gmw, with participant numbers increasing each month. The Forum provides ￿gUlar support and social
activities to maintain engagement and wÈllbèing.
CDmmunity Chr15tmas Fayre 120241- The Forum worked with over 15 local business&s to host a festlve Christmès Fayre.
Childr&n from the lotèl school sang carols, while attendees enjoyed range of food5 fmm the café and kitchen. ￿5￿y, thanks
to our valued volunteers, we Installed several Chri5tma5 lightsldecorations on the roDf which were appreciated by the
cornmunitv.
Children's Christmas Party 120241 The Forum held its annual children's Christmas party, featuring a Santa's grotto and 8
local DJ to entertain attendees. Children received gifts and enjoyed a varfety of festivÈ artivities and refreshtnents.
Welsh Coffee Mornings- In collaboration wilh the Local Authority, The Forurn promote5 the Welsh language through bi-
monthly coffee morning5, attrnctlng around 20 partlcipants per session.
Easter Holldays 120251 The Forum ran a series of Eastsr Èciivities, intludlng arts and crafts, an Easter egg hunt. a
community fÈast, and a community BBQ. All participants rtceived free Easter eggs, and the events were attended by a
large numbÈr of local residents.
Inrernational Food Evening 12D25} The Forum hosted a tommunity dinner featurlng dlshes prepared by Sydan and
Egypiian re5idenrs, promoting cultural exthange and bringlng the communlty together through food.
Annual Party in the Park 120251- Over 350 coffltnunity members attended our phrty in the p4rk. Activitie5 included
populhr Inflarable assault tourse, DJ entÈrtalnrnent, a homemade watÈr slide, BBQ food, and a bar. Proceeds from food
sales helpèd support thé future sustainablllty of The Forum.
Weekly Activities
Thmughout the year, The Forum offered regular programs such as Home Start (for new pa￿￿t51, Digital
Incluslon workshops, children's aCtiv5ty clubs, gardening club, and Saturday matinée scre&niTrgs. These activitlÈs hawe
continued to attrètt Increasing numbers, reflettlng the comfflunlty's POSltivÈ response.
Overall Impact - The Forum ha5 receiv&d a fantastit response from the community throughout the year. Activities and
events have fostered social connections, leaming opportunities, and cultural exchange, with growing participation across all
programs. We are eager to expand further, anticipating increased daily footfall and continued comrnunity engagemènt.
A message to our community
We remain grateful to our community for their ongolng support for the Foruffl and we would like to encourage all r&sidents
to CDMÈ along to our activities and ev&nts ¢0 build social connecbons and create a sense of togethernÈss. Please continue to
fi11 in our feedback sheets as this information helps us to ImpmvÈ or maintain the work that we do.
The challenges we face
The Forum relies on funding tts pay for corÈ costs, includlng key staff and the running costs of Ihe communlty centre.
Desplte being successful In rÈcelving a £500,000 grant from The Natlonal Lottery, we are yet to secure amund 20% of core
running costs. In addition, the TNL fundlno ends in August 2027 and, while we can apply for a third large grant fmm TNL.
there Is no guarantee Df success. The next two years must involve the developrnent of other potentlal funding streams to
secure the Fomm'5 futurè.
With the support of our funders, Trustees, staff and comrnunity, the Forum has gone from strength to siEngth In the last
two years. Although the financial situation remains uncertain

Thè financial statÈrnents have been prepared in accordance with the Charities SORP IFRS 1021 'Accountlng and
Reporting by Charities.. Statement of Recommended Practice applicable to charities preparing their accounts in
accordance with the Financial keporting Standard applicable in the UK and Republic of I￿land (FR5 1021 (effective I
January 20191" Financial Reporting Standard 102 'The Financial Reporting Standard applicable In the UK and Republlc

The charitsble company operates t defined pension contrlbution scheme. Contributlons are charged to the Statement
of Financial Activities as they b&cotne payablÈ in accordantÈ with the rulÈs of the scheme.
2.10. Government Graht
Government grants are r@cogni5ed In the statement of financial artivities In an appmprlate manner that matche5 them
with the expenditure rowèrds which they are Intended to conrribute.
