- Other: At its formation on 6/7/2016 the CIO took over the assets and activities of its predecessor organisation of the same name which was an unregistered voluntary association.

## **Section C: Objectives and Activities.** 

## Summary of the Objectives of the charity set out in its governing document: 

To provide transport facilities in the villages of the Meon Valley and the surrounding area for people who have special need for such facilities because they are elderly, poor or disabled, people with young children or those living in isolated areas where there are no adequate public transport facilities.

## Summary of the main activities undertaken for the public benefit in relation to these objects: 

The charity operated a Community Bus under a Section 22 Permit to provide: 

- A scheduled weekday shopping-bus service to Fareham on 3 days per week, to Winchester on two days per month and to Waterlooville and Petersfield each on one day per month. (Full service suspended due to Covid pandemic, see section D) 

- Private hire of the vehicle at a subsidised rate to other charities or bonafide local community groups. (Suspended due to Covid pandemic). 

- Private hire of the vehicle to other organisations or individuals to generate extra income to subsidise loss-making services. (Suspended due to Covid pandemic 

All these activities are undertaken to further our charitable purposes for the public benefit and the trustees confirm that they have complied with their duty to have due regard to the Charity Commission’s public benefit guidance when exercising powers or duties to which the guidance is relevant. 

The trustees and all of the bus drivers are unpaid volunteers.  The Association was founded in 1985. 

## **Section D: Achievements and Performance.** 

Due to COVID 19 all services were suspended on 20[th] March 2020. 

Following a systematic risk assessment and survey of volunteer drivers a limited Mon-Fri service was introduced from 28[th] September 2020 with restricted seating and a booking system. This provided an essential service for passengers who rely on the service. All private hire continued to be suspended. 

All services were again suspended at Christmas 2020 due to government policy and we were not able to restart the limited service until 17[th] May 2021 

MVCBA continues to receive praise for the service we provide, particularly from customers on journeys and at the APM 

The purpose of MVCBA is to provide a safe, reliable, and friendly service.  This service is delivered by our 19 volunteer drivers, who turn out in all weathers.  It is their commitment that keeps this essential and much valued service going throughout the Meon Valley.

## **Section E: Financial review.** 

## Brief Statement of the Charity’s policy on reserves: 

The Trustees believe it is prudent to replace the minibus at roughly 5-yearly intervals. However, the Charity cannot fund replacement from the proceeds of its operations and in the past has depended on the availability of grants from either local or central government. With these bodies increasingly under budget pressures there is no guarantee that grants will be available in future.  Against this background, the trustees would like to ensure that the charity has the resources to continue operations for as long as possible without external support. They have therefore determined that (apart from a small sum required to support operations) all the present liquid assets should be held as a reserve, and that any operating surplus each year should be added to the reserve. Reserve funds are placed on deposit, currently with NS&I and CAF. This policy will be reviewed regularly and adjusted if necessary. 

The charity’s financial situation is secure thanks largely to government support for bus operators during the Covid-90 pandemic. The reserve policy is therefore unchanged although replacement of the present minibus scheduled for 2021 is under review owing to the very low mileage driven during the last year. 

As shown in the annual accounts, cash funds as of 31[st] May 2021 stood at £52,078.
