Potential Trustees generdlly fall into one of two categories:
l. Connected.. Jndividuals who have taken up k¢y roles in the local voluntary sector that give them knowledge
and experience of the issues facing Harrow residents and influence both within and b¢yond their own
organizations. Such individuals may be approached directly and invited to apply for Trnsteeship.
2. Independent.. Individuals who are not directly connected with the local voluntary s¢¢lor but have skills and
wider knowledge and experience that may support th¢ effective functioning and development of Harrow
Together. Such individuals will usually make an unsolicited application for TNsteeship.
All new Thistees are appointed by the existing body of Trustees at Ordinary or Annual General Meetings. There
is a standing invitation to apply for Trusteeship on the Harrow To¥etheT website and op￿)mInitIeS are
periodically publicized through the Voluntary Action Harrow volunteer newsletter and community events. Role
descriptions are available. From time-to-time Harrow Together may Conduct 4cliv¢ r¢cruitmenl campaigns for
new TTU5t¢¢s, aimed al individuals in the second category above.
Potential Trustees are r¢quir¢d to Complete an application forn) or provide a personal statement thal details their
relevant experience, knowledge and skills. This is circulated to all Trustees. Depending on the individual,
position, two Trustees may be appointed to interview the applicant and make a Tecommendation on whether they
8hould be considered for Trusteeship.
Applicants are usually invited to attend and participate in a Board m¢¢tin¥ as observers before being fonnally
appointed. This provides an opportunity for all parties to confirni that there is a good 'match'.

Harrow Together is one of a family of four organizations that support the development of, and advocate for the
voluntary and community sector in the London Borough of Harrow. The other three are Voluntary Aclion
Harrow (VAH), Young Harrow Foundation and the Harrow Voluntary & Community Sector Forum (HVCSF).
We work together to maximise opportunities and funding to grow Voluntary & Community Sector seNi¢es and
a¢tiviti¢s through innovation and collaboration.
We aim to enable and empower local communities so that Rsidcnts live healthler, Sustainable and resilient liv¢8.

Achievements and performance
Harrow Giving
Harrow Giving fimd4 supports and empowers a range of diverse local Projects to make a ￿sItIve differenc¢ in
the lives of Harrow residents. This is done by collecting donations frvm residents, l(xal employees. businesses,
and philanthropists and providing volunteering opportunities. Funds are then passed onto Harrow organisations
thTough grants.
In 2024125 Harrow Giving raised and distributed 83 granls fund amounting to £1,026,241 through nine grdnt
s¢reams (2024: £388,820 through five grant streams}. (Some of these grants did cover more than one financial
year}.
Community Champions (funded by Harrow Borough Based Partnership)
A health champion and outreach programme focusing on diabeies and hypertension, maternal health and mental
health. The purpose of the work is to tackle inequalities through population health management in areas of high
deprivation to improve the health and wellbeing of Ioc81 residents and address local i5su¢s of concern.
In addition a small grants round was run to deliv¢r projects and activities that support the health and wellbeing
of Harrow residents. The pury)ose is to reduce health inequalities, r¢a¢h communities, and integrate Healthy
Harrow, Harrow's new Champions and health check programme. The Priority areas are. cancer. diabet¢s,
hypertension, maternal health, and mental health.
C*dent - HArrow GAS, Eneryy and Advke Fund
In ¢ollaboration with Cadent, Harrow Giving is facilitatin¥ the Gas, Energy and Advice Fund which aims to
promote gas safety awarcness through communily evcnts. activitie5, and advi¢e to Ha￿W residents.
The fund provides seryices which enhance safety, efficiency, and well-being in households while fosterin8
mmunity engagement.
HArrow Warni Hubs Fund (funded by HArrow Borough Based Partnership)
Following an evaluation the warni hubs were extendcd over the summer months as 'community hubs, with a
focus on reducing so¢ial isolation and providing healthy activities.
A n¢w round of grant for the community hubs started in the Autumn to enable Ihe community hubs to run
throU￿h until March 2026.
Harrow Vicclne Confiden¢e & Uptake Fund (funded by Harrow Council)
The priority for this ￿ndIng is targeted approaches for residents least likely to have been Vac¢inated and
include activities which engage in a Creative, inforniative andlor educational way.
Optivita (funded by Il&rrow Borough Based Partnership)
This Fund aims to support Harrow families with at least one child under 5, Including antenatsl support.
Opttvita is a new programme in Harrow which focuses on improving lif¢ Chances for parents, babies and
children who are living in some of the most disadvantaged areas of the borough. Its focus is on prevention and
health promotion AS early as p05siblc.
Funding included funding a Hyper Local Preventative c.are Team responsible for supporting families in specifi
lOc￿lonS around Harrow and well as innovation grants.
Smoking Cessation
The aim of this fund is to enhance tobacco cessation services, redu¢¢ health disparities associated with tobacco
se. and provide culturally and socially relevant interventions for vulnerable p)pulations,

A project funded by the National Lottery Heritage Fund to preserve the stories and lived experiences of
ommunities in Harrow. Small grants of, together with training and support to h¢lp preserve the heritage of
communities in Harrow. In Collaboration with HaTTOW Council ond Headstone Manor Museum.
Consortla working
Harrow Together facilitates consortia working to streTJgthen the voluntary and community sector. Through
providing opportunities for Harrow organisations to work in partnership to secure larger contracts.

Care Act Info & Advice (SWISH)
The purpose of this contract is to provide infonn8tion and advice to Harrow r¢sidents (18+). This infomiation
and advice is provided in relation to the Care Act's nine well-being outcome5.
Help Harrow
Co-ordinated response to provid¢ food, inforniation & advtce and mental health support to residents during the
eost of livin8 crisis.
Thlrd Sector Service
This service offers s wide variety of ways to help start, develop or improve your voluntary and community
organisation, or social enterprise. Thi5 is done through the provision of Capacity Building, fundraising and
volunteering.

Total income in 2024125 was £1.547 Million (2024: £1.280 million)- an inrTease of £267,101 {20.9¢/+0) over
2023124 (2024- an increasc of £233.385 (22.3 /•) over 2022123).
Most of this income was restrirted. with only £10,039 (0.650/0) being unrestricted (2024: £60 {0.010/o)
unrestricted inLX)me}.
Total expenditure for 2024125 wa5 £1.31 million (2024: £1.062 million), total income exceeded total
expenditure by £236,509 (2024: £218.023). Sin¢c 2023124 expenditure has increased by £248,615 (23.40/0)
compared io the prioryear (2024: a de¢rease of£73,138 (6.40/0)).
The ye8r-¢nd posilion on unrestricted fiinds was a surplus of £37,938 {2024: £30,973). Carried forward
unreslri¢led reserves amounted to £119,222 (2024: £81,284). Of which £29.034 (2024: £19,466) is held in the
Harrow Giving designated fund and £15,000 {2024: £30,000) of this has been designated by the Trustees to fund
development work durtng 2024125. The focus of this development work will be the Harrow Voluntary &
Community Se¢tor Forum (HVCSF) l¢aving free reserves carried fon¥ard of £75.188 (2024: £51,284),

It is the policy of the charity to maintain fr¢¢ r¢$errfes al a level which balances our objectives to develop and
supporl services with our need to remain finan¢ially stable.
Harrow Together has a low level of risks as At has an agreement with delivery partners that funds will only be
paid out once the income has been received from the funder.
As HT has no staff or any premise5, if all the contracts end there are minimal ongoing costs that need to be paid.
HT Could continue as a dorniant company until new opporlunitie5 arise.
HArrow Together (HT) intends to maintain suffjcient reserves proportionate to Ihe level of operation of the
harity. HT aims to maintain free reserves of around 12 months of unreslricled expendtture. This is currently
around £35,200 per year (2024: £22,000). The aclual r¢s¢rv¢s are £119.222 (2024: £81,284) therefore this target
has bcen achieved.
The purpose of this rcserve:
Is to ensure that the charity enough reserves to maintain a positive Qash flow position.
Is to cover core running costs, overheads and liabilities;
To meet HT'5 contractual obligations in the event of a reduction or cut in income-

All grants arc awarded in line with a Comprehensive Grant Making Policy approved by the Trustees. The policy
ensur¢s fairness and transparency at all stages of the process. At least one Trustee is involved in any panel
established to consider grant applications, and individuals who h¥4ve a personal or other Close famlly
involvement in an organisalion that has 41plied for a grant must not be part of the panel for discussion for ihat
application.

In auditing the financial statements, we have concluded that the trustees, use of the 80ing Concern basis of

conditions that, individually or collectively, may cast significant doubt on the charitable company's abiltty to

Your attention i5 drawn to the fact that the charity has prepared financial statements in accordanc¢ with
"Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing
their a¢counts in accordance with the Financial R¢porting Standard applicable in the UK and Republic of
Ireland {FRS 102)" (as amended) in preferences to the Accounting and Reporting by Charities: Statement of
Re¢ommended Practice issued on l April 2005 is referred to in the extant regulations but has now been
withdrawn.
This has been done in order for the financial statements to provide a true and fair view in accordance with
current Generally Accepted Accounting practise.

The financial statements have been prepared in accordance with Accounting and Reporting by Charities:

Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)) (issued in October 2019)

Harrow Together Lid meets the definition of a public benefit entity under FRS 102. Assets and liabilities Ère

Going concern
Thc financial statements havc been prepared on a going concern basis.
The trustees assess whether the use of going concern is appropriate i.e. whether there are any material
uncertainties related to evenls or condilions that may cast significant doubt on the ability of the charity to
continue as a 8oin8 concern. The ttustees make this assessment in respect of a period of one year from the dat¢
of approval of the financial statements.

nature is rerognised when the charity ha5 entitlement to the income, it is probablc that the income will be

In the event that a donation 18 subject to conditions that require a level of perforn)ance by the charity before the
charity is entitled to the funds, the income is deferred and not recognised until either those conditions are fully
met, or the fulfilment of those conditions is wholly within the control of the charity and it is probable that these
conditions will be fulfilled in the reporting period.

expenditure heading that asgregate slmilar costs to that category. Where costs cannot be directly attributed to
particular headings they have been allocated on a basis consistent with the use of resources, with central staff
costs allo¢ated on the basis of time spent, and depreciation charges allocated on the portion of the &sset's use.
Other support costs are allocated based on the spread of staff costs.

These include the costs attribulable to the rharity's compliance with Constitutional and statutory requirements,
including audit, stralegic mana8ement and trustees meetings and r¢imbur5ed cxpenscs.
Tax*tion
The charity is considered to pass the tests set out in Paragraph I Schedule 6 of the Finance Ath 2010 and
therefore it meets the d¢fAnition of a charitable company for UK corporation tax purposes. Accordingly. the
¢harity is potentially ¢x¢mpi from tsxation in respect of inwme or capitaI gains received within ¢ategorie5
covered by Chapter 3 Part I l of the Corporation Tax Act 2010 or Sertion 256 of the Taxatton of Chargeablc
Gains Act 1992, to the ext¢nt that such income or gains are applied exclusively to charitable purp)ses.
Tride debtors
Trade debtors are amount5 due from customers for merchandise sold or scrvices wformed in the ordinary
¢our5e of business.
Trade debtors are recognised initially at the trans&ction price. They are subsequently measured at amortised ￿st
using the effective interest method. less provision for impairnient. A provision for the impaimient of Irade
debiors is established when there ts objective evidence that the charity will not be able to collect ail amounts due
accordin8 to the original ternis of the receivables.
Cash and ca8h equlvalents
Cash and ¢ash equival¢nts comprise cash on hand and call d¢positS. And other short-term highly liquid
investments thai are readily conv¢rtible to a known amount of cash and are subject to an insignificant risk of

Trade creditors
Trade creditors are obligations to pay for goods or services hav¢ been acquired in the ordinary course of
busines5 from suppliers. Accounts payable are classified as current liabilities Af the charity does not have an
unconditional right, at ihe end of the reporting period, to defer settlemenl of the creditor for at least twelve
months after the reporting date. If there is an unconditional right to defer settlement for at least twelve months
atler the reporting date, they are presented &q non-current liabilities.

Unrestricted income funds are general funds that are available for use at the trustces, discretion in furtherance of
the objectives of the charity.

Edward Harvist Trnst - Harrow allo¢alion of funding from Edward Harvist Tru51 and distributed as part of the
Harrow Community Fund.
Herita8¢ Lottery - Funding from the National Lottery Herits8e Fund, available to preserve the stories and lived
¢xperi¢nces of communities in Harrow.
Optivita - To improve life chances for parents, babies and children under 5 who are living in some of the most
disadvantaged areas of the borou8h.
Smoking Cessation To enhance tobacco cessation services, reduce health disparities associated with tobacco
use, and provide culturally and socially relevant interventions for vulnerable populations.
