The trustees present their annual report and financial statements for the year ended 31 December 2023.
The financial statements have been prepared in accordance with the accounting policies set out in note 2 of the
financial statements and comply with the Charity's governing document, the Companies Act 2006 and
"Accounting and Reporting by Charities.. Statement of Recommended practi￿ applicable to charities preparing
their accounts in accordance with the Financial Reporting Stsndard applicable in the UK and Republic of Ireland
IFRS 1021" (effective 1 January 20191-
Objectives and activities
The objects of the Charity are to advance the orthodox Jewish religion through The Western Marble Arch
Synagogue by providing for the religious needs and spiritual growth of its members., supporting and following the
principles of Torah and Halachah., maintsining regular Sabbath and other religious services,. maintaining Hebrew
and religious Classes and providing communal social and educational events linked to the operation of the
Synagogue.

The activities currently carried out by the Charity for the public benefit, can be ca￿orised as follows..

Arranging communal events and activities.
The Charity carries out a wide range of activities in pursuance of its charitable aims and the Trustees consider
that these activities are of benefit lo all those who worship 8t and identify with our Synagogue.
Public benefi't
The Charity has adhered to its staled policy lo ensure that while setting standard levels of subscription, these are
18ilored according to means where necessary. Fundraising for ils own needs often includes some provision for
other charities in accordance with the general ￿ligIouS obligation for Jews to give to charity-
In addition to services lo its members, the Charity provides the following to the wider public."
A meeting place for other Jewish organisalions, and generally lo the wider public.
Members of the public are welcome al all the Sabbath and festival services conducted at the Synagogue.
They are also invited lo and welcome al cultural and social events held al the Synagogue.
The Synagogue reaches out to school children regardless of faith In organising educational visits lo the
Synagogue.
The Synagogue provides couples with an appropri8te location for their marriage.
The Trustees have given due consideration to Charity Commission published guidance on the public benefit
requirements.
Achievements and perfomiance
We are grateful to The Western Charitable Foundation for their continued generous support In fvjnding several
projects and activities carried out by the Charity- During the year lo 31 December 2023, The Western Charitable
Foundation donated £392,52012022.. £379,225) lo the Charity towards various projects together with an interest-
free loan of £50,00012022.. £60,000).
We are grateful lo our administrator, Gina Drew-Davis for running the office so efficiendy., lo our financial
controller, David Grossman for his work in controlling and managing our fInan￿s., to our bookkeeper, Ramesh
Gosai., and to Sam Powell for his valued work as building manager.

The overall activities are considered to be in accordance with the Charity's key objectives.
Financial review
The Charity incurred a deficit of £11,703 this year12022.' deficit of £98,3071.
The movement in funds for the year are set out on page 14. The Trustees consider the accumulated funds and
projected Income to be sufficient lo meet the Charity'5 nomial expenditure. The Trustees are pleased that the
Income has remained at a level which has enabled the Charity to meet the relevant associated costs. The main
Income continues to be from membership subscriptions, donations and gift aid recoverable.
The Charity is entirely dependent on contributions and donations from members of its Synagogue. In order to
secure ils long-temi future, Il is of paramount importance that there is a continuous programme of improvements
lo all aspects of our building and operations for the benefit of the membership whilst al the same time
endeavouring to introduce activities that will attract new members. Although, sadly, several members were lost
during the year. we managed lo allract new members showing that our efforts were being rewarded.
Total funds as shown on the balance sheet amounted to £47,701 made up of restricted funds of £26,158,
designated funds of £200,000 and a deficit of £178,457 on general unrestricted funds. The Board of
Management has declared that, for the lime being The Hartog Fund Is to be classed as a designated fund as
part of unrestricted funds.
We have a clear policy of financially supporting members who require assistance in meeting their membership
contributions. All requests for support have been dealt with, In a compassionate and completely confidential
manner.
Going COn￿M
Religious services continue on a regular basis and several successful events have taken pla￿ in the Synagogue
building. The Trustees consider that the increase in a¢livilies, allendanTr and fundraising has continued lo
develop. The Trustees consider that the charity will continue for the foreseeable future and thus adopt the going
concem basis in preparing the financial stalemenls.
Reserves
The Trustees have considered, with the support of The Western Charitsble Foundation, the requirement for
reserves which are those funds not invested in fixed assets, designated for specific purposes or otherwise
committed. The Board Considers optimum level of such reserves to be at least four months expenditure on the
management of all synagogue activities and adminislralion costs. The deficit on general unreslricled funds
increased from £164,403 in 2022 to £178,457.

activities and donations.

Investment policy
11 is the policy of the Charity lo invest financial reserves in Investment Funds and Reserves. Canaccord Genuity
Wealth Management have been appointed lo invest the Charity's funds in suitable stocks.
Financial and property
The Charity occupies a prominent and large building resulting in high maintenance and repair costs which
constsntly need to be reviewed. The Charity does not have a specific sinking fund policy, since it is assumed that
general cash reserves, together with the help of The Western Charitable Foundation, are sufficient lo cover any
unforeseen expenditure on maintenance and repairs.
Plans for ftjture periods
The plan for the forthcoming year is lo continue to promote, preserve, and observe orthodox Jewish tradition,
increase membership where possible, generate Income from other activities, and lo continue to relain and
Increase stability within the community-
Structure, governance and management
Governing document
The organisalion is a charitable company limited by guarantee, incorporated on 13 May 2015 and registered as a
Charity on 17 June 2016. The registered office address Is 35 Ballards Lane, London, N3 1XW. The Charity was
established under a Memorandum of Association which sets out the objects and powers of the Charity and is
governed under its Artides of Association. In the event of the Charity being wound up members are required to
contribute an amount not ex￿edIng £1. The Trustees are members of the Charity.
Background
The Charity was established for the purposes of assuming the functions of the unincorporated charity, Western
Marble Arch Synagogue (Registered Charity Number 11541881 and with effect from midnight on 1 January 2018
look over the assets and liabilities of that Charity, except for a freehold property that remains the property of the
unincorporated Charity pending resolution of legal fomialities. Both charities continue to operate from the same
premises.
Western Marble Arch Synagogue was formed on 25 November 1990 following a successful merger be￿een the
Western Synagogue Ifounded in 17611 and the Marble Arch Synagogue (founded in 19571 and was admitted as
an Associated Synagogue of the United Synagogue on 25 February 1991.

The previous board had considered and agreed that it would be more effective lo have a smaller Board that
included input from younger members, lo encourage efficiency in operations and attract younger members to the
Synagogue community.
Organisational structure
The Board of Management has vested in Il all the powers necessary for the conduct and management of the
Charity's Synagogue and acts in a￿ordan￿ with the laws of the Synagogue.
A Board, elected annualty by members of the Synagogue, who are deemed lo be Trustees under Charity law,
meet regularly, at least four times per annum, and otherwise as required, to administer the affairs of the
Congregation. The names of members of the Board of Management are sel out on the reference and
adminislralive details page. The Board of Management is appointed by members of the Synagogue or ¢￿0p1ed
by the Board In accordance with the Law5 of the Synagogue. As such persons will have been members of the
Synagogue for some years before election lo the Board, they will have the appropriate knowledge of the way the
Synagogue is govemed, and they are advised of their responsibilities as Trustees under Charity law.
The day-l04ay management of the Synagogue is carried out by the Honorary Officers. The day lo day running of
the secular affairs of the Congregation Is managed by the administrator, Gina Drew-Davis, and the financial
affairs by the financial controller, David Grossman.

The Trustees have identified and actively reviewed the following major risks lo which the Charity is exposed..

The Trustees are satisfied that systems and prO￿dureS are in place to miligale exposure to the major risks
wherever possible.
Security
The major risk to the Charity is that of security, both of ils assets and its members. In order to counteract such
risks as far as practicslly possible, the Charity has a continuous programme of ￿VIeW and renewal of ils security
systems, security staffing and equipment in coordination with the Community Security Trust. Security
arrangements are managed by 1 st Class Protection.

Whilst there has been a fall in membership in the past year, the msin challenge for the Charity is not only to
attract new members but also to continue to Introdu￿ interesting and exciting initistives lo increase activities and
leaming opportunities.

Volunteers
The Charity has a culture in which many of its activities are conducted by volunteers. Without the efforts of
volunteers, the Charity would not be able lo continue its work at the volume, complexity and diversity from which
all members and visitors benefiL The Trustees thank them for their exceptional generosity.
Key management personnel remuneration
The Trustees consider the Board of Management, and the administrator as comprising the key management
personnel of the Charity in charge of directing and controlling the Charity and running and operating the Charity

on a day to day basis. All Trustees provide their serVI￿S voluntarily and no remuneration or expenses were paid
lo them in the current or prior year. Details of related paty transactions are disdosed in note 25 to the financial
statements.
The remuneration of the administrator Is reviewed annually by the Board and nomially increased to reflect
market rates. The remuneration set is fair and in line with that generally paid for similar roles.
Supplier payment policy
The company's current policy concerning the payment of trade Creditors is to follow the CBI'S Prompt Payment

audit, but of which the auditor is unaware. They have further confirmed that they have taken appropriate steps to
identify such relevant information and to estsblish that the auditor is aware of such information.

Opinion
We have audited the financial statements of The Western Marble Arch Synagogue (the 'charilable company'l for
the year ended 31 December 2023 which comprise the Statement of financial activities, the Balance sheet, the
Statement of cash flows and the related notes, including a summary of significant accounting policies. The
financial reporting framework that has been applied in their preparation is applicable law and United Kingdom
Accounting Standards, including Financial Reporting Stsndard 102 'The Financial Reporting Standard applicable
in the UK and Republic of Ireland, (United Kingdom Generally Accepted Accounting Practice).
In our opinion the financial statements..
give a true and fair view of the slate of the charitable company's affairs as at 31 December 2023 and of ils
incoming resources and application of resources, including ils income and expenditure for the year then
ended.,
have been properly prepared in accordance with United Kingdom Generally Accepted Accounting
Practice., and
have been prepared in accordance with the requirements of the Charities Act 2011.
Basis for opinion
We conducted our audit in accordance with International Standards on Auditing IUKI IISAS IUKII and applicable
law. Our responsibilities under those standards are further described in the Auditors, responsibilities for the audit
of the financial statements section of our report. We are independent of the charitable company in accordan
with the ethical requirements that are relevant lo our audit of the financial statements in the United Kingdom,
including the Financial Reporting Council's Ethical Standard, and we have fulfilled our other ethical
responsibilities in accordance with these requirements. We believe that the audit eviden￿ we have obtained is
sufficient and appropriate lo provide a basis for our opinion.
Conclusions relating to going concern
In auditing the financial statements, we have concluded that the Trustees. use of the going Con￿rn basis of
accounting in the preparation of the financial slalemenls is appropriate.
Based on the work we have performed, we have not identified any material uncertainties relating to events or
conditions that, individually or collectively, may cast significant doubt on the charitable company's ability to
continue as a going con￿rn for a period of at least ￿e1ve months from when the financial statements are
authorised for issue.

misstatements, we are required to determine whether this gives rise to a material misstatement in the financial
statements themselves. If, based on the work we have perfomied, we conclude that there is a material
misstatement of this other information, we are required to report that fact.

In preparing the financial statements, the Trustees are responsible for assessing the charitable company's ability

Auditors. responsibilities for the audit of the financial statements
We have been appointed as auditor under section 144 of the Charities Act 2011 and report in accordan￿ with
the Act and relevant regulations made or having effect thereunder.
Our objectives are lo obtain reasonable assurance about whether the financial statements as a whole are free
from material misstalemenl, whether due to fraud or error, and to issue an Auditors, report that includes our
opinion. Reasonable assurance is a high level of assuran￿, but is not a guarantee that an audit conducted in
accordance with ISAS IUKI will always detect a material misstatement when il exists. Misstalemenls can arise
from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be

General infomiation
The Western Marble Arch Synagogue is a company limited by guarantee incorporated in England and
Wales and a registered charity- The registered office is 35 Ballards Lane, London N3 1XW.
Accounting policies
2.1 Basis of preparation of financial statements
The financial slalements have been prepared in accordan￿ with the Charities SORP IFRS 1021
Accounting and Reporting by Charities.. Statement of Recommended Pradice applicable to charities
preparing their accounts In accordance with the Financial Reporting Standard applicable in the UK
and Republic of Ireland IFRS 1021" leffeclive 1 January 20191, the Financial Reporting Standard
applicable in the UK and Republic of Ireland IFRS 1021 and the Companies Act 2006.
The Western Marble Arch Synagogue meets the delinilion of a public benefit entity under FRS 102.
Assets and liabilities are initially recognised al historical cost or transaction value unless otherwise
stated in the relevant accounting policy.
Pound Sterling is the functional currency of the Charity. Monetary amounts in these financial
statements are rounded lo the nearest £.
The financial statements have been prepared under the historical cost convention. The principal
accounting policies adopted are sel out below.
2.2 Going concern
Al the time of approving the financial stalemenls, the Iruslees have a reasonable expectation that
the charity has adequate resources lo continue in operational existenTr for the foreseeable future.
During the Year Ended 31 December 2023 a deficit of £11,703 was incurred and at the balance sheet
date there were nel current liabilities of £203,538. The Trustees are taking steps to improve financial
stability of the Charity, including preparing prudent budgets into 2025 and 2026. The Trustees have
also reached out lo donors lo secure additional funding for the coming years and have reassessed
the levels of expenditure required to operate the Charity. In addition, the Charity has re￿iVed grants
and loans from The Western Charitable Foundation, as it has done for many years previously, and
the Trustees understand that this support is likely lo continue.
Thus the trustees continue lo adopt the going concern basis of accounting in preparing the financial
stalemenls.

2J Income
All income is recognised once the Company has enlillemenl lo the income, il is probable that the
income will be received and the amount of income receivable can be measured reliably.
Grants are induded in the Statement of financial activities on a receivable basis. The balance of
income received for specific purposes bul not expended during the period is shown in the relevant
funds on the Balan￿ sheet. Where income is re￿iVed in advan￿ of entitlement of receipt, ils
recognition is deferred and induded in creditors as deferred income. Where enlidement occurs
before income is received, the income is accrued.
Income lax recoverable in relation to donations re￿iVed under Gift Aid or deeds of covenant is
recognised at the lime of the donation.
Income lax recoverable in relation to investment income is recognised at the time the investment
income is re￿1Vable.
2A Expenditure
Expenditure is recognised once there is a legal or constructive obligation to transfer economic benefit
to a third paty, it is probable that a transfer of economic benefits will be required in settlement and
the amount of the obligation can be measured reliably. Expenditure is classified by aclivily. The costs
of each activity are made up of the total of direct costs and shared costs, including support costs
involved in undertaking each activity. Direct costs attributable lo a single activity are allocated directly
to that aclivily. Shared costs which contribute to more than one activity and support costs which are
not attributable lo a single activity are apportioned between those activities on a basis consistent with
the use of resources. Central staff costs are allocated on the basis of time spent, and depreciation
charges allocated on the portion of the asset's use.
Expenditure on raising funds indudes all expenditure incurred by the Company lo raise funds for ils
charitable purposes and includes costs of all fundraising activities events and non-charitable trading.
Expenditure on charitable activities is incurred on direcdy undertaking the activities which further the
Company's objectives, as well as any associated support costs.
Grants payable are charged in the year when the offer is made except in those cases where the offer
is conditional, such grants being recognised as expenditure when the conditions attaching are
fulfilled. Grants offered subject to conditions which have not been met at the year end are noted as a
commitment, bul not accrued as expenditure.
All expenditure is inclusive of irrecoverable VAT.

Government grants are credited to the Statement of financial activities as the related expenditure is
incurred.

2.6 Tangible fixed assets and depreciation
Tangible fixed assets costing £500 or more are capilalised and recognised when future economic
benefits are probable and the cost or value of the asset can be measured reliably.
Tangible fixed assets are initially recognised at cost. After recognition, under the cost model, tangible
fixed assets are measured al cost less accumulated depreciation and any accumulated impairment
losses. All costs incurred to bring a tangible fixed asset into its intended working condition are
included in the measurement of cost.
No amount is included in the financial statements for heritage assets, because of their unique nature.
Depreciation is charged so as to allocate the cost of tangible fixed assets less their residual value
over their estimated useful lives, using the straighl-line method.
Depreciation is provided on the following basis..
Fixtures, fittings and equipment 200/0 or 33.330A per annum on a straight line
basis.
2.7 Investments
Fixed asset investments are a form of financial instrument and are initially recognised at their
transaction cost and subsequently measured al fair value al the Balance sheet date, unless the value
cannot be measured reliably in which case it is measured al cost less impaimient. Investment gains
and losses, whether realised or unrealised, are combined and presented as 'GainsllLossesl on
valuation of investments, in the Slalement of financial activities.
Investments held as fixed assets are shown al cost less provision for impairment.
2￿ Debtors
Trade and other debtors are recognised al the settlement amount after any trade discount offered.
Prepayments are valued al the amount prepaid net of any trade discounts due.
2.9 Cash at bank and in hand
Cash at bank and in hand includes cash and short-term highly liquid investments with a short maturity
of three months or less from the dale of acquisition or opening of the deposit or similar account.

2.10 Liabilities and provisions
Liabilities are recognised when there is an obligation at the Balan￿ sheet dale as a result of a past
event, it is probable that a transfer of economic benefit will be required in selllemenl, and the amount
of the settlement can be estimated reliably.
Liabilities are recognised at the amount that the Charitable Company anticipates it will pay to settle
the debt or the amount it has received as advanced payments for the goods or services il must
provide.
Provisions are measured at the best estimate of the amounts required lo settle the obligation. Where
the effect of the time value of money is material, the provision is based on the present value of those
amounts, discounted at the pr&tax discount rate that reflects the risks specific to the liability. The
unwinding of the discount is recognised in the Statement of financial activities as a finance cost.
2.11 Financial instruments
The Charitsble Company only has financial assets and financial liabilities of a kind that qualify as
basic financial instruments. Basic financial instruments are initially recognised at transaction value
and subsequently measured at their settiement value.
2.12 Pensions
The Charitable Company operates a defined contribution pension scheme and the pension charge
represents the amounts payable by the Charitable Company lo the fund in respect of the year.
2.13 Fund accounting
Restricted funds are funds which are to be used in accordan￿ with specific reslriclions imposed by
donors or which have been raised by the Company for particular purposes. The costs of raising and
administering such funds are charged against the specific fund. The aim and use of each restricted
fund is set out in the notes to the financial statements.
Designated funds comprise unrestricted funds that have been set aside by the Trustees for particular
purposes. The aim and use of each designated fund is set out in the notes to the financial
ststemenls.
General funds are unreslricled funds which are available for use at the discretion of the Trustees in
furtherance of the general objectives of the Company and which have not been designated for other
purposes.

Western Marble Arch Synagogue is considered a related party due to its association with the Charity, as
explained in the Trustees, report.
The Charity occupies, rent-free, the property owned by Western Marble Arch Synagogue and
furthermore, the Synagogue donated £36,56912022.' £29,062) to the Charity. All running costs of the
property are borne by the Charity.
