The directors present their report and accounts for the year ended 31 December 2024. 

## **Principal activity** 

The principle activity of the company for the year under review was the collection and distribution of emergency aid for refugees from war, oppression, natural disasters, climate change, and those being persecuted for reasons of race, religion, nationality, or membership of a particular social group or political opinion. 

## **Directors**

## **Statement of directors' responsibilities** 

The directors are responsible for preparing the report and accounts in accordance with applicable law and regulations. 

Company law requires the directors to prepare accounts for each financial year. Under that law, the directors have elected to prepare the accounts in accordance with United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law). Under company law the directors must not approve the accounts unless they are satisfied that they give a true and fair view of the state of affairs of the company and of the profit or loss of the company for that period. In preparing these accounts, the directors are required to: 

- select suitable accounting policies and then apply them consistently; 

- make judgements and estimates that are reasonable and prudent; 

- prepare the accounts on the going concern basis unless it is inappropriate to presume that the company will continue in business. 

The directors are responsible for keeping adequate accounting records that are sufficient to show and explain the company's transactions and disclose with reasonable accuracy at any time the financial position of the company and enable them to ensure that the accounts comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

For the year ending 31 December 2024 the company was entitled to exemption from audit under section 477 of the Companies Act 2006 relating to small companies. The members have not required the company to obtain an audit in accordance with section 476 of the Companies Act 2006. 

The directors acknowledge their responsibilities for complying with the requirements of the Act with respect to accounting records and the preparation of accounts. 

These accounts have been prepared in accordance with the provisions applicable to companies subject to the small companies' regime and in accordance with the provisions of FRS 102 Section 1A - Small Entities.

## **1  Statutory information**

## **2  Compliance with accounting standards** 

The accounts have been prepared in accordance with the provisions of FRS 102 Section 1A Small Entities. There were no material departures from that standard. 

## **3  Accounting policies** 

The principal accounting policies adopted in the preparation of the financial statements are set out below and have remained unchanged from the previous year, and also have been consistently applied within the same accounts. 

## _**Basis of preparation**_ 

The accounts have been prepared under the historical cost convention as modified by the revaluation of certain fixed assets. 

## _**Presentation currency**_ 

The accounts are presented in £ sterling. 

## _**Turnover**_ 

Turnover represents the value, net of VAT and discounts, of goods provided to customers and work carried out in respect of services provided to customers. 

## _**Going concern**_ 

After making enquiries, the directors have a reasonable expectation that the company has adequate resources to continue in operational existence for the foreseeable future. Accordingly, they continue to adopt the going concern basis in preparing the annual report and accounts.

## **St Albans for Refugees Independent Examiners Report to the Trustees For the year ended 31 December 2024** 

I report on the accounts of the charitable company for the year ended 31 December 2024, which comprise the Statement of Financial Activities, the Statement of Financial Position and the related notes. 

## **Respective responsibilities of trustees and examiner** 

The Trustees, who are also directors for the purposes of company law, are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is required.

- examine the accounts under Section 145 of the 2011 Act; 

- to follow the procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and 

- to state whether particular matters have come to my attention. 

## **Basis of independent examiner's report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charitable company and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

(1) which gives me reasonable cause to believe that, in any material respect, the requirements: 

- to keep accounting records in accordance with 386 and 387 of the Companies Act 2006; and 

- to prepare accounts which accord with the accounting records and comply with the accounting requirements of section 394 and 395 of the Companies Act 2006 and with the methods and principles of the Statement of Recommended Practice: Accounting and Reporting by Charities 

have not been met, or 

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts

## **Structure, governance and management** 

Governing document 

St Albans for Refugees (StAR) is a charitable company limited by guarantee, governed by its Articles of Association and registered with the Charity Commission (No. 1167679). 

Recruitment and appointment of trustees 

Trustees are recruited from the local community and appointed in accordance with the charity’s governing document. The board meets regularly to oversee operations and compliance. There was no change in the trustee body during 2024. 

Organisational structure 

Day‑to‑day activity is undertaken by volunteers under the oversight of trustees. Key functions include aid coordination, ESOL delivery and partnership work. 

Risk management 

Trustees routinely review risks around funding, safeguarding, logistics and volunteer capacity. 

## **Objects and activities** 

Charitable objects 

To relieve need among refugees, asylum seekers and displaced persons locally and internationally. 



Activities during 2024 

- January workshop with partner organisations to plan the year’s response. 

- Collection and distribution of donated clothing and essentials for asylum seekers in Hertfordshire. 

- Provision of ESOL and conversational English support. 

- Ongoing partnership with local refugee‑support groups. 

- Volunteer engagement and awareness‑raising through community events. 

Achievements and performance 

- Strengthened ESOL programme. 

- Sustained material‑aid deliveries. 

- Increased community engagement via social media and local events. 

## **Beneficiaries** 

Primary beneficiaries are refugees and asylum seekers in the St Albans/Hertfordshire area, as well as indirectly the wider community through strengthened social cohesion. We also supported aid efforts in Ukraine. 

## **Financial review** 

The charity remained financially stable during 2024, funded largely by donations. Expenditure focused on aid logistics, ESOL support and volunteer resources. 

## Reserves policy 

The trustees aim to hold 3–6 months of operating costs. 

Going concern 

The charity remains a going concern with planned activities continuing into 2025. 



## **Plans for the future** 

Plans include expanding ESOL provision, enhancing support for refugees in temporary accommodation, developing partnerships, improving monitoring of impact data, and sustaining donation levels.
