## **Aim and Purposes** 

St Nicholas at Wade with Sarre Village Hall is a Charitable Incorporated Organisation (CIO) and our purpose is to provide, maintain and manage village hall facilities for the benefit of the residents of the parish of St Nicholas at Wade and Sarre, and surrounding areas. 

We aim to maintain the village hall to a high standard whilst keeping the hire charges as low as possible. 

## **Objectives and Activities** 

Our objectives are to establish and run a village hall and to promote for the benefit of the inhabitants of the Parish of St Nicholas at Wade and Sarre (“area of benefit”) without distinction of sex, sexual orientation, age, disability, nationality, race or political, religious or other opinions the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the conditions of life of the said inhabitants. 

We provide a village hall and recreational facilities at competitive hire rates for the residents of the Parish of St Nicholas at Wade and Sarre, and the surrounding area.  We provide amenities for the community, recreational, social, cultural, and other events by third parties which include the following:  pre-school child care, coffee mornings, exercise classes, dance groups, art groups, and training events. The hall is also used as an electoral polling station and for community emergency planning.

## Secretary’s Report 2022-23 

The end to Covid restrictions has seen hire income return to normal levels. 

Most of our usual hirers returned to the hall but unfortunately there were some exceptions. This loss of income from these was made up by additional usage by others. 

Hire income now averages approximately £1,200 per month. 

The main sources of income are dance, childcare and exercise. 

I would like to thank all our hirers for their continued support and use of the hall. 

Post Covid the halls bank account was in a healthy position due to the various government grants issued to the hospitality industry. Total Covid grants received were £20,667. Relief on this year’s business rates has continued to be been given by Thanet council. 

We have been spending these grant monies on long overdue repairs and refurbishment of the hall. Last year we removed the right-hand chimney that had become loose during a storm. At the same time, we have replaced the damaged front barge board and also carried out pointing repairs and other cosmetic works to the front of the building. 

The main hall walls, front porch and vestibules were redecorated during August. 

This year we have carried out repairs to the rear wall brickwork and pointing. 

At Easter the main hall floor was again refinished and since we have had no more complaints, only positive feedback. 

The leaking clubroom - kitchen flat roof has been replaced together with repairs to the join to the toilet block. 

I would like to thank Annette for arranging all these works. 

Next year we hope to continue with these repairs and decorating. Among the areas being considered are completing the pointing repairs to the walls, decorating the clubroom and replacement of the kitchen floor. 

In December we held our Christmas fair for the first time in three years and this generated an income of £897, our highest ever! 

This Hoodeners event was again successfully held. 

We are intending to hold both these events again this year.

Like everyone, we have seen a very significant increase in our energy costs over the last year. Whilst there has been some government help over the winter, this has been small in comparison to the price increases. 

We were therefore from 1[st] April forced to increase our hire charges from £8 to £10 per hour. 

I would like to thank my fellow committee members for all their contributions during the past year. In particular my thanks to Roy who will be retiring from the roll of treasurer. He will be remaining on the committee and you will be pleased to hear he will not be giving up bowling for benny.

## **Financial Review** 

We charge for hire of space and facilities at affordable levels which are comparable with those of other community halls in the East Kent area. The charges are necessary for the financial viability of the CIO, and for the maintenance of the building and facilities. 

Our opening bank balance for the financial year 1[st] August 2022 to 31[st] July 2023 was £30,406 and total income was £14,025.  This comprised £12,974 from the hire of the hall, £153 from donations and £898 from the Christmas fair. 

Our expenditure for the financial year 1[st] August 2022 to 31[st] July 2023 was £23,894. 

The three largest expenses were £12,193 for building repairs, £4,617 for gas & electricity and £2,800 for caretaker.  Our closing bank balance for the financial year 1[st] August 2022 to 31[st] July 2023 was £20,537. 

We had a planned net deficit of income over expenditure of £9,869.

## **Structure, Governance and Management** 

The Charity Trustees (Village Hall Management Committee) meet at least four times a year and our AGM is held in October.  The Management Committee is responsible for all aspects of the village hall, including financial decisions. 

We were members of Action with Communities in Rural Kent (www.ruralkent.org.uk) until their closure. Our Governing Document (Constitution) was written using the Charity Commission approved model (template) document produced by Action with Communities in Rural England (http://www.acre.org.uk). 

St Nicholas at Wade with Sarre Parish Council is Custodian Trustee for the CIO. 

## **Administrative Information** 

St Nicholas at Wade with Sarre Village Hall is situated within the conservation area of the village of St Nicholas at Wade.  The postal address is:  The Village Hall, The Street, St Nicholas at Wade, Birchington, Kent, CT7 0NP. 

The Village Hall was built in 1930 and first became a charity in 1992.  On 31[st] July 2016 the charity converted to a Charitable Incorporated Organisation (CIO) with the charity number 1167333.
