Aim and Purposes

St Nicholas at Wade with Sarre Village Hall is a Charitable Incorporated Organisation (CIO) and our purpose is to provide, maintain and manage village hall facilities for the benefit of the residents of the parish of St Nicholas at Wade and Sarre, and surrounding areas.

We aim to maintain the village hall to a high standard whilst keeping the hire charges as low as possible.

Objectives and Activities

Our objectives are to establish and run a village hall and to promote for the benefit of the inhabitants of the Parish of St Nicholas at Wade and Sarre (“area of benefit”) without distinction of sex, sexual orientation, age, disability, nationality, race or political, religious or other opinions the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the conditions of life of the said inhabitants.

We provide a village hall and recreational facilities at competitive hire rates for the residents of the Parish of St Nicholas at Wade and Sarre, and the surrounding area. We provide amenities for the community, recreational, social, cultural, and other events by third parties which include the following: pre-school child care, coffee mornings, exercise classes, dance groups, art groups, and training events. The hall is also used as an electoral polling station and for community emergency planning.

Chair’s Report 2021-22

As I get older twelve months goes so quickly and the last AGM seems just few months ago. BUT you as a committee have helped to make it a pleasant journey. Without exception you have all done your bit to make this happen.

We have completed so many things mentioned in the secretary’s report, and thanks to John it’s run very smoothly, from my position of doing as little as possible.

With the hall now opened up again we can get on with all those little jobs and try and tackle some quite big ones we will in due course.

I do so little but the rest of you get the job done so all I can say is THANK YOU ALL.

Secretary’s Report 2021-22

I would also like to add my thanks to Dennis for all the hard work he has done over the years in keeping the hall running, he will be difficult to replace. I also have to report that two more of our trustees have tendered their resignations, these being Janice and Hermione. I wish them all the best for the future.

All Covid restrictions were finally removed on the 19[th] July allowing the hall to fully open to all users without restrictions and return to normal use.

Unfortunately, we have continued to see various booking cancellations due to covid throughout the course of the year.

Once the hall fully opened, we have seen hire income return to near normal levels. Most of our usual hirers have returned but there were some exceptions.

Loss of income from these lost users has been made up by additional usage by others and new hirers. I would like to thank all our hirers for their continued support and use of the hall.

Any income losses have, fortunately, been more than mitigated by the government grants.

In February we received the latest Omicron grant to the value of £2,667. This brings the total grants obtained to £20,667.

50% relief on this year’s business rates has also been given by Thanet council.

The Christmas fair was cancelled for the second year running due to stall holders being unwilling to commit due to Omicron. This results in a loss of income of approximately £600. This year’s Hoodeners event was successfully held.

We are intending to hold both these events this year.

Planned repairs to the hall were brought forward in February due to storm damage when the hall had to be evacuated and closed due damage to the right-hand chimney.

The chimney has been removed to below gutter level, where it had sheared. At the same time, we have replaced the damaged front barge board and also carried out pointing repairs and other cosmetic works to the front of the building.

The main hall walls were redecorated at Easter.

During August we continued the decorating with works to the front porch, entry doors and the clubroom & kitchen vestibules being completed.

The main hall floor was also sanded and re-waxed.

We hope to continue, using the grant money to finance ongoing repairs and decorating during the coming year with repointing of the rear wall, repair or replacement of the rear flat roof being our priority jobs.

On the 1[st] January, due to increased energy bills, we increased hire fees for the first time since June 2017. Unfortunately, due to continuing energy cost increases which have seen costs treble since 2021 we will have to increase these again later in the year.

Financial Review

We charge for hire of space and facilities at affordable levels which are comparable with those of other community halls in the East Kent area. The charges are necessary for the financial viability of the CIO, and for the maintenance of the building and facilities.

Our opening bank balance for the financial year 1[st] August 2021 to 31[st] July 20212 was £30,917 and total income was £13,950. This comprised £11,283 from the hire of the hall and £2,667 government Covid grant. There was no income from the Christmas fair due to cancellation.

Our expenditure for the financial year 1[st] August 2021 to 31[st] July 2022 was £14,461.

The three largest expenses were £3,919 for gas & electricity, £3,780 for building repairs and £2,640 for caretaker. Our closing bank balance for the financial year 1[st] August 2021 to 31[st] July 2022 was £30,406.

We had a net deficit of income over expenditure of £511.

Structure, Governance and Management

The Charity Trustees (Village Hall Management Committee) meet at least four times a year and our AGM is held in October. The Management Committee is responsible for all aspects of the village hall, including financial decisions.

We are members of Action with Communities in Rural Kent (www.ruralkent.org.uk). Our Governing Document (Constitution) was written using the Charity Commission approved model (template) document produced by Action with Communities in Rural England (http://www.acre.org.uk).

St Nicholas at Wade with Sarre Parish Council is Custodian Trustee for the CIO.

Administrative Information

St Nicholas at Wade with Sarre Village Hall is situated within the conservation area of the village of St Nicholas at Wade. The postal address is: The Village Hall, The Street, St Nicholas at Wade, Birchington, Kent, CT7 0NP.

The Village Hall was built in 1930 and first became a charity in 1992. On 31[st] July 2016 the charity converted to a Charitable Incorporated Organisation (CIO) with the charity number 1167333.
