Aim and Purposes
St Nicholas at Wade with Sarre Village Hall is a Charitable Incorporated Organisation (CIO) and our purpose is to provide, maintain and manage village hall facilities for the benefit of the residents of the parish of St Nicholas at Wade and Sarre, and surrounding areas.
We aim to maintain the village hall to a high standard whilst keeping the hire charges as low as possible.
Objectives and Activities
Our objectives are to establish and run a village hall and to promote for the benefit of the inhabitants of the Parish of St Nicholas at Wade and Sarre (“area of benefit”) without distinction of sex, sexual orientation, age, disability, nationality, race or political, religious or other opinions the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the conditions of life of the said inhabitants.
We provide a village hall and recreational facilities at competitive hire rates for the residents of the Parish of St Nicholas at Wade and Sarre, and the surrounding area. We provide amenities for the community, recreational, social, cultural, and other events by third parties which include the following: pre-school play group, coffee mornings, exercise classes, dance groups, religious groups, art groups, gardener’s club, and training events. The hall is also used as an electoral polling station and for community emergency planning.

Chairman’s Report 2020-21
It doesn’t seem twelve months since the last AGM and you’re right it isn’t, but joking aside we have had a difficult time in the last few months but you as a committee have helped to make it a pleasant journey. Without exception you have all done your bit to make this happen.
You have achieved all the things mentioned in the secretary’s report, and a great deal of thanks has to go to John who got us the funding from TDC. ALSO with the help of reduced Council tax our funds are doing better than we could ever have expected.

Secretary’s Report
St Nicholas at Wade with Sarre Village Hall
Secretary’s Report 2020-21
Like every other hospitality venue, the hall has been affected by the ongoing Covid-19 pandemic. The hall was first closed all users on the 24[th] March 2020 and did not open again as a Covid secure venue until the 3[rd] August 2020.
The hall was again closed on 5[th] November to all users, except childcare.
Following the government phased reopening it was reopened to a limited number of users on the 12[th] April and for adult group activities on 17[th] May.
The hall has operated without legal restrictions from 19[th] July.
Hire income during 2020/21 has been reduced by approximately 40% against normal years due to the enforced closures and restrictions.
These losses have been more than mitigated by government grants of £10,000 in April 2020 and £8,000 in May 2021
Full business rates relief was also obtained in 2020/21 and partial in 20221/22.

Whilst some of our significant hirers have not returned, the majority have done so with some increasing their bookings.
This appears to left us in a good financial position providing bookings remain at their current levels. This is at a time when many other halls are reported to be struggling financially.
I would like to thank all our hirers for their continued support and use of the hall at this difficult time.
Unfortunately, the 2020 Christmas Fair had to be cancelled due to Covid restrictions and we have had to cancel this year’s fair due stall holders being unwilling to commit at this difficult time. This results in a loss of income of approximately £600 per annum.
The 2020 Hoodener’s performance at the village hall was also cancelled due to Covid but at present it looks likely that this year’s performance will go ahead.
We have again managed to maintain hire fees unchanged during 2020/21 and it should be noted that these have not been raised since June 2017. Unfortunately, we may need to review these due to the current proposed energy price increases.
During the pandemic planned improvements, repairs and non-essential maintenance to the hall were put on hold until the full financial situation was understood.
We have recently completed a survey of the hall to identify and prioritise repairs required to the buildings structure. These include roof repairs, wall pointing, chimney repairs or complete removal, window and door repairs. We will look to complete these over the next year.
I would like to thank all my fellow committee members for their much-valued contributions throughout this difficult period. Chris for chairing the meetings, Roy for looking after the finances, Tina and now Sue for managing the bookings, Dennis and Peter for all the maintenance jobs they do in and around the hall and Budgie for keeping the hall clean and tidy.
In particular I would like to thank Annette for all the work done in setting up the hall as a Covid secure venue to allow it to continue in operation.

Financial Review
We charge for hire of space and facilities at affordable levels which are comparable with those of other community halls in the East Kent area. The charges are necessary for the financial viability of the CIO, and for the maintenance of the building and facilities.
Our opening bank balance for the financial year 1[st] August 2020 to 31[st] July 2021 was £22,543 and total income was £14,083. This comprised £6,083 from the hire of the hall and £8,000 government Covid grant. There was no income from the Christmas fair due to cancellation.
Our expenditure for the financial year 1[st] August 2020 to 31[st] July 2021 was £5,709. The three largest expenses were £2,492 for caretaker and cleaning supplies, £1,234 for gas and £740 for electricity. Our closing bank balance for the financial year 1[st] August 2020 to 31[st] July 2021 was £30,917.
We had a net excess of income over expenditure of £8,374.

Structure, Governance and Management
The Charity Trustees (Village Hall Management Committee) meet at least four times a year and our AGM is held in October. The Management Committee is responsible for all aspects of the village hall, including financial decisions.
We are members of Action with Communities in Rural Kent (www.ruralkent.org.uk). Our Governing Document (Constitution) was written using the Charity Commission approved model (template) document produced by Action with Communities in Rural England (http://www.acre.org.uk).
St Nicholas at Wade with Sarre Parish Council is Custodian Trustee for the CIO.
Administrative Information
St Nicholas at Wade with Sarre Village Hall is situated within the conservation area of the village of St Nicholas at Wade. The postal address is: The Village Hall, The Street, St Nicholas at Wade, Birchington, Kent, CT7 0NP.
The Village Hall was built in 1930 and first became a charity in 1992. On 31[st] July 2016 the charity converted to a Charitable Incorporated Organisation (CIO) with the charity number 1167333.
