Chairman's introducton This report covers the work of Disability Art, Culture and History (DACH) for the financial period 2 January 2023 to 1 January 2024. DACH is a small Charitable Incorporated Organisation operating entirely through voluntary effort. Its work is focused on disability, education and diversity, with a particular emphasis on preserving and promoting the history of invalid carriages, mobility vehicles and wider disability transport heritage. During the period, DACH continued to maintain and develop the Invalid Carriage Register as a public heritage resource, supported museums, private owners and researchers, and promoted public understanding of a largely overlooked area of British social, medical, transport and disability history. The charity continued to operate with very limited financial resources and no paid staff and is supported by Simon McKeown. A significant event affecting the charity's administrative capacity was the serious accident involving DACH's voluntary director, Professor Simon McKeown, on 5 July 2023. This affected the ability of the charity to complete administrative and reporting work on time. ## 2. Objectves and public beneft DACH is established to advance disability art, history and culture. Its charitable purposes include education, the promotion of disability history and culture, and the conservation and interpretation of historic disability-related vehicles and associated material. A principal area of activity is the promotion, support and conservation of invalid carriage history and vehicles. This is delivered through the Invalid Carriage Register, through work with museums and private owners, and through the long-term objective of establishing an Invalid Carriage Museum. The trustees have had regard to the Charity Commission's public benefit guidance. DACH's work provides public benefit by preserving historical knowledge, supporting access to specialist information, encouraging public understanding of disability history, and assisting museums, researchers, vehicle owners and the public to engage with this heritage. DACH is entirely voluntary and not for profit. It has no funds to disperse as grants and did not make grants during the period. ## 3. Review of actvites and achievements ## Invalid Carriage Register The Invalid Carriage Register remained the charity's main public-facing activity during the period. It continued to act as a free public historical resource, recording and promoting knowledge about invalid carriages, Invacars, mobility scooters, trikes and related vehicles. It also provides a point of contact for owners, researchers, museums and members of the public seeking to understand the significance of disability-related vehicles. ## Preston Park Museum and other museum support DACH continued to provide voluntary support and specialist advice to museums and heritage organisations, including Preston Park Museum and other museums or collections holding, researching or interpreting invalid carriages and mobility vehicles. This support included historical context, interpretation advice, identification of vehicles and assistance with understanding the wider disability, health and transport history attached to the objects. ## BBC Antques Road Trip In April 2023 DACH and the Invalid Carriage Register supported filming for BBC Antiques Road Trip. The item was broadcast in December 2023. This provided a valuable opportunity to bring invalid carriage history, disability transport heritage and the charity's work to a wider public audience. In this project, we supported the BBC, advised on content and script, and also involved a collector and their Model 70’s in the work. ## Publicaton and sales of 50 Years of Mobility Scooter History The charity continued to promote and support public access to the publication 50 Years of Mobility Scooter History. The book documents the development of the mobility scooter and contributes to public understanding of a major but often overlooked mobility technology. ## DVLA and historic registraton work The charity, through the Invalid Carriage Register, continued to provide advice on historic vehicle identification, dating, provenance and registration matters where appropriate. This included advice to private owners and researchers on vehicle records and, where relevant, support with documentation for DVLA-related historic registration enquiries. In some cases we challenge DVLA, sometimes successfully. ## Private owners, researchers and volunteers DACH continued to support private vehicle owners, researchers, students and members of the public. This work included responding to enquiries, helping identify vehicles, encouraging owners to preserve records and memories, and supporting the wider collection of evidence about invalid carriages and disability transport history. The charity recognises the excellent contribution of all its volunteers and supporters. ## Invalid Carriage Museum development The long-term ambition to establish an Invalid Carriage Museum remained central to DACH's charitable direction. During the period, work continued on developing the concept, maintaining networks and preserving the records, knowledge and relationships required to support future museum development. Separately McKeown using his own funds, continues to personally purchase, rescue, and large scale store many important invalid carriages and related ephemera. He also continues to fund the online presence including web domain name and hosting costs. These activities are costly and McKeown has raised this as an ongoing issue for DACH as ultimately, McKeown has suggested that ultimately needs to stop carrying the costs and for DACH to assume ownership and control of all the vehicles and costs. Financial review The charity had very limited financial activity during the period. It received no income into the Santander account and made payments totalling £77.12. Future plans DACH's future plans are to continue maintaining and developing the Invalid Carriage Register; to support museums, owners and researchers; to preserve records, photographs, film and oral history relating to invalid carriages; to promote the mobility scooter history publication; and to develop the long-term vision for an Invalid Carriage Museum. The charity also intends to improve its administrative systems and bring its Charity Commission filings fully up to date following the disruption caused by McKeown's accident. ## 7. Approval statement This Trustees’ Annual Report covers the financial period from **2 January 2023 to 1 January 2024** . The trustees approved this report at a meeting held on the 29[th] of June 2026, and authorised its submission to the Charity Commission as part of the charity’s work to bring its statutory reporting up to date.
