## **Report of the Trustees for the Year Ended 31st December 2024** 

The Parochial Church Council (PCC), in co-operation with the rector, is charged with maintaining the whole mission and ministry of the Church of England in the Parish of Farleigh: pastoral, evangelistic, social and ecumenical. The parish includes the churches of All Saints' Dummer, St Leonard's Cliddesden, St Martin's Ellisfield and St Andrew's Farleigh Wallop. 

The PCC is registered as a charity with the Charity Commission, registration number 1166895. All PCC members are trustees, with Bernard Cazenove as acting chair of trustees.

OBJECTIVES AND ACTIVITIES
Rector's revlew of the year endlng 31st De¢ember 2024
The Benefice has been in an interregnum for the whole of this 202314 period. The post was advertised during the year
but as of writing there have not been any applicants.
However we have been enjoying the help of retlred lead prison chaplain, Rev lan Thacker, from Huntercome Prison
who is helping at services across the Parish and the broader benefice 3nd it is planned that he will cover the
interregnum for the whole benefice. The normal pattern of services is generally being maintained as a result of his
support and additional support from a number of lay volunteer5 acr055 the Benefice.
All Saints Dummer continues to offer it5 "Sunday Special" servS¢e seeking to draw people In to hear speakers on
various topics. Cliddesden Family Service is faithfully led by Clalre Nunn and her team, including Sylvia Raine who
provides live music of all variety from the keyboard.
Whilst not directly a church event the Ellisfield Tea Coffee & Cake continue5 to provide a warm and welcoming
occasion in the Ellisfield Memorial Hall on Wednesday Morning. There is a small and faithful group who meet each
Wednesday morning in St Martins for prayer and this is arranged by Peter Raine.
Our Worshipping Community figures are in 51ight decline b(tt with an encouraging uplSft at Chrlstmas when we saw
good numbers in attendance,
Finances continue to be a challenge and it is again the situation that our payment of the Common Mission Fund will
fall short of what is asked of us by the Diocese. Facilitation of elertronic glvSng has been Introduced in most churches
In the hope that thls wlll asslst people to make payments by card whi15t in 3 church building. Giving has been reduced
in recent years with the loss of some generous parishioners and the expenses of the Parlsh have contlnued to be
higher largely related to energy costs. Thls sltuation Ss continually under review and a number of initiatives have been
e5tabli5hed to increase givingi such as Easyfundraising. where giving is linked to on line shopping.
We are grateful that Hannah Houstin-Lacey has taken on the role of Treasurer for the parish and thank her for her
work with the parish finances.
Publlc Beneflt
When planning actlvities for the year, the PCC has paSd due regard to the Charity Commi55ion's guidance on publlc
benefit, and in partScular, the specific guidance on tharities for the advancement of religion. We believe the many and
varied activities of the churches within the parish provide both religious and practical care and support for people
Ilving in the parlsh and the wSder lotal community through..
Worship and prayer,. learning about the Gospel,. and developing their knowledge and trust in Jesus.
Provision of pastoral care for people livin8 in the parish.
Missionary and outreach work.

ACHIEVEMENT AND PERFORMANCE
Revlew of PCC Meetlngs 2024
The PCC met 5 times this year, including the APCM which was held on April 22nd 2024. All meetings were held in
per50n. Since the departure of the Rev David Chattell the PCC agreed that Bernard Cazenovè the CW of St Martlns
should become the Chair of the PCC.
Hannah Houstin-Lacey was officially elected to the PCC as the Treasurer at the APCM in April 2023 and has now been
in post for over a year.
Trlcia Knlght continues to support the Beneflce Including distribution of notices and communications to all the
churches.
At the end of 2024 there were 9 people on the commlttee, made up on the 4 Church Wardens and individu31
representatlves from each DCC. Vatancies for church wardens and church representatives remain. We havè 2 Deanerv
Synod representatives with a vacancy for a third.

Benefl¢e Admlnlstrator Report
Over the past year Tricia has continued in her role as Benefice admlnlstrator to support lan and the wider team In the
8enefi¢e. This includes dealing with wedding and funeral related administration and organisation, collation of fees,
preparatlon of Snvolces and Beneral email admin for the Benefice.
St. Leonard's Cllddesden
2024 has been a year when we said goodbye to David Chattell and had a lot of activity with chlldren's work.
Claire Nunn has again been a great source of energy for young families, helping wlth the famlly servlces as well as
running the Farleigh Parish Play8roup with Melanle Glll from Dummer. We have had a Pancake party for Shrove
Tuesday, an Easter Eg8Stravaganza, Pentecost kite party and a Teddy bears picnic. Sylvia Raine has continued running
the singing group of four-to ei8ht-year-olds at the Church who meet on Frldays after School. They frequentlv
participate in the famlly servlces singing the latest song of praise they have learnt. Ros5 Palmer has been a 6reat
encouragement accompanying Sylvia on his guitar at some of the family services. We were also blessed with other
musicians at the 9 Lessons and Carols SeThice with 2 cellists, 2 vlolinists, a flautist and two ladies who san8 a solo for
one of the carols. This was as well as the organ, keyboard and guitar. The whole Service was extremely well received
and ajoyto be a partof.
Gill Palmer and her band of merry volunteers again did a splendid job Sn the autumn of cuttln8 the grass in the SINC
area and tidying it up for the winter.
The third noticeboard has now been refurbished and a second Salnts Allvel course was held In the early Summer.
At Easter we had the pleasure of Bishop David being with us. He ditched his sermon, insisted that the children stayed
in and then talked to us all about the Easter story in such a way that was accessible to both young and old. We shall
miss him.
The Remembrance service was well attended, and we had the pleasure of a photo and message from Captain Josh
Shackleton who is serving with the Royal Marines in the Levant.
Christmas celebration5 included a Christingle service, crib service and Midnight Communion on Christmas eve. We also
hosted a "Carols by the Pond" for the village which was well attended with over 70 adults and plenty of children.
Mulled wine and mince pies were consumed with gusto on a cold and frosty eveningl It has been heartening to see
the increase in numbers at some of our services, although others continue to just about keep going.

We have had two funera15 during the year, one interment of ashes and two weddings.
The church continues to function well with the unsung heroes and heroines who unlock and lock the churth each day,
put the rubbish bins out. clean, dust and pollsh, arrange flower5, provide snacks and drinks at the end of some of our
setvices as well as set up In preparation for the services and tidy up at the end. The DCC continued to meet regularly
durin8 the year and continue to keep everything running smoothly. To them all we can only say "Thank you'l
We do pray that the Lord will lead and guide us through 2025 and help us all face the challenges that present
themselves and that a new incumbent will join us in the near future.

ACHIEVEMENT AND PERFORMANCE
All Saints. Dummer
We have been without a Rector for nearly a year with the majority of the services falling upon Revd lan Thacker's
shoulders.
We continue to have our excellent Sunday Specials, which are succe55fully lay led and another lay led seNice monthly
during 2024. We have retained the normal pattern of Matins quarterly and the other services on the third Sunday of
the month have been Morning Praise. The 2nd and 4th Sunday have been 08:00 a.m BCP and Eucharist at 09..45 both
Usually led by Revd lan Thacker.
In February we met the new Bishop of Winchester, Philip, at a servlce In St Leonards, Cllddesden.
The Dummer Fete in July raised a record beating amount of money, which was shared between the Parish of Farleigh
and Dummer Village Hall. Several events in the village were shared with Dummer Village Hall thus making for a unifled
communlty.
The Harvest Festival raised an excellent amount for the Parish of Farleigh and both tinned and packaged Eoods from
the Harvest Festival and Christmas Box glving were dellvered to the areas that needed the most help, particularly The
Camrose Centre..
The Hatve5t Supper Revue was also a combinatlon event between All Saints and the Village Hall and ralsed £600,
dSvided equally between the two parties.
With an influx of young people In the vlllage we held an extremely successful Christlngle (this year we were able to
proceed to The Stable at Manor Farm, with thanks to the Paul Family for the refreshments and then on to see the
unveiling of the outside Christmas Tree at the vlllage Hall and more refre5hment51 and Nine Lessons and Carols, both
of which Involved many Children. It is hoped we can build on this over the coming year. There are opportunities to
allow our young people to showcase their talents.
The east window in the Church needs substantial work done to the stonework. Fund raising is already in hand.
All SaSnts Church would not functSon without its team of volunteers for which we gSve grateful thanks.
All Saints Church Electoral Roll now stands at 48 followlng the death of one of the parishioners. There Ss to be a
revlsion of the Roll In 2025.
St Andrew's Farlelgh Wallop
There were two weddings at St Andrew'5 thi5 year. Bishop David presided at one wedding, Revd Stephen Mourant
retuning for the other. Revd lan Thacker has presided at Communlon. Attendance has held Steady, with an increase
for the Christmas Eve Carol Service.
The repairs to the flintwork that are leadin8 to some intern31 damp above the Vestry are in hand, but have been
affected by continued poor weather.
An antennae has been installed on the top of the bell tower by Basingstoke community radio allowing the charity to
broadcast to a wide area of Basingstoke and surrounding areas. The income from the tenancy will be paid to the PCC.
Debbie Scholey was particularly helpful in driving thi5 revenue raisinE agenda on.

ACHIEVEMENT AND PERFORMANCE
St Martln's Ellisfield
Like the other churches in the Parish, we sald a sad farewell to the Rev David Chattell in March as he has served us
well as our Rector durlng the past 13 years, particularly since the Rev Stephen Morant retired and the Rectory was
sold We wish him and his family well in his new role.
The year has passed with the normal pattern of fund raising events that included the Bluebell walk through the woods
of Farlei8h in the pouring rain Attendance was down on previous years due to the weather but any shortfall in
taking5 were more than made up by a very successhjl Chrlstmas Fayre that raised much more than expected. Many
thanks to all who helped at both events.
The pattern of servl¢es and attendance on Sundays remained constant throughout the year. The Basingstoke District
of the Winchester and Portsmouth Diocesan Guild of Church Bell Ringers held their Annual Carol Service In St
Martin's on 14th December which was taken by the Bishop of Basingstoke . The be115 were rung for well over an hour
before the service by a relay of ringers which was a joy to hear throughout Ellisfield. On Christmas Day St Martin's
was overflowing with over I￿ adults and children which must be a record. Somehow they all were crammed In wlth
many standing at the back.
We are looklng to remove, possibly on a temporary basis, four pews close to the organ and behind the font which will
give much more flexlble space for informal seating on folding flat chairs and allow an area for individuals to
congregate after the 11.15am setwice and at othei tlmes. We awalt a faculty which can not be granted until March or
April , a procedure that Is delayed because we do not have z Rector. The 8eneral fabric of St Martin's is sound and the
church yard and surroundlng area Is well maintained. We continue to be affected by sudden sharp bursts of very
heavy rain that produces flooding in the entrance and some parts of the nave of the church which we are looking to
eliminate by a sSmple barrler.

FINANCIAL REVIEW
Financlal posltlon
The General Fund shows a balance of £8,609 12023.. £1,8691, an increase of £6,740, 12023: £3,028 decrease). The
General Fund and Designated fund balance of £17,454 has increased by £7,517, 12023.. £2,823 decrease) over the
year.
Voluntary income has risen to £76,278 from £56,503 in 2023, a rise of £19,775. An increase in Gift Aid donations and
corresponding tax recoverable is the main reason for the rise in income. Gift Aid donations have increased to £44,213,
12023.. £38,225), an increase of £5,988 and so tax recoverable has also increased. There were, however, a number of
significant individual donations included In voluntary income. Cash collectlons have also increased to £4,234,12023'.

We were again unable to pay the full CMF for the year, leavlng £16,599 unpaid of the CMF of £56,59912023'. £59,951)
at 31st December 2024. The final balance unpaid was £16,59912023: £33,000). The Parish of Farleigh contribution for
2025 has risen by £2,065 to £58,664.
A legacy of £527 has been left to All Saints Church, Dummer.
The designated Messy Church fund started on 1st January 2015 and continues to be financially sound due to regular
gift alded donations.
The Play Group fund was created on 1st January 2018. It was generously funded by grants from educational trusts,
and by charitable donatlon, and now has a good balance available to Start next year.
Easyfundralslng started In November 2023 and continues to raise a small amount of additional income per annLtm.
Contactless glving using Sumup QR codes started in 2023 and 15 being used regularly by some indivlduals attendin8
Church.
DA8 Radio Antenna; the antenna sited on Farleigh Church steeple was positioned in November 2024 to provlde
service to z local Basingstoke Radio Company. In turn the PCC will gain an additional source of income, currently
£2,000 per annum which commenced Sn November 2024.
The accounts include an accrual of £4,200 for the Sndependent examlnation ol the accounts and related matters.

The PCC regularly reviews the level of reserves In its funds as a means of identifying
lal potential future ¢a5h flow shortage5 and

Monies in restricted funds continue to be held for expenditure on specific projects that have been identified in
advance and brought to the attention of the PCC.

ACCOUNTING POLICIES
Basi5 of preparlng the flnanclal statements
The financial statements have been prepared in accordance with the Church Accounting Regulations 2006
together with applicable accounting standards and the SORP applicable to charitles preparing their accounts in
accordance with the Financial Reporting Standard applicable in the UK and Republi¢ of Ireland IFRS 1021.
The financial statements have been prepared under the historical cost convention except for the valuation of
Investment assets, whlch are shown at market value. The financial statements include all transactions, assets
and Ilabilitie5 for whlch the PCC is responsible in law. They do not include the accounts of church groups that
owe their main affiliation to another body, nor those that are informal 8atherin8s of church members.
IncomSn8 resources
Planned giving, collections and donations are recognized when received. Tax refunds are recognized when the
incoming resource to which they relate is received. Grants and legacies are accounted for when the PCC is
legally entStled to the amounts due. Dlvidends are atcounted for when receivable,. interest 15 accrued. All other
Income Is recognized when it15 receivable. All incoming resource5 are accounted for gross.
Resources expended
Liabilities are recognised as expenditure as soon as there is a legal or constructlve obllgation commlttlng the
charity to that expenditure, it is probable that a transfer of economlc benefits will be required in settlement
and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accrua15 basis
and has been classified under headings that 388regate all cost related to the category. Where costs cannot be
directly attributed to particular headings they have been allocated to actlvltles on a basis eonslstent with the
use of resources.
Grants and donations are accounted for when paid ¢ver, or when awarded, if that award creates a binding or
constructive obligation on the PCC. All other expenditure is generally recognized when it is incurred and is
accounted for gross.
Grants offered to conditlons whlch have not been met at the year end are noted as a commitment but not
accrued a5 expenditure.
Common mlsslon fvnd
The Common Mission Fund ICMFI is actounted for lil when due,. or lill in the event that the PCC deems that it
is unable to pay the CMF, when pald.
Amounts requested under the CMF but unpaid at 31 December are reco8nlsed as a ¢reditor only where the
PCC Intends to pay the amount outstanding. Amounts outstanding under the CMF that the PCC has deemed it
is unable to pay are disclosed in the notes to the accounts.
Tan8lble fixed assets
Consecrated and benefice property is not included in the accounts in accordance with $1012llal of the Charities
Act 2011.
Movable church furnishings held by the vicar and churchwardens on special trust for the PCC and which
require a faculty for disposal are inalienable property, listed in the church's inventory, which can be inspected
lat any reasonable timel. Therefore, such a5set5 are not in¢lude4J In the financial statement5. For anything
acquired prior to 1st January 2008 and transferred at that date to the Parish of Farleigh there is insufficient
cost information available and therefore such assets are not valued in the financial statements.
Equipment used within the church premises is depreciated on a straight line basis over four years. Individual

Tangible fixed assets
Investments are valued at market value at the balance sheet date.
Funds
Restricted funds represent lal income from trusts or endowments whlth may be expended only on those
restricted object5 provided in the terms of the trust or bequest, and Ibl donations or grants received for
specific object or invited by the PCC for a speclfic object. The funds may only be expended on the specific
object for which they were given. Any balance remaining unspent at the end of the year must be carried
forward as 3 balance on that fund. The PCC does not usually invest separately for each fund. Where there Is no
separate investment, interest is apportioned to individual funds on an average balance ba51S.
Unrestricted funds are general funds which can be used for PCC ordlnary purposes.

This fund holds unrestrlcted funds for spendln8 on the general purpose of the PCC. The general fund is
supported by two bequests..
Chrlstopher Chetwood Memorlal.. this bequest was set up with donations given in memory of Chrlstopher
Chetwood by his family and friends. The family asked that the money should be used for the running of St
Martin's Ellisfield and it Is therefore treated as unrestricted.
Basil de Ferranti Memorial.. this bequest was set up from a payment made by the charitable trust set up in
memory of Basll de Ferrantl to St Martin'5 Ellisfield for its general purposes and It Ss therefore treated as
unrestricted.
Unrestricted funds eontain5 the following three designated fund5'.
To support the publlcation and dlstrlbution of the Hill and Dale parish magazine.
Established in 2015, the Messy Church Fund which was set up to pay for activities in Cliddesden Village Hall
associated with 'Messy Church,.
E5tabli5hed in 2018, the Play Group Fund wa5 set up to pay for activities at the Clidde5den Village Hall, for the
whole Benefice.
All Saints. Oummer Fabric Fund . Restrlcted Fund
This fund wa5 set up with monie5 raised or donated specifically for the restoration of the fabric of All Saints,
Dummer and it is therefore a restricted fund.

Beale, Miller and Hann Bequests Fund- Restrlcted Fund
This fund was set up originally from a single bequest to All Saints, Dummer for the upkeep of the graves and
cemetery. Given the similar nature of the objects of this fund to those of the All Saints, Dummer Fabric Fund, it
was decided during the year ended 31st December 2023 to transfer the balance of thls fund to the All Saints,
Dummer Fabric Fund.
In 1977, the estate of Major General CH Miller made a bequest of £150 for Identical purposes.
In 1993, the estate of Mr5 AM Hann made a bequest of £2¢JJ for identical purposes.
St Leonard's Cliddesden Fabrlc Fund
This fund was set up with the speclfic purpose of ralslng money to repair and maintain the fabric of the church
and It Is therefore a restricted fund.
Durlng 2008, a bequest from Pauline Devenish that had been established to support the general purposes of St
Leonard's Cliddesden was transferred to the fabrlc fund.
St Martln's Elllsfield Bell Fund
Thi5 fund was set up in 1998 from donatlons made for the purpose of restorlng the be115 of St Martin's Ellisfield
and it IS therefore a restricted fund.
The restoration was completed in 200Q. The balance of the lund wlll be used for the future maintenance of
the bells.
St Martln's Elllsfleld BulldSnB Fabrlc Fund
Thi5 fund was Set up in 2006 with the specific purpose of raising money to repaSr and malntaln the fabric of the
church and it is therefore a restricted fund.
On I january 2008, two bequests that had supported the general purposes of St Martin's Ellisfield were
transferred to support the bulldlng fabric fund..
Margaret Mccreery Memorial: this bequest was set up from a payment of £1,000 to St Martin's Ellisfield for its
general purposes.
Marian Sims-williams Memorlal.. thls bequest was set up from a payment to St Martin's Ellisfield for its general
purposes.
During 2016, two bequests were received, and another in 2019 all of which are in the building fabric fund.
St Andrew's Farlelgh Wallop Restoration Fund
This fund was set up many years ago with monies raised or donated specifically for the restoration of St
Andrew's Farleigh Wallop and it is therefore a restricted fund.
