_The trustees of Cylch yn yr Ysgol present their annual report and accounts for the year 1[st] September 2020 to 31[st] of August 2021 and confirm they comply with the requirements of the Charities Act 2011._ 

## **Objectives** 

Our objective is to advance the education of preschool children aged 3 to 5 years in Builth Wells and the surrounding areas, through the medium of the Welsh language in a friendly, caring environment. We aim to ensure our service provides access to free, high quality Foundation Phase Education, for up to 3 hours per day (a minimum of 2), for a maximum of 10 hours per week. Building on the success of the Cylch Meithrin approach, provision is through the medium of Welsh with some English to support children entering a bilingual school. 

## **Our aims** 

- To advance the education of children by providing safe and satisfying play and activities through the medium of Welsh with some English to support children entering a bilingual school. 

- To support and preserve good mental, physical and emotional health of the children. 

- To provide a warm, safe and friendly environment. 

- To provide friendly, caring and approachable staf 

- To enable children to learn through play using both indoor and outdoor learning environments whilst supervised at all times 

- To give children the opportunity to interact with other children. 

- To prepare children for their transition to Primary School. 

## **Review of Activities and Performance** 

We are a high quality and friendly early years care and education setting, catering for children aged 3 to 5 years, through the medium of Welsh. We follow the foundation phase curriculum which emphasises learning through play and exploration.

We continue to provide morning and afternoon sessions for up to 24 children per session as per our registration. 

We ofer funded places up to 10 hours per week from the beginning of the term following a child’s third birthday via the Welsh Government’s free provision scheme through the local authority via the Early Years Development and Childcare Partnership (EYDCP). We ofer setting places for 2.5 hours from Monday to Thursday, we are closed on a Friday. 

A wide range of play activities are planned and well supervised to promote progress in all areas of a child’s development as well as continuous provision ofering a rich variety of free choice learning experiences. We observe, assess and record children’s development on a continual basis. 

Our most recent Quality of Care report was really positive. This was based on feedback from children, parents, staf and the Committee. Strengths that we identified and commented on the most were how staf are welcoming to both parents and children and provide a range of activities for the children who are entirely happy at Cylch. Parents also commented on the social, physical and Welsh language skills that children have gained from attending Cylch. 

The setting has a clear focus on health and wellbeing (both physical and nutritional understanding), as evidenced with the commitment by staf to continue in their learning and working towards the Healthy Pre-School award. The setting provides children with play opportunity as well as structure and routine. 

The setting has piloted the New Curriculum for Wales for Powys County Council which has enabled the setting to have an insight into the Curriculum which is being implemented. 

To support the delivery of the Welsh Language in our setting we are members of Mudiad Meithrin and have developed close links with their Area Worker who has attended committee meetings to ofer advice and guidance. 

The committee continues to be supported by the school’s governors and staf representatives all on a voluntary basis. The running of the setting continues to be supported by fundraising events held throughout the year by volunteers as well as grant income. 

## **Closure during the academic year** 

Due to the ongoing Covid-19 pandemic, Cylch like many other 3+ settings have been impacted in terms of accessing the setting as previously. Due

to Government legislation, children were only allowed to frequent one nursery setting and therefore to allow for a maximum number of children, the staf and committee decided to bubble children from diferent nursery settings together. This was the most successful solution and provided all children access to the setting throughout the week. 

The pandemic has also meant that we have not been able to progress with our project of installing a covered outdoor space. This will remain as one of our ongoing objectives, dependent on Welsh government restrictions within school buildings. The covered outdoor space would provide a safe and secure area for the children to play outside more readily. 

Grants available from the pandemic have allowed the setting to buy a of indoor and outdoor equipment. Monies have also enabled the staf to frequent a number of courses to enable a wider curriculum. 

## **Financial review** 

Cylch Yn Yr Ysgol received £31,183 of Foundation Phase funding during the fourth year of a contract with Powys County Council beginning 1 September 2017. The contract was originally awarded for three years to 31 August 2020 and has been extended for a further two years until August 2022. This funding was used to pay our staf wages, purchase ongoing resources and cover any administrative costs. 

The Childcare Development Grant of £5,000 from Powys County Council which was received in 2019 has not yet been utilised. This is due to the closure of Builth C.P School and Cylch in 2020, plus the restrictions in place within schools in 2021 which have not allowed building works to take place this financial year. Canopy costs are quoted at over £9,000, which includes materials, installation, and a surveyor’s report. We will be using the £5,000 grant money plus money in our fundraising account to fund this, therefore we will be expecting a large deficit in our 2021-22 accounts. 

We received £1,531 from HMRC for the Job Retention Scheme Grant. We were able to make claims for 80% of staf wages for staf that had been placed on furlough during the two closures in 2020 and 2021. There are no staf currently placed on furlough as all staf have returned to their normal working hours. 

We received an Early Years Deprivation Grant from Powys County Council of £1,150 which has enabled the setting to purchase a variety of educational equipment, toys and resources for the setting, as well as enabling staf to complete relevant training.

We also received a Covid response grant of £3,627. The grant monies have been allocated from Welsh Government to enable to setting to focus on resources to support a number of key developmental areas such as oracy, language development, phonological awareness and outdoor experimental play. 

Fundraising income was £432. The committee has had limited opportunity to hold fundraising events this year due to the social restrictions, however we are very grateful to Vicki Morris for arranging the ‘Best Dressed Christmas House’ competition during Christmas 2020 which raised almost £400! 

The accounts show a surplus of £6,224. This is mainly due to grant monies that have been received in year but not yet utilised, and also the closure in January and February 2021 would have resulted in a period of minimal expenditure. 

Financial statements have been prepared for the year ended 31 August 2021 and have been independently examined by Clark & Co Chartered Accountants, Builth Wells. These are attached to the end of this report. 

## **Structure, governance and management** 

Cylch yn yr Ysgol is a Charitable Incorporated Organisation run by a voluntary committee of parents, carers, school staf and school governors. The committee meets once during every half-term of the school calendar or more frequently if required. Our Annual General Meeting takes place in the Autumn after the end of the academic and financial year. All parents/carers are welcome to attend these meetings. All trustees give up their time freely and no remuneration has been paid to any trustee during the period. 

In addition to half termly committee meetings, we have also been holding Management meetings, where the Responsible Individuals of the setting meet and take recommendations back to the full committee to be approved. 

We would welcome support from parents or carers in any way which they think they could help, this could be becoming a trustee of the CIO or volunteering to help with fundraising events.
