The Trustees have pleasure in presenting their report and the receipts and payments accounts of the charity for the year ended 31 March 2022.
OBJECTIVES AND ACTIVITIES
The objects of the charity are the promotion of community participation in healthy recreation across Greater Essex by:
(1) Working with and through local agencies to increase levels of participation in sport and physical activity;
(2) Promoting and providing programmes and services for sport, recreation, physical activity, informal education and other leisure time occupation for healthy recreation;
(3) Promoting and providing facilities and services for recreational, sporting or other leisure time occupation in the interests of social welfare for the public at large or those who by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances, have need of such facilities and services; and
(4) The improvement and preservation of good health and well-being through participation in healthy recreation.
The Trustees confirm that they have had due regard to guidance published by the Charity Commission on public benefit.
Working with Trustees and key stakeholders were able to develop a theory of change that identified the key outcomes we are looking to achieve through all of our work. They include:

In order to achieve our key outcomes, we have identified five strategic priorities:

Use sport and physical activity to prevent youth crime and violence

Tackling holiday inactivity and food poverty

Build the capacity of locally trusted organisations

Supporting young people and children’s mental health through sport and physical activity

Level up participation in the popular activities of cycling, walking and running
ACHIEVEMENTS AND PERFORMANCE
Over the past year the Active Essex Foundation has continued to develop projects that support and engage young people who experience several inequalities including poor mental health, those involved in or at risk of becoming involved in the criminal justice system, those living in areas of high deprivation, those who may lack positive role models and those who are not in education, employment or training. We have significantly increased the income to the Foundation this year which will continue into the next three financial years.

We were pleased to secure funding from the National Lottery Community Fund and the Essex Local Delivery Pilot in order to support the development of our Sport and Youth Crime Prevention project over the next three years. This is a milestone for the Foundation because it enables the employment of our first two full time team members. This includes a Project Manager and a Project Coordinator. Both were in post by May 2022.
This funding has helped to scale up the support, capacity building and up-skilling of several locally trusted organisations (LTOs). LTOs are groups that use sport and physical activity in order to engage and support young people who are involved in, or at risk of becoming involved in the criminal justice system. This project has also helped to build our working relationship with the Essex Violence and Vulnerability Unit and the Youth Offending Service.
We continue to work in partnership with LTOs across Essex Southend and Thurrock, with a particular focus on the most deprived and marginalised communities.
We are particularly proud that we have been able to influence the work taking place across the county to tackle inactivity and holiday hunger during the school holidays. Over the past two years we worked with a network of LTOs to create a model that supports those most in need during the school holidays. This encouraged organisations to work in partnership to provide a range of activities, support and signposting for young people and the whole family. This resulted in Essex County Council allocating over £4 million to our close partners Active Essex who were able to work with our network of LTOs and directly fund them, to deliver the Essex ActivAte Holiday Activity and Food programme (HAF).
Key Projects in 2021-22
Holiday Hunger: We worked in partnership with Essex County Council and Active Essex (Active Partnership) to influence the delivery of the Essex ActivAte holiday activity and food programme throughout 2021 and into 2022. We also ensured that our network of LTOs were able to support the programme as delivery partners and receive direct funding.
We also applied to lead the work around engaging at risk and vulnerable secondary aged young people. We were successful in this application and was awarded £135,000. We will begin working with LTOs who are involved in the Sport and Youth Crime Prevention to deliver HAF clubs during the Easter, Summer and Winter 2022 school holidays.
Sport and Youth Crime Prevention project: We have been successful in securing significant investment over three years of £455,217 (LDP £144,436 / Lottery £310,781) to:

This work will bring three important systems together across Essex: Youth Justice, Community Sector, Sport and Physical Activity - through shared purpose, co-production and shared desire to positively change the lives of vulnerable young people. This will mean more organisations using sport to engage and support young people, more young people engaging in sport and physical activity regularly, more funding for sport from across the system. Although the funding was awarded from the National Lottery in September 2021, the first payment is not due to reach us until April 2022. We have received the first LDP payment of £24,072 in this financial year.
Sport and Life-skills project : In 2020 we were awarded £24,000 from Active Essex Children and Young People team to deliver a pilot project in partnership with the Essex Youth Offending Services that focused on engaging groups of young people. Due to the pandemic, initially we were unable to deliver any face-to-face group work.
As restrictions were eased, we were able to deliver the first of our Sport and Life-skills project in partnership with Changing Lives CIC and Harlow Youth Offending Service (YOS). For this pilot programme Harlow YOS referred 7 young people, who attended a 2-hour session each week, over 12 weeks. All 7 young people completed the programme and have made the decision to continue to attend Changing Lives sessions, with 4 volunteering as young leaders at the Essex ActivAte programme.
The young people have already attended Rock climbing, gaming centres, outdoor activities and also educational discussion on gangs, knife crime and staying safe in the community. Two of the staff have undertaken a boxing course to enable them to offer boxing directly to the young people. This have proven very successful. This is a great outcome for this pilot and we look forward to developing the project across Colchester, Chelmsford and Basildon.
Kick off @ 3: In 2020 funding was received from the Essex Local Delivery pilot to deliver a football tournament in partnership with Essex Police, the Police, Fire and Crime Commissioners Office and a number of our LTOs. Unfortunately, because of the pandemic we were unable to deliver a mass participation event, so this funding was carried over into the current financial year. In October 2021 we were pleased to be able to deliver this event. The aim of the Kick off @ 3 event is to engage young people living in areas of deprivation and high crime/anti-social behaviour in regular physical activity. Through the Kickoff@3 tournament, we were able to engage over 200 young people, who were not regularly active and at risk of becoming involved in the CJS. As well as the male and female tournament we provided a range of fun activities and sign posting and many local support organisations attended to promote their work.
Following on from the tournament we provided funding and resources for weekly sessions to be delivered in partnership with the LTOs who brought young people along, so that they could keep the young people engaged in regular activity in a safe, supportive environment.
We are planning on a second Kick off @ 3 event which will take place during the summer of 2022.

HR SUPPORT
Recruiting new members of staff meant that we needed to review and engage HR support for the organisation. We met with a number of HR specialist companies and the Board of Trustees made the decision to work with HR Essentials, an Essex based HR company. They have supported us with the development of recruitment, contracts, staff handbooks and all policies and procedures related to employing staff.
FINANCIAL REVIEW
The charity received grants totalling £238,452 during the year ending 31[st] March 2022. Our total expenditure was £13,975.
Grants totalling £6,835 were granted to partnership organisations to deliver projects across Essex as outlined earlier in this report. Governance and accounting costs were £3,920.
There is significant funding available to support delivery from April 2022, including staff costs and funding for LTOs to deliver the Essex ActivAte holiday activity and food programme.
RESERVES POLICY
Trustees annually review the reserves policy that is required to ensure that they are adequate to fulfil our continuing obligations. The initial reserves policy was set at £10,000 of general unrestricted funds. As the Charity has developed and now employs staff, we will review the policy to ensure reserves are maintained at a level which meets the expenditure requirements of the organisation. At 31 March 2022 general unrestricted reserves totalled £29,833 which is considered by the Trustees to be sufficient in the current period.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 March 2022 which are set out on pages 7 to 9.
Responsibilities and basis of report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or

the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
