2. Structure, Governance and Management
Governing Document
Poole Sailability is a Charitable Incorporated Organisation (CIO) with a constitution as its governing document, dated 20[th] July 2017 (as at last amendment)
Organisational structure
The Board of Management of Poole Sailability consists of both trustees and other club officers. The primary focus of the Board is the ongoing governance of the Charity, control of its finances, for setting strategic direction and reviewing progress.
In addition to the Board of Management we have also established an Operations Committee which is responsible for planning and delivery of the annual sailing programme and the maintenance of our fleet.
Recruitment and appointment of new trustees
One-third of trustees are required to retire each year. Andy Smethurst and Peter Davies will retire from office at the AGM in line with our Constitution; neither will be putting themselves forward for reelection. Potential new trustees are encouraged to apply for appointment at each AGM.
Affiliation:
Poole Sailability is affiliated to Royal Yachting Association and is accredited by Royal Yachting Association Sailability for disabled sailing at our venue.
3. Objectives and Activities
Charitable Object
The charitable objective of Poole Sailability is:
To provide and assist in the provision of water-based activities in Poole Harbour and the surrounding area for people with disabilities, in the interest of social welfare and with the object of improving the condition of their lives.
Activities
Poole Sailability implements its charitable objective by providing of sailing activities on three days a week during the sailing season of April to October. These activities included:
-
Regular and Trial Sailors - On Sunday mornings and Wednesday evenings, organising volunteer led sails.
-
Local SEND Schools - On Wednesday and Friday morning during their 12 week summer term, running sailing sessions for their pupils.
-
Clubs – On Friday mornings, organising sailing sessions for local groups representing both physical and mental disabilities.
Poole Sailability is run entirely by unpaid volunteers, and they are the backbone of what we do. Volunteers run the sailing sessions and also all maintenance, administration, finance and fundraising.

Public benefit
In undertaking the activities of the last 12 months, the trustees have paid due regard to the Charity Commission’s guidance on public benefit in deciding what activities should be undertaken. Through adherence to the objectives the charity has diligently and purposefully fulfilled its obligations.
4. Achievements and performance
The local need
According to local research, in the Bournemouth, Christchurch and Poole Council area nearly 1 of 8 residents has a disability that limits their daily activities. They have an aging population who experience problems with their physical functioning, their mobility or stamina. Post pandemic, many locals live alone and feel depressed and socially excluded. A worrying number of our young people have learning disabilities.
The sailing experience provided by Poole Sailability can be life changing. A sailing session in lovely Poole Harbour has all the elements of increasing wellbeing. Re-connecting with people, keep learning, be active, be at one with the natural environment, and give back to the community. Above all, it builds confidence.
Achievements
Poole Sailability achieves its objectives by running weekly sailing sessions for small groups that show that disability is not a barrier to an active life. Starting with a trial sail to get the feel of things, locals who enjoy the experience can join us as a regular sailing member with other like-minded individuals. Or they come with as a part of a group or a school class.
Sailing sessions
In 2023 we ran 56 or over 80 planned sailing sessions, we had to cancel sessions where the winds were above our safety limits. This represented 672 sailing places out of a total of nearly 1,000 planned individual sailing places available to our sailors, carers and family members.
Safety boat
With the help of a generous donation, we purchased a new Pioneer safety boat which has a bow ramp so is suited to safety cover in the harbour.
5. Forward Plan/Rockley Park
In 2021 the multi national corporation Blackstone bought out Bourne Leisure - a company which includes a number of brands including Warner Leisure Hotels and Haven Holidays. Haven Holidays operates a number of caravan parks including Rockley Park.
There is no formal contract or lease of our base at Rockley Park only a long standing “informal verbal agreement” and so we have no long term security for our operations at the marina.
Consequently the trustees decided that it would be prudent to develop a forward plan that would address this issue, identify opportunities and what the Charity needs going forward at any new base, or if long term access to Rockley can be agreed at a reasonable cost.
After considerable consultations including a member/volunteer survey, focus groups and with current and potential partners and possible hosts we have develop a new plan that will be presented at the March AGM.

Some of the key survey findings were that :-

everyone involved in sailing with us gets significant mental and physical benefits from the experience
-
major improvements to the access for parking and toilet facilities at Rockley are needed
-
support for more adventurous sailing and for different times of session
-
more members and volunteers need to be recruited especially from young people
6. Finance
Source of funds
Maintaining sailor fees at an affordable level is a priority for us and so generates limited income. Fundraising is an important part of the trustees responsibilities supported by our volunteers. During the year, funding has come from a number of sources:
-
Membership fees - Whilst it has been another successful year for the charity, member’s subscriptions have reduced slightly this year.
-
Grants – we have secured grants towards our general running costs, although most of our grant income was for replacement equipment.
-
Fundraising events – members helped with a number of fundraising activities including the Pilford Heath Show and Corfe Mullen Carnival.
-
Donations – local organisations including sailing clubs continue to support our activities with donations which are much appreciated as it both helps our finances and demonstrates local support for what we do.
Expenditure
The main fixed costs are marina fees, maintenance and insurance.
Reserves Policy
Poole Sailability’s Reserves Policy during the year was to have operational and asset replacement reserves as follows:
Operational Reserves, which:
-
cover the costs of one year running costs net of membership contributions In the light of the impact of the UK economic difficulties we have increased this to 12 months of operational costs;
-
help with cash flow as some of the big expenses are in the early part of the year;
-
help forward fund grants when grant payments are in arrears;
-
build a fund for a possible relocation within a three year timeframe.
Asset Replacement Reserves, which:
-
enable us to cover replacement of any essential equipment quickly
-
builds up funds to put towards long term replacement of equipment and facilities
In implementing this policy, Poole Sailability held reserves of £20,000 in 2023. Like so many small local charities we can expect a lower income stream and increased expenses in the near future due to the impact of stagnant UK economy and high inflation.
Carry forward to 2024
Of the £42,704 of Unrestricted Funds carried forward from the end of 2023 to the start of 2024 we will continue to hold reserves of up to £25,000 so as to maintain financial resilience.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF POOLE SAILABILITY
I report to the charity trustees on my examination of the accounts of the charity for the year ended 31[st] December 2023 which are set out on pages 6 to 7.
Responsibilities and basis of report
As the charity’s trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity required by section 130 of the Act; or
-
the accounting do not accord with those records
-
the accounts do not comply with the requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
