Help in the Community was constituted in April 2016 as a Charitable Incorporated Organisation. The
originating trustee5 were those who were on the steering group of Medway Foodbank. The Trustees are held
responsible for the organisation's finances. as well as setting the strategy and monitoring the performance
against that strategy. Medway Foodbank is a Christian Organisation together with Trussell. Before anybody can
become a Trustee, they must first be able to demonstrate in writing, the skills that the organisation has
identified that it needs. A meeting of trustees and a prospective trustee is held and if agreement 15 reached on
suitability the person will then be asked to join the Board. The Trustees are all volunteers. Medway Foodbank
has one permanent, full time paid employee. one full time employee on a two year contract and seven
permarbent part-time paid employees.. Most staff are based at our unit on Medway City Estate with some
working remotely. The food is normally distributed to those in need through the local foodbank centres,. all
these are operated by volunteers. There are now a total of 9 foodbank centres with the Harvest Centre in
Strood having opened on 7th March 2024.

OBJECTIVES AND ACTIVITIES
Summary of the objerts of the charity set out in it's goveming document
The principal object of Help in the Community is= Yhe relief and prevention of poverty. for the public benefit,
in Medway and North Kent through- the provision of free emergency food,. and partnership with other
organisation5 working to prevent or relieve poverty.. Help in the Community is the overarching body for
Medway Foodbank, which provides emergency food for those who are in need. We are part of the Trussell
network and use their recognised system for distributing food.

Medway Foodbank works with a number of agencies around the MedwayTowns who assess those who
require food, and provides them with an e-vouther, whith can be redeemed at one of nine foodbank centres,
51tuated in churche5 in Strood, Rochester, Chatham, and Gillingham, as well as foodbank centre5 in The Net
community Cafe in Walderslade, All Saints Community Project Trust in Chatham and MidKent College,
Gillin8ham.

The constitution sets out the rules that trustees of the organisation are expected to follow. A copy of this is
given to each incoming member, with an explanation as to what is expected. Help in the Community is
dependent upon volunteers, especially within the warehouse and the food distribution centres. The Board and
paid staff are highly appreciative of the hard work undertaken by the teams of dedicated volunteers, who give
of their time voluntarily each week.

ACHIEVEMENTS AND PERFORMANCE
Summary of the main achievements of the charity during the year
In the year 2023-24, Medway Foodbank provided 3 days of emergency food to 15,114 people in crisis, with
nearly half of those in need being children. We have seen an increase of 23% year on year, in the numbers we
are supporting. This is a marked increase compared with pre-covid levels. with an 82% increase in the last 5
year5. Clients of Medway Foodbank receive personal support and are signposted to organisations that can help
them further to resolve their immediate issues and to increase resilience for the future. This normally takes
place in our foodbank centres or within our dedicated office team, as well as providing signposting sheets that
have gone into every food parcel. We have heard positive stories from clients of support that has helped them
when they have contacted organisations on the sheet. We have continued our partnership with Citizen's
Advice Medway to provide accessible advice at our Centres for clients. We have been able to jointly appoint
Foodbank Advisers who are working towards financial inclusion for our clients with significant financial gains
already being seen for a number of clients, meaning that they may not need foodbank support in the future.
This has been financed for a total of 3 year5 through a grant from Trussell.
Over this financial year, Medway Foodbank has received over 90560kg of food donations and has distributed
over 100,197kg to the needy. Over the last financial year that represent5 a 1.0% decrease on the last financial
year in food being donated. During 2023-24 the foodbank had to purchase 9637kg of food stock to meet the
demand. Funding has been received for these purchases from our various supporters and the Trustee Board
consider these matters regularly at their meetin8S.
FINANCIAL REVIEW

It is the aim of the trustee board to ensure the charity's reserves to the point where it has three months
expenses in reserve. This has been maintained and we are now looking to ensure the best use of our finances
to seture our ability to meet the current needs particularly ensuring the tontinued stock of suff icient food to
meet needs.

Summary of other information the trustees, feel is relevant
It has been sad to see continued high foodbank usage over the last year. Medway Foodbank has continued to
work with other charities and agencies to support those in need to help resolve their crisis. We have worked in
partnership with Medway Citizens Advice Bureau to provide support to clients through their advisors and
therefore maximise income whenever possible.
We can only achieve our work to help those in crisis with the help of our volunteers and the enormous support of
local people, local businesses, charities and funders who provide us with the food and resources to continue our
Mission. The charity is currently dealing with Ill% increase in foodbank usage compared with five years ago.
TRUSTEES RESPONSIBILITY STATEMENT
The Trustees are responsible for preparing the Trustees, report and the financial statements in accordance with
applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting
Practice).
The law applicable to charities in England & Wales requires the Trustees to prepare financial statements for each
financial year which give a true and fair view of the state of affairs of the Charity and of its incoming resources
and application of resources, including it5 income and expenditure, for that period. In preparing these financial
statements, the Trustees are required to..
select suitable accounting policies and then apply them consistently:
observe the methods and principles of the Charities SORP IFRS 1021-
make judgments and accounting estimates that are reasonable and prudent..
State whether applicable UK Accounting Standards IFRS 1021 have been followed, subject to any material
departures disclosed and explained in the financial statements.
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the
Charity will continue in business.
The Trustees are responsible for keeping adeqvate accounting records that are sufficient to show and explain the
Charity's transactions and disclose with reasonable accuracy at any time the financial position of the Charity and
enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts
and Reports) Regulations 2008 and the provisions of the Trust deed. They are also responsible for 5afeguording
the assets of the Charity and hence for taking reasonable steps for the prevention and detection of fraud and
other irregularities.

I report to the trustees on my examination of the accounts of Help in the Community TIA Medway Foodbank for
the year ended 31 March 2024.
Responsibilities and Basis of the Report
As the Trustees of the Charity you are responsible for the preparation of the accounts in accordance with the
requirements of the Charities Act 20111'the 2011 Act'l.
I report in respect of my exarnination of the Charity'5 account5 carried out under section 145 of the 2011 Act and
in carrying out my examination I have followed the applicable Directions given by the Charity Commission under
section 14515llbl of the 2011 Act.
Independent Examiner5 Staternent
Since the charity's gross income exceeded £250.000 your examiner must be a member of a body listed in section
145 of the 2011 Act. I can confirm that l am qualified to undertake the examination because l am a member of
the Institute of Chartered Accountant5 in England and Wales, which 15 one of the listed bodies.
l understand that this has been done in order for the accounts to provide a true and fair view in accordance with
the Generally Accepted Accounting Practice effective for reporting period5 beginning on or after l January 2019.
I have completed my examination. I confirm that no matter5 have come to my attention in connection with the
examination Biving me cause to believe that in any material respect:
accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act,. or
the accounts do not accord with those records- or
the accounts do not comply with the applicable requirements toncerning the form and content of accounts
set out in the Charities (Accounts and Report51 Regulations 2008 other than any requirement that the
accounts give a 'true and fair, view which is not a matter considered as part of an independent
examination.
I have no Concerns and have come across no other matters in connection with the examination to which attention
should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
This report is made 501ely to the Charity's Trustees. as a body, in accordance with Part 4 of the Charities (Accounts

I GENERAL INFORMATION
Help In The Community TIA Medway Foodbank is a charitable incorporated organisation, registered in
England. The charity number is 1166505 and the charitvs registered address is Unit 26, Riverside 1, Sir
Thomas Longley Road, Strood. Kent, ME2 4DP. The charitvs principal activities are the provision of three day
emergency food parcels to those people in the Medway Towns suffering hardship and food poverty.
2 BASIS OF PREPARATION
2.1 Basls of Accountlng
The financial statements have been prepared in accordance with the Charities SORP IFRS 1021- Accounting
and Reporting by Charitie5'. Statement of Recommended Practice applicable to charitie5 preparing their
accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland
IFRS 1021 (effective l January 20191, the Financial Reporting Standard applicable in the UK and Republic of
Ireland IFRS 1021 and the Charitie5 Act 2011.
The financial statements have been prepared to give a 'true and fair, view and have departed from the
Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a 'true and fair,
view. This departure has involved following the Charities SORP IFRS 1021 published in October 2019 rather
than the Accounting and Reporting by Charities: Statement of Recommended Practice effective from l April
2005 which has since been withdrawn.
Help In The Community TIA Medway Foodbank meets the definition of a public benefit entity under FRS 102.
Assets and liabilities are initially recognised at historical cost or transaction value unless Otherwise stated in
the relevant accounting policy.
2.2 Goln8 Concern
There are no material uncertainties related to events or conditions that cast significant doubt on the charity's
ability to continue as a going concern.

3 ACCOUNTING POLICIES- INCOME
Recognition of Income
Income is included in the Statement of Financial Activities ISOFAI when..
the charity becomes entitled to the resources,.
it is more likely than not that the trustees will receive the resources: and
the monetary value can be measured with sufficient reliability.

There has been no offsetting of assets and liabilities. or income and expenses, unless required or permitted by
the FRS 102 SORP or FRS 102.
Grants and Donatlons
Grants and donations are only included in the SOFA when the general income recognition criteria are met
15.10 to 5.12 FRS102 SORPI.
In the case of performance related grants. income must only be re¢ognised to the extent that the ¢harity has
provided the specified goods or services as entitlement to the grant only occurs when the performance
related conditions are met15.16 FRS 102 SORPI.

Legacies are included in the SOFA when receipt is probable, that is. when there has been grant of probate, the
executors have established that there are sufficient assets in the estate and any conditions attached to the
legacy are either within the control of the charity or have been met.
Tax Reclalms on Donatlon5 and Gifts
Gift Aid receivable is included in intome when there is a valid declaration from the donor. Any Gift Aid
amount recovered on a donation is considered to be part of that gift and is treated as an addition to the same
fund as the initial donation unless the donor or the terms of the appeal have specified otherwise.
Contractual Income and Perforrnan¢e Related Grants
This is only included in the SOFA once the charity has provided the related goods or setvices or met the
performance related conditions.

Donated Good5
Donated goods are measured at fair value (the amount for which the asset could be exchangedl unless
impractical to do so. This valuation is determined by The Trussell Trust.
The cost of any stock of goods donated for distribution to beneficiaries is deemed to be the fair value of those
gifts at the time of their receipt and they are recognised on receipt. In the reporting period in which the
stocks are distributed, they are recognised as an expense at the carrying amount of the stocks at distribution.
Donated goods for resale are measured at fair value on initial recognition. which is the expected proceeds
from Sale less the expected cost5 of sale, and recognised in 'lncome from other trading activities, with the
corresponding stock recognised in the balance sheet. On its sale the value of stock is charged against 'lncome
from other trading activities, and the proceeds from sale are also recognised as 'lncome from other trading
activities,.
Goods donated for on-going use by the charity are recognised as tangible fixed assets and included in the
SOFA as incoming resources when receivable.
Gifts in kind for use by the charity are included in the SOFA as income from donations when receivable.
Donated Servlces and Facllltles
Donated services and facilities are included in the SOFA when received at the value of the 8ift to the charitv
provided the value of the gift can be measured reliablv.
Donated services and facilities that are consumed immediately are recognised as income with an equivalent
amount recognised as an expense under the appropriate heading in the SOFA.
Volunteer Help
The value of any voluntary help received is not included in the accounts but is described in the trustees,
annual report.
Fund Accountlng
General funds are unrestricted funds which are available for use at the discretion of the Trustees in
futherance of the general objectives of the Charity and which have not been designated for other purposes.
Designated funds comprise unrestritted funds that have been set aside by the Trustees for particular
purposes. The aim and use of each desiEnated fund is set out in the notes to the financial statements.
Restricted funds are funds which are used in accorandance with specific restrictions imposed by donors or
which have been raised by the Charity for particular purposes. The costs of raising and administering such
funds are charged against the specific fund. The aim and use of each restricted fund is set out in the notes to
the financial statements.

3.1 ACCOUNTING POLICIES- EXPENDITURE AND LIABILITIES
Liability recognition
Liabilities are recognised where it is more likely than not that there is a legal or constructive obligation
committing the charity to pay out resources and the amount of the obligation can be measured with
reasonable certainty.
Governance and support costs
Support Costs have been allocated between governance costs and other support. Governance costs comprise
all costs involving public accountability of the charity and its compliance with regulation and good practice.
Support Costs include central functions and have been allocated to activity cost categories on a basis
con515tent with the use of resources, eg allocating property cost5 by floor areas, or per capita, staff c05t5 by
the time spent and other costs by their usage.
Grants wlth performance conditions
Where the charity gives a grant with conditions for its payment being a specific level of service or output to
be provided, such grants are only recognised in the SOFA once the recipient of the grant has provided the
specified service or output.
Grants payable wlthout performance condltlons
Where there are no conditions attaching to the grant that enables the donor charity to realistically avoid the
commitment, a liability for the full funding obligation must be recognised.
Redundancy Costs
The charity made no redundancy payments during the reporting period, or in the prior period.
Deferred Income
No material item of deferred income has been included in the accounts.
Creditors
The charity has creditors which are measured at settlement amounts less any trade discounts.
Provisions for Liabilities
A liability is measured on recognition at its historical cost and then Subsequently measured at the best
estimate of the amount required to settle the obligation at the reporting date.

These are valued at tost less depreciation. The depreciation rates and methods used detailed in note 9.2
Stocks and work in progre55
Stocks held for sale as part of non-charitable trade are measured at the lower or cost or net realisable value.
Goods or services provided as part of a charitable activity are measured at net realisable value based on the
seNice potential provided by items of stock. The valuation of stock held at the year end per kg is determined
by The Tru5sell Trust.
Debtors
Debtors (including trade debtors and loans receivable) are measured on initial recognition at settlement
amount after any trade discounts or amount advanced by the charity. Subsequently, they are measured at
the cash or other consideration experted to be received.
Current Asset Investments
They are valued at fair value except where they qualify as basic financial instruments.

Please provide details of the accounting policy for the recognition and valuation of donated goods, facilities
and services.
Goods are donated to Help in the Community from members of the public. The goods are donated to
distribute to people facing food poverty. The Tru55ell Trust are the overseeing charity authority that set5 the
stock valuation level. For the year ended 31 March 2024 and 31 March 2023 the Stock has been valued at
£2.37 1 k8, in accordance with The Trussell Trust 8uidance (copy available upon request).
