2023 REPORT FOR THE PAROCHIAL CHURCH COUNCIL OF THE PARISH OF ST ANNE TURTON
Aims and Purposes
St Anne Turton Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.
2023 was not an easy year for the parish. Our beloved incumbent and Team Rector Revd Canon Peter Reiss was seriously ill throughout much of 2023 and unable to serve. He sadly died in February 2024.
As a parish we have been very fortunate to have the ministerial support of clergy from our Team and Mission Community and retired clergy with permission to officiate. We are deeply grateful to Revd Canon Michael Arundel Revd Marcus Bulcock Revd Stephen Greenhalgh Revd Julian Hartley and Revd Hannah Lane for all their care, support and help in so many many ways.
Objectives and Activities
The PCC is committed to enabling as many people as possible to worship at our two churches of St Anne and St James and to become part of our parish community. The PCC maintains an overview of worship throughout the parish and tries to tailor the church services to meet the various styles of churchmanship in the community. Our services and worship put faith into practice through prayer and scripture music and sacrament.

Achievements and Performance

Ukraine
-
As a church we worked in partnership with the local community to fundraise and respond to the needs of those fleeing war torn Ukraine, providing housing, financial and practical support. A family fun day for Ukrainian families was held at St Anne in April and parishioners helped with food and transport

We also supported the International Aid Trust with the provision of clothing and shoe boxes to Ukraine to help relieve suffering and support people whose lives have been devastated by the war

Significant repairs to the parish church of St Anne Turton funded in part by grant were undertaken comprising refurbishment of lychgates, clock maintenance works and upgrade of stained glass windows.

Services

A Coronation Service was held to mark the coronation of King Charles III and Queen Camilla followed by cream scones and tea.

A very special con celebration service in September was held to mark the 60 years and 20 years of ordained ministry respectively of Revd Canon Michael Arundel and Revd Marcus Bulcock and to give thanks for their incredible service. We are very fortunate and blessed with their ministry. There can be very few priests indeed who like Canon Arundel have served for 60 years and who continue to serve regularly in their parish.

Our Remembrance Christingle and Carols by Candlelight continue to be well attended and appreciated by the community

The Tuesday Family Friendly Service at St James is tailored to families with primary school age children and younger and is appreciated by those who attend.
Worship and Prayer
The PCC is keen to offer a range of services during the week and over the course of the year that our community finds beneficial in addition to our regular Sunday services. For example, we hold Tuesday early evening interactive Family Friendly Services at St James where children are encouraged to take part and lead in worship and a Wednesday morning Book of Common Prayer Holy Communion service at St Anne.
As well as our regular services we enable our community to celebrate and thank God at those significant milestones in life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services family and friends express their grief and give thanks for the life which is now complete in this world and to commend the person into God’s keeping. In 2023 we celebrated 13 baptisms, 2 weddings and held 17 funerals
Deanery Synod
The parish is entitled to send four representatives to the Bolton deanery synod. At present we have two elected members to serve in this capacity and hope to fill the current two vacancies at the 2024 Annual Parochial Church Meeting. Deanery Synod provides the PCC with an important link between the parish and the wider structures and strategies of the Church.
Community and Social Use of Our Church Buildings
The Broadhead Room of St Anne is the weekly meeting place for the Mother and Toddler group and the monthly meeting place for the Mothers Union. In addition there are ad hoc meetings and social events during the year.
The building at St James is used widely by a range of community groups e.g. Brownies, dance and fitness groups and individual ad hoc hirings for birthday parties, craft fairs and other celebrations. In addition to payment of the hiring fee the PCC has received generous ad hoc donations from hirers who wished to express their support for the PCC and maintenance of its church buildings.
There is a general shortage of rooms for hire in the community and the PCC has very much appreciated the increased use in 2023 and are hopeful that there will be further increase in the coming year. We are mindful of our Team Rector’s wise words that a warm welcome into a church building is the ideal start for a meaningful relationship.
Pastoral Care
Some members of our parish are unable to attend church due to sickness or age. Clergy visit when requested and are supported by a small team of eucharistic assistants
Mission
Helping others in need is one way we can demonstrate our faith .We have continued our annual support to Urban Outreach Christian Aid and the Children’s Society. We have also worked in partnership with the community to support Ukrainian families who have fled the war in Ukraine and to send humanitarian aid via the International Aid Trust to those living in Ukraine
Financial Review
Total receipts of £209,272 from all sources (including the grant monies of £73,346) were received and total net funds are £196,441 a reduction of £27,287 on total net funds in 2022. The 2023 examined financial accounts provide full details. Whilst there has been some improvement in receipts from lettings and room hire and fees and churchyard in general receipts (excluding the grant) are lower than in 2022..
The major repairs to the parish church made significant inroads into the parish finances even with the grant monies and without a transfer of £32,000 from the Violet Agnes Hayter Fund (which restricts the use of funds for capital works projects) and an amazingly generous donation of £35,805 from a corporate donor the parish would have had to draw on its reserves.
Concern as to the PCC’s ability to meet increasing costs and maintain and repair our church buildings from income informed the decision of the PCC to pay £37,129 and not the full payment of its parish share of £50,355 to the Diocese.
Volunteers
We would like to thank all the volunteers who work so hard to make our churches vibrant and beautiful. So much work is done quietly and carefully in the background and we are deeply appreciative.
We also make special mention of our Treasurer Barbara Kenny who suddenly died in January 2024. Barbara served the parish in so many ways and it is thanks to Barbara’s sterling efforts that there has been such an increase in the use of St James for hirings and continuity with the Tuesday evening Family Friendly services when our Team Rector fell ill.
Structure governance and management
The method of appointment of PCC members is set out in the Church Representation Rules. Our PCC membership consists of the incumbent, churchwardens, clergy who are licensed to the parish and members who are elected by those members of the congregation who are on the electoral roll of the church or co-opted by the PCC. All those who attend our services are encouraged to register on the Church Electoral Roll and stand for election to the PCC.
The PCC members are charity trustees and responsible for making decisions on all matters of general concern and importance to the parish including decisions on how the PCC spends its funds. The full PCC met 9 times during 2023 with an annual average level of attendance of 69%
