The Trustees of the charity submit their annual report and the financial statements for the year ended 31 March 2025.
Structure, Governance and Management
Peak District Mosaic is a registered charity and constituted as a Charitable Incorporated Organisation (CIO). registered with the Charity Commission on 7 April 2016.
The charity is governed by the Board of Trustees who collectively oversee its strategic direction and ensure compliance with its objectives, governing documents, and legal obligations. The Chair provides leadership to the board, facilitating meetings, engaging with Trustees while also representing the charity externally. The Vice Chair supports the Chair and Chairs one of the Sub Committees, as well as take on different areas of responsibility. The Treasurer oversees financial management, ensuring sustainability and compliance, while the Secretary manages administrative tasks, such as meeting minutes and supporting the Chair and Trustees. Non-officer Trustees actively contribute to discussions, decisions and governance, bringing their expertise to support the charity’s mission.
Trustee Selection and Induction
Peak District Mosaic identifies the skills, experience, and diversity needed on the board, and prepares a role description. A recruitment advert is placed providing information about the charity and how to access the job description and other documentation regarding the role. The advert is placed on our website, shared on certain social media platforms and with other charity organisations to place on their websites.
Candidates are encouraged to submit CVs. Applications are reviewed by a panel of trustees who shortlist candidates based on predefined criteria. Shortlisted candidates are invited for interview, which follow a structured format to assess their suitability for the role. The panel selects the most suitable candidate(s) and notifies them. Successful candidate(s) complete necessary paperwork and participate in a brief induction to understand the charity’s operations, governance structure, and their responsibilities.
Charitable Aims and Objects
The objective of the charity is "To provide or assist in the provision of facilities in and around the borders of the Peak District National Park, the North York Moors National Park and the Yorkshire Dales National Park for education, recreation or other leisure time occupation in the interests of social welfare for individuals who have need of such facilities by reason of their race, ethnic origin, youth, age, infirmity, disability, social circumstances or for the public at large, with the object of improving their conditions of life."
We take an active role in promoting and protecting this wonderful place for all, especially for future generations. The Trustees have complied with the public benefit guidance published by the Charity Commission.

Achievements and performance
- Championing National Parks for Everyone project National Lottery Heritage Fund
Peak District Mosaic was awarded £557,955 by the National Lottery Heritage Fund in December 2023 to deliver the Championing National Parks for Everyone project.
The project is led by Peak District Mosaic and we are working with the Peak District National Park Authority, North York Moors National Park Authority and Yorkshire Dales National Park Authority to deliver the project across the three national parks and their nearby cities. Derbyshire Dales Council for Voluntary Service is also a project partner, working to help build capacity and infrastructure at Peak District Mosaic. The project aims to;

Increase the diversity of visitors to the National Parks through activities that develop skills, confidence and awareness of the benefits of National Parks

Develop and deliver on a larger scale the Community Champion training programme to support diverse communities to visit the National Parks independently

Create improved pathways for people from diverse communities to enter employment in the environment / outdoor sector

Develop Peak District Mosaic as a larger, more sustainable and financially resilient organisation

Improve the practice of the National Parks in working with diverse communities
Peak District Mosaic worked with our project partners to begin delivering the project throughout 2024/25. Key achievements include;

Peak District Mosaic recruited the charity’s first paid staff, a Development Manager (0.8FTE) and Project Coordinator (0.6FTE). These staff will support delivery of project activities, and further build the sustainability of Peak District Mosaic through developing our support for Community Champions, and developing the charity’s policies, communications and funding strategy.

The Peak District National Park Authority, North York Moors National Park Authority and Yorkshire Dales National Park Authority each recruited a full-time Project Officer on an 18-month contract to deliver the project’s activities.

Each of the National Park Authorities began to deliver their monthly programme of activities to introduce diverse communities to the National Parks. Six events took place before the end of March 2025 involving 186 people.

Each of the National Park Authorities recruited to and began to run their first cohort of Community Champion training. This is a six day programme to give people from diverse communities the skills and confidence to deliver safe and enjoyable visits to the National Parks for other people in their communities. The first cohort included 33 people from a range of backgrounds. Peak District Mosaic staff supported and attended some of the training sessions to build relationships with Community Champions and offer further support.

A paid Engagement Trainee role was advertised at each of the three National Park Authorities, with 213 applications in total received. These roles will support people to build their career in the environment sector through undertaking formal and informal training and gaining practical experience of delivering engagement events. Two of the successful recruited candidates began their roles in March 2025, with one due to start in June 2025.

Peak District Mosaic’s staff worked with University of Derby and our project partners to begin the data collection for the evaluation of the project’s activities.
The project is currently due to end in December 2026. Peak District Mosaic is actively working with our partners to build a strong legacy for the project and ensure that we can continue to support Community Champions we have worked with during the project.

Youth Hostel Association (YHA)
Funding was provided for a group residential in September 2024 during the YHA’s annual Festival of Walking. A total of 36 participants attended 3 different group walks supported by Peak District National Park Rangers. We also received funding for a women only residential to celebrate International Women’s Day in March 2025, 13 women benefitted from this event. Both residentials were held at YHA Castleton. The YHA managed this funding on behalf of Natural England.
- National Trust: Walk Together The Community Walk Leaders Pathway
Peak District Mosaic is an External Steering Group member for the project. The project seeks to tackle inequity in access to the outdoors faced by people from global majority communities. The project provides a fully funded pathway for 100 people from the global majority to access walk leader training, skills and knowledge over two years. Peak District Mosaic’s aim is to refer three people for each cohort of the training for different walk leaders training and qualification. This will result in the delivery of more engaging and safer group walks by and for people from the global majority, working to increase access to the outdoors and nature for under-represented communities.
Cycling UK
Funding was provided to engage with communities for group cycle rides led by Peak District Mosaic. 11 local people enjoyed cycling together, learning about the different trails and developing their confidence cycling in different areas around Sheffield including Trans Pennine Trail and the National Cycle Network. Peak District Mosaic’s Chairperson attended Cycling UK’s annual Wrap Up event hosted in Sheffield in February 2025.
Group Activities and Events
Over the year, Peak District Mosaic successfully organised 20 group walks, 3 cycle group rides and 2 residentials with approximately 254 beneficiaries which included 251 adults and 3 children. Most of the walks and events were accessible by public transport. The monthly weekday walk we previously trialled has continued and has been attended by more participants.
The activities and events varied during the year to accommodate people of different ages, gender, ethnicity and ability. We worked in partnership with Peak District National Park Authority Rangers to support most of our activities.
During the financial year we hosted group walks to the following places:
Bamford, Eyam, Edale, Calver, Hathersage, Stanage Edge, Edale Castleton, Stoney Middleton, Monsal Head, Longshaw, Baslow, Bradfield, Padley Gorge and Grindleford, Bakewell, Chatsworth Park, Edensor
Ordnance Survey’s National GetOutside day event was celebrated on 29[th ] September in partnership with AKAHealth Wealth and Oneness, a Nottingham based organisation. The group enjoyed a circular walk starting at Thornbridge Outdoors, via Monsal Head and Ashford in the Water.
A total of £240 was spent from a grant by CPRE - Friends of the Peak District funding towards a minibus for the National GetOutside day event

Partnership Working
During the financial year we partnered and worked with the following organisations:
Hertfordshire University – Annual field trip with Geography, Environment and Planning university students in the Peak District National Park. Peak District Mosaic’s Chairperson attended the annual field trip on 2[nd] March at Stanage Edge for a group walk and gave a talk to the students about the charity’s aims and work in introducing diverse communities to the countryside and support to reduce barriers. The group was also joined by Peak District National Park Engagement Ranger. Students were given the opportunity to ask questions.
Sheffield and Rotherham Wildlife Trust - As part of growing our joint working, we were one of the Community Partners working with Sheffield and Rotherham Wildlife Trust following their National Lottery Heritage Fund Resilience bid, part of which is to support community partners in engaging with nature activities and volunteering. We participated in the quarterly partnership Steering Group meetings for the project, to offer insight and feedback to Sheffield and Rotherham Wildlife Trust on how they could better support our communities. Peak District Mosaic’s Chairperson attended the last meeting on 23[rd] April; participated in the Nature Meaning & Connection: Intercultural Conversations project in partnership with Sheffield University; and attended a Wild at Heart event at Clifton Park Rotherham and was interviewed for the project. This provided an opportunity to reflect on the importance and meaning of having a connection with nature - both in the work we do and in the activities Peak District Mosaic’s participants have engaged in with Sheffield & Rotherham Wildlife Trust.
Wanderers of Colour - We celebrated hosting Europe's first ever climbing festival by and for Black people and people of colour by collaborating with Wanderers of Colour during their climbing festival in the Peak District in July 2024. A joint group walk was led by Peak District Mosaic for participants attending the weekend festival and our participants.
Escape to the country - A small group of participants and Peak District Mosaic’s Chairperson were featured in one episode of the programme which was filmed in Derbyshire in May 2024. It was aired on BBC1 on 3rd December 2024
Future Plans
We are committed to expanding our efforts to promote and encourage wider participation from diverse communities in visiting the National Parks - building on our current partnership with Peak District National Park Authority, North York Moors National Park Authority and Yorkshire Dales National Park Authority. We will continue to work with partners, organisations and collaborators to provide continuity of activities and events to promote access to outdoor recreation. These efforts align with our mission to provide accessible support to all and provide sustainable growth for the organisation.
Encouraging volunteer involvement is important, and we will continue to promote care for the environment and encourage communities to engage with different volunteering opportunities, for example, conservation work. We are dedicated to raising awareness of responsible visiting to National Parks, inspiring participants to protect and cherish the variety of beautiful landscapes.
Our new staff team will be working closely with Trustees to develop proposals for future activities which are aligned with our mission, and generate funding and resources that will allow us to continue to support Community Champions and provide more group trips and activities for participants to visit further afield locations.

Financial review and reserves policy
Financial review
Over the 2024-2025 financial year, total receipts from unrestricted funds were £1,989 (an increase on the previous year at £1,350). This was mainly due to fundraising actions such as payments from people attending group walks and other activities as well as donations and payments from bodies, often by way of a thank you for trustees speaking at conferences. Additionally, £2,066 was transferred from restricted funds to unrestricted as part of two grants where application costs where designed to cover in-kind contributions and time from Trustees and volunteers in the delivery of those projects.
Unrestricted expenditure was £1,321 (again a modest increase from the previous year at £1,051). This included one payment of £775 for the annual insurance for the charity.
The net result was an increase on unrestricted funds of £2,734 over the 2024-2025 financial year.
This financial year saw some significant changes in our restricted funds position. This mainly reflects the charity's continued success in securing external funding. In particular, the award of a major grant in by the National Lottery Heritage Fund and associated match funding for the Championing National Parks for Everyone project.
In total we secured £13,446 in restricted funds. This comprises £9,156 from Yorkshire Dales Millenium Trust as match funding towards the Championing National Parks for Everyone project as well as £2,890 from Cyclist UK for a project aimed at promoting cycling in Sheffield particularly from Black, Asian and Minority Ethnic communities (although some of this grant was later returned as it was unspent) and £1,400 from the Youth Hostel Association (YHA) for a ‘walking festival’ residential weekend.
Total expenditure in terms of restricted funds was £22,077. This mainly comprised £19,659 spent on activities in support of Championing National Parks for Everyone project. £773 was spent on other projects including £533 on the YHA funded activity and £240 expenditure relating to minibus costs for a GetOutside day event from a grant by CPRE - Friends of the Peak District. We also repaid £1,645 of a grant made by Cycling UK to the funder as this was unused.
We held £22,596 in restricted funds at the end of the financial year.
End of year liabilities
It should be noted that the charity had liabilities (i.e. owed) £62,481 across six invoices to three National Park Authorities at the end of the financial year, all related to restricted expenditure and income for Championing National Parks for Everyone project. This was the vast majority of our total liabilities.
This is because the Championing National Parks for Everyone project receives its payments from National Lottery Heritage Fund in arrears. In order to manage the charity's cashflow, we have written agreements with each of our National Parks Authority partners whereby they agree that our payment terms for invoices are 120 days. Additionally, Peak District Mosaic received match funding for the project in advance.
As part of the grant claim process, we receive invoices from each of the National Park Authorities for their costs and then process these together with Peak District Mosaic's own expenditure in a claim form we submit to the National Lottery Heritage Fund. As such, these invoices exist as a liability before we request the funds from the National Lottery Heritage Fund.

In 2024/25 we did not receive one National Park Authority’s invoices until 31st March 2025, which delayed the claims being made until the following financial year - with claim one submitted in April and claim two in May. As such, payments for these claims were received by Peak District Mosaic in time to make the payments for the National Parks Authorities invoices within the agreed payment terms.
Reserves policy
It is Peak District Mosaic’s policy to maintain a minimum balance on unrestricted funds, which equates to at least 6 months unrestricted expenditure for the previous financial year. This equates to about £975. At Peak District Mosaic’s March 2025 meeting, the Charity agreed to set a further “ambition” fundraising target for reserves of £5,000, which it considered more closely reflects its future plans and ambitions. Unrestricted cash reserves on 31 March 2025 were £5,895, which is well above minimum threshold and in excess of this target.

1 Notes on the preparation of the accounts
Receipts and payments accounts are statements that summarise the movement of cash into and out of the charity during the financial year. In this context "cash" includes cash equivalents, for example, bank accounts where cash can be readily withdrawn to pay for debts as they become due.
Unrestricted funds comprise of general funds and designated funds. General funds are expendable at the discretion of the trustees in furtherance of the objectives of charity.
Restricted funds are subject to specific conditions by donors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the accounts.

AHPN To fund group trips for BME participants to Peak Park and surrounding areas PDNPF 2 Funding for 12 trips to Peak District funded by Yorkshire Water and payment for PDNPA Rangers time to support group trip. 3 Trustees' remuneration and expenses
The trustees were not paid or received any benefits from employment with the charity. No trustee received payment for professional or other services supplied to the charity.
4 trustees were reimbursed for travel costs to meetings and other charity events, totalling £376 during the financial year.
4 Related party transactions
Yvonne Witter, chair of trustees, is a Secretary of State Member of the Peak District National Park, which is a partner of the Championing National Park for Everyone project - she declares her conflict where relevant. No income was received in the year (2024: £10,000). No expenditure was paid in the year (2024: £33,823 relating to External staff time and associated event costs).
There were no related party transactions to report during the financial year, other than those in note 3.
