CUF was established by the Church of En9land as a practical response to unmet need and has been active
in loeal cornmunitiès for over 30 years through the Church of England'5 local parish nelworks. and
alongside other faith-based and secular organisations, to bring about positive change in neighbourhood8,
Funding arrangemènts
Norfolk Together was ortginally formed in July 2016 as part of the Together Nefvlork as a partnership
be￿een the Diocese of NoNii¢h and thè CUF whereby funding was split on a 50150 basi8.
In 2020 CUF advised that they could no longer commit to any further unrestiicted grant payments for
Tooeiher Norfolk due to fsnancial ¢ulbacks. It was however agreed thal where funds remitted from CUF
were previously more than what was required lo cover their annual 50°A of th& Together Norftslk costs, then
the surplus funds could continue lo be used unlil fully exhausted. This agreement is on the condition that
Togelhef Norfolk continue lo spend funds in accordance with its original airns and objectives anij that the
Diocese continues lo meat ils funding responsibilitie8 to contribute 500A by way of either seeking additional
exteinal granl fundfing or sel>financing.

Churth Urban Fund and the Diocese of NO￿lth commit to open and timely Communication with each other
about any issues arising from Together Norfolk th31 are a cause for ¢oncem, and to working together lo find
solutions.
As granl-makers. CUF and Ihe Dlocese have a responsibility to ensure that all their grants are being used
for the purpose for which they are given. As such. Ihe following will be considered events which Iriggei
elaull of the 9rant'.
If al any time, Together Norfolk is unable to pay ils debts when they fall L1ue
Together Norfolk starts negotiab'tsns wth any of ils creditors wrth a view lo resdieiluling debts.
Together Norfolk ceases to opeiate.
Together Norfolk is in material breach of this 39reeme￿.
Together Norfolk uses the grant monies for any Purpose other than for the purpos¢s set oul in this
agreement.
Any of Together Norfolk staff commit or attetnpt any fraud or have any un(Jedared and unattended
conflict of Interest in relation lo the agreed programme.
CUF 8nd the Diocese reserve the rioht lo terminate the partnership and require rgpaymenl of the balance of
any unspenl grant money ftrllowing thè repayment of any statutory grant monies. In the event of winding up
the charity. the transfer of any net assets of Together Norfolk shall be deatt with according to sèction 39 of
the Artides ofAssociation.
The board of Together Norfolk 1$ entitled to the partnership agreement by giving CUF not les5 than three
rnonths, wr4tten notice and repaying any Ljnspent grant monies in lull. A decision to lerminale the agreement
would also be a decision to withdraw from Èhe To9elher Ne￿ork, an(1 so any future work of the c*arity
would need to continue unoer a different name and branding.
Public Benefit
The public beneft of Together Norfolk 1$ as described above in objectives and actiwlies. The Iruslees
confirm that, in exercising their powers and duties, they have compiled with their duty to have due regaTd to
the guidance on public benefit published by the Charity Commission.

Financial review
The total income recogni5ed in these accounts is £46.136 Compared to £44,918 in 2022.
The value of incorne Te¢eived in lolal from the Church Urban FL¢nd ICUFI w8$ £210,437 where £190.141 of
this has been released lo Income as CUF'S 500h contribution towards expenditure lo dale.
The rematning defèrred income of £20.296 is represented by the value of the balance at bank of £205,701,
plus debttsrs of £222. less £146,651 whlch is owed to Ihe Dlocese of Nowtch at year end. and other
creditors of £36,976.
Reserve$ Poli¢y
The Diocese of Nonvich and the Church Urban Fund ICUFI are each ¢orllmitted lo ￿nfirMing funding for
one year al 3 time by the 1 October for the following year. The ￿serveS policy is set at £53,000 which is an
eslimalion of one yearfs expenditure.

The organisalion is a charitable company limited by guarantee. incorporated on 10 August 2015 and
registered as a ¢harity on 5 April 2016.
The company was established under a Memorandum of Association which estsblished the objectives and
powers of the charitable company and is govemed under its articles of assDciation.

The founding members of the company are the NO￿lCh Diocesan Board of Finance and Church Urban
Fund. The full board of Together Norfolk can have up lo nine Iruslee5, the majority of whom 8Te nominatotl
by CUF and the remainder by the diocese. Employees ol CUF and the DBF who Srt on the board must
