The charity has a Board of three Trustees who have all worked on our programmes out in Rwanda and have extensive knowledge of the work carried out over the past eight years working with vulnerable and orphaned young people. Panayotis Vostanis is Professor of Child Psychiatry at Leicester University specialising in trauma and abuse cases. This is particularly important as many of our vulnerable family members are survivors of the 1994 genocide. All Trustees give freely of their time and no remuneration was paid in the year ending 31[st] May 2021. We have no plans to recruit any more Trustees at this time. ## **Objectives and activities** To relieve the needs of children, young people and others with special educational needs and physical and/or mental disabilities, primarily but not exclusively in Rwanda by provision of housing, full time carers, food, clothing and medical support. Additionally, to support Ubumwe Community Centre (UCC) to provide daily recreational activities, skills training and sport. ## **Public benefit statement** The Trustees confirm that they have complied with the duty in section 17 of the Charities Act 2011 to have due regard to the Charity Commission's general guidance on public benefit, 'Charities and Public Benefit'. 2 ## **The Gallagher Trust** ## **Summary of the main activities undertaken for the public benefit** Through our donations to Gallagher Tubiteho in Gisenyi, Rwanda, we fund a Community Based Living programme which provides homes, care, love and support for 22 young people with physical and learning disabilities who were abandoned when the Noel Orphanage where they were living closed down in December 2014. The family members are now living happy and secure lives in four family style homes in the community. The charity now employs thirteen trained Support Workers, a Social Care Manager, Housekeeper, four Night-watchmen and a Country Director to provide the care, support and backup needed. Some of our people attend the day centre and the charity’s own small activity centre, and also take part in a range of home based learning activities including, gardening, cooking, cleaning, laundry and animal husbandry. Five of our more able-bodied family members are learning housekeeping skills to be able to help in the newly created income-generating guest house. The charity looks to relieve poverty, sickness, homelessness and distress to the vulnerable that had once been shunned and abandoned. Now they are living with dignity and respect and have become part of their local community which has improved their lives and that of society as a whole. ## **Summary of the main achievements during the period** Due to the pandemic (Covid-19) which began in March 2020, we have not been able to visit Rwanda during this financial year. The effects of the pandemic in Rwanda have meant that absolutely all of the activities have been stopped and the family members have not been able to leave their homes. The country has remained in total lockdown throughout the entire year. Sadly, this has had a detrimental effect on the behaviour of some of our more challenged people. The main focus during this time has been the financial hardship that the charity faces, with no way of raising funds, no opportunity to open the newly formed incomegenerating guest house, a reduction of income from our donors and a bleak outlook if the pandemic continues. With this in mind, the Country Director in Rwanda, Mr. Theophile Nzabahmana, continued to try and contact Rwandan government officials to ask them for their financial support for this urgent situation. Sadly, very little communication was forthcoming because of the lockdown situation but also because, despite our attempts over the years, we have not been able to secure any serious help or interest from the government to support the Community Based Living programme going forward. We have been holding meetings in Rwanda on all our visits to the country with the National Commission for Children, National Commission for Persons with Disability, Hope and Homes for Children and the Local District in Rubuvu since 2016 when the charity was founded, and more urgently, since 2018. At all meetings we have consistently asked for help, support and a willingness to take the CBL programme as a national programme for the rest of the country. We have continued to alert them to the fact that our personal funds could not continue indefinitely, especially since the retirement of our Trustee, Mr. Gallagher, in February 2019. With the onset of the pandemic, the situation has become more urgent. 3 ## **The Gallagher Trust** We began to reduce our funding for Gallagher Tubiteho in January 2021 and on 3[rd] February 2021, with a heavy heart, we were forced to give notice to Mr. E. Ndayisaba, Executive Secretary of the National Commission for Persons with Disabilities (NCPWD), to say that from 1[st] March 2021, we would no longer be in a position to send the full amount of funds needed to fully support the CBL programme. Thereafter, we would only be able to support the programme with donations as and when they were received by the charity. We estimated that if donations continued to be forthcoming, we may be able to send between 700,000RWF and 1,400,00RWF per month. However, if we did not receive any donations in a given month, we would not be able to send any funds. We continued to ask for help and support and made suggestions as to how the CBL programme could be managed going forward – these are outlined in my letter dated 3[rd] February 2021 (see appendix 1). Copies of this letter were also sent to many other government departments to appeal for their help. No replies were received. On 18[th] February 2021 the Country Director in Rwanda made a direct appeal to the Director of Health at Rubuvu District, Francine Uwineza, to ask for financial support to provide funds for health care and medications for our 22 family members. Finally, on 16[th] April 2021, we received a letter from Prof. Bayisenge Jeanette, Minister of Gender and Family Promotion. The letter thanked us for the generous support provided to the CBL programme over the years and our commitment to the wellbeing of Rwandans with disabilities. It went on to say that the Ministry of Gender and Family Promotion (MIGEPROF), would take over the funds needed for March – June 2021. After which, “the Ministry of Local Government, through the National Council for Persons with Disabilities (NCPD), will take over the long-term solution for the concerned people.” Our initial thoughts on receiving this letter had been ones of hope. However, six weeks later, and at the end of our financial year, no funds have been forthcoming and communication has been sparse. We have continued to send what funds we have available each month but we are desperately worried about the future of our family members. To add to our worries, on 22[nd] May 2021, Mount Nyiragongo in the Democratic Republic of Congo erupted displacing thousands of people. The volcano is 12 miles from our family homes in Gisenyi. Two of the homes were very badly damaged and on 28[th] May, our families were forced to evacuate to higher ground six miles away. Accommodation was scarce and all four of our families were forced to cram into two houses for several weeks whilst tremors continued. A Facebook appeal brought in £485 to help with relocation. A very difficult and painful year. 4 ## **The Gallagher Trust** ## **Financial review** At the end of this financial period our funds have sunk to £3,012.99. This is as a result of the pandemic - with no opportunity for fundraising and a reduction in donations from all of our donors. At the start of the financial year we were faced with the worry of the pandemic but felt that we needed to continue to send out our usual budget of around £5,000 - £6,000 per month. However, as the pandemic continued and we saw a reduction in our income, we began to reduce our budget to Rwanda in January 2021. We gave notice to Rwandan government departments to say that we would not be able to fully fund the CBL programme going forward from March 2021. At the close of the financial year, we are only sending out what we have got available on a month-by-month basis. We would particularly like to say a grateful thank you to the following donors: Teapigs, Caffe Praego and Les Enfants Avant Tout for their monthly donations which are facilitated by the Point Foundation. We are extremely grateful to them for all their support over the past five years. In addition, we would like to include copies of four letters which have been exchanged between the Gallagher Trust, the National Commission for Children, and the Ministry of Gender and Family Promotion in Rwanda form April 2018 to April 2021 (appendix 1). They help to give an overview of our pleas for help to various government departments back in 2018 to our ultimate decision to end our funding commitment in February 2021. ## **The charity’s policy on reserves** In view of the current financial situation, we now have no reserves and no immediate hope of generating any. ## **Financial risks** We still remain with only two ongoing donations from like-minded charities. However, due to a downturn in donations as a result of the pandemic, we didn’t receive any funds from the Point Foundation in November 2021, February 2021 or May 2021, and in January 2021 we received only a reduced donation. Thankfully we have continued to receive the quarterly donations from Les Enfants Avant Tout, via the Point Foundation. Trustees’ remuneration** Trustees received no expenses, remuneration or benefits in this period. ## **7. Related party transactions** During the years ending 31[st] May 2018 and 31[st] May 2019 a total of £7,717 was loaned to the charity by Steven and Sharon Gallagher. £6,957 of this was repaid during the year ending 31[st] May 2019 and as of 31[st] May 2021, £760 remains to be repaid. ## **8. We intend to make our last payment oL22ILL. Thereafter, we will only be able to supN)rt the programme with donations as and when they are received by the cljarity. We estimate that these donations could amount lo between 700,0(M) RWF and 1,4(M),000 RWF in ￿tal per month as a maximum. At this time. we discussed . l ) The mona8ement of CBL and its sustainability in the future. 2) The working relationship between UCC and The GallaBher Trust and the subsequent registrdtion of Galla8her TUBITEHO as a Local NGO. 3) Future fimdin8 for the CBL pro8ramme going forward. At the meeting we were clear to point out that we were sellin8 our family business in the UK and at 73 years of a8e, Steven would be retiring. We further made il clear that when this happene￿ we would no longer be able to fimd CBL as we had successfillly done over the pasi five years. We implored NCC, HCC and NCPD to help but there was no positiv¢ resFK)nse. Finally, and out of desperation to keep the CBL pro￿nrne operatin89 on Steven's a¢Th￿l retirement in January 2019. we decided kn make a large private finhncial donallon to the chariry of £187,500 pound sterling. Our initial plan was to register Gallagher TUBITEHO as a Local NGO and Purchase four family houses in the name of the charity to supFx)rt CBL. Thereafter, we had intended to ty and start an income 8eneratin8 projec4 in the forn] of a Guest House, also in the n8rne of Gallagher TUBITEHO ￿ ty and make CBL self supportiD8. This would have meant that we would have ttmained with enough money to fund the ¢bhrity fully until September 2019. Thereafter, we had intended to conliDue sending smaller donations as and when we received them. Unfortunatrly, due to the len8thy le8al process in the registratio￿ Gallagher TUBITEHO only became fully registered in Septrmber 2020- 8 full nineteen months after we had made the donation. Consequendy. and a88in due to the len8thy le8al process, we ODJY m8na8ed ￿ purchase one house and one vehicle for the cbarity durin8 this time. However, it h&$ meant that instead of spendin8 the money on the houses, we have continued to fully support Gallagher TUBITEHO and CBL for a further two years. Now however, the money h&8 Come to an end and we no longer have any means of fundraisin8 or access to corpornte donations. You will recall that we have subsequently had many meetings with NCC and HHC when we have made it abundantly clear that our fundin8 could not continue indefinltely. Again, l Deed to state that we have conslantly and consis*ntly asked for support to Bive sustainability and longevity to the CBL programme. We continue to be immensely proud of the COMMUNITY BASED LI￿NG proBf8mme and all it has achieved. It should not be allowed to end. The idea of the programme was first introduced to me in 2013 by Wi¢toria Martin (Senior PrO￿nMe Manager) at HHC in the UK and Claudine m.sol Nyinawagw County Director for Hope and Homes in Rwanda, At that time, plans were bein8 made to close OrpheliDat Noel de Nyundo {ONN) in Rubavu bui there were no Cle￿ plans to re-home all the vulnerdble persons with learning and physical disabilities, and no funds were ever provided to them as indlviduals. It should be noted that in contrasL funds were provided to all other able bodied children to support their lives goin8 fonvard in the tomtnunity. Victoria and Claudine explained the vision of HHC was that the CBL pro8ramme in Gisenyi would become a model for SUPPOrted living for PWDS which would be adopted by the Rwandan Government and rolled out in the rest of the county, Furtherniore, it was suggested that the model we created in Gisenyi could become a trainin8 centre where other Support Workers could be trained for other CBL houses in Rwand This is wbat we have been expectin8 and hopin8 for. Sadly, despite the eDOrn]ous success of CBL, this has not happened and no financial Support h ever been 8iven to PWDS ￿ make it happen. However. CBL is hugely successful. It does work! It is the answer and does provide safe, secure lovin8 homes to vulnerable people with learnin8 and physical disabilities. The COMMUNITY BASED LIVtNG programme is already well structured, well organised and well managed with a trie4 tested and documented working System in place. Our County Director, Mr. Theophile NzabahjMa￿ leads a team of thirteen Support Workers who are all fully trained and certificated to a hi8h level by UK standards. In addition we employ a ScKiaJ Care Mana8er and have our own Activities Centre which gives all our twenty two family members access to a Music Therapy Room. Sensory Room and access to readin& writin8 and computer skills. Our four family homes are well equipped and fully fijrnished to support ow vulnerable family We have been visited by many di8nitaries from RGB, NCC. HHC, LfNtCEF, NCPD- all of them have seen and marvelled at the success of the proBramme. Ow CBL family members are now living happy, healthy lives within their own conununities. They have got their dignity and 5elf-respect back. They are learnin8 at their own pace and learnin8 to love life as independent members of society. To be succincl the outcome of CBL is that people who coujthi't walk now walk. people who couldn'l tslk now talK people who couldn't care for themselves, now can. The difference is mirnculous and cannot be ignored and this has been ￿hieVed by well trained and motivated Rwandans. It saddens me deeply that this could all come to an end if Government funds cannot be found to rllwicially SUPFK)rt people who have disabilities and live in Rwand4 throughout the course of their natur81 lives. Regular individual fijnding payments from the Government ts disabled people could then be used to support them to live in the Galla8her TUBITEHO CBL programme and other similar CBL centres set up throu8houi the county. The whole idea of CBL was to sr£rt to create a solution which would be rolled out throu8boirt Rwanda and run by Rwandans for Rwandans. Gallagher TUBITEHO was s¢t up for this very reason. We desperately hope that you are able to seek urgent help, support and attention so that the work and dedication of Galla8her TUBITEHO can continue.
