(III) TO SECURE THE PRESERVATION PROTECTION DEVELOPMENT AND IMPROVEMENT OF FEATURES OF HISTORIC ENVIRONMENTAL OR PUBLIC INTEREST IN THE AREA OF BENEFIT.
