## **Objectives:** 

The objective of the charity is to support and enhance the capabilities of policing to keep communities safe by working with partners to prevent crime and empower individuals and groups to take positive action. 

The Safer Dorset Foundation is an independent charity working across Dorset that aims to support individuals, organisations and communities affected by crime and the impact of crime. 

The charities aims are to: 

- Promote for the benefit of the public in Dorset, in partnership with the Police, the protection of people and property from criminal acts and preventative measures. 

- Promote the efficiency of Police in Dorset, good citizenship, and greater public participation in the prevention and solution of crime in the county. 

- Improve the feeling of safety for victims of crime in Dorset.

## **The Bobby Van Scheme** 

In 2018/19 the charity began scoping the delivery of a Bobby Van Scheme for Dorset. We established that there was not a scheme in Dorset and therefore began scoping similar schemes in other areas, such as Wiltshire Bobby Van Trust, Safe and Independent Living (SAIL), and Hampshire’s Blue Lamp Trust. 

I was identified that there was a clear gap in provision in Dorset, with no statutory service or charity providing reactive support to victims or burglary and proactive support to vulnerable members of the community. 

A business case was drafted which proposed to deliver a Bobby Van scheme pilot across Bournemouth, Christchurch, and Poole, and some of East Dorset. This required a Bobby Van Operative and a part time administrator. The business case was shared with the joint Police and PCC Innovation Board, and with support from several Police and OPCC representatives, we were successful in gaining funding of £138,000. 

The key objectives of the Bobby Van Scheme are to; 

- Reduce the level of domestic burglary and distraction burglary; 

- Support victims of burglary to feel safer in their homes; 

- Reduce the incidence of crime, and repeat crime, amongst vulnerable people, focussing on those aged over 60 years, and living within the scheme area, or over 18 years with a registered disability and living within the scheme area. 

The scheme launched in January 2020 with one Bobby Van Operative.

## **Covid-19 Funding – Round 1** 

In April 2020 the Ministry of Justice (MOJ) made funding available to charities that provide support to victims of crime. This fund was to ensure victims were provided with key support during the national lockdowns and to assist with any resourcing issues experienced.  With our services going remote for this period, we established we were unable to bid, however; were approached by the OPCC to partner with them in bidding for support for victims of domestic abuse. We therefore agreed to input a bid on behalf of the OPCC and Police for their high-risk domestic abuse service and offender management team to support victims of domestic abuse. 



Following the bid process, we were awarded £133,322 for the period 24 March 2020 to 31 October 2020.

## **Covid-19 Funding – Round 2** 

In September 2020 the MOJ made further funding available for the same purpose. Following liaison with the OPCC and Police we established that their high-risk domestic abuse service had been hit hard by the pandemic, with resourcing issues and an increase in demand. We input a further funding request on their behalf to continue with the additional resources we were successful in securing in round 1. 

Following the bid process, we were awarded £54,547 for the period 01 November 2020 to 31 March 2021. This took the total grant award from the MOJ to £187,869. 

## **Financial Review:** 

The charity balance at the beginning of the reporting period was £916. We have received a total income of £325,963 of which £325,870 has come from grants and received 2 donations totalling £93. 

The charity has committed £265,609 in funding towards to relevant grants. The identified underspend of £60,260 is in relation to the implementation and delivery of the Bobby Van Scheme. This was raised with the commissioners and agreed that the funds should remain with the charity, restricted in its purpose, to assist with sustainability of the scheme in the future.
