who are living with mentsl health issues. people with substance misuse
problems, people who are homeless or face tr)e threat of homelessness,
people vtho do not enjoy a basic standard of housing, people wrth

Support and advocacy includes anything that helps socially excluded
people recerve fair and dhical treatment from those that are duty-b)und
to provide it
Because of Ihe nature and enonnty of social exdusion, we have initially
fcKussed our efforts on homeless people. or those facing the threat of
home￿Ssn8ss. and ¢wr pnont*s lie wth securing accommodation and
getting the wrap-around support that should go wrlh that accommodatlon
for such people. INe recc¥Jnise that homew wple are one of the most
marginalised people groups in SoC￿ty and also recognise that the issuos
that go alongsKle hcrfneles3nes8 often indude the other issues menuoned
in our objeds. Many homeless people are failing to get the *al duty of
assistance that is owed to them from Local Authorty and other housing
providers and are bw'ng overtcrf)ked when it comes to housing them in
independent Iwing accommi)dation. These irKliwduals are poorty
represenled and may lack the knowledge around housing law to
effectively argue their Gase. JustU5 thallenges the Local Authorty
aTrJ other housing providers to ensure that these indlvlduals are treated
according to the law

In our last finano'al yew Justus had a total income of £35,622.85 and a
total expenditure of £25,og6.11.

during the year

holiday pay and Ca￿orkerS. professTronal supervisions.
[￿ring this ye¥ Justus supported 86 individuals from 38 households.
These households comprised of 45 adults (induding 2 that V￿re
pregnant) arKI 41 ch￿dren.
From these 38 hol￿Id$.
7 have moved irrto new homes.
20 remain in Local Authority temporary accomm￿atIon with the
guarantee of a home. h¢yNever 1 household has disengaged.
1 under 1&year-okl remains in his ￿rrent accommodation with
the support of his extended family and the Local Authority's
Children's Serrfices. Justus helped facilitate the support from
Chiklren's Serrfic88.
1 mother and child have moved l>ack home.
1 remains in her wrrent accommodab't)n as the family that were
icting her chaw trftir mKNts.
1 remains in her current accommodation after mould and damp
was successfully treated.
1 was ewded from supported accommodab'on but had no priority
need arKS d)ose to be supwrted by his partner.
1 simpty requested Ju3tUs' oversight to ensure the smooth
running of a court evidion. No other supwt was requested.
3 retumed to the areas whwe they had local connection.
1 retumed to prison but prior to that Justus were able to get an
intents'onal homeless de(xsion Overt￿ned.

This means trtat for reporting PUTPOS8S Justus were able to support each
indivKJual to a posrtive hoU￿r￿J condusion (75 people) for an average
cosl of £19).31 per person.
Justus also spent £562.87 gmng inforniatton to members of the public
(43 people), local councillors (on 8 occasions) or other professionals so

Justus has also supported anothw 15 indiiriduals (including 1 that was
pregnant) from a further 9 households (12 adults and 3 children} whose
future housing has yet to be determined. These irKlivhYuals remain open
to us a￿$ will continue to receive support from Justus throughout the
next financial yèar until their hou*ng sttuation reach89 a Gonclusion.
In total Justus supported 101 indNKJuals157 adults and 44 children) from
47 households.

Justus has finally (after approximately 8 years of campaigning) got
Bedford Borough Counul to commrt to developing a stand-alone
domestic abuse policy for homeless people. Development is currenUy
underway.
As Bedford Borough Counrjl's main focus is on the prevention of
homelessness there Is rthv a lot of pressure put on residents who have
recewed a section 21 evth'on nob'ce to remain in their properties beyond
the section 21 end date up to ttrE date vtrÉre a court has imposed a
possession nollce. Thls does not prevent homelessness It Jus1 defrrs it.
and in mosl circumstantss goes against the govemment's guidance.
However, when it is in t1￿ interests of the re$￿ent to stay put for those
extra few months and section 21 evi(*on ts cleady a 'no fault, evicts'on
Justus has got the council. based on a case-by-case assessment. to
commrt to paying the court costs that the resident will naturally incur.
Justus has athys ho@ that ts advocacy model would be replicated
elsewhere around the county, so we were pleas&J when some
volunteers from the LOndo￿ts8ed organisatFon Streets Kitchen CEC
reachwj out to us becaLtse they wanted to set up their own 'legal dinic,.
We are currenty mentoring these volunt88rs to set up their own charity to
do the same work that V•E do.
Justus continues to push to irnprove practice vthhin the homeless sector
through our social ffledia. as a member of the Bedford Homeless
Partnership and by regularty puth.ng for4Yard questions to the local
councillors srtting on Bedford Borough Council's Housing Commrttee.
Justus has also teamed up wth Homeless Best Practs.￿ CIC to develop
a forum of people with lived Éxpèrien￿ of homèlessr￿S to poso
tions to Ihe same Committee.
