We include within our understanding of sooally excluded those people who are living wrth mental health issues, people with substance misuse problams, people who are homeless or face the threat of homelessness, people who do not enjoy a basic standard of IK>using, people with leaming drfficults'es, peae fieeing violence (domestic or otherwise) and peOe facing prejudice and discrimination. Support and advocacy includes anything that helps socially exGluded people re1ve fair arKI ethical treatrnent from those that are duty-bound to provide IL Because of the nature and enomrty of soaal exdusion, we have initially focussed our efforts on homeless peop. or those facing th8 threat of homelessness, and our Fxiorities li8 with 88cJJrirKJ accommodation and getting the vKaparound support that should go with that accommodation for such peopte. We recognise that hOMeS poople are one of the most marginalised people groups in 80oety arKI also recogni8e that the i8sues Ihat go alongside homekn often incl8 the other issues m8ntion6d in our objects. Many homeless peopla are failing to get the legal duty of assistsnce that is owed to them from Local Authonty arKI other housing provK16rn and are being overlook8d when rt comes to housirvJ them in independent living acc(wnmodation. These individual8 are poorty represented and may lad( the kn¢>edge around IN)using law lo effectively argue their <A¥n case. Justus challenges the Local Authonty and other housing providers to ensure that these individuals are treated according to the law. Section D Achievements and performance In our last financial year Justus had a total income of £60,000.68 and a totsl eXrdrtUre of £69,070.82. This is the first year since beiTrJ founded that our extltUre has éxceeded our income. Summary of the maln achievements of the charity during the year Our lotal casework costs were £28,602.20. This indudes caseworkers, holiday pay and caseworkets. professional supervisions. During this year Justus supported 99 individuals from 53 households. These hous8hokJs comwsed of 63 adults and 36 children. From these 53 households: 12 have moved into new fM)mes. 14 remain in IOCAI sU1ty lemporary accommodation (TA) with the guarantee of a new home. 10 remain in tsir ¢xmnt a(X>Jmat1on with the guarantee of new home. 2 moved into supp(xtwJ accommodation as a personal prefwence. 1 moved into a refuge as a personal preference. 3 were Main Duty accepted erther by Bedford Borough Councll or another Local Auth 1 Is owed a Main Duty under Part 7 onty followFng a conviclion of housing fraud. 2 had no local conr*Qton so were referred to another Local Authorty 1 had TA Secured in Bedford but decided to approach another Local Authonty. 1 dedined TA from another Local Authority. 4 ether diseaged or c(Krtact was lost. This means that for rwbng purposes able lo support each individual to a posrtive CUSIon {91 peoe) for an average cost of £314 per person. This has resulted in". The overtum of a 4 not-homeless dec4"sions folbwing review or through infomal complaint A housing provider conIng they dKI not follow their own Allocations Policy and further conceding a case of mistaken identity due to their inadequate rerdIng procSe8. The same housing w0vr agreeing to financially comp8nsata for unnecessary bureauttic delays. 2 successful s.188 (denial of TA) Challenges. 1 by infonnal complaint and 1 by threatenirKJ to go to judiGial review. The overturn of a not-homeless gatekeeping incKlent through comtAaint.. with another Complaint being partially upheld. Ju$tUs also has 7 c(xnplaints awaiting a decision. 8 are complaints for gatekeeping where 1 irN1dal was kept sleeping rough, 1 individual who had fled domestic abuse was to to retum home where they were further abused, 1 was discnminated against by KJnoring a disabilty. 1 had Iheir data breached, and 2 weren't recognised as hom63$ under part 7 despite a part 6 application being accepted. The other complaint awaiting a deeAsion Is for maladministration where the person was misinfonmed about paying for their own TA. Justus is also currently Ghallenging Bedford BOr0h Council on its access uiteria to the Covld-19 emergency accommcJation. waiting times on the housing register for people with disa'11th'e9. homelessness safeguarding ie$ and its data shanng practices, and as a result 15 leadirYJ the vrtNk on improvlng data sharing practbces within the sector.
