The trustees present the annual report together with the financial stat8m8nts of the chathy for the
ended 310ecember 2023.
Westem Chan Fellowship CIO (WCF) k8 the successor charity lo Westem Chan Fellowship (Charity
Commission no. 108863n whidi was dlssoW in March 2018 following the transfer of Fts assets on
301h June 2017. There was a seamless transfer of assets at that lime so that there was no break
experienced by retreatants or members who wer8 offered a free transfer of membership. 2023 was
the slxlh fvll year of trading for VVCF.
Historicalty, WICF arose out of 0￿r 20 yeaTS of retreats run by John Crook at Maenllwyd. hLs
farmhouse In Mld-Wales.11 was f0ftT￿, at hi5 prompts'ng, In 1997 and registered as a charity in 1998
with John Crook 85 Its flrst formal TeaGher. Thereafter 14VCF took ov8r the running of such retreats
and In Ils latter years also wtdened its remit by running them at other venues throughout the UK.
Slmon Chlkl was appolnted a5 the GuNJinll Teacher of WCF In 2011 after the sudden death of John
Crook. John Crook and Simon Chihj were ￿th Dharma Helrs of Chan Master Sheng Yen. Slmon
trained for OV8T 30 years with both John Crook aThJ Master Sheng Yen, and was the Secretary of the
WCF from tts founding until 2011.

As 8 gener81 prfnclple, each year we review the succe55es and otherwise of the pre￿o￿S yea¢s
programrne as we embar1( upon conpiling nexl yea¢s programme. After eackn retreat we ask
retreatants to submlt retreat rewrts, and we nole comments on our wjministration, facjlitbes, the
quallty of teachlng, and the types of retreat on offer. Our retreat te8ders are cenlrnl to the success of
our enterprlse, so they ha￿ regular p88r supervision soss]ons. The Practi(* Committee members
prO￿e admce and leedback on the qualty of th8 programme and the quality of the environment
offered by the cenlres we use. Trustees, 188chers and staff work closety together to ensure that our
activmes are closely al￿ned wlth our objects and that we comply with the Charlty Commlsslon's
guld8nce on publlc benefflt.
In 2022. &8 soon as work 8t SBF was rAJmpletad aThJ St became avallable for use, the WCF drew UP
CO￿ rtsk management guklellne5 for the retreats whlch complled wlth govemment guidellnes al the
Ilme. Uplake of placA8S has been lower than expected on some retreats. Only one retreat was
Cancelled due to low uptake. It L% not certaln why Interest Sn retreats h85 reduced. proposed

Wè support new teachers by InNlting them to wort( olongslde experienced teachers on longor
retreats. This ensure5 Ihal thern are sufficlenl leachers available to lead retreat5 and prOV￿￿e us wlth
support in the longer term. Ty￿ retreats Nn in 2023 were attended by iwo new r8lreat leaders under
the guidance of ￿ of our estsblished retreat leaders. The new leade￿ also offered a residentlal
retreat, whlch unfortunatety dhd not go ahead due to stoffn damage 8t the venue.

Trustees. These groups tske Chan out into thelr local community. M8ny of these aroups whlth went
online durlno the pandemic have now resumed In-Pe￿On meetings. Onllne meetings continue to be
held on Monday to Thursday eveninqs, allowing those unable to Joln in-person meetings lo conllnue to
meet.
. We use a vatlely of media to communlcate wth those who ￿sIt us in order lo ensure that thelr needs
are met 8rKI that durfng their stay with us they have a sense of belng well looked-8ftef. Our webslte Es
gularly upjated and contalns clear information about our prl¢es and the dls¢ounled r8t8s thal we
offer In order lo support those on lower incomes to attend our ret￿at$. We use Facebook alongslde
our Webs￿ lo ensure that Informatlon about our aciivikne5 is kept up to date durfng the year. Vle also
publlsh at least Iwo Newslette￿ a year - these continued dudng 2023. Nonnolly. our Programme 15
published on our website in the autumn of the preceding year a3 well as belng clrculated a5 a paper
or electronic leaflet to our mailing list to those who have opted Into such m8lllngs and, on request, lo
other medliatknn centres and meditation sltting oroups In the UK. In 2023 newsletters went out In A￿11
and September.
As is common In the Buddhlst tradition our teachers offer their servlces free of ¢h8rge. Retreatants
are invited to make donatlons, known In the Buddhlst tradltlon as 'dana', to help the teachers wlth Ihelr
liwng oosts and enable them to continue gi￿n9 Ih8lr time to le8chlng. Thls helps us keep our wlces
low whllst stlll belng able to offer retreats led ty experlenced lesthe￿.

The chaiity supports 14 loe41 groups throuohout Great Britain. To ensure that th8 charity c￿ntinUeS to
abkde by ts obj'ects and stay true to the Chan lineage, eath Is18d by an approved 188der. Each group
Leader has a pe￿Onal mentor drawn from our retreat leaders. To develop and support thi5 85ped of
the charity, a Leaders, Retreat is run annually which comblnes tralnlng wlth support and Sangha
{community> develowent. In order to ensure future leaders bolh for groups and the charity, potential
group leade￿ are a150 in¥tted to such retreats to start th8 proc£ss of under5tandlng the possibililies
within th8 charity for both their pernonal development ond Ihe rol8s on offer for COM￿thed ¥dunteers.

However, the Charlty Comnlsslon's r8Gent emphasls on thls concern has been noted. In 2018 the
charity appointed, from amongst the trustees, a dedlcated Safeguardlng Officer. A suite of policies
wa5 Put in pla¢e In 2019. Pollcles were In the process of belng substantlally updated In 2023 with the
process belng ￿Mpleted earfy In 2024.
Further k was dechjed In 2019 that all local Group Leaders shoulj have a bgslc D8S certmlcate. The
cost would be bome by the CIO. Through the efforts of the Safeguardlng Offlexr, by Ihe end of 2019
all Group Lgaders had a current DBS certlflcale. Thls has now been ext8nded to all cooks afKI all
gueslmasters who help rnn our retreats. DBS checks are updated as requlred.

In addition to new GDPR-relaled Saleguardino pollctes, 811 pollcles were updated and revlsed In
2019, when the trustees embathed on a fvll revlew. The most recent conwrehensive rtsvl8w of 811
policies w8S Started in late 2023 and is expeGted to be completed In 2024. Some of the pollcies are
av8llable on our website.

Financial reviow
The accounts are showin9 a surplus at the end of 2023. Thls ￿￿esents the conlinued commitment
from Westem Chan Fellowship CIO to proiAde high qualty ￿treats at 8 reasonable cost to our
visitors. Efforts continue to be made lo keep our cost base as low as posslble whllst looking ahead to
the development of the strategic direction of the chariiy.
The ch8rity made 8 su￿lUS of£9,259 compared wlth last year's d8ficit of £7,853.
In 2023 WICF published a full calendar of ￿￿019, compared to 2022 where In-person retreats onty
started again in July. Both retreat income and expen595 have increased, reflectino the full year of
actlvtty recorded for 2023. The hb3her bOO￿n9 levels also were a factor in the Increase of donations to
the Support Fund. where partlcipants pakl the hh3her Supporting Fee for thelr retreats. Additlon81ty,
2023 income benefrted from a generous don￿On In Janu8ry', by fvrKls being p8KJ Inlo the main

Bank accounts
The charily continues to operate an ethical banklng pollcy, by banklng wlth the Co-oporatfv Bank,
Chariiies Aid Foundation Bank. Triod05 8ank and Charily Bank. Each account has a balance below
the level set by the govarnrnent guaranteed Financial se￿Ces Compensatlon Scheme. On 31st
December 2023 the char￿Y had £253,043 (£238,573 at 31112r22) distrabuted betweèn these
Independent banks.

Under Ms constliutlon the CIO can have up to ten trustoes. At the start of the ￿ar there We￿ elght
Irustees. Slan Thomas was appointed Irusl8e by the Guiding Teacher in Ma￿h 2023. and Jane Upton
wa5 coopled in July 2023. Three trus16es retired In July 2023.. Jullet Hackngy, Guy Roberts and Sara
Elloway. Also, at the AGM AIyBun Jones wa5 re-81ected as trustee. The olhgr Iruslees In posl durfng
2023 were A￿un Jones {SafegUa￿lng), Simon Child (Guiding Teacher), Jeremy Woodwar(I (Chalr),
Till K￿eber and Catherine Bums (Tr88surer) Making seven trustees In total after the AGM. The
trustees met slx tlmes Sn 2023 to manage tho charity. All meetlngs orKurred vla Zoom. Microsoft
Team5 Is used for committee communieAtions. The AGM was hybrld and was held in June 2023.
In 8ddtilon to the chatity's Commercial Empioyars 8nd Publlc Liability Insurance, there was, as In
pre￿ouS years, a qUalIf￿n9 Third-Party Indemnlty Pollcy In place for the trustees throuohoul Ihe year.
A Practice Commlttee, conslstlng of the relre8t leaders who regularly lead retreats for the charity and
have a p8rticul8r experlence in supporting the oharit¥s objectives. are consulied on matters of
pradice, and otganlse and ￿ad the retreat programme of the ch8rlty. These teache￿ are unpaid but
may receive donations from people who atterKI the charlty's retreats.
Day-tfrday responsibilty for operations 15 carried out by the ollkets who 8rp eleixed from amongst
the trustees or, in the case of the Guiding Teacher, Serves as an ex-offioo trnstee. This woth is 8150

Related parties
Any related party interests are declared by trustees. In 2023 a sp8clfic related interest contlnued from
2019. It was declared in 2019 and is onooing.
In 2018 Simon Child, a CIO trustee and the charity's Gukllng Teacher. and his wife bought entirely
from their own resources Shawbottom Fami, Upper Hulrne, Leek, Staffs ST13 8UQ C'SBF,) wlih the
intention of Converting part of it into a retreat centre. He declared Ihis related interest to hls fellow
trustees in eady course. In July 2019 planning permlsslon was oLrtalned for such a change of use and
the converslon works Involved.
Since Juty 2019 the trustees have hehj meetings, W￿hoUl Slmon Chlkl belng present, and agreed to
enter into nego￿all0n$ to hire SBF froffl him as the m81n relreot centre of the CIO. Afler costlng the
polentiol level of nwJhtly charge, a range of potentl81 Cha￿eS was mooted. Then a profession81
valuatlon relating to Ihose chaffJes w85 obtalned and a d8ity hSre charo8 8nd other terms of hire,
based on the StarKla￿l Tem)s ol Hlre whlch are Intended lo be used for the hlre of SBF to other
parties than WCF. has been agreed In prfn¢lple.
Following Covid-relaied and other delay5, the bulkjlw worts were completed In 2022. Inltlally a serles
of Interim 8-month agreements were then entered Into. In 2023, the lOn￿le￿ agreement was
flnallsed.
Save for cooklng for th8 char6ty and matters In relatlon to SBF set out above, none of our trustees
receive remuneration or other benefils from thelr wot* wlth the chartty other th8n the relmbutsement
of expenses. There was no connecllon between any Iwstee with any suppller of QOC#Js or se￿CeS to
the charity.

It is a member of both the Network of 8uddhlst Organisatknns {N80) and the European 8uddhlst
UnM)n (E8Uy. 11 takes an active part In both Ihese organlsations.
The charlty operates within the wider Chan tradttlon and maintalns Ilnks wmh other slmllar
