The trustees present their report and the unaudited accounts of the charity for the year ended
310ecember 2023.
Ob"ectlves and Activttles
HMRS is an active Society and Educational Charity with worldwide membership. Its objectives are to
provide support lo those Inte￿$ted in historically accurate railway modelling and through its
publications. library, archives, drawings, photography collections and Company stewards to provide
information and answer questions from modellers and railway historians alike. HMRS is often a first
point of call for historical railway research, The Society publishe$ historical railway books and
prodL¢ces transfers for thos8 modelling in 4mm and 7mm scales which form the main element of rts
trading activitiés.
Achlevoments and Performancg
During 2023 the Society WOTked to its Management Budget In providing sarvices to Members,
preserved railways, the public and a number of business organisalions. The Society has continued to
publish Joumals and newsletters for members and other interested parties. We attended Six shows
during the year which generated a reasonable amount of income. We are hoping to attend more
shows during 2024, with the intention of raising the profil8 of the Society within the hobby. Sales of
transfers, has continued lo be good via the website. After a year of deliveries wè now have fvll stocks
of all transfers. The new transfers come at an increased cost bul after a mod8St price increase we
have maintained a healthy surplus. We also thought that il WOLsld be a good idea to pla￿ an order for
new transfer paper. This was done and we now have enough to last several years.
The Society has a permanent Museum and s￿dY Centre al Swanwick Junction, Derbyshi￿. It has a
collection of over 300,000 engineering drawings and over 200.000 photographs. Work has continued
through the year with these growing collections to catalogue and make them accessible through the
internet or by direct access. The photographs are now being scanned and identified then filed in acid
free boxes lo preserve them. We have continued to receive new collections for the library, photograph
collection, archive and drawing archive. The heating of the Museum and Study Centre had not been
working propedy for several years, therefo￿ a completely new system was installed at the end of the
year.
We are indebted as ever to the volunteers who help run and SL¢PPOrt the Society. Due to ongoing
difficulties in accessing the M & SC at Swanwick we are still havlng lo space out vlslts by volunteers lo
ensure that someone is in attendance when required.
Publlc Beneflt
Our main aclivitses and who we help are described elsewhere in this report. All our charitable activities
are undertaken to further our charitable purposes for the public benefit. The Trustees have had regard
to the Charity Commission's guidance on public benefit throughout the year when deciding on the
a¢tivilie$ of the Charity. We strive to make OLtr catalogued material available on liné wherev8r possible.

Flnancial Revig
The Society has tsvo main income sources, membership subscriptsons and trading activities principally
through the sale of books and transfers. The objective of the Society is to provide and develop rts
services to Members and the public. A rolling three year Management Budget is in place with the aim
of achieving a minimum of a small operating surplus each year. This is reviewed by the Executive
Commttee at each m88lin9 and the 3-year program ￿vieWed annually.
We are acb'vety looking for extra storage facilities as the existing premises, which are full lo bursting.

We continue to publish books and although we have one in the pipeline we are open to suggestions
from possible authors for new publications.

HMRS is a CIO {charity number 11661441 registered with the Charity Commission on 21st Mar¢h
2016.
Up to 13 Trustees are elected annually at the Annual General Meeting which will be held in October
this year. 11 is proposed to do this by Zoom again this tsme following the Su￿e$S of the 2023 meeting.
Each year one fifth of the Trustees reb're but if they so wish they can be nominated again. Nominations
lo be a Trustee is confirmed by 2 members within a sel timescale ahead of the AGM. Should there be
more than one nomination for a position a ballot will be held which includes postal voting. The rules of
the Society make provision for the b'mescales and process to achieve this. In praclice the newsletter of
the Society updates Members of the EC position and timescales for nominations.

All incomè is included in the ststement of financlal activllies when the charlty Is entided to the
income. any porformance ￿lated conditions attached have been mel or are fully within the
control of the charity, the income is considered probable and the amount can be quantified with
reasonable accuracy. The following specific policies are applied lo particular categories of
income..
Donations and legacy income is received ty way of donations, legacies. grants and gifts and is
included in full in the Statement of Financial Activities when receivable. Where legacies have
been notified lo the charity but the cnteria for income recognition have not been mel, the legacy
is treated as a contingent asset and disclosed if material. Grants, where entitlement is not
conditional on the delivery of a specific performance by the charity, are re(￿nised when the
charity becomes unconditionally entitled to the grant.
Donated services and facilities are included al the value lo the charity, being the amount the
charity would have been willing lo pay to obtain $ervice$ or facilities of eqLFivalenl economic
benefit on Ihe open market.
Investment income is included when receivable.
Income from charitable Irading activity is 8c¢ounted for when earned,
Income from grants, where related to P8rformance and specific delNer8bles, are accounted for
as the charity earns the right lo consideration by its perfomian¢e.
Expendlture
Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any
VAT which cannot be fvlly recovered. and is reported as part of the expenditure to whith it
relates..
Costs of raising fvnds comprise the costs associated with attracting donations, grants and
legactes and the costs of trading for fundraising purposes.
Charitable expendllure comprises those costs incurred by the charlty In the delivery of Its
activities and services for ils beneficiaries. It includes both costs that can be allocated directly to
such activities and those costs of an indirect nature necessary lo support them.
Other expèndf(ur8 includes all expenditure that is neither related to raising fvnds for the chadty
nor part of ils expenditure on charitable aclivi118S.
All costs are allocated be￿een the expenditure categories of the SOFA on a basis designed to
reflect the use of the resource. Costs relating lo a particular aclNity are allocated directly, others
are apporh'orled on an appropriate basis. as set out in the notes to the accounts.

There are restricted funds..
Museum and Study Contre IM & SCI
This fund was created lo build the Museum and Study Centre and is Ihe residual amount from
the completion of the building. It is funded by member donations. 11 ha5 been retained
recognising that future expenditure 8specially of a capital nature will be required on the building.
Furthermore the Society was involved in an unsuccessful Lottery Bid with the Midland Railway
Trust in 2015 to develop Museum facilities at the Swanwick Junction sile. This would have
involved expanding the HMRS building for ils archive. storage and public access requirements.
The M & SC is part of the Midland Rai￿aY Trust's large srte at Swanwick Junction. The building
is attached to a MRT building and holds a long lease. Further work is required to both buildings
to achieve each paty's aims and alternalsve Sources of funding are currently being considered.
Educatlonal Award Fund
This separate fund is provided as part of the Society's Educational Chanty objecttves to provide
financial support lo individuals or groups looking in lo the History of Britsin's RaI￿vaY Heritage.
Typically the grants are made to individuals, schwls or colleges.
The EAF is fvnded by an annual levy of HMRS Members.

The centre al Butterley has been constructed on land owned by Derbyshire County Council and
leased to Midland Railway Trust Limited who have granted a sub-lease to the Society for a temi
of 79 years from 1 November 2000 10 31 December 2079.
22. Contlngencles
The Society has a continuing commitment to comply with the terms of the Underlease betsveen
the Society and Midland Railway Trust Limited in regard lo the maintenance of the building
known as Butterley Museum and Study Centre.
