## **Declaration of Interest** 

All trustees are members of the Kent & East Sussex Railway Company Ltd (K&ESR). Matt Hyner and David Nibloe are (and remain) trustees of the K&ESR. Graham Hukins is the Commercial Manager and recently also the Acting General Manager of the North Norfolk Railway (NNR). Graham has no managerial responsibility for or pecuniary interest in NNR Engineering (NNRE), NNR’s wholly owned subsidiary, that was contracted by K&ESR to overhaul No 3 _Bodiam/_ 70 _Poplar_ .

## **Governance** 

The Terrier Trust CIO (TTT-CIO) has an ‘Association’ Model Constitution. The initial constitution was approved by the Charity Commission on 26 February 2016 and amended following approval of the change by members at the AGM on 14 October 2023 and the Charity Commission. The change increased the maximum number of trustees permitted from 5 to 7. No additional trustees have been appointed since then. 

At every Annual General Meeting (AGM) of the members of the CIO, one-third of the charity trustees shall retire from office and are eligible for re-election. All trustees give their time voluntarily and receive no remuneration or other benefits. The incorporated charity TTT-CIO replaced and received all the assets and members of unincorporated charity The Terrier Trust (Registered Charity No 1050480). 

## **Objectives and Activities** 

To advance the education of the public about the engineering achievement and legacy of steam railway engines, in particular but not exclusively by the acquisition, preservation, restoration and maintenance of locomotives of the Terrier Class, designed by William Stroudley of the former London Brighton and South Coast Railway, for public display and operation. 

TTT-CIO owns 100% of No 2678 _Knowle_ and owns 75% of No 3 _Bodiam/_ 70 _Poplar_ , with the K&ESR owning the other 25%. Both locomotives are based at the K&ESR, which maintains and operates them

under long-term hire agreements signed in 2017. Each locomotive has a brass plate in its cab showing its ownership. 

During the year under review the charity acquired three Terrier ex-LB&SCR works plates. 

Our website, www.terriertrust.org.uk, provides information about the TTT-CIO and how it can be supported, together with news, educational material and ongoing appeals and projects. 

The trustees of TTT-CIO thank our members and the K&ESR for their continuing support. 

## **Achievements and Performance** 

During the year under review both No 3 _Bodiam/_ 70 _Poplar and_ No 2678 _Knowle_ remained sidelined at the K&ESR in need of repairs. 

## **No 3** _**Bodiam/**_ **70** _**Poplar**_ 

The insurance claim to finance repairs to the damage sustained at the Bluebell Railway on 31 July 2022 dragged on throughout the year, progress being delayed by several unrelated factors. However, after a review of areas that could have sustained damage that was less obvious, a virtual meeting in December 2023 resulted in agreement between K&ESR and the insurance assessor for a way forward. The first step is to send the marine pattern connecting rods to a specialist engineering firm for straightening and NDT testing to ascertain if they can be refitted to the loco. After another delay, the rods eventually left Rolvenden on 1[st] July 2024. We therefore wait to see if this approach proves to be successful and the loco returned to service. If this approach fails, the only alternative will be to manufacture replacement rods, which could take a further year or two to complete as the few engineering firms able to do such work have full order books. 

## **No 2678** _**Knowle**_ 

Due to the need for chassis repairs, in early 2023 _Knowle_ was withdrawn for traffic and remained out of use throughout the year. However, in early 2024, the Liam Head and George Moffatt of Rolvenden Works concluded that chassis repairs sufficient to get the loco running again could be completed in a month or two. In addition, the Works would give the task priority. They were given the go-ahead and with the help of volunteers the loco was completed in time to haul the re-enactment on 2[nd] June 2024 of the 1974 reopening ceremony. 

The intention is to keep Knowle in service for 2-3 years followed by a 10-year overhaul to be completed in time for its own 150[th] anniversary in 2030 for which funding will be needed. With the high inflation in recent times the total cost is expected to be much higher than the £100,000 spent on the overhaul of No 3 _Bodiam/_ 70 _Poplar,_ especially as it is anticipated that new cylinders will be required. The process of fund-raising has already begun and in 2023-24 the K&ESR submitted a grant application which was successful in obtaining £10,000 which the K&ESR holds in a Knowle restricted fund. 

## **Poplar Education Project** 

As reported in the previous annual report, the project was successfully completed in early 2023 and the final grant payment received from the National Heritage Lottery Fund and the final payments made. 

The educational resource produced by the project remains available to anyone at no charge from our website (https://terriertrust.org.uk/education) and nationwide to schools through the Schools Library Services with additional resources boxes.

Prior to the end of the financial year this unique project was nominated for the Team Award at the 2023 Heritage Railway Association Awards. Trustees attended the Awards Ceremony in Birmingham on 10[th] March 2023 and received a framed ‘short-listed’ certificate to mark our achievement. 

Given the success of the project, the trustees were keen to explore a possible legacy which would introduce children from deprived areas to railways and the railway heritage associated with our Terriers. During discussions with the Poplar schools, one expressed interest in our proposal to bring a group of their children to Tenterden to attend a K&ESR schools evacuation day in May 2024. This event is a comprehensive World War 2 living history experience in which the children board a train and are evacuated from the town to the country 2 by steam train. To make this possible, separate funding was sought in the current financial year and a coach party from Marner Primary School in Poplar attended. The trustees are looking to further develop this legacy project in future years. 

## **Terrier ex-LB&SCR works plates** 

We were offered three genuine Terrier ex-LB&SCR works plates. These were purchased privately and placed on long-term loan with the Colonel Stephens Railway Museum, where they are now on display. 

## **Financial Review** 

As at 31 January 2024, the balance on TTT-CIO’s bank accounts was £63,760 (2022/23 £67,685). In 2023/24 income was £6,127 (2022/23 £21,071) and expenditure was £10,052 (2022/23 £23,535). £7,745 of the expenditure (2022/23 £21,895) comprised contributions to the Terrier Education Project that was organised in partnership with the K&ESR and Global Learning London and was part funded by a National Lottery Heritage Fund grant; the project was successfully completed at end March 2023. Further detail is contained in the attached accounts. 

The Trust’s routine sources of income are donations and membership subscriptions with additional funds for specific projects obtained from grant applications and appeals. 

The Trust’s Reserves Policy is to maintain an Emergency Reserve, e.g. to allow the TTT-CIO to safeguard its locomotives should K&ESR encounter serious financial difficulties. The trustees consider £50,000 to be an appropriate figure and this amount is contained within the bank balances. 

The trustees have not identified any significant risks to prevent it from continuing in 2024-25, although fundraising for Knowle’s next overhaul will be necessary.
