Photo © Tom White ## **Declaration of Interest** Matt Hyner and David Nibloe are (and remain) trustees of the Kent & East Sussex Railway Company Ltd (K&ESR). In August 2021, Graham Hukins joined the paid staff of the North Norfolk Railway (NNR) as Commercial Manager. North Norfolk Railway Engineering is a wholly owned subsidiary of NNR and has a pre-existing contract with K&ESR to overhaul No 3 Bodiam (TTT CIO owns 75% of this locomotive). Graham has no managerial responsibility for , or pecuniary interest in, NNR Engineering. ## **Secretary** Trustee Patrick Favell was Secretary throughout 2021/22. ## **Governance** The constitution of The Terrier Trust CIO (TTT-CIO) was approved by the Charity Commission on 26 February 2016. The charity is a charitable incorporated organisation (CIO) having an ‘Association’ Model Constitution and minimum of three and a maximum of five trustees. At every Annual General Meeting (AGM) of the members of the CIO, one-third of the charity trustees shall retire from office and are eligible for re-election. All trustees give their time voluntarily and receive no remuneration or other benefits. ## _Transition from TTT to TTT-CIO_ The incorporated charity TTT-CIO replaced and received all the assets of unincorporated charity The Terrier Trust (Registered Charity No 1050480) (TTT) which had been inaugurated on 16 September 1995. TTT was wound up at its final AGM on 14 July 2018 and deleted from the Charity Commission’s register on 1 August 2018. All members of TTT became members of TTT-CIO. ## **Objectives and Activities** To advance the education of the public about the engineering achievement and legacy of steam railway engines, in particular but not exclusively by the acquisition, preservation, restoration and maintenance of locomotives of the Terrier Class, designed by William Stroudley of the former London Brighton and South Coast Railway, for public display and operation. TTT-CIO owns 100% of No 2678 _Knowle_ and owns 75% of No 3 _Bodiam_ , with the K&ESR owning the other 25%. Both locomotives are based at the K&ESR, which maintains and operates them under long-term hire agreements signed in 2017. New brass plates showing the ownership of each locomotive were purchased and that for _Knowle_ has been fitted within the cab. _Bodiam’s_ plate will be fitted on completion of the major overhaul that began in 2019. 1 Our website, www.terriertrust.org.uk, continues to provide information about the TTT-CIO and how it can be supported, together with news about our locomotives and our ongoing appeals and projects. The trustees of TTT-CIO would like to thank its members and the K&ESR for their continuing support **Achievements and Performance** ## _The Terrier 150 Appeal_ Both of the TTT-CIO’s Terriers were out traffic by March 2019 with expired boiler tickets and required costly major overhauls before they could return to service. Under the long-term hire agreements between TTT-CIO and the K&ESR, K&ESR is wholly responsible for overhauling the locomotives so that they can return to active service. _Bodiam_ as L&BSCR No 70 _Poplar_ , was the first of the class constructed and one of the first batch to enter service and will be 150 years old in 2022. TTT-CIO sees the 150[th] anniversary of _Bodiam_ and of the class as a major opportunity to meet its public benefit objectives through the promotion of Terriers in partnership with the K&ESR, which should attract members of the public to see Terriers in steam and learn more about their history. Therefore, in 2018 the trustees discussed with K&ESR how we could ensure that both locomotives would be back in service in time to celebrate significant milestones in their own history, including _Bodiam’s_ 150[th] anniversary and the class’s intertwined history with the K&ESR and other Colonel Stephens light railways. This resulted in the TTT-CIO and K&ESR launching the Terrier 150 Appeal in 2019, with the objective of raising £150,000 to allow K&ESR to finance the work to restore the locos to traffic and various educational initiatives to celebrate a century-and-a-half of Stroudley’s Terriers. This fundraising target was achieved in late 2021. Because K&ESR’s Rolvenden Works did not have the capacity to accelerate the overhaul programme to get both locos back in traffic by 2022, with the agreement of TTT-CIO, K&ESR outsourced the overhaul of No 3 _Bodiam_ to a specialist external contractor. As this was expected to cost more than if the overhaul was done by the K&ESR in-house, an estimate of the cost was factored into the appeal target. In addition, it was recognised that, until stripped down and a detailed examination made, unexpected additional work and costs could be identified as the project progressed. The first element of the Terrier 150 Project was achieved in December 2020 with the completion of the overhaul of _Knowle_ although coronavirus lockdown restrictions delayed _Knowle’s_ return to service until May 2021. The locomotive has been out-shopped as Southern Railway No 2678 complete with the restoration of an extended ‘Isle of Wight bunker’ as it was in this guise in February 1940 when the old K&ESR company first hired it from the Southern Railway, remaining on the line until 1958. The ‘Isle of Wight bunker’ had been removed before the loco was purchased by TTT-CIO. Work on the overhaul of _Bodiam_ is making steady progress at the Weybourne Works of North Norfolk Railway Engineering and is scheduled to be completed in Spring 2022. Our Terriers are very popular locomotives and there are frequent requests from other lines to hire them to star in galas or provide motive power for routine operations. Therefore, for most of the period since May 2021 _Knowle_ has been a celebrity visitor at the following heritage railways: Isle of Wight Steam Railway, Embsay & Bolton Abbey Steam Railway, Spa Valley Railway and the Didcot Railway Centre. Meridian TV regional news also filmed 3 excellent reports covering _Knowle’s_ visit to the Isle of Wight that provided excellent publicity. A number of similar visits by _Knowle_ and _Bodiam_ are planned for 2022.The Terrier 150 project will run through to 2030 when _Knowle_ will celebrate its own 150[th] anniversary. We are again pleased to record our thanks to David Brenchley, K&ESR Locomotive Delivery Manager, and the staff (both paid and volunteer) at Rolvenden Works for the overhaul and repaint of _Knowle_ 2 and for the management of the contract overhaul of _Bodiam_ . Reports of the work at Weybourne is also encouraging and thanks are due to the staff there too for their work on _Bodiam_ . _Terrier Education Project_ TTT-CIO is leading ‘The Terrier Poplar Education Project’ in partnership with the K&ESR and Global Learning London. The aim is to develop and deliver an education project with primary schools in Tower Hamlets, which incorporates the district of Poplar. The project includes a visit in June 2022 by _Bodiam_ appearing as No 70 _Poplar_ to the Poplar DLR depot where groups from local schools will come to see the loco. TTT-CIO submitted a grant application to the Heritage Lottery Fund and was awarded a grant of £33,000 towards the total project budget of £45,032. We expect the project to be completed before end 2022. ## **Financial Review** As at 31 January 2022, the balance on TTT-CIO’s bank accounts was £70,249 (2020/21 £63,416), of which £3,418 is unspent HLF grant for The Terrier Poplar Education Project held in a restricted fund . In 2021/22 income was £20,163 (2020/21 £4,982) and expenditure was £13,330 (2020/21 £6,635). The majority of the expenditure comprised contributions to the Terrier Education Project that is being organised in partnership with the K&ESR and Global Learning London and is part funded by a Heritage Lottery Fund grant. The K&ESR is the fundholder for the Terrier 150 Appeal and during the year TTT-CIO made no contribution to the fund (2020/21 £6,250). Further detail is contained in the attached accounts. The Trust’s main sources of income are donations and membership subscriptions. The Trust’s Reserves Policy is to maintain an Emergency Reserve, e.g. to allow the TTT-CIO to safeguard its locomotives should K&ESR encounter serious financial difficulties. The trustees consider £50,000 to be an appropriate figure and this amount is contained within the bank balances.
