Year ended 31 March 2024

Annual Report

1. General

• 1.1. This is the eighth annual report and accounts for The Supreme Court of the United Kingdom Art Trust (SCAT). SCAT is a registered charity. Its Registration Number is 1165602.

• 1.2. The principal address of SCAT is The Supreme Court, Parliament Square, London, SW1P 3BD.

• 1.3. The annual report and accounts are for the year 1 April 2023 to 31 March 2024.

2. Objectives

• 2.1. The objectives of SCAT are:

• 2.1.1. To advance the education of the public, in particular in relation to art; the connection between art and legal institutions of, or associated with, the United Kingdom and the history and operation of such legal institutions; and

• 2.1.2. To promote art for the public benefit, in particular through exhibitions and displays and through maintaining and managing the art collection of the Supreme Court of the United Kingdom.

• 2.2. The charity’s activity has been relatively modest during the reporting period, with the main focus being identifying potential new Trustees in order to support the charity as it develops its future plans to advance its objectives.

3. Structure

• 3.1. SCAT is a Charitable Incorporated Organisation (CIO).

• 3.2. The governing document for SCAT is the Constitution document. This was drafted by Bates Wells & Braithwaite LLP. It was formally agreed on 21 July 2015.

4. Governance and Management

• 4.1. Trustees are appointed to SCAT. The process for induction and training of a trustee is stated in the Constitution.

• 4.2. The SCAT trustees provide a high level of experience in a range of relevant disciplines, including curatorial and exhibition design, legal affairs, fundraising oversight, and governance. SCAT formally met three times during the reporting year and is supported by a UK Supreme Court Member of staff who acts as the Trust’s Secretary.

• 4.3. The management of risks is discussed regularly at meetings and there is a process in place to manage them.

5. Details of the Trustees

• 5.1. The have been changes to the trustees during the reporting year.

• 5.2. Details of the current Trustees and Secretary is shown below:

5.3. Following the year end, Ian Oakley Smith was appointed as a Trustee on 15 January 2025.

6. Main Activities undertaken for Public Benefit

• 6.1. Since the formation of SCAT in 2016, it has built on the UK Supreme Court’s track record of successful summer exhibitions to help promote public education on the justice system and the rule of law.

• 6.2. The principal way in which SCAT has delivered Public Benefit is through the delivery of temporary exhibitions and the commissioning of works of art. Both these serve to stimulate interest, discussion and further research into topics connected to the broad work of the appellate courts and particularly of the UKSC.

• 6.3. In the 2023/24 financial year, SCAT commissioned a photograph of the current President of the UK Supreme Court, Lord Reed of Allermuir. The photograph is now on public display in the UK Supreme Court at the entrance to courtroom 1.

• 6.4. Following a skills audit, SCAT sought new Trustees with legal and financial expertise. Rebecca Fry and Ian Oakley Smith were subsequently appointed as Trustees.

7. Declaration of Public Benefit Guidance

• 7.1. The Trustees have given due regard to the public benefit guidance issued by the Charity Commission when exercising any powers or duties to which the guidance is relevant.

8. Additional Policy Statements

• 8.1. There are currently no plans for policy programme related investment for the coming year.

• 8.2. A contribution in terms of time and expertise was part of the role of specific key staff in UKSC; however, with effect from this reporting period, this is now no longer the case.

9. Summary of Main Achievements During the Year

• 9.1. The photographic portrait of the current President Lord Reed has been taken and has also been hung with the portraits of the previous Presidents outside Courtroom 1.

• 9.2. In addition, the charity spent time identifying new Trustees in order to support the charity as it develops plans for the future. Two new Trustees have been identified, one of which

(Rebecca Fry) was appointed during the period and the other (Ian Oakley Smith) was appointed subsequent to the reporting period.

Notes to the Financial Statements

10. Basis of preparation

• 10.1. The financial statements have been prepared in accordance with the Charities Act 2011, as required by guidance CC16a of the Charity Commission accounts preparation notes dated January 2017. The accounting policies applied consider that SCAT is a CIO with gross threshold income of less than £25,000.

11. Receipts & Payments Account

• 11.1. The above covers the period 1 April 2023 to 31 March 2024 and is based on the activitybased receipts and payments category approach.

• 11.2. There were no sales of assets or investments in the above stated accounting period.

• 11.3. Assets are capitalised where the cost to UKSC of the individual item is in excess of the capitalisation threshold of £5,000.

12. Statement of Assets & Liabilities

• 12.1. The ‘Statement of Assets & Liabilities’ account is required when a receipts & payments accounts approach is applied. This replaces a balance sheet required for accruals accounting.

• 12.2. Cash in bank is accounted for in the Cash Funds category of assets.

• 12.3. The production of the accounts and annual report has been undertaken by a UKSC employee, on a voluntary basis.
