WENA transf¢rr¢d all its asse15. liabilities and aclivilies lo this chariiy and WENA was closed and its registration with the Charity Commission removed. OBJECTIVES AND ACTlVtTIES Objects - The objecls olthe CIO are.. The main activities undertaken lo furthcr thc purpN)ses of the charity have been to improve the ambience and facilities of ihe Communiiy Centre io make li an ideal choice for u5er5 who meet the needs ofour area ofbenefil. As part of the Chariiy we a150 run Little Acorns Pre-school which is OFSTED registered and delivers the Early Years Foundation Stagc (EYFS) for 2- to 4-year-olds (inclusive). At its last OFSTED Inspection Little Acorns was rated Go¢JJ. The Truslees in (klivering its services have tegard to ihe Charity Commission's guidance on public benefit. As well as providing facilities io hire (three meeiing r￿rnS and the main hall) to which the majority of Ihe Association general ￿ndS devote￿ ihe As$￿1￿¢10n runs twice weekly Bingo sessions and a weekly Internet Cafe session. Whilst these activities are open io all, thc majority of the users are scnior cilizcns. ACHIEVEMENTS AND PERFORMANCE The Association continues lo keep the Communily ce￿re in good order and has a rolling progrdmme of Tedccoraiion and is planning lo conlinuc to itnpTOVC thc facililiL% of thc Cenlrc. The aim of the impyovemenls is lo allra¢t a higher volume of both re8ular and one.off hirer5. In respect of regular hirers, the Asswiation aims to attract hirers who deliver services in linc with the objects of the Association. Through ils regular hirers there are nomlally many sessions run each week which contribute to a healihier living and lifestyles of the residenls of OUT area of bcnefil.

In directly providing services itself. the Association seeks to provide s¢rvi¢es not otherwise provided by ils regular hirers. In that respect, the weekly bingo sessions on Monday and Friday evenings are run. We also ran a weckly Iniernet Café. which following a drop in d¢mand now only nms as a drop in session once a month on the second Wednesday. wilh by appoiniment sessions run ihe oiher Wednesday afternoons. This continue5 to enable residents without internet access to gain ￿ceSS io many services that are only easily availablc online. We also allow users to bring in their own Laptops and Mobile Devices. Our volunteers are on hand at these sessions to as5isI our users with any problems ihey have. Where we identify a user in need of training. we gignp051 them to Community Action Dacotum (CAD) who nm thc courses previously by Dacorum Communities for Learning. FINANCIAL REVIEW The Association continues to be irnpacted by the rise in 8eTheral inflation and in particular the greater inflation rates for utility supplies. Our Centre Manager and his Assi￿artt have worked very hard lo increase ow hall hires from the low base caused by the paJ)demi¢. As a resuli ol those efforts, it has resulted in a surplus of £18.4k in ihe General Funds which compared to135t year's sU￿]￿S of £23.6k. In respeci of ils restricted funds (for the provision of the Little Acorns Pre-school) there was a small surylus of £1 k over the year compared io last year's deficit £10. Ik. which resulted in an overall 45UTplus of £19.4k compared to the overnll su￿lUS of £13.5k the previous financial year. The Trustees continue to monitor the Little Acorns situation ￿ endvdvour to mitigate the past losses and lo retain this year's positive ￿SuIt. It is still clcar from the above results that in common with many organisatiotts running Pre-Schoo15 deliverin8 the EYFS the Associotion are strnggling to deliver the service within th¢ in¢om¢ provided by the education gfdnt. Whilst not all the income for Littl¢ Acorns c(bmes in the forni ofeducation grant5 which mean5 such income should be designated as restricted fimding, Ihe Tntsiees have agreed io treat all their income as if it w&s restricted income. The As￿)cIall0n treats all remaining income and expenditure as unrestri¢led fvnds. 4.4 The Trustees continue lo monitor risk5 for the Association and have a Risk Register that is reviewed annually. The Risk Register is used io inform its decision re8ardin8 reserves. 4.4.1 The A550ciatlOn's Reserve Policy is to have a Generdl Reserve Fund, plus designated reserve funds known as its Closure Fund (whieh now i￿ludeS Little A¢oms Pre-school) and its Major Repair5 Fund. In respect of lis Closure Fund ihe trt￿CeS have sd it at 3 month5 nonnal trading plus the cost ofmaking staff redundant. In detennining the l¢vel of the Major Repairs Fund the Trnstees, irL March 2018 agreed that it would comprise two elemenls. the first a contingency sum to cover the cost of unforeseen rnajor repair5 (under its lease the Asslxiation is reswnsible io for llon-structural int¢mal repairs which includes iiems such as the heating System) plus the cost of any planned impmvements to be carried ou( during thc following financial year. 4.4.2 The Associaiion no longer has a Reserve Policy in resp￿1 of Littlc Acorns Pre-school except that it would like io see them break-even over a period of years. 4.4.3 The levels of these reseTve5 are detailed in Section B l of the accounts o)ntsined wiihin this report.
