## **2023 ANNUAL REPORT FOR THE PARISH OF WINKFIELD, CRANBOURNE & CHAVEY DOWN**

## **BACKGROUND:**

The Winkfield, Cranbourne & Chavey Down PCC has the prime responsibility of promoting the whole mission of the church(es); pastoral, evangelistic, social and ecumenical requirements. Any PCC is an unusual committee in that it is, within the church, supposed to be concerned with the practical, day by day and routine ‘housekeeping’ that is required to keep a large organisation going. It is however also supposed to be an outward looking organisation, always seeking the lost, the lonely and those outside of the church. We endeavour to try to do both, it is a challenge and at times hard and painful work but it is always worth doing.

The PCC also has maintenance responsibilities for the church, hall and grounds of St Martin’s, Church Road, Chavey Down; the church and churchyard of St Mary’s, Church Road, Winkfield; and the church, churchyard, hall and grounds of St Peter’s, Hatchet Lane, Cranbourne.

Winkfield, Cranbourne & Chavey Down PCC is a charity excepted from registration with the Charity Commission.

**Membership:** Members of the PCC are ex-officio, co-opted, or elected by the Annual Parochial Church meeting (APCM).

## **Committees:** The PCC operates through a number of committees:

The **Standing Committee** is the only committee required by law. It consists of the Incumbent, Wardens and Deputy Wardens, Treasurer and Secretary. It usually meets before each PCC meeting.

The **Ministry Team** which meets to organise Sunday and weekday services, the ministers’ rota and other ministry events.

Annual Reports:2023: page 1

The **Fabric Committees** for **St Martin’s, St Mary’s & St Peter’s** individually co-ordinate the Quinquennial works and other issues relating to the fabric of each church.

The **‘Friends of St Mary’s Winkfield’** is a registered Charity (1162342), and all fundraising is for the maintenance and preservation of St Mary’s church and its resources.

The **Friends Committee** for **St Martin’s.** All adult members of St Martin’s are regarded as “Friends” and the Committee meet on their behalf regularly.

The furnishings of St Mary’s are looked after by the **St Mary’s Women’s Guild** which undertakes many social and fund-raising activities throughout the year.

We still hope to produce a combined **Winkfield, Cranbourne & Chavey Down Parish Magazine** , and work is ongoing to achieve this.

## **ELECTORAL ROLL OFFICER’S REPORT**

The total on our Electoral Roll is now 231 compared to last year’s figure of 224. Of these 231, 141 are resident in the Parish and 90 are non-resident, 77 are male and 154 are female.

Winkfield, Cranbourne & Chavey Down Parish APCM report 2020

Annual Reports:2023: page 2

The split between our three churches is as follows:- 37 are members of St. Martin’s, 164 St. Mary’s and 30 St. Peter’s.

Further applications may be expected during the coming year, but we aim to encourage those who apply to go on the Roll to take an active part in our three churches, both practically and financially. **Marian Stevens, Electoral Roll Officer.**

## **REVIEW OF THE PCC YEAR**

The PCC met four times during the year working alongside the Standing Committee, the Fabric Team, the Finance sub-committee, and the Ministry Team. A wide range of subjects were discussed including:

- Continued work on the Sustainability plan for the Parish

- Fabric repairs at all churches

- Parish Share

- Fundraising and increasing the use of Parish Giving Scheme, Easyfundraising, and digital and website giving

- Data Protection

- Safeguarding

- Health & Safety

- Celebrations for the Queen’s Platinum Jubilee

- An online training session “PCC Tonight”

Many thanks go to all who have attended the PCC meetings and for their commitment to the work of the churches.

## **PARISH FINANCIAL REVIEWS:**

## **St Martin’s & St Mary’s Churches:**

In 2022, we continued our financial recovery plan. Despite the on-going challenges in the wider economy, we continued our Stewardship campaign in the year and focused on building general reserves, as the church’s financial reserves are still much depleted, but we are now seeing green shoots of recovery. The financial priorities for the year were to **pay our Parish Share in full and build our financial reserves.**

As part of Financial Recovery Plan, we launched the **Parish Giving Scheme (PGS)** in the prior year, and this enabled monthly donations by direct debit and we have encouraged all our regular donors to sign up to the Diocese wide scheme - giving us the opportunity to maximise the donations with the immediate collection of the gift aid as well as giving donors the option to future proof against inflation. By the end of 2022, PGS became our biggest source of donations.

Our generous church members continue to give valuable financial and wider support with the running of our churches. In the year, income increased from regular giving, and we continued our fundraising efforts, by raising over **£4,000 from events and donations for our stewardship campaign – thank you and well done to all our Parishioners and Friends!**

At St Martin’s, the Hall is now in regular use by the Puddleduck Nursery school and this regular booking allows us to invest in the facilities at the Hall and build for the future. We also held a very successful community event at St Martin’s to celebrate the Jubilee and continued with the lottery.

During the year at St Mary’s, we had another successful fund-raising year with the Summer Fayre and Christmas Tree festival becoming regular fixtures, as we look ahead the next long-term project in the

Winkfield, Cranbourne & Chavey Down Parish APCM report 2020

Annual Reports:2023: page 3

building will be the electrical systems supported by the Friends of Mary Winkfield who have actively organised new events and concerts.

The parish share continues to be our biggest cost currently, being over £1,200 a week that we pay to the Diocese for our contribution. Insurance costs have increased in line with inflation.

Energy costs remain high and look to be high into the future, therefore, we are always looking at ways to reduce usage and improve the buildings, but this will require some investment and fundraising.

We continue to receive generous donations for the restoration of our buildings and other on-going funds, however, the General fund has come under pressure in the last few years, and we should not just focus on specific projects but fundraise for the ongoing weekly service costs of the church, which increased significantly in the year.

Overall, the Parish has finished the year, by **paying 100% of our Parish Share** and looking ahead we must build our cash reserves, as we will face the same financial challenges the coming year and in 2023, we aim to make another full remittance to the Deanery whilst managing inflationary cost increases.

I would like to remind everyone that we receive no funding from the Diocese or Government and whilst we have so many members giving regularly and generously, we must continue to find new sources of income and grow our existing congregations.

**We must act decisively this year by continuing our Fundraising efforts** with the aim of building our financial reserves and we look forward to the positive actions that will deliver the rewards we can all share in the future.

## **St Peter’s Church:**

Accounts for 2022 show a net cash outflow of £20,409 for the year. This is largely due to the large expenses of building work as a result of the quinquennial inspection.

The main points worth noting are:

- Other income from fees and services has increased as we recover from the effects of the pandemic

- For 2022 total donations and other income amounts held up quite well versus the previous year. It should be noted that the total amount of £56,015 does include a one-off donation of over £3k from the Cranbourne Society, and also that gift aid was not reclaimed by the end of the year.

- Parish Giving Scheme (DD giving) was launched during the year and overall giving has increased year on year

- The Parish share was paid in full.

We still face financial challenges as follows:

• In 2022 we paid for essential repairs and maintenance to the Church of over £22,000 - this was funded by reserves, but the reserves continue to be depleted by such costs.

- Parish share which remains our largest regular cost and will be same value for 2023.

**INTERIM MINISTER’S REPORT**

## **Introduction.**

## **Happy Easter Everyone!**

**The overriding theme for Easter is that Jesus is “Christ is risen indeed.” That resounds all across the world as Christians celebrate Easter. It Matters that Jesus really did rise from the Dead. That same power that raised him from the dead is alive in us. The hope we have received motivates us to be instruments of God’s blessings and healing in a wonderful but broken world. It is therefore appropriate that our Parish mission is** “To work together to share God’s Love within the community around us”. Our Parish life and practice should continue to be informed by this mission. God’s love, Christian love is outward looking. It is the care and building up of those God brings into our lives.

I am happy to see that our improving welcome and hospitality continues to attract a few into our fellowships. APCM is an opportunity to stop and think about our current Interim Ministry and project into the future. I am also very grateful for and applaud the effort and labour of love that you all have put into all kinds of activities to keep this Parish going as a place where the Gospel is preached heard, believed. Thank you for all who give of their time and energy and treasure to serve and keep the Parish going with the Gospel message of Jesus Christ.

Members of PCC continue to work hard along the lines of Financial Sustainability and in supporting the Interim Minister in expanding the discipleship focus. The purpose of interim ministry is to get us to harness all off the resources and gifts that we possess bring about a flourishing Parish. A united flourishing Parish will be attractive to a Vicar or /and Rector, when the interim ministry comes to an end sometime next year. **PCC Tonight training** was interesting and helpful: we now have a code of conduct for our meetings. We are grateful for prayer, condolences and encouragement during the sickness and death of my brother and mother-in-law in August and October 2022.

## **Discipleship and Disciple-Making**

The last instruction that Jesus left for the church was to “Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything that I have commanded you. (Matthew 28:19-20). ‘Making disciples’ is Christ's mandate given to his followers and those after them. Becoming a disciple is a lifelong process. It doesn’t stop at Baptism and confirmation. Disciples are simply lifelong apprentices of Jesus Christ. When we are baptised and confirmed, that is what we become. Baptism marks the beginning of a journey with God which continues for the rest of our lives. We look forward to a record number of confirmations in June.

## **Bible Study.**

I often say that the scriptures are the life map for a Christian disciple. There are two Bible studies running in the Parish, one on Fridays run by Cynthia Lane and Still Waters on alternate Wednesdays led by the Interim Minister. It worries me that there is not enough interest in the scriptures. Discussions around historical religious paintings during Lent, have been very revealing, and I will continue to use them beyond Lent and Easter to shed light on scripture.

**Handel’s Messiah Reflections** . I attempted this as a means of thinking and reflecting on these familiar words while enjoying the music. Even with the low attendance that seemed to go well, and we have our second attempt later on today at St. Martin’s Church. You are all welcome.

Winkfield, Cranbourne & Chavey Down Parish APCM report 2020

Annual Reports:2023: page 5

## **Prayer and intercession.**

I believe that public and private Prayer is the engine of the church. The BCP and CW take the Bible and turn it into a prayer book. The result is that as we come to pray together the Bible leads us in prayer. The only Person who didn’t need to pray teaches us by parable to pray always. Mark tells us, “ _[35] Very early in the morning, while it was still dark, Jesus got up, left the house and went off to a solitary place, where he prayed”._

Tuesday morning prayers, fortnightly Tuesday evening Intercessions and Thursday evening compline continue to lead and guide us. I am grateful for all who attend and participate in leading, chanting and intercession. We need to pray persistently about the future of the Parish and act on God’s revealed leading. We have provided prayer trees in the churches as a help for people to pray.

## **Services.**

Over the last twelve months we have gradually restored much of what was previously ‘normal’ to our worship. Our services continue to grow as people become more confident to venture out into the public. _**Mothering Sunday**_ was of particularly high attendance at St. Peter’s and St. Mary’s, 45 and 91 respectively. Also, the first September Patronal for St. Mary’s was very well attended.

Family Praise and Crafty Church continue to flourish in numbers. I will continue to shape them to see how better to utilize the hour. I think an hour a week does not provide the diet needed by a Christian to grow and mature into fullness of our baptism vows. I pray that there will be more interest in the other Bible Discussions and prayer beyond Sunday.

I still find Service time inadequate in the development of our discipleship. The collect for the second Sunday of Advent has continued to be our prayer of illumination. We will always keep asking the question: “What else can I engage in to deepen my love and faith, especially in the seasons of Lent and Advent?” We continue to appreciate John, Dave, and Jennifer for their massive support at the various services. Jennifer stepped down in February and we miss her and the precise well prepared and delivered services. Many thanks to Anne to now taking some Morning Prayer services at St Peter’s, and I must also appreciate the

provision of music in all the churches by Andrea Stephens, Paul Jackson, Josh Tuffley, Stephen Mason and his father from Warfield, Jonathan Holl, Anthony Hodson and Henry Smith.

## **Sunday Afternoon Family Craft Café Church.** The level of our Families and

children’s work is wanting simply because we have no volunteers at the moment. These once-a-month family services are meant to cater for them especially since many children are occupied when we have morning services.

It was the experimental service for Eastingles on Good Friday 2022 that went well and gave birth to this once-a-month service at 4.00pm, based on a similar approach to Families but I need help with crafts, teas, and coffees. We had our second Eastingles on Good Friday this year.

## **Schools**

We have done well this last year. I am grateful for Sharon taking up Governorship at Winkfield St. Mary’s and attending these intense meetings and trainings even when she was feeling unwell. Lesley and John have done well taking all of the 2023 assemblies while Anne organised me for Cranbourne Primary.

## **Queen’s historic Platinum anniversary**

We celebrated the Queen’s historic Platinum anniversary in the Parish. Thank you for your hard work to make the activities successful and enjoyable by everyone across the Parish. Many people visited our

Winkfield, Cranbourne & Chavey Down Parish APCM report 2020

Annual Reports:2023: page 6

sanctuaries to see and participate in the various activities and exhibitions within and around them. Well done. I am sure we will do the King’s coronation just as proud.

## **Safeguarding Policy** and **Health & Safety Policy** .

These policies a crucial setting out our obligations to vulnerable people in our Parish plus the safety of everyone who uses our buildings. As a Parish we have this ‘duty of care’ to protect from any dangers that may be posed by our buildings. The policies have been reviewed by PCC and signed copies are on noticeboards.

**Parish Inspection.** I must thank the wardens for the work they put in for preparing for this. We were reminded a lot about the upkeep of our buildings and records including the follow up of Quinquennial inspections recommendations. For all who turn up on church work party days (cleaning and decluttering) we are truly grateful.

## **Retreat.**

Our parish retreat has been rescheduled to 10th June from 10am to 2pm in Ascot Community Centre. The Retreat is open to all PCC members and everyone in the various groups supporting the congregations; vergers, LLMs, readers, intercessory groups, bible study groups, Crafty Church leaders, welcome teams, Refreshment facilitators, editors of our magazine, flower arrangers... etc. Please put the date in your diary if you haven’t already.

The purpose of the Retreat goes beyond parish bonding. In our bonding we shall be thinking on what kind of Parish we aspire to be and some ways to get there, as we seek “To work together to share God's Love within the community around us” (Parish Mission Statement). The Deanery Lay Chair, Caroline Kallipetis will be facilitating.

**Patrick Mukholi, Interim Minister Eastertide 2023**

## **WARDENS’ REPORTS:**

## **ST MARY’S CHURCH**

## **Services**

## **0800 Holy Communion**

This service has now been reinstated on 2[nd] and 4[th] Sundays.

## **Family Communion, Holy Communion and Choral Matins**

These services have all continued during the year. The children once again, at Family Communion, take the elements to the altar.

## **Family Matins, Family Praise and Crafty Church.**

All these services continue to work well. The children tell the story of the theme of the day at Family Matins. They read the bible passages and prayers at all three services.

## **Baptism and Wedding Preparation Sessions**

One couple attended the official wedding preparation session but there have been two additional sessions. Baptism sessions reported in St Martin’s report by Margaret Smith who very kindly sets up for all baptism sessions.

## **Baptisms**

These continue to take place after Family Communion on the first Sunday of the month.

## **Churchyard**

The Community Pay Back Team continues to work well and the churchyard looks well cared for. The gardener tends the front of the churchyard twice a month and also the Memorial Garden. These two tasks are paid for by members of the Parish.

The enormous mound of garden waste at the back of St Mary’s Churchyard has been removed. Several members of the church spent many hours, using hired machinery and hard labour, transporting waste from the back of the churchyard to the forecourt where a rented skip was placed. For approximately 3 weeks members removed the rest of the waste, sowed grass seed on two paths and generally tidied the area. Signs asking those visiting the graves to either take their waste away with them or to place in the bins have been provided. Thanks are due to Brian Cox, the Bell Ringers, other members of the congregations and White Hart staff who worked tirelessly on this project. It is very much appreciated.

## **Church Committee**

The committee met at the end of February to begin the removal and/or storage of internal documents/books etc. The first floor of the Vestry has been partially cleared. The boxes of Christmas tree decorations have been removed to the warehouse of a kind congregant. The shed at the back of the church has been cleared and new shelving installed. We await the new lawn mower generously donated by another congregant.

## **John Kimbell**

John prepares and leads our Choral Matins services each month. After the first successful Crafty Choral Matins on a 5[th] Sunday, all 5[th] Sunday services are now Crafty Choral Matins commencing at 1000. They follow the theme of the previous Sunday’s Crafty Church story.

## **St Mary's Sidesmen**

We are extremely grateful to Sharon Cakebread, Jonathan Hemsley, Margaret-Anne Hodson, Richard Loveys and George McBride who are sidesmen at our services.

## **Bell Ringers – Tower and Hand Bell**

We are most fortunate to have both Tower and Hand Bell Ringers. To hear the Tower bells every Sunday as one approaches church is most welcoming. The Hand Bell Ringers ring at all Fifth Sunday services and special events. Our thanks to them all.

## **St Mary’s Choir**

Thanks must be extended to the choir members who have sung at all Sunday services and special services throughout the year. We are very fortunate to have several “extra singers!” who also attend and sing at many of our services.

## **Events during 2022.**

We held an exhibition to celebrate the late Queen’s Elizabeth’s Platinum Anniversary. There were two PowerPoint presentations showing various inventions and achievements during the 7 decades of her reign. Refreshments were available. The day ended with a short service of thanksgiving. The Annual Autumn Fayre took place in September, followed by the HODS exhibition days. Last event of the year was the Second Christmas Tree Festival.

## **Carols and Candlelight**

Two services this year as the third service has now returned to St Peter’s. All well attended.

## **Winkfield St Mary’s School**

Since the arrival of the new headmistress, relations between the school and church have grown. There

Winkfield, Cranbourne & Chavey Down Parish APCM report 2020

Annual Reports:2023: page 8

have been 5 assemblies we have attended and led. The Berkshire Chamber Orchestra leader and one other are due to conduct a workshop with the children and the Handbell Ringers also have a date for a workshop at the school.

They returned to St Mary’s for their Christmas carol service but unfortunately decided to alter their arrangements for the Easter service because of the road works outside the church. **Lesley Philpot Parish Church Warden**

## **ST PETERS CHURCH**

## **Services**

During 2022 St Peter’s gradually welcomed back our known congregaon and some new members to our weekly services. Revd Jennifer Jones led us in three services per month perming Revd Patrick Mukholi to concentrate his efforts on St Marn’s. I remain our Church Warden for the foreseeable future, perming me to lead one service per month.

All our services at Christmas – 11am Carol Service, 4pm Family Candlelit Carols, and 8pm Communion by Candlelight – were well aended and most enjoyable. Our special Candlemas and Mothering Sunday services were very well received by all the congregaon. Three marriages took place at St Peter’s in May, July and September and one bapsm in October.

## **Fundraising**

Fundraising connued with great sales of jams and marmalades plus our annual plant sale and spring/summer planters. Sales exceeded £2,000 once again.

Our total raised in Easyfundraising has doubled since 2021 to over £600 at present. A big thank you to all who bought items online.

The Parish Giving Scheme is gradually being used by more of our congregaon, assisng us with a quick return of Gi Aid thus aiding our cashflow.

## **Events**

Artsweek was again a great week-long event at St Peter’s with music, singing and art appreciaon. Aendees are always very generous with their donaons which reached over £1,000 last October.

In December the Berkshire Recorder Consort presented a Christmas Concert of early and more modern music, with singing and readings, we even sang a wassail. The evening was well aended and ckets plus refreshments brought us in excess of £400.

## **Churchyard**

The Community Payback Team were able to visit St Peter’s on a weekly basis last year and our churchyard never looked beer. The grass was kept mowed throughout the growing season and small areas were le for nature to express itself with wildflowers, buerflies and other insects. Sadly for us, our vising deer enjoy eang roses, but they are quite a sight for all who visit.

## **Chat & Cra**

Aendee numbers dropped greatly aer the lockdowns. We closed as usual during the winter but are thinking seriously whether or not to connue, due to low aendee numbers and the great hike in energy pricing.

Winkfield, Cranbourne & Chavey Down Parish APCM report 2020

Annual Reports:2023: page 9

## **Organ**

Bishop & Sons completed the organ reparaons at the end of August, just in me for it to be played at a wedding in September. We are most appreciave of the Cranbourne Society’s donaon and reserves from The Willingdon Fund which permied St Peter’s to have the organ repaired.

Later last year we had an ongoing ingress of rainwater in part of the rear north facing roof due to worn out lead flashing and mortar supporng coping stones, which was affecng the organ room humidity. We currently have a quote awaing DAC approval so that the work can commence soonest.

## **Church Fabric/Risk Assessment**

The main door entry system was installed in March and is med to open at 9 am and lock at 5 pm.

The general risk assessments were reviewed and updated last September to include some new risks that were identified. Fire risk assessments were reviewed and updated in January 2023. Both were presented for the Inspection. The Parish health and safety policy was annually reviewed by the PCC at the January meeting.

## **Anne Crewe**

## **Parish Church Warden**

## **ST MARTIN’S CHURCH**

## **Services**

The communion services throughout the year have been taken by Rev Patrick Mukholi and our Morning Prayer services led by Dave Cappleman and John Kimbell and occasionally by members of the congregation when needed: our thanks to all of them. There have been several Memorial services during the year.

A new service – Crafty Café Church began on the first Sunday in September 2022 and has continued on first Sundays. Patrick leads the service at the moment, although he is looking for volunteers. The service begins with a simple hymn. There are several readings performed by the children or their mothers and then the children cut out and colour the figures for the Craft Theme that day.

The Eastingle family friendly service introduced last year, with hot cross buns replacing the oranges of Christingle, took place on Good Friday.

## **Queen’s Platinum Anniversary**

A wonderful community jubilee party took place in and around St Martin’s on Sunday 5th June. Arranged jointly by Chavey Down Association, Chavey Down Women’s Institute and St Martin’s Church. Patrick blessed and dedicated the new flowering Cherry tree. The seating in the church was re-arranged, the food was excellent, there were quizzes and games for the children and a dog show!!!

The primary objective of the event was to bring the community together and provide an opportunity for new and old neighbours to meet. Financially the event aimed to break even, but the generosity of a number of local companies has led to a surplus which will be split between a local Bracknell charity, UNICEF Children in Ukraine appeal and St Martins Hall maintenance. We are now working on a Coronation Lunch for 7[th] May.

## **Hall**

To reduce electricity costs all the lights in the Hall have been converted to LED.

A significant issue with the hall drains was due to roots blocking the pipes. These have been cleared and the drainage pipes lined, with all work being covered by our insurance.

We continue to seek new users for the hall, with keep fit classes now running on Tuesdays and Wednesdays.

Winkfield, Cranbourne & Chavey Down Parish APCM report 2020

Annual Reports:2023: page 10

In December, Steve Drayton and Paul Jackson procured for the hall a good secondhand Cornilleau table tennis table and a social table tennis group has started on Thursday evenings from 7.00pm - 8.30pm. Free to play and open to all around the Parish. Potential for income with 'pay as you play' fees and possibly another table to be added as and when popularity grows. The table can also be available for use as part of hall hire.

## **Car Parking:**

New car park signs have been installed around the car park to remind residents that the activities in the church and hall take priority.

## **Oak Tree:**

Last summer remedial work was carried out to the Oak tree at the back of the car park. There is damage to the trunk and the tree appears to be stressed. We continue to monitor its health but at the moment it appears to be stable.

## **Lottery:**

Ticket sales for the 2022/2023 Lottery are significantly down on last year with only 48 numbers sold. The lottery will still make a profit and we will continue to promote new ticket sales.

## **Nursery:**

We are working with the nursery to agree a long term contract for the use of the hall.

## **CCTV**

As a security tool, a CCTV system has been installed in the church, although services are not recorded.

## **Friends of St Martin’s**

The Friends held their last meeting on February 16th

Discussion took place regarding Mothering Sunday posies that are given out during the Mothering Day service and Katie offered to make them up. Patrick had asked the congregation if anyone would make a cake for the service and Adelaide offered to do this. She made a lovely cake all beautifully iced. It was much enjoyed by all and went down well with our coffee after the service!

The next Friends meeting will take place in May.

## **Baptism Preparation sessions**

Margaret Smith sets up the Prep sessions on the Friday and helps on the day of the Baptism Prep. The next session will be held on the first Saturday in June

## **Christmas at St Martin’s**

Christmas at St Martin’s started with an Advent Carol service on 27 November, followed by an afternoon Christingle service on 4th December, Handel's 'Messiah' Reflections on 11th December, Village Carols on 17th December, a Nativity Communion service on Christmas Eve and Holy Communion on Christmas Day: attendance figures were up on last year with a significant number of visiting families on Christmas Day. Thoroughout the Christmas period the church was well decorated thanks to our flower team, with Christmas trees both inside and outside the church.

The village carol service was again a very popular service with festive refreshments provided by the Chavey Down Association and over £180 raised for Bracknell Night Shelter. With the attendance of less regular parishioners, cash giving was also up.

Thank you to all our wonderful volunteers who again stepped up to the challenges to deliver wonderful Christmas services for everyone.

## **Messiah at St Martin’s**

As mentioned above, Rev Patrick led an Advent Reflection on Part 1 of Handel's 'Messiah' in St. Martin's Church on Sunday 11 December, with organ, soloists and a small supporting group of singers including 4 current and 2 former from our Parish. It was very well received with a retiring collection of £60 taken for the Ukrainian appeal. Reflection continues with 'Messiah' Part 2 in Eastertide Sunday 23 April 2023, with the concluding Part 3 to be scheduled later.

## **Lauds Services**

Once again these fascinating reflection services have taken place across the Parish, including at St. Martin's.

## **Ruth Timbrell**

Ruth Timbrell’s memorial service was held on February 9th and Val Lovell gave the flower team a donation towards the cost of the flowers so the team was able to make a lovely display in her memory

## **Sides Team**

Robert and Susan Graham have joined the Sides rota which is a great help.

## **Music**

We are delighted that Josh Tuffley has joined Stephen and Edward Mason, playing at services when Paul Jackson is not available.

## **General:**

Over the year we have kept up to date with more urgent maintenance tasks for the church and the hall – thank you to everyone who has helped out.

The church and its facilities can't operate without the support of its congregation and community, and we are very grateful to all those who work so hard behind the scenes. I apologise for not listing you all or the many jobs that you do, however I know that I will miss someone!

For the prosperity of St Martin’s Church in Chavey Down, finance and volunteers still remain the biggest issues, and help and support with either is greatly appreciated.

## **DEANERY SYNOD REPORT**

There were, as usual, 3 Synod meetings during the past year, 22 June 2022, 15 November 2022 and 7 February 2023 with the Deanery Gathering on 15 October 2022.

The June meeting took place at Easthampstead Church with the theme of Digital Church. The speaker was Emma Thompson, Digital Church Communications Officer.

The November meeting was about the Eco Church and the speaker was the Revd. Margaret Dixon, Area Dean of Witney (by Zoom). Small group discussions followed the talk. This was also held at Easthampstead Church. Our Parish, (W, C&CD) has signed up for this and we are working towards our Bronze Award.

The speakers for the third meeting of the year in February were Adrian Laws, Chaplain for Ranelagh and Sandhurst schools and Timothy Griffith, Headmaster of Ranelagh School. The subject was Ranelagh School

## **SAFEGUARDING REPORT**

PM - Patrick Mukholi - Interim Minister

AS - Andrea Stephens - PCC Safeguarding Representative (PCCSR) CJ - Camille Jeffs - Parish Safeguarding Officer (PSO)

## **Safeguarding Concerns**

No new concerns raised.

No further updates on 2 previous concerns

**Safeguarding Visibility** - Broadening awareness and actual understanding of real Safeguarding concerns serve to support all those who are vulnerable. Dangers may be obvious, but all too often real dangers are presented covertly or worse still actually deemed helpful in keeping people _safe_ from harm. Real Safeguarding challenges also surface when any new type of concern is apparent that does not follow previous model examples in the area of Safeguarding. Being completely openminded is therefore essential to properly serve all vulnerable groups within our care.

1. **Safeguarding** is a fixed agenda item at each PCC and APCM meeting and every meeting needs to incorporate Safeguarding as a standard agenda item, even when there is ‘nothing new to report’. It is not necessary for the PSO to be in attendance and when not scheduled to attend a meeting, a brief report or summary may be submitted and the PCCSR can report as necessary. An annual Safeguarding report will be included.

2. The **Safe Spaces** link is included on the parish website and is also included in the parish magazine: https://www.churchofengland.org/news-and-media/news-and-statements/safe-spaces-launches-offersupport-survivors It is a place where vulnerable people can reach out to, especially if feeling isolated.

3. The **Safeguarding Action Plan** is a working document that has been shared with the PCC. An annual review is recommended.

4. **Safeguarding Reporting** methods continue to develop to raise visibility. These include regular ongoing Safeguarding discussion and communication between PM, CJ and AS (and Church Wardens); regular updates are shared with the PCC on a quarterly to a six-monthly basis.

5. **Safeguarding Sunday** began on 4[th] July 2021 and now runs as an annual event. The main objective of this initiative is to continue to raise awareness of what Safeguarding is. This includes increasing visibility and understanding of Safeguarding from different perspectives and what this means for individuals within the parish community.

6. The Parish wish to hold **Safeguarding Forums** , where all Church Officers and Group Leaders can exchange Safeguarding ideas, concerns and best practices.

7. To further remove barriers, consideration was given to including photographs to accompany the **Who’s Who in Safeguarding** was agreed at the PCC meeting on 17th March 2021.

8. **Safeguarding Dashboard** - although the PSO originally registered the parish in 2022, the parish dashboard appeared not to have been fully activated or successful as per feedback from an S&P Synod meeting. The registration process has now been completed for a second time in April 2023. The Displayed Information section has also been completed to assist with successful registration. Email confirmation has now been received that the dashboard has been used at Level 1.

## **Recruitment Process**

All parish volunteers who have any contact with vulnerable people - Group Leaders, Church Officers and PCC members - require a current **DBS** to be in place within the WCCD church parish/Oxford Diocese.

The recruitment process includes the three steps below: 1. Carrying out a **current DBS check** for the parish role - renewable every 3 years (previously every 5 years);

2. Completion of the **Confidential Declaration Form** and; 3. Completion of the **Basic Awareness Training Course** (formerly C0) - this can be carried out online (also available offline for anyone who has trouble accessing the internet by contacting the PSO or emailing rebecca.norris-bulpitt@oxford.anglican.org ). Beyond the Basic Awareness Course, other training courses are optional.

**DBS applications completed** - 23 DBS checks completed to date; all PCC members have now completed the DBS process, one member via a paper application.

**Confidential Declaration Forms completed** - 27 Declaration Forms completed. There are greater numbers of forms to DBS applications completed, as some long-standing volunteers who had been previously DBS checked had not previously completed declaration forms

## **Training**

To continue with compliancy, WC&CD continues to respond to Safeguarding requirements on training. The Diocese have requested that all Church Officers and Group Leaders carry out training to Leadership level, and all officers are encouraged to carry out as many courses as they are willing to complete.

Training numbers below are conservative and are based on actual known attendees of stated courses. A first draft training file has been compiled in March 2021. _**Ongoing action:** confirmation of any additional training carried out beyond the known numbers stated below._

**Basic Awareness** - 21 volunteers have completed the Basic Awareness training. This number is partially derived from numbers completing the Foundation course, as the Basic Awareness is a pre-requisite. This is an online course, but is now available in hard copy for those in need - please request via PSO.

**Foundation Course** - 19 volunteers have completed this course. This number includes the 14 volunteers who completed the Foundation Safeguarding Training Course on 7[th] March 2020, held at St Peter’s Church

**Leadership** - 6 confirmed to have completed the Safeguarding Leadership course. Email resent 18/01/2021 for uptake of Church Officers; no further booking confirmations received to date.

**Raising Awareness of Domestic Abuse** - 6 parishioners are now trained in Domestic Abuse.

**Safer Recruitment** - the lockdown meant a temporary suspension to this course being delivered. No known volunteers have completed this course.

## **Record Keeping and Organisation**

The organisation of Safeguarding record keeping continues to enable greater transparency to follow safeguarding guidelines. These actions include:

- (i) Declaration forms - continue to be completed on recruitment;

- (ii) Confidential Safeguarding training log has been created for the parish.  Continued ongoing communication to PSO of any courses completed to ensure record accuracy;

- (iii) Job Descriptions to be put into place for Church Office roles. Discussions initiated with PM. Friendly Faces and other key roles - ongoing.

## **Policy**

The Safeguarding policy was discussed, reviewed and approved by PM and CJ in March 2023 and is seeking final approval and sign off by the PCC.

## **INDIVIDUAL CHURCH REPORTS:**

## **ST MARY’S CHURCH**

## **ST MARY’S CHOIR**

The choir has performed at all regular Sunday services, several Funeral and Memorial Services and again just one wedding. They also sang at the special service in celebration of the late Queen’s Platinum Jubilee.

We have been lucky again in that several of our extra singers have joined with the regular choir members on a number of occasions. We are very grateful to them. Luke Saint returned to play at a Family Matins service in August. He taught the youngsters a couple of rounds. He also took a rehearsal of the junior choir for the Music and Merriment concert when Anthony was not well: we are very grateful him. It was good to see Josh Tuffley again and he has played for us on several occasions. We have also continued to work with Jonathan Holl, Anthony Hodson and Henry Smith during the year, and their help and encouragement has been invaluable.

**Lesley Philpot**

## **FRIENDS OF ST MARY’S WINKFIELD (FOSMW)**

The fundraising event during 2022 was the Music and Merriment Concert, once again, managed so skillfully by Anthony Hodson. An enormous amount of work goes into organising this successful evening and we are very grateful to Anthony and his team. We were very concerned at the beginning of the rehearsal when Anthony was rushed into hospital. However, he was well enough to be able to play an active role in the concert itself, which was excellent and well received.

FOSMW has supported other Church Fund Raising activities by offering ticket purchasing facilities on the FOSMW website.

The Electrics project was re-started. The DAC was approached and the Faculty process began. Unfortunately, the DAC was particularly busy and we waited some time to learn that we needed more quotations and our plan of the church was not adequate. Various companies were approached regarding this plan without success. Eventually our Architect was approached and his office will provide this plan. Once all information required is received, the Trustees will meet and hopefully the project will move forward.

The bank account is quite healthy and stands at just over £16,000. This includes a donation from the

Mercers’ Company in respect of the volunteered hours that Anthony has contributed, via their Members’ Philanthropy scheme.

The ‘Friends of St Mary’s Winkfield’ is a registered Charity (1162342). Its object is fundraising, not social, and all fundraising is for the support, maintenance and preservation of St Mary’s Church and its resources as a community asset. The church is 100% the responsibility of the Parish to maintain, so the Friends support the Parish directly, with nearly all grants going into the PCC bank account, other than small purchases or expenses paid for the church.

The management and administration of the Friends is wholly carried out by voluntary effort, with minimum expenditure on external services (e.g. website costs).

All FOSMW activities are publicised on the Friends’ website www.fosmw.com which also contains many items relevant to members and non-members, including notices of services and current/historical reporting of information. There is a link to the parish website (www.winkfieldandcranbourne.org.uk) and vice versa The FOSMW website also hosts the web-pages (www.fosmw.com/parishmag/) on behalf of the PCC and these includes a page for parish magazine advertisers. **Lesley Philpot - Chairman**

## **WINKFIELD ST MARY’S WOMEN’S GUILD**

The Guild has had a very interesting year with several speakers and two outings. The first speaker was John Kimbell who gave a slide show of his rail-pass tour around Japan at the end of March 2020, during which time Britain entered its first Covid-19 Lockdown. A month later local detectorist, Hugh Gibbon gave a presentation entitled “No Battlefield”. Hugh explained how relics he unearthed whilst metal detecting in a field of Tally Ho Farm led to a remarkable series of events. The first outing was to the Chertsey Museum, the Keeper of Costume gave a fascinating talk on “Blooming Marvellous, Flowers in Fashion” (covering the 1700s to the 2000s).The subject was chosen by Guild members. Judith Usher, whom we hadn’t seen since before lockdown returned to talk about Queen Mary 2 - a very enjoyable afternoon. John Kimbell led our Advent Service in December and also invited us to Lambrook in March. Many thanks to John.

The Guild assisted with the preparations for the Queen’s Platinum Anniversary, the September Fayre, HODS and our second Christmas Tree Festival. As we don’t have a meeting in January we treated ourselves to a late New Year lunch at the WH.

The flower team continues to arrange the flowers for all services and special occasions. The membership of the group has grown and there are now members from all congregations who are part of the team plus one or two neighbours. Many thanks to all.

**Lesley Philpot - President** .

## **TOWER CAPTAIN’S REPORT**

It was so good to get back to ‘normal’ in the ringing chamber and to welcome everyone on practice nights. The ringing rota has been useful in ensuring that we always have 6 ringers for Sunday service and many thanks to you all for your help in this. It is good to see George progressing well and becoming a very useful member of the band. Thanks also to Ally for coming along to help when she can make it. We are fortunate to have had Brooke join us and she and Dom are making steady progress. Our invitation to “Ring for the King” has led to two new ringers join our ranks and we warmly welcome Anna and Chris as they begin their journey to learn the ancient skill.

At this point I would like to mention our dear friend and supporter Vic who sadly passed away at the end of the year. He had come along to practice nights at Winkfield over many years and was a friend to us all. He is missed.

Looking back over the year 9 of us started off with a fun bowling evening in Wokingham during Holy Week. We had a much needed clean up of the tower in April and rang for the first of two weddings. In May a tower grab day raised £34 for us with the sale of refreshments where the cakes were much appreciated. In May we had an enjoyable and tasty evening courtesy of Jill and Phil with our annual bells and curry night.

In June we celebrated with the Nation as we rang for the Platinum Jubilee. It was a very happy weekend and was much enjoyed by all.

The hot weather in the summer saw us baking in Chris and Debby’s garden for our ringers’ barbeque and some entertaining game playing of Molkky (with a very curious cat spectating!)

By the way, just to mention that everyone had a much better crop of tomatoes than the previous year!!

In September we provided a couple of games and entertained with some handbell ringing at the autumn fair at Carnation Hall. Sadly, yet again, the attendance was poor, and The Guild may look to do something else in future to raise funds.

The Open Day in September saw only 2 visitors, but Bell Sunday was well attended. Jill and Tony spoke during a slightly reduced and subdued service following the death of Her Majesty Queen Elizabeth. We had been well organised in preparing our tyre muffles so that the band could ring fully muffled for her passing. Many thanks to all the band who came to ring for the funeral. Although Sue and I were away, we were with you in spirit and watching on the hotel television.

October saw the second wedding of the year as well as the Harvest Evensong and supper where the handbells and Trevor entertained. Unfortunately, Peregrine was moored a bit of a distance which made a ringers cruise a bit less attractive.

Firework night on 5[th] November was dry following an extremely wet day and week previously. It was lovely to see those who could make it.

On 7[th] November we supported 24 members of a local family after they made a special request to ring the bells, both tower and hand, in thanks and celebration for the survival of their three-year-old daughter from cancer.

Music and merriment followed in December, as did the tree festival. Many thanks go to Sue Woods for organising our Christmas Dinner in The Olde Hatchet and to Lauren for writing a quiz to keep us busy. It was lovely to ring in the New Year following a shared drinks and nibbles evening.

Finally, enormous thanks go to Trevor for his amazing quiz at which we raised in excess of £800. Jill also made a huge contribution to the evening by organising the wonderful supper. And to all who donated so generously to the Raffle prizes. Thank you all.

Here’s looking forward to the Coronation in May and to plenty of celebrating with our 300[th] birthday dinner!!

## **Tony Bish - Tower Captain**

## **ST MARY’S HAND BELL RINGERS REPORT**

We had a very busy year in 2022 with the return to “normal” ringing following all the pandemic restrictions.

Our AGM in March, following the usual business, allowed us to plan our social activities for the year. And what a year we have had!

Winkfield, Cranbourne & Chavey Down Parish APCM report 2020

Annual Reports:2023: page 17

During Holy Week when we are not permitted to ring, all the bell ringers and partners enjoyed an evening of tenpin bowling.

We enjoyed a curry night, a summer BBQ, a firework night, several outings and rallies.

On Easter morning we performed “The Easter Story” in church which involved several children reading and the bells ringing alternately.

As well as our continuing commitment to ringing on the 5[th] Sundays we also performed a special piece arranged to celebrate the Queen’s Jubilee. The church was beautifully decorated for the weekend - hopefully some of you came along and enjoyed the event.

We were asked to ring our hand bells for a wedding where the church had no bells and, although bitterly cold, it was sunny and a lovely occasion.

Another extra event for us was ringing for the “Inner Wheel” meeting – we rang a couple of pieces for them and then let them all have a go at “Ring and Sing” which was most enjoyable.

We were invited to do the same for a local Nursing Home in December which was also enormous fun.

Bell Sunday was in September where we gave a performance and then a talk on “Bells in Service”. As always, after the service the congregation were invited to have a go at the hand bells and/or visit the tower.

Our quiz night was a great success in February and we are grateful to the community for their support. A substantial amount of money was raised for us to pass over to the church electric funds.

There is a campaign to “Ring for the King” for anyone who would like to take part in the Coronation celebrations – come and speak to us about how you could participate in this special event.

We would love to recruit more members so that we can ring even more challenging pieces so do please come along and have a go – you will be warmly welcomed! The ability to count (mostly just to 4) is really all that you need!!!

As always my thanks to the team for their continued commitment, time, hard work and friendship. We continue to improve year on year.

## **Jill Glennerster - Hand Bell Director**

## **ST PETER’S CHURCH**

## **St Peter’s Church Choir**

During the year we welcomed a new member to the choir and also singers from the Parish and much further afield for special services. The choir sounded really beautiful at the Christmas services , but it was sad that some members were ill over the festive season and unable to join us .

We have continued to learn new hymns, both traditional and modern, and enjoyed introducing them to the congregation. With an increased repertoire, we are finding new hymns which fit so well with the readings and themes. We have sung at two weddings and some of us were able to join St Martins for two funerals.

We met during winter through zoom due to a rise in Covid cases, but now are meeting at my home to sing and chat together and choose our Sunday hymns. However, we look forward to the warmer months to come when we can return to practice in the church!

It is a real privilege to play for such an enthusiastic, friendly and loyal group of lovely singers, but we are always looking for new members to join us – do come and give us a try!

## **FRIDAY MORNING BIBLE STUDY GROUP**

Throughout this year we have met in one another’s homes for 2 hours, on Friday mornings. In our fellowship we include praise, prayer and Scripture-reading with discussion, followed by refreshments. During the year we have completed 2 short study guides, each lasting only 6 weeks, and felt inspired to invite guests from our churches to join us for these short programs. As a result, 2 have remained attached to the group, swelling our membership to 9 in total. Our study references:-

“ **Decisions** ” by J I Packer – a course in 6 sessions, which looks at scriptures from both Old and New Testaments to show us the resources God has given us (Scripture, Holy Spirit, prayer, community and our ability to reason) to help us make decisions and grow into the people He intends us to be.

“ **The Lord’s Prayer** ” – from the C of E PILGRIM SERIES – Over 6 weeks we explored the Lord’s Prayer as a guide to our own prayers and as a way of deepening our relationship with God.

**The Gospel of Mark** – We are currently reading from our Bibles, 1 chapter per week. Mark’s gospel account is fast moving and we are noticing how much Jesus was in action and constantly on the move but above all, His tender compassion and His teachings, contemporary in their message, are challenging us

## **STILL WATERS FELLOWSHIP GROUP**

## _**‘That which was from the beginning, which we have heard, which we have seen with our eyes, which we have looked at and our hands have touched – this we proclaim concerning the Word of Life. I John 1:1**_

Our Still Waters group continues to run on Zoom on 1st and 3rd Wednesdays of each month between 11.00am and 12noon, apart from during the Lent Period. We continue to be led by our minister Patrick Mukholi, who is a gifted teacher with an amazing knowledge of the Holy Bible. Learning from him is a pleasure and we all feel that we are growing in our faith and in our own knowledge of the Scriptures, as well as enjoying the fellowship of being part of this group. And we are always ready to welcome others to join us.

We are currently studying 1 John with the help of a small booklet, ‘1 John – How to be Sure’. We live in an age of uncertainty: about ourselves, about the truths of the Christian faith and about the future. This study covers such questions as ‘How can we be sure of the truth about Jesus?’ and ‘How can we tell if others are truly from God or not?

If you would like to find the answers to these and many other questions, please do consider joining us. You can find logging on details of our group on the church website or you can ring me for further information on 01344 884498.

## **WINKFIELD PARISH NEWS**

The Winkfield Parish News is still a monthly magazine and is published on the Web (see https://fosmw.com/parishmag/) on the second last Sunday of each month. Some paper copies are available in our three churches on the last Sunday of each month. It has generally maintained its 20-page A5 booklet format, and there was a special edition in May 22 to celebrate the Platinum Jubilee of our beloved late Queen, Elizabeth II.

We are grateful to the Friends of St Mary's Winkfield, who, free of charge, host the Winkfield Parish News web page (https://fosmw.com/parishmag), which contains copies of all published editions since February 2014. The web page also contains free advertising for local organisations that used paid advertising in the parish magazine when it was distributed physically - this advertising is not at present maintained. The webpage also points to GDPR and editorial policy and other activities.

It was hoped that the post-COVID magazine would be published bimonthly as a paper magazine, with paid advertising, and that it should be a real Parish magazine with contributions from all parts of the Parish. However, it has not been possible to put together the necessary administrative measures, and the magazine will continue to be published in its present form for as long as possible, or until better arrangements can be made.

Preparing the Winkfield Parish News is a Parish activity. The PCC is responsible for it, led by Revd Patrick Mukholi. It is not affiliated in any way to the Friends of St Mary's Winkfield (nor paid for by them), although, as noted, it is supported free of charge on the Friends' website. Apart from physical production, preparation of the News is a 100% voluntary activity. The Winkfield Parish News is grateful to the Mercers

Company of the City of London, which has provided a financial grant to support the editors' work in publishing the magazine (including printing of a number of paper copies each month).

We are deeply grateful to our regular contributors, who cover mostly St Mary's activities including leading articles, bell-ringing, church and local community activities, and announcements and contact details for important Parish aspects, such as safe-guarding; it is always a pleasure to include articles from other parts of the Parish and surrounding communities. But the Editors would very much like to see a greater sense of ownership from the St Peter's and St Martin's communities, with articles from all three churches. and they offer help to potential contributors. We were very sorry to have to report on the death of Ruth Timbrell, who was a staunch contributor when she was very active in the Parish.

Ideally, we need a regular correspondent both from St Peters and St Martins, and the Editors look to the PCC to make these arrangements.

Meanwhile, the Editors try to put together a magazine that is an enjoyable and even stimulating read for everybody, and this includes doing its part in publicising Parish activities (particularly Service information, which always has its place in the centre of the magazine). The content retains its general form over the year, using 20 pages (5-7 thousand words and graphics as appropriate):

- A leading article by the interim minister or other wisdom;

- Reports from the Parish Registers;

- Memorial reports when needed;

- Parish notices;

- Local events coming up, both in the Parish and also those of Parish interest in the surrounding areas;

- Services in all three churches;

- Reports from around the Parish;

- ‘Thoughts of all sorts’ – a miscellaneous collection of prayers, poems, stories, viewpoints and general articles from a variety of contributors; over the two years, this has included a serial feature that seems to have a following (without which it will cease);

- A crossword puzzle;

- A picture parable for children (of all ages).

There is currently no paid advertising, and graphics in the Winkfield Parish News editorial support local events free of charge, at the discretion of the Editors.

PCC OF WINKFIELD, BERKSHIRE
Independent Examiner's Report
to the PCC of St. Mary's & St Martlns Winkfield, Berkshire
This report on the accounts of the PCC for the year ended 31 December 2022 which are set
out on pages 3 to 15, is in respect of the examination carried out under Regulation 3(3) of the
Church Accounting Regulations 1997 to 2011 ('the Regulations,) and s43 of the Charities Act
1993 ('the Act,).
Respectlve responslbllities of the PCC and Examlnèr
As the members of the PCC you are responsible for the preparation of the accounts; you
consider that the audit requirement of Regulation 3(3) and s.43(2) of the Act do not apply. It
is my responsibility to issue this report on those accounts in accordance with the terms of
Regulation 25.
Basis of Independent Examinar's report
My examination was carried out in accordan￿ with the General Directions given by the
Charity Commission under section 43 (7)(b) of the Act and to be found in the Church
guidance, 2006 edition, issued by the Finance Division of the Archbishop's Council. That
examination includes a review of the accounting records kept by the PCC and a comparison
of the accounts with those records.
It also includes considering any unusual items or
disclosures in the accounts and seeking explanations from you as trustees concerning any
such matters. The procedures undertaken do not provide all the eviden￿ that would be
required in an audit, and consequently I do not express an audit opinion on the view given by
the accounts.
Independent Examlnar's Statement
In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the
requirements
to keep accounting records in accordan￿ with section 41 of the Act., and
to prepare accounts which accord with the accounting records and to comply with the
requirement of the Act and the Regulations
have not been met., or
(2) to which, in my opinion. attention should be drawn in order to enable a proper
understanding of the accounts to be reached.
