The Trustees present their annual report together with the financial statements of the Society for the year to 31 March 2021. The Trustees confirm that the Annual report and financial statements of the charity comply with the current statutory requirements, the requirements of the charity's governing document and the provisions of the Statement of Recommended Practice "Accounting and Reporting by Charities" applicable to charities preparing their accounts in accordance with the Financial Reporting Standard in the UK and Republic of Ireland (FRS102) Update Bulletin 1 (effective 1 January 2016). 

## **Structure, governance and management** 

## CONSTITUTION 

The principal object of the Society is to advance and promote the care and safety of critically ill infants and children. 

## METHOD OF APPOINTMENT OR ELECTION OF TRUSTEES 

The trustees hold office for an initial three-year period and comprise those elected by members of the Paediatric Critical Care Society to serve on its Council. They may be re-elected for one further period of three years and serve as an Officer in accordance with the Constitution. 

## **Public Benefit Statement** 

The Society’s trustees confirm that they have complied with the duty in section 17 of the Charities Act 2011 to have regard to the Charity Commission’s general guidance on public benefit, “Charities and Public Benefit’. The charitable purposes of the Society are set out in its constitution. The objects are achieved through education and training events, issuing professional standards documents, and by promoting and funding research. 

## **Objectives and Activities** 

## POLICIES AND OBJECTIVES 

The Society’s objectives ("the objectives") are to advance and promote the care and safety of critically ill infants and children, by (1) the advancement and promotion of those branches of medical science concerned with critical care of infants and children, and (2) the promotion of study and research into the critical care of infants and children and the publication of useful results of such study and research. 

The Society’s trustees form a Council to manage the development of policies and objectives for the Society. The principal objectives are in relation to its charitable purposes of education, standards, and research. 

During the year, the Society developed statements of plans and activities in support of its objectives. 

## ACTIVITIES FOR ACHIEVING OBJECTIVES 

The main activities for achieving the Society’s objectives are: 

1. Education: Council promotes education across the broad multi-disciplinary team who treat critically ill children. It holds a major conference each year for the benefit of all members of the multi-disciplinary team. Trainees hold a further 4-6 master classes per year for training purposes and there are study days for nurses and advanced nurse practitioners. Committees (sub-groups of Council) have been created to support education of nurses, nurse practitioners, trainees, pharmacists and all staff undertaking transport of patients. All groups report their activities to Council on an annual basis. 

2. Critical care nursing education was previously run out of universities. However, the cost was proving prohibitively expensive and therefore PCCS has developed a process for accreditation and ongoing peer review for these courses, which are now run by individual centres. This process was initially only for level 3 courses (paediatric intensive care) but now includes accreditation for level 1/2 courses (paediatric high dependency care) as well.

3. Information sharing and collaboration.  PCCS holds regular meetings for leadership of PCC Units in order to share information and resources.  The frequency of these meetings was significantly increased during the peaks of the COVID19 pandemic.  PCCS has a communication strategy to optimise information sharing between PCCS members via email, website resources, social media, webinars, blogs, and face to face meetings.  The Society publishes standards, the latest version is due for publication in Autumn 2021. 

4. Research: There is a PICS Study Group whose sole purpose is to promote research within the paediatric critical care fraternity. During the last year several PICS-SG trials have been published with many more expected to come to fruition over the course of the next few years. 

## GRANT MAKING POLICIES 

The Society makes research and fellowship grants subject to available resources. The aim is to make two awards each year. A separate Designated Fund has been established from which awards are made. 

## RISK MANAGEMENT 

Council has considered significant risks to which the Society is exposed. The Society has a financial risk relating to the outcome of its educational events programme and has taken steps to contain the risk through event insurance and budgetary controls. The Honorary Treasurer reports on financial matters to each Council meeting of the Society. These meetings record the formal review and approval of all aspects of finance and accounts. 

## **Achievements and performance** 

## REVIEW OF ACTIVITIES 

PCCS has formally transition from Paediatric Intensive Care Society (PICS) to enhance the Society's relevance to Operational Delivery Networks and colleagues who work in high dependency care 

PCCS has supported the national critical care response to the COVID19 pandemic through a range of activities including a series of weekly virtual meetings with clinical leadership from paediatric critical care units across the UK in order to share intelligence on clinical activity; working with NHS England and Operational Delivery Networks to inform the coordination of national critical care delivery, including the provision of mutual aid; provision of new educational resources via website and a series of educational webinars. 

A revision of the PCCS standards document (6[th] edition) commenced during this time period and is due to complete in Autumn of 2021. 

PCCS held its annual Annual Scientific Meeting (ASM) in October 2020.  The two-day event was held as a virtual meeting due to social distancing requirements.  Conference content included a range of scientific material, e-poster and virtual presentations from PCCS members, prize and grant awards. 

The PCCS education programme activity has increased.  A series of webinars for PCCS members has been delivered on a virtual platform, covering a range of clinical topics related to the work of the PCCS membership (wellbeing, ethics, acute liver failure, PIMS-TS, and the management of Covid in adults).  PCCS trainees’ masterclasses have also continued to take place via virtual platforms. 

Two new subgroups (special interest groups) have been established: wellbeing and High Dependency Unit (HDU) groups, reflecting the growth in scope of the society.  A third special interest group was identified for development in the next year: sustainability and climate change. 

The membership of the society has continued to grow year on year (circa 1150 members March 2021) 

The PICSSG (study group) has remained active, supporting research activity across the society, with over 15 million pounds of research funding allocated to PCCS research studies.

The PCCS council has formalised a communication strategy and appointed a communications lead from within council in order to streamline communication to members and to oversee social media channels. There has been significant growth in followership via the society’s social media channel on Twitter. During the period of this report PCCS also released regular ‘Presidential blogs’ to keep the membership informed of its activities. 

The society has continued to work with other professional societies (Intensive care Society, Faculty of Intensive Care Medicine, Royal College of Paediatrics and Child Health) to promote its objectives. 

The society also launched a free mobile phone app, available on Android and iOS, to benefit its members and increase visibility, which has had over 2000 downloads. 

## FINANCIAL REVIEW 

The Society recorded an overall surplus of £6,095 for the year, compared with a deficit of £26,336 in the previous year. The accounts for the previous year included costs of £21,904 in preparation for the 2020 Annual conference which was cancelled due to Covid 19. Receipts from former members have been received as donations and will be used to support research projects; these are held in a Designated Fund. 

## RESERVES POLICY 

The Society maintains reserves to enable it to develop its activities and progressively implement plans in support of its objectives. The Trustees consider that the level of reserves required to meet fluctuations in income and the outcome of major meetings is £40,000. Free reserves currently greatly exceed this figure, and we are looking to spend some of these additional funds in various areas of our work. 

## FUTURE PLAN 

The Society has set out a comprehensive strategic plan and will continue to develop specific activities to achieve the objectives. The key areas are: 

- Advancing knowledge and practice and supporting education 

PCCS intends to build on its successful delivery of a range of online educational material via through a series of educational webinars for members.  The annual scientific meeting will be held this year in Manchester as a virtual event.  The masterclasses and nursing education programme will continue, for the time being, as virtual events.  The website will be updated intermittently with “hot topics” and other relevant educational resources. 

- Improving awareness and recognition of paediatric critical care and the advantages of membership of the Society 

The Society has now formally transitioned from the Paediatric Intensive Care Society (PICS) to the Paediatric Critical Care Society (PCCS). The advantages of membership will continue to be promoted via the new communications strategy, and membership for colleagues who work in high dependency units (HDU) will be encouraged. A membership strategy to increase accessibility for members in Low to Middle Income Countries (LMIC) will be developed.  The PCCS Membership Group will inform council about how to better represent the needs of the Society's members. 

- Enhancing the Society’s profile as the professional representative of the paediatric intensive care community in the UK 

The Society has developed a Communications Strategy and a communications group within council.  The Society will continue to build on relationships with other professional organisations to establish PCCS as the primary contact for opinion and information regarding paediatric critical care services in the UK. In particular it will continue to strengthen collaborations with NICE and NHS-England. The Society is represented on the NHS-E Paediatric Intensive Care Clinical Reference Group.

- Developing partnership with other organisations involved in paediatric critical care 

Representation will be maintained with other organisations. The society is represented by Royal College of Paediatrics and Child Health through co-opted membership on Council. The Society’s President attends the Board meetings of  the adult Intensive Care Society and the Faculty of Intensive Care Medicine. 

- Promoting safe practice in paediatric critical care 

The Society’s Guidelines special interest group which will provide a focus for the ongoing development of standards and guidelines, and a point of contact for NICE and other Societies wishing to work collaboratively. The Society will continue to work through established sub-groups, including nurse managers, in developing its activities.  The PCCS standards will be revised and published in Autumn 2021. 

- Paediatric Critical Care Research 

The PCCS Study Group (PICS-SG) will continue to provide a forum to promote a multi-disciplinary interest in research. The Society will be making further research grants available. 

- Climate change and sustainability 

PCCS recognises the serious health impact of climate change and our responsibilities as a professional society.  The Society will issue a statement on this topic and develop a green plan, along with a climate change and sustainability sub-group with leadership within council. 

## **Trustees' Responsibilities Statement** 

The Trustees are responsible for preparing the Trustees' report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). The law applicable to charities in England & Wales requires the Trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that year. In preparing these financial statements, the Trustees are required to: 

- select suitable accounting policies and then apply them consistently; 

- observe the methods and principles in the Charities SORP; 

- make judgments and estimates that are reasonable and prudent; 

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation. 

The Trustees are responsible for keeping accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011 and the Charity (Accounts and Reports) Regulations. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report to the trustees on my examination of the accounts of the charity for the year ended to 31 March 2021. 

## **Responsibilities and basis of report** 

As the charity trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the 2011 Act'). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiners statement** 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1 ACCOUNTING POLICIES** 

## **Basis of preparation of financial statements** 

These financial statements have been prepared under the historical cost convention and in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). The Charity is a public benefit entity for the purposes of FRS 102 and therefore has also prepared the financial statements in accordance with the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (The FRS 102 Charities SORP) and the Charities Act 2011. 

The trustees have assessed whether the use of the going concern basis is appropriate and have considered possible events or conditions that might cast significant doubt on the ability of the Charity to continue as a going concern. The trustees have made this assessment for a period of at least one year from the date of approval of the financial statements. In particular, the trustees have considered the continued impact of the Covid-19 outbreak, along with Charity’s forecasts and projections. After making enquiries the trustees have concluded that there is a reasonable expectation that the Charity has adequate resources to continue in operational existence for the foreseeable future. The Charity therefore continues to adopt the going concern basis in preparing its financial statements. 

## **Fund accounting** 

General funds are unrestricted funds which are available for use at the discretion of the Trustees in furtherance of the general objectives of the charity and which have not been designated for other purposes. 

Designated funds comprise unrestricted funds that have been set aside by the Trustees for particular purposes. The aim and use of the funds is set out in the notes to the financial statements. 

## **Income** 

All income is included in the Statement of Financial Activities when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy. 

Subscriptions are accounted for when received. No accrual is made for outstanding subscriptions as membership lapses on non-payment. 

Grants and Donations are accounted for when receivable. Grants for future expenditure received subject to conditions are deferred and released to income when the conditions are met. 

Meetings income includes registrations fees and associated income received from meetings. 

## **Expenditure** 

All expenditure is accounted for on an accruals basis and has been included under expense categories that aggregate all costs for allocation to activities. Where costs cannot be directly attributed to particular activities they have been allocated on a basis consistent with the use of the resources. 

Meetings expenditure includes the direct costs of meetings and associated expenditure. 

Support Services costs are those costs incurred directly in support of expenditure on the objects of the charity. Governance costs are those incurred in connection with administration of the charity and compliance with constitutional and statutory requirements. 

Grants payable are charged in the year when the offer is made except in those cases where the offer is conditional, such grants being recognised as expenditure when the conditions attaching are fulfilled. Grants offered subject to conditions which have not been met at the year-end are noted as a commitment, but not accrued as expenditure.

## **2. ANNUAL CONFERENCE, STUDY DAYS AND OTHER ACTIVITIES** 

The Annual Conference scheduled for Manchester in October 2020 was cancelled due to COVID-19. The results for the year to 31 March 2020 included the total committed costs for the October 2020 conference before it was cancelled. The Annual Conference in October 2021 was held virtually.
