Structure, Governance and Management

HOPE - South Yorkshire Fire - Road and Water Related Trauma Support for Families, previously known as HOPE - The South Yorkshire Fire & Rescue and RTC Family Support Group is a Charitable Incorporated Organisation with a Foundation Model Constitution as its governing document, it was adopted on 4 February 2016 and amended on 21 September 2016, 31 August 2017 , 4 July 2019 and 20 October 2020.

The Trustees form the management committee of the charity and are responsible for setting and reviewing the policies, finances and strategic direction of the charity. The Trustees delegate the day to day management of the Charity to Maryann Quinn, Charity Operations Manager.

Appointment of Trustees

The maximum number of charity trustees is 9.

Apart from the first charity trustees every appointed trustee must be appointed for a term of three years.

A member of the South Yorkshire Fire and Rescue Authority for the time being ('the office holder') shall automatically ('ex-officio') be a charity trustee, for as long as he or she holds that office. If unwilling to act as a charity trustee, the office holder may give notice in writing to the trustees of his or her unwillingness to act in that capacity; or after accepting appointment as a charity trustee, resign.

Risk Management

The trustees show due diligence by examining the major risks that the charity faces and putting systems into operation so that steps can be taken to reduce these risks.

Charitable Aims and Objectives

HOPE supports those bereaved by traumatic events (road traffic collisions, fires, drownings for example) and/or experiencing trauma through witnessing a fatal event across South Yorkshire. HOPE supports individuals and families to process their grief, manage PTSD from witnessing or being involved in the fatal incident and to rebuild their lives post incident. We are there for as long as somebody needs us, and there are no limits to how long support is accessed.

Our support is inclusive, compassionate and adaptable. It is dependent on the individual and their circumstances – they are accepted for who they are, and for what they are going through. We tell each person that “We will walk alongside you, behind you, and next to you” for as long as they want.

Working in partnership with professional agencies, community or voluntary networks and other concerned organisations throughout the area of benefit to assist the beneficiaries of the charity; and increasing community involvement in the area

of benefit in promoting safety by raising public awareness of the need for home and road safety, manage risk on how to stay safe for the public benefit.

Public benefit

The trustees have given due consideration to the Charity Commission published guidance on the Public Benefit requirement under the Charities Act 2011. We review our aims, objectives and activities each year to help to ensure that we remain focused on our stated purposes. Benefits are included in the information above.

Achievements and performance

Peer Support Groups

HOPE’s Peer Support Groups continue to be the cornerstone of HOPE’s offer of support for those in contact with HOPE.

The Peer Support groups are offered across South Yorkshire and offer equality of access, for all those that have been through a traumatic bereavement. HOPE also continues the wider offer, to families and to individuals coming for support, or being referred into HOPE for support. One to one’s, family support sessions, meetings, walks and attending court hearings, inquests, and funerals, all with families, all without restrictions. HOPE has been able to offer this support to families across, Barnsley, Rotherham, Sheffield and Doncaster.

Over the past year, HOPE’s numbers have climbed and have reached engagement with and supported 220 people. This encompasses all ages from 2 years old to over 80 years old. Families and individuals can access HOPE from immediacy after a death, to many years later. Traumatic grief has no timeline. Some will come soon after a fatal incident, other’s will come months or even years after a loved one has been killed, or through the witnessing of a traumatic death. Referrals are made to HOPE through NHS, SY Police, SY Fire & Rescue service, as well as through education establishments, and pupil referral unit's word of mouth, community groups or organisations and IAPT, (Improving Access to Psychological Therapies). At times, a family will bring another family member, now ready for support, or someone completely new to support, to a peer support group.

HOPE continues to offer and support families following multiple fatal incidents and fatal house fires. Attending the scene to support families to lay flowers at the scene of a fatal road traffic collision. To be alongside them, when they are attending the aftermath of a fatal house fire, with Oliver (HOPE's PTSD Support dog) to support the family.

HOPE provides bi-monthly Peer support groups. Families can attend once, or attend as many groups as they want, it is their needs that HOPE is guided by, and for however long they need the support. HOPE can have 5 people or 40+ attending a peer support group. No two Peer support groups are ever the same, just as people’s trauma and grief is never the same. At the December 2024 group there were 42 people in attendance, with volunteers supporting too.

Some families will come to HOPE not knowing what to expect, but their need to come together with others, who truly understand, and to be supported by HOPE staff, in a non-judgemental and holistic wrap around supported environment, allows them to come.

A person or family’s needs are individual and vary greatly even within one family group. Their relationship with the individual that has been killed, is what guides their traumatic grief. This can lead to light touch support, or intensive support over many hours and many months. HOPE is their constant, HOPE is there for them, through emotional, practical and family times of need; never judging.

HOPE importantly provides vital transport for those who cannot attend groups/meetings, due to not having the means or the financial ability to attend. HOPE importantly offers equality of access to all.

Supporting families through the CJS (Criminal Justice System)

HOPE continues to support families when they are attending court, to see the defendant, who may or may not be pleading guilty, or being sentenced following a conviction, for a death by careless or dangerous driving. This can be across Magistrates and Crown courts across South Yorkshire. Some families will have cases listed 18 months to 2 years from a defendant pleading not guilty, and will come to HOPE for support throughout this time. Some trials are listed for 5 days, and HOPE will be there with the family. The same at Coronial Inquests, HOPE will support families through the Coronial process. Inquests are incredibly highly emotional and at times the Defendant’s may be in attendance too. Through all the court processes HOPE will be there to support the families, quietly in the background, but present, the one constant. It is immensely stressful watching a defendant in court, who has killed a family’s loved one. The support HOPE offers continues whatever the intensity, over many hours, days, weeks and months, and at time year’s.

Oliver

Oliver brings another very important avenue of support for the families that come to HOPE, and his role will develop and grow as he gets older. He has attended park walks, many HOPE events, the coroner’s office and the medico legal centre as well. He is working toward his full Kennel Club Good Citizens Award, having passed his Bronze and will then continue training for Therapy and full Public access.

Oliver’s own mental health and welfare is also looked after, by allowing him to de-compress from his valuable support work, by going doggy swimming. This allows him to be a normal dog enjoying his play time just being a dog and not having to concentrate on his working support for individuals.

Donations

HOPE is registered with HMRC for Gift Aid, so that all and any donations, and gifts can be maximised for the charity through the Gift Aid process. HOPE also has a presence with Just Giving so those that wish to do a sponsored or fundraising event can now access the support though the Just Giving platform, which gives HOPE Charity a greater social media footprint to support the charity.

Collaboration and Networks

Sheffield University

Sheffield University Medical school collaboration continues with HOPE accepting 4, third year medical students. They were instrumental in providing talking heads information videos, and updating the website information leaflets and materials.

They attended peer support groups, and were engaging with families in attendance, to support the work HOPE does. Their support, as always at the November and December peer support groups proved to be invaluable, as this is one of the busiest times of the year.

The medical students are immersed in all the areas of work HOPE does and meet some of the organisations who collaborate with HOPE, e.g South Yorkshire Fire and Rescue (SYFR) to learn about the work SYFR does across South Yorkshire. This enables the students to see, experience, feel what happens when the emergency services attend a fatal incident. Allowing them to be part of the traumatic grief and experience of those with PTSD, and allows them to fulfil their learning objectives and social determinants of their health module, and allows HOPE to play a small part in their development as future doctors.

Wortley Hall

The HOPE memory tree and planter is dedicated and planted at Wortley Hall. The tree and the area around it, continues to be a focal point for families who have nowhere else to go to remember their family member. This may be because their loved one was cremated and their ashes scattered. Families leave memorable items, poems, teddies, wings, hearts, or whatever they see fit in memory of their loved one. HOPE also works in collaboration with Wortley Hall, and should any items become weather worn, they can be gently removed and placed in a large memory crate, kept in the Wortley Hall stables for all time.

South Yorkshire Local Resilience Forum

HOPE remains part of the South Yorkshire Local Resilience Forum, and works together with other agencies, i.e. Red Cross, Mountain Rescue, Street Pastors, also members to put into place a traumatic event response measure. This ensures, that should HOPE’s services ever be needed, we can respond with our expertise, knowledge and information to work alongside other called on services to support people affected by a larger major incident with trauma.

Community events

HOPE also attended several community events across South Yorkshire to help raise the profile of HOPE. Support was offered at the events for anyone identifying as needing the same, and provided information and invitation to come to the Peer support groups was also offered.

Future Plans

HOPE’s offer of support continues to grow and numbers of families and individuals continue to grow too. Sadly, this is a reflection of the fatal incident increases across South Yorkshire. HOPE’s offer of support always reflects the needs of the individual or family group. HOPE offers walks with families in parks, meeting at farm café’s, organising family boat trips and accessing the grounds of Wortley Hall. HOPE’s growth continues and thus the levels of support offered and sought does too, this is always in place for however long that may be needed. HOPE’s engagement within the Peer support groups will also grow with additional creative art and craft, specific bereavement support, reading with Oliver; an initiative offered for young people to be able to interact with Oliver whilst having guided reading. Staff support and volunteers are also in attendance, to assist and meet the need of those attending.

Future Plans continued

Providing the necessary and continuing training for Oliver, HOPE’S Therapy dog, he has now achieved his Kennel Club Good Citizen Award Certifications in Bronze, Silver and Gold. He has further achieved his Public Access Certificate (PAC), and continues to build his skills as he grows, for the benefit of the families HOPE supports.

Making further partnerships to be able to promote the invaluable and free Collision sessions into alternative educational providers, and support the very individuals whose families may come to HOPE following a fatal incident.

Continue the collaborative work with third year Students from Sheffield University Medical school, so that the students can; and some do, stay as volunteers and support HOPE.

HOPE has been requested many times by families to hold the “Coming Together” event, it is where friendships and bonding happens through shared Traumatic grief, in a way that is not doable anywhere else. HOPE will look to host a further event; funding permitting, to facilitate this and support the families to attend.

To keep creating and adding pages to the website for Oliver the Therapy dog, updates about Collision for the alternative providers, and keep encouraging people, of all ages, to upload their art work to the website. To work on adding small verbal narratives so others can hear how families and individuals access the support through HOPE.

Financial review

Principal funding sources

HOPE is dependent on grants and other external funding sources to sustain its activities. This is the final year of a three year grant with The National Lottery Community Fund. The trustees have submitted a new funding application to the NLCF, and they are still awaiting the outcome. A further application is being developed that will be submitted to BBC CIN for the Reading with Oliver programme and the charity are building on sourcing their own income stream through the sponsorship of Oliver.

The charity's policy on reserves

The reserves that we have set aside provide financial stability and the means for the development of our principal activity. We intend to maintain our reserves at a level which is at least equivalent to 4 months of operating expenses . If difficulties were to arise the reserves would be used to continue running in the present form. Staff would continue to deliver a service whilst trying to secure new funding.

At 31 March 2025, after allowing for funds invested in tangible fixed assets of £14,207 the charity held unrestricted reserves of £62,265 (2024: £58,427) which based on the current years expenditure equates to 5 months operating expenses. Potential redundancy payments are calculated at £6,702.

Financial Position

The financial statements are set out on pages 13 to 20. The charity received total income of £171,519 in this financial year (2024: £139,170). The majority of income is grant funding and full details of grants received during the year are provided on page 17 of this report. Total expenditure for the year was £149,451 (2024: £116,569), giving a surplus for the year of £22,069 (2024: a surplus of £22,601). The total funds at the year-end stand at £104,752 (2024: £82,684).

The general reserve of the charity, represented by unrestricted funds, stands at £76,472 at the year end (2024: £59,062).

Investment

The trustees have considered the most appropriate policy for investing funds and has found a savings account with Unity Trust meets the charity's requirements.

Statement of Trustees responsibilities

Law applicable to charities in England & Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the charity’s financial activities during the year and of its financial position at the end of the year. In preparing financial statements giving a true and fair view, the trustees should follow best practice and:

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011 and applicable accounting standards. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report on the accounts of the charity for the period ending 31 March 2025, which are set out on pages 13 to 20.

Responsibilites and basis of report

As the charity trustees you are responsible for the preparation of the accounts in accordance with the requirement of the Charities Act 2011 ('the Act').

I report in respect of my examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable directors given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Charity as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies

- Basis of preparation

The financial statements have been prepared in accordance with Accounting and Reporting by Charities - Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019) - (Charities SORP (FRS102)) and with the Charities Act 2011.

The charity meets the definition of a public benefit entity under FRS102. The financial statements are presented in sterling which is the functional currency of the charity and are rounded to the nearest £1.

The accounts have been prepared using the natural classification method.

- Going concern

The accounts have been prepared on a going concern basis. After reviewing the charity's forecasts, projections and its reserves, the trustees have reasonable expectation that the charity has adequate resources to continue in operation for the foreseeable future. They are currently awaiting the outcome of a new National Lottery Community Fund application and are working on securing further funding as detailed in the Financial Review.

- Income

Income is recognised in the SOFA when the charity has entitlement to the funds, any performance conditions attached to the monies have been met, the receipt of the income is probable and its amount can be measured reliably.

Income from government and other grants, whether 'capital' grants or 'revenue' grants, is recognised when the charity has entitlement to the funds, any performance conditions attached to the grants have been met, it is probable that the income will be received and the amount can be measured reliably and is not deferred.

- Donated good and services

Donated facilities and services are recognised in the accounts, at the amount the charity would pay in the open market for a service equivalent to that being donated, when the charity would otherwise have purchased them and the value can be measured reliably.

The contribution of general volunteers is not recognised as income in the charity accounts.

- Expenditure and liabilities

Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required and the amount of the obligation can be measured reliably.

- Tangible Fixed Assets

Individual fixed assets costing £500 or more are capitalised at cost and are depreciated over their estimated useful economic lives at annual rates as follows:

In the year of acquisition, assets are depreciated for the full year.

- Taxation

HOPE is a registered charity and is exempt from UK corporation tax on income from its charitable activities.

- Pension costs

The charity operates a defined contribution pension scheme for employees. Pension costs charged to the Statement of Financial Activities represent the contributions payable by the charity in the year.

- Funds structure

The charity maintains a general unrestricted fund which represents funds which are expendable at the discretion of the trustees in furtherance of the objects of the charity.

Restricted funds have been provided to the charity for particular purposes and may only be spent for the purposes for which they were given. Any balance remaining outstanding on restricted fund at the end of the year is carried forward as a balance on that fund, unless permission has been given by the funder to remove the restriction on the balance outstanding.

- National Lottery Community Fund Reaching Communities (New)

Provide a support structure and network for anyone affected by death or traumatic incident or through the witnessing of a fire, Road Traffic Collision (RTC), drowning or incident with trauma. Signposting to the support network when required.

South Yorkshire Community Fund

Funding for a peer support facilitator for 12 months to enable more support for families.

Freemasonry and Lieutenancies Partnership Fund

Bring families together at an event to make creative memories for loved ones. Access to one to one grief and trauma support in an outdoor setting.
