## **Structure, Governance and Management**
HOPE - South Yorkshire Fire - Road and Water Related Trauma Support for Families, previously known as HOPE - The South Yorkshire Fire & Rescue and RTC Family Support Group is a Charitable Incorporated Organisation with a Foundation Model Constitution as its governing document, it was adopted on 4 February 2016 and amended on 21 September 2016, 31 August 2017 , 4 July 2019 and 20 October 2020.
The Trustees form the management committee of the charity and are responsible for setting and reviewing the policies, finances and strategic direction of the charity. The Trustees delegate the day to day management of the Charity to Maryann Quinn, Charity Operations Manager.
## **Appointment of Trustees**
The maximum number of charity trustees is 9.
Apart from the first charity trustees every appointed trustee must be appointed for a term of three years.
A member of the South Yorkshire Fire and Rescue Authority for the time being ('the office holder') shall automatically ('ex-officio') be a charity trustee,
for as long as he or she holds that office. If unwilling to act as a charity trustee, the office holder may give notice in writing to the trustees of his or her unwillingness to act in that capacity; or after accepting appointment as a charity trustee, resign.
## **Risk Management**
The trustees show due diligence by examining the major risks that the charity faces and putting systems into operation so that steps can be taken to reduce these risks.
## **Charitable Aims and Objectives**
Providing a support structure for people affected by a death or traumatic incident either within their family or through the witnessing of a fire, road traffic collision (RTC) or incident with trauma, and by responding to the emotional needs of people who have been affected by fire, RTC or incident causing trauma with charitable help and assistance.
Setting up a sign-posting network of support and providing information through seminars, conferences and training events which aim to address the emotional trauma suffered by people through trauma by fire, RTC or incident with trauma.

## **Charitable Aims and Objectives continued**
Working in partnership with professional agencies, community or voluntary networks and other concerned organisations throughout the area of benefit to assist the beneficiaries of the charity; and increasing community involvement in the area of benefit in promoting safety by raising public awareness of the need for home and road safety, manage risk on how to stay safe for the public benefit.
## **Public benefit**
The trustees have given due consideration to the Charity Commission published guidance on the Public Benefit requirement under the Charities Act 2022. We review out aims, objectives and activities each year to help to ensure that we remain focused on our stated purposes. Benefits are included in the information above.
## **Achievements and performance**
During the year we have been able to offer peer support groups, one to one’s, family support sessions, meetings, walks and even attend court hearings with families, all without restrictions. The lifting of the restrictions made such a difference to the families we support, it was as if they breathed a collective sigh of relief, to be able to come together as they had done, before the pandemic.
Over the year, HOPE has supported 112 people. Ages range from 4years old to over 70years. Some have come to HOPE after a recent fatal incident, others come to us, years after a loved one has been killed. 14 new families have been referred to HOPE, through the Police, NHS, SY Fire and rescue service, also referrals have come through schools, word of mouth, community organisations and IAPT, (Improving Access to Psychological Therapies).
HOPE has supported families at court over multiple days, with over 7 court days and over 250 hours of intense support for family members. This support is pre-court, at court and post court.

## **Achievements and performance continued**
HOPE continues to offer and support families following multiple fatal incidents and fatal house fires. Attending the scene to support families to lay flowers at the scene of a fatal road traffic collision. To be alongside them, when they are attending the aftermath of a fatal house fire, with Oliver (HOPE PTSD Support dog) to support the family when they return to the house. We assist the family and be there with them, with sensitive and calming support, when the loss adjustors, insurance people and others attend to evaluate the fire damage, that had ravaged the house, where their loved one died.
HOPE provided 23 Peer support groups, these are where families can just turn up, or can attend as many times, and for however long they need the support for. There can be 5 people or 20+ attending, and no two Peer support groups are the same. The intensity of support needs varies at every group, but the constant for the families is that they know we are there. HOPE regularly provides transport for those that cannot attend, due to not having the means or the financial ability to attend.
Oliver brings another very important avenue of support for the families that come to HOPE, and his role will develop and grow as he gets older. He has been into 2 houses badly damaged by fire and wears special safety boots, so his paws are not cut by fire debris.
Oliver’s own mental health and welfare is also looked after, by allowing him to decompress from his valuable support work, by going doggy swimming. This allows him to be a normal dog enjoying his play time just being a dog, and not having to concentrate on his working support for individuals.
The new Website has made donating easier with the activated donate button, this shows real growth with the new website and in turn has seen more visits to the site.

## **Achievements and performance continued**
Sheffield University Medical school collaboration continues with HOPE accepting 3 third year medical students last year. They were instrumental in developing the Trauma leaflet for HOPE and attended groups and events. Their support at groups through November and December has been invaluable as this is one of the busiest times of the year.
By allowing the students to see, feel and be part of traumatic grief and experience those with PTSD, helps them to fulfil their learning objectives and social determinants of health module, and allows HOPE to play a small part in their development as future doctors.
The HOPE memory tree, which is planted at Wortley Hall, continues to be a focal point for families who have nowhere else to go to remember their family member. They can leave memorable items, poems, teddies, or whatever they see fit in memory of their loved one. HOPE also works in collaboration with Wortley Hall, and should any items become weather worn, they can be gently removed and placed in a large memory crate, kept in the Wortley Hall stables for all time.
HOPE recently held an event at Wortley Hall, this was attended by 91 people. From the feedback we received everybody found the event supportive, helpful, bonding and the ability to come together to meet others from across South Yorkshire made them feel even less alone. Families laughed together, they cried together, but most of all they felt “together” not isolated, alone or ostracised in their trauma and grief.
Giving World is supporting HOPE with items that are given to HOPE families, these they are free and things they would not ordinarily access because of financial means. Some maybe toiletries, toys, clothing, baby items, always an assortment, which HOPE can pass onto others, especially in high areas of deprivation and need.
HOPE remains part of the South Yorkshire Local Resilience Forum, and works together with other agencies, i.e. Red Cross, to put into place a traumatic event response measure. This ensures, that should our services ever be needed, we can respond with our expertise, knowledge and information to work alongside other called on services to support people affected by a larger major incident with trauma.
Some comments from families have been:
“I now feel that we are not alone in our grief and that there are many families struggling the same as us.”
“I think the work HOPE do is amazing. Such a great support for families, not many families get away from day-to-day grind and connect with others going through the same thing”.
“Thank you for making our family feel supported”.
“Grief never stops, thank you for always being there, for the listening ear and the generosity you all show”.

## **Future Plans**
Going forward HOPE is working with other agencies in Doncaster to secure a venue for the new Doncaster peer support group, as the need grows across South Yorkshire. HOPE is also one of Rotherham Mayors 3 Charities this year. This is a great honour and allows us again to meet and make new partnerships and raise HOPE’s profile within Rotherham.
HOPE will continue the outreach support the Charity offers, be that in parks, farms, café’s, boat trips, or Wortley Hall. HOPE grows through the offer of support wherever that maybe needed, and for however long that may be needed. HOPE’s engagement within the Peer support groups will also grow with additional creative Art and Craft bereavement support, growing to meet the need of those attending.
Providing the necessary training for Oliver; HOPE’S Therapy dog, so he can access and take his Kennel Club Good Citizen Awards Certifications and build his skills as he grows. Inturn, this will benefit the families HOPE supports.
Making further partnerships to promote the Collision sessions, into alternative educational providers and support the very individuals, whose families may come to us following a fatal incident. Our work with the Students from Sheffield University Medical school continues and the students can and some do, choose to stay as volunteers and support HOPE afterwards.
HOPE has been asked many times by families to hold the “Coming Together” event. This is where friendships and bonding happen through shared Traumatic grief, in a way that is not doable anywhere else. HOPE will be putting on a further event, to facilitate this and supporting the families to attend.
To keep adding pages to the website for Oliver the Therapy dog, updates about Collision for the alternative providers, and keep encouraging people of all ages to upload their art work to the website. To work on adding small verbal narratives so others can hear how families and individuals access the support through HOPE.

## **Reserves Policy**
The reserves that we have set aside provide financial stability and the means for the development of our principal activity. We intend to maintain our reserves at a level which is at least **equivalent to 3 months of operating expenses** . The justification for setting our reserves at this level is that we currently have guaranteed funding for the entirety of the subsequent 2 funding years. Reserves should therefore only be required to cover any of the unforeseen circumstances
At 31 March 2023 the charity held unrestricted reserves of £39,060 (2022: £38,915) which based on the current year expenditure equates to almost 4 months operating expenses.
Now that interest rates have improved, the trustees are looking to invest some of the general reserves into a deposit account to maximise income for the charity.
The Board reviews the amount of reserves that are required at our quarterly board meeting to ensure that they are adequate to fulfil our continuing obligations.

I report to the trustees on my examination of the accounts of HOPE (the charity) for the year ended 31 March 2023.
## **Responsibilities and basis of report**
As charity trustees of HOPE you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2022 ('the Act').
I report in respect of my examination of HOPE accounts carried out under section 145 of the 2022 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent examiners statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in respect of the Charity as required by section 130 of the Act; or
2. the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **Accounting policies**
## **Basis of preparation**
The financial statements have been prepared on a Receipts & Payments basis which summarises the movement of cash in and out of the organisation. In this context 'cash' includes cash equivalents, such as bank accounts where cash can be readily available to pay debts as they fall due. The format of accounts is available to non-company charities with gross annual income of £250,000 or less.
## **- Value Added Tax**
The Charity is unable to re-claim Value Added Tax which it pays on its expenditure. Where applicable expenditure is hence inclusive of VAT.
## **- Fund Accounting**
The charity maintains an unrestricted fund which represents funds which are expendable at the discretion of the trustees in furtherance of the objects of the charity. Unrestricted funds may arise from general donations, fundraising activities, grants of a general nature, fees for service provision and payment for service delivery contracts.
Restricted funds have been provided to the charity for particular purposes and may only be spent for the purposes for which they were given. Any balance remaining outstanding on restricted fund at the end of the year is carried forward as a balance on the fund, unless permission has been given by the funder to remove the restriction on the balance outstanding. Restricted funds will arise from grants and donations given to the charity for specific purposes.
