Organisational Structure- HealttTrwatth Hartlepool is an autonomous
body. The Trustees make strategic decisions about the organisatlon and
the day-to4ay operating model is delegated to tPÈ Chief Executive. The

organisation are met. The board in the main meets monthly to consider
reports & updates from the Chief Executlva 8fKI Iwo of the Trustees are

Thanks to this inslghc the North Tees & Hartlepool NHS Foundation
Trust has responded favourably and produced a detailed action plan
based on our reGommendations following our report being shared and
discussed more widely with internal staff and extemal stakeholders within
Hartlepool Borough Council. We must thank Stephen Thomas. our
Deveiopment Officer. for his hard work collating and delivering the
infomiation in this particular projecl.

'Lived Experienc8. Forum. The meetings c*pture a group of individuals
wlth lived 8xp8rieno and organisatlons that are deemed integral lo
shaping the fLrture of seTvlces in Hartlepool. The Forum h8s championed
th8 Cowproduction & the 8Ctive involv8ment of people with lived
experience of mental illness (including carerslfamilies) in tha
transfomiation of Cornmunty Based Mental Health services across
Hartlepool arKJ the wder Tees Valley. It is wldÈly accepted that such
involvement in the design of services has been shown to empower
service users, inrns8 the quality and afficiency of servic8s and improve
dinical outcome.

Foundation Trust. Through our work representing thè views of the public

Valley Healthw8tch, Healthwatch County Durham & Healthwatch North
Yorkshire. We will proactively seek fe8dback & involve people in the
development of the clinical boards withln the two Twsts l.e. (Surg8ry &
an8estheti¢s}, Urgent & Emergency Car6. Medicine. Women'slchildren &
Young People's Services and Community Services.
Improving Car6 over timo- Ovèr the years H6althwatch Hart￿pOOl has
b8en raising the issue of GP Access and highlighting the problèms some
residents experi8nce. Healthwatch Haruepool published a GP Access
report in March 2022. outlining key headline a￿a$ for improvement which
was shared and fomially acknowtedged by the ICB In June 2022. Whilst
many of the key themes were 8lready identrfied by the IC8 and natlonalty
by NHS England. the ICB valued the report from Healthwatch and has
used the recommendations to ensur8 a continued focus on the work lo
deliver Improved access for our communlty. More recently Heathwatch
Hartlepool published a resource for the publlc ShOw￿S1n9 our'Top rips.

Helping residents with the best advice - Healthwatch Hartlepool
partnered with the G.P. Federation Hartlepool & Stockton Health (HASH),
the North East Ambulance Service. the Community Phamiacy T8es
Valley Hartlepool Foundation Trust and HartleFK)ol Borough Council to
showcase a number of topics ldentff￿d within our work Programme. The
first event was a foll¢)WHon to our work surrounding Prlmary Care Access
8nd was led by Fiona Adamson Chief Executiv6 of Hartlepool & Stockton
Health (HASH). We had guest speakers too from the Noth East
Ambulance Sèrvice and tho Communty Phannacy. Tees Valley. Over 70
people attended our 8vent and received the most up to date infomiation
surrourKling the circumstances where access should be via s8lf-care.

The event was complemented by 8 muttttude of stall holders all providing
attendees wrth the advice & guidance they provide from their service
areas. As well as supporting other services over the year such as

for Advlce & Guidance at the Central Hub and now also collaborate on a
monthly basls with Hartlepool Carers by prowding a similar servl¢e at

Healthwatch Hartlepool is solely funded by Hartlewol Borough Coundl
as a commissioned Se￿ICe to deliv8r Local Healthwatch in accordance
with the statutory requirements laid out in the Health & Social Car8 Act
2012. From time to time. we do undertake additional. commissioned.

All monies have been directed to achieve our strategic objectives within
the specification of our contract with Hartlepool Borough Council and
articulated in our Goveman¢e Framework.

"It has been an axtremely busy year for us all at Healthwatch Hartlepool. l firmly believe we have
successfully delivered our ststutory duties as well as bullding on our work with the North East & North
Cumbr18 (NENC) Integrate(I ca￿ Board (ICB). We hav8 undertak8n some very rneaningful work across the
Integrated Care Systern and this has been recognised regionally as of great benefit. Once again. we have
continued to eng8ge with residents and our volunteer steering group digitally. Leaming throughout the year
has confirmed our belief that communication is key and this has been confim78d when w8 published our
review6d 'Dlscharg8' report in r9spect of North Tees & Hartlep¢)ol NHS Foundatlon Trust. We conducted
more work Covering Ent8r & Vlew actiwty a¢ross a number of Nursing & Residential care homes and held a
town wide awareness raising 8vents promoting access to Acute Care, Primary Car8 and Ambulance
services. on￿ again, our sincere thanks to North Te&s & Hartlepool NHS Foundation Trust, Hartlepool &
Stockton Health (HASH) and Hartlepool Countsl's Public Health team for worklng collaboratively wlth us in
infoming residents what S8rvices are availablè ocross the town. We again actrv61y celebrated 'World Mental
Health. day by collaborating with a host of partners through sorne very successful engagements. March 24
also saw us launch our new Healthwat¢h Hartlepool resource for G.P. Access, which has been very wèll
rgcelv8d by both our partners and thè wider publi¢. This is a great Sourcè of Infomiation for sign posting
resrdents to relevant services. Th& Volunteer Steering Group remained actlve utilislng monthly face to face
meetlngs in addition to online rneelings lo cary out prodiglous amounts of work and increas8 their own
leaming by welcoming guest speakers across the spectrum of Health & Social Care. I must thank all the

to stste whether particular matters have com8 to my attention
Basls of independènt My examlnation was carried out in accordan￿ with general Directions given
examlnor's statsment by the Charity Commission. An 8xamination includes a review of the
accounting records kept by the charty and a comparison of the accounts
presented with those records. It also includes consideration of any unusual
items or disclosures in the accounts. and seeking explanations from the
trustees conceming any such matters. The prO￿dUr&S undertaken do rK)t
provide all the evidence that would be required in an audit. and
onsequenlly no opinion is given as to whether the accounts present a 'true
and fair, view and the report is limited to those matters set out in the
statèment below.

accounting records were not kept in accordance with section 130 of
