Charity Purposes
The purposes of Oak Church Stevenage are for the advancement of the Christian faith in Stevenage, its surrounding villages and other parts of the United Kingdom and the world as the charity Trustees may decide from time to time.
In planning the activities, the Trustees have applied the guidance on public benefit issued by the Charity Commission.
Governance
Trustees who meet regularly to review activities govern Oak Church Stevenage. Day to day leadership about operations delegated to the church leader and associated lay leadership teams. The existing trustees and the church leader appoint new trustees.
Main Activities
Oak Church’s vision remains as a multigenerational community who seek to enable young people to encounter Jesus Christ and go on a lifelong adventure with him. We undertake this vision in a variety of ways with a high emphasis on relationship and creating safe places for people to explore faith in Jesus Christ.
Oak Church operates under a missional rhythm of Gathering, Community and Outreach. A summary of activities within this rhythm below.
Gathering – Central spaces for multigenerational worshipping community to gather.
Sunday 4pm Oak but Earlier with explanation of starting of 430pm.
The 4pm is a fortnightly service to build community and faith expression amongst children and younger families. It has met 2x monthly every month since its inception in 2016. It has seen a steady stream of regular families with some growth from a historic Parent and Tot community group. A lay leadership team with support from paid staff and the church leader leads it. In October 2024, we changed up our Sundays and reverted to one service, combining the 4pm with the 5:30pm. This became a weekly 430pm. Early signs have been positive, attendances increasing and relationships building between the communities.

The 530pm weekly service aims to steer toward young people and young adults, although is multigenerational. It meets at High Street Methodist Church. The service has a weekly café, which has become more of a ‘High Tea’ and we have noticed this is a significant draw for people especially as it is completely free. The service style is contemporary led worship, gospel centred talk, welcome and offering of prayer ministry. Being the only evening service in Stevenage, it attracts a wide demographic of people, young, young adult, middle aged and children. We have an ad-hoc detached team who have relevant safeguarding training and DBS certification. In the summer, we run stripped back indoor and outdoor services. Numbers average around mid-30s, over 60% are under the age of 25.
In October 2024, we morphed the 4pm and 530pm into one service, but each Sunday had a different feel. Week 1 and 3 remained more around a ‘conventional’ Sunday of worship, talk, café, prayer ministry. Week 2 is a family meal, and week 4 a family service, with an emphasis on board games, soft play, a meal and centrality of children and young families.
Prayer Meetings
Oak Church prioritizes the importance of prayer with offering weekly 12noon prayers on a Tuesday, and a prayer zoom on a Thursday pm led by two volunteer members of our church. We also have ad-hoc prayer and worship evenings. We have the privilege of an external list of people who pray for our mission and we write prayer letters 4-5x per year send on mail chimp to keep them updated of our work.
Senior Leadership Team
As a Bishop Mission Order, Oak Church does not have a PCC, like many parish churches, and Trustees hold its governance. However, a senior leadership team of six people from within the community who are actively involved in the day-to-day running of Oak Church, and whom meet every 6-8 weeks with Rev. Adam Prior from support, accountability, vision and strategy holds its pastoral oversight. The SLT has the Chair of Trustees, Safeguarding Lead, Pioneer Minister and 3 members of the laity from Oak Church on this team.
Youth Community
Youth Community meets weekly on Tuesdays at High Street Methodist Church and incorporates dinner, drop in and discipleship. Attendance varies weekly. Across the year, we engaged with fifty-two young people from eight schools and colleges, coming from six of Stevenage’s seven neighbourhoods and surrounding villages. Over 40% of these young people live in either Bedwell or Shephall neighbourhoods; both are in top 10 places in Hertfordshire for deprivation.
As part of Youth Community, we take young people on days out and residential. This year we took young people on local days out for ice cream, Nando meals and a local Scout camp for outdoor activities. We also took them to an annual summer Christian youth festival called Satellites. This occurred at the Royal Bath and West Showground in Somerset in August.
We also offer M entoring to young people. This primarily offered in pairs of youth workers, to each young person. These mentoring sessions occur in coffee houses or local parks, or restaurants over a meal. We receive funding from local charities to enable this work to happen. We also mentor in small groups, where we gather young people in groups of four, which involves playing games consoles, having food, talking and listening to them speak about their lives. Praying for the young people is at the heart of these mentoring sessions.
Open Table
This is a group specifically for young people in school years 11-13; these are young people 16-17 years of age. Open Table is to enable young people who are coming into young adulthood to talk more deeply about their hopes, faith, and to debate with one another how they feel about the world from a faith standpoint. The group occurs monthly and is
centred on an evening meal, (hence the name) and is facilitated by three adult leaders. Open Table meets 630-830pm and has a regular attendance of six to eight young people from our youth work.
Mugstop
Every Tuesday afternoon come rain or shine, Oak Churches team give out free hot chocolate and biscuits to young people from three secondary schools walking home. Friendships are being built, and the team have been present in all weathers, from snow and ice, torrential rain to 30+ degrees. It is a privilege to stand on the High Street and offer this every week in term time and it remains a key part of our youth work.
Young Adult Community
This community is aimed at anyone 18+ and in particular from mid 20s onwards. Friendships tend to form around pub nights, which are attended by young adults after the 530/430pm Sunday services as well as the monthly young adult community which occurs at the leaders home. Socialising is a big part of this community, and frequent events are often organised. This year there was BBQ has games nights and a New Years Party. Going away as a community is as important as taking young people away, this year, young adults partook in a couple of road trips in 2024, most notably to Paris over May Bank Holiday weekend.
Adult Community – we have a number of people who are 25+ in our community, and there is variety of spaces for relationships to grow. One is a monthly pub gathering on the first Wednesday of each month, which has been a great place for relationships between young adults and older adults to grow as many people who attend Oak live across Stevenage and beyond, so coming together socially is important.
Another is Women’s Community – birthed in 2022, we have seen an increase of this year. Throughout 2024, we have seen Women’s Community gather socially and spiritually. Some highlights have been breakfasts, pub nights, Christmas Meal with Secret Santa and a 24hour retreat to a national conference in October. Women’s Community has a WhatsApp group so this enables online and in person communication.
Overall Oak Community. Our December statistics recorded seventy-nine people with 60% being under the age of 25 a part of Oaks worshipping community (attending a community or Sunday service month). This is slightly down on December 2023. Possible reasons where a few families moving on, this amounted to fifteen people less than 2023. However, our overall impact (people who recorded as affiliated to Oak Church in our communities who attend Sunday services) is up on December 2023, with over two hundred and sixty people across Stevenage and surrounding villages benefiting from relationship and service. This is a 20% rise on December 2023. Possible explanations include a change in the frequency people attend churches and how a vast proportion of our work is community and outreach focussed and delivered.
Outreach
We own a panna football cage which is a steel cage used for 2vs2 football. We took our cage into local schools in the summer of 2024 as Euros televised and people were ‘football mad’. Our cage borrowed by Satellites, a Christian festival attended by three thousand young people. The transporting of the cage enabling us to have some reduced price tickets to attend the festival with our youth.
Schools Work
We restarted our lunchtime work at Thomas Alleyne School with a drop in around emotional health sessions for boys in school years 8 and 9 identified by the school as valuing support. This group led by two members of our youth team.
We continue to run Radiant at Barnwell School, a group aimed at younger teenage girls to talk about emotional health. This has gained good traction and highly valued. Life, our lunchtime group for year nine boys came to an end in July 2024, and a new group of year eight boys began in September 2024 – the focus remains on helping them dialogue on around emotional health. Football for year 11s also restarted in summer 2024, a detached project of presence at Barnwell, playing football and distributing encouragements and free drinks alongside their PE staff.
Holiday at Home
Summer 2024 was significant with our work at Barnwell School as we ran our first ‘holiday at home’ event enabling two days of activities for young people in our schools work at Barnwell alongside our youth community. The school waived any fee to hire their premises, and we had a group of ten people attend both days including making model planes, sports, and enjoying indoor laser tag.
Sound Lounge
This is a biannual event headed up by a young person from Oak with our youth team; Costa Coffee kindly hosts them. Our Christmas event saw five young people perform, invite friends and saw a full house, taking over £300 in coffee sales.
Love Stevenage
Now coordinated by Churches Together in Stevenage, this event is more low key, but no less impactful. Our contribution to Love Stevenage was hosting Sound Lounge. Seven churches were involved.
Wider Church Engagement
As part of Deanery of Stevenage, we participated at the Town wide ‘Walk of Witness’ on Good Friday providing musicians. We are committed to serving our Deanery, participating in regular Chapter and being a part of Churches Together in Stevenage too.
Our Church leader has extensive relationships outside of Stevenage. This year they enjoyed attending Diocesan retreat, New Wine and Focus Christian festivals, national youth ministry weekend. They are close friends with many youth workers and Clergy across the UK.
Church Mission Partners
Oak Church seeks to give 10% of its tithed income to other churches and missions in the UK and abroad whose values chime with its heart. We churches across the UK.
Team
In summer 2024, Oak Church was granted its first Curate, Rev. Peter Briggs placed at Oak 25%, with a further 75% in another parish. This year saw some staff members move on. Greg Corbett left his role as Worship Pastor and Youth Worker after six years. Lindsey O’Neil stepped down from being Bookkeeper, and Naomi Mc Bride stepped down as Assistant Youth Worker after three years.
Laura Perrett our former Operations Coordinator returned as bookkeeper, and Sam Owen who had been a volunteer youth worker became our paid youth and community worker on a three-year contract.
Jodie Laing took on a more fulsome role in coordinating our Sunday service teams as well as Office Manager and Safeguarding Lead.
In addition to our paid staff, we greatly benefit from high capacity volunteers in all areas of our church life. These people are central to the growth and sustainability of Oak Church, leading in worship, youth, PA and Sound, IT. Oak has thirty-eight people who serve on at least one team in 2024. We believe in team investment and attend the annual National Youth Ministry Weekend for our youth team, and support Alban Way, a discipleship, leadership year for those in their 20s who also volunteer at Oak.
Houses
In July 2024, we ceased renting both team houses, which have underpinned much of Oaks life. Ferrier Road remains a team house in one regard, as this is the home of Rev. Peter Briggs and his wife. However, our shared team home of 413 Scarborough Avenue, which we had rented for ten years stopped this July. Our Trustees place on record great thanks to Holy Trinity Stevenage for their huge support of Oak Church over this decade.
Safeguarding
Safeguarding remains at the heart of our ministry. The learning for the Church of England is eagerly anticipated with the Scolding Report post Mike Pilavachi enquiry.
We follow the parish safeguarding parish dashboard rigidly, all our team have annual refresher training, online portal access when needed and with a paid safeguarding lead all disclosures and concerns are actioned with expediency with clear reporting and documentation with password server access. All Church activities have risk assessments and our Trustees agree every church activity. All our team are up to date with training and DBS. We are committed to excellent safer church practice in all aspects of Oak’s life.
Fundraising and Church Mission Partners
The vast majority of Oak’s funding comes from outside of Stevenage. Whilst the church does tithe and with gift aid, this accrues around £43k, Oak relies on an extensive tapestry of financial support overseen by Church Leader and one of our Trustees. We receive streams of income from Church Mission Partners, a donor database, funding grants, fundraising events, and eBay and occasional gifts. Our Church mission collaborators this year included; St Pauls St Albans, St Peters Stevenage and Holy Trinity Stevenage.
Our outgoing Fundraiser built up a strong network of charity supporters and this network with others continue to support today. We received funding this year from Verulam House Trust, St Albans Diocese, Stevenage Borough Council, Uniqueness (Stevenage based charity with a heart for young people), Neighbourly, Local Community Budgets (Stevenage) The Entertainer, Marks and Spencer’s Community fund, Henry Smith, Jerusalem Trust, Nias Wheatley and Kirby Laing et al.
Financial Reserves
Oak Church aims to have three months of running expenses in the bank as cash. This has fluctuated throughout the year as finances ebb and flow.
Trustee Responsibilities
Trustee Responsibility Charity law requires us as Trustees to prepare financial statements for each accounting year which record the receipts and payments of the charity for the year. We are responsible for keeping proper accounting records, which disclose with
reasonable accuracy at any time the financial position of the charity and enable us to ensure that the financial statements comply with the Charities Act 2011. We also have a responsibility to safeguard the assets of the charity and to take reasonable steps to prevent fraud or any other irregularities.

INDEPENDENT EXAMINERS REPORT TO THE TRUSTEES OF STEVENAGE PIONEER YOUTH TRUST ("the charity")
I report on the financial statements for the year ended 31 December 2024 as set out on pages to of the annual report and pages 1-9 of the accounts
This report is made solely to the charity's Trustees, as a body in accordance with section 145 of the Charities Act 2011 (the "2011 Act"). My work has been undertaken so that I might state to the charity's Trustees those matters I am required to state to them in an independent examiner's report and for no other purpose. To the fullest extent permitted by law I do not accept or assume responsibility to anyone other than the charity and the charity's Trustees as a body, for my work, for this report, or for the opinions I have formed.
RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER
The charity' trustees are responsible for the preparation of the financial statements. The charity's Trustees consider that an audit is not required for this year under section 144(2) of the 2011 Act and that an independent examination is needed.
It is my responsibility to:
1) Examine the financial statements under section 145 of the 2011 Act
2) To follow the procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act: and
- 3) To state whether particular matters hve come to my attention.
BASIS OF IN DEPENDENT EXAMINERS REPORT
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the financial statements presented with those records. It also includes consideration of any unusual items or disclosures in the financial statements and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no oopinion is given as to whether the financial statements present a "true and fair view" and the report is limited to those matters set out in the statement below.
INDEPENDENT EXAMINER'S STATEMENT
Although the charity's gross income does not exceed the amount provided in Section 146(3) of the Act, and so your examiner does not have to be a member of a body listed in section 145 of the 2011 Act I nonetheless confirm that I am qualified to undertake the examination as a member of the South African Chartered Accountants Society affiliated to the Institute of Chartered Accountants in England and Wales.
Your attention is drawn to the fact that the charity has prepared accounts in accordance with the Accounting and Reporting Standard applicable in the UK and Republic of Ireland (FRS102) in preference to the Accounting Reporting by Charities:Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has been withdrawn.
I understand that this has been done in order for the accounts to provide a true and fair view in accordance with the Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.
I have completed my examination. I can confirm that no matters have come to my attention:
1) which gives me reasonable cause to believe that in any material respect the requirements:
a)to keep accounting records in accordance with section 130 of the 2011 Act; and
b) to prepare financial statements which accord with the accounting records and comply with the accounting requirements of the 2011 Act:

Basis of accounting
The principal accounting policies adopted, judgements and key sources of estimation uncertainty in the peparation of the financial statements are laid out below.
Basis of preparation
These accounts have been prepared for the year ending 31st December 2024
These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant accounting policies below or to the notes to these accounts.
These accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) issued on 16/7/2014 and with the Charities Act 2011.
The charity constitutes a public benefit entity as defined by FRS 102.
The financial statementas are presented in sterling and rounded to the nearest pound.
Critical accounting estimates and areas of judgement
Preparation of the financial statements require the members of the Board and management to make significant judgements and estimates. The items in the financial statements where these judgements and estimates have been made include the ueful economic life of tangible fixed assets.
Going Concern
The trustees have assessed whether the use of the going concern assumption is appropriate in preparing these financial statements. The trustees have made this assessment in respect to a period of one year from the date of these financial statements.
The trustees have concluded that there are no material uncertainties related to events or conditions that may cast significant doubt on the ability of the to continue as a going concern. The trustees are of the opinion that the charity will have sufficient rsources to meet liabilities as they fall due. This is because the charity has sufficient monetary assets, including short term cash deposits, which could be readily realised to meet liabilities should there be an unexpected curtailment of income.
Income
Income is recognised in the period in which the charity is entitled to receipt, the amount can be measured reliably, and it is probable that the funds will be received.
Income comprises donations and income directly related to charitable activities (including grants).

Income (continued)
Gift Aid receivable is included in income where there is a valid tax declaration from the donor. Any Gift Aid amount recovered on a donation is considered to be part of that gift and is treated as an addition to the same fund as the initial donation unless the donor or the terms of the appeal have specified otherwise.
The value of any volunteer help received is not included in the accounts but is described in the Trustees annual report.
Expenditure
Liabilities are recognised where it is more likely than not that there is a legal orconstructive obligation committing the charity to pay out resources and the amount opf the obligation can be measured with reasonable certainty.
Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of the resources e.g. per volunteer time spent and other costs by their usage.
Assets
Tangible Fixed Assets for use by the charity are capitalised if they can be used for more than one year and cost at least £1,000.
Pooled IT equipment is also capitalised. They are valued at cost and depreciated over 3 years.
Reserves Policy
It is the policy of Oak Church Stevenage to hold in reserves the equivalent of three months general running costs including salary and housing for staff. Oak Church Stevenage will additionally hold a further three months salary and housing costs for the leader of Oak Church Stevenage.
