The Annual Report of the Tnjstees to 31 December 2024 is presented together wlh the
acc(￿nts of The Dominun Congregation of Saint Catherine of Siena of Oakford. Natal CIO
(the Charity or the CIO) for the year 31 December 2024. These accounts have been prepared
in accordan￿ wth the accounting policies set out on pages 14 to 17 in Complian￿ with
applicable laws, required Accounting and Reporting by Charities-. Statement of
Recommended Practice applicable to charities preparing their accounts in accor(lance with
the Fin8ncial Repot1ing Standard OP￿icable in the United Kingdom and Republi¢ of Ireland
(FRS 1021.
Introduction
The Dominican Congregation of Saint Catherine of Siena of Oakford, Natal CIO is a
Charitable Incorporated Organisalion ICIO} registe￿￿ wlh the Charity Commission and
governed by a constitul*)n dated 11 January 2016.

The CIO was set up to ccintinue the work of The Dominican Sisters ol the Congregation of
Saint Catherine of Siena of Oakford, English Area, and the charity's constitution slates it5
objective lo be th6 "advancement of the Roman Catholic ￿lIgIon thrDugh Ihe rgligious and
olher charitable work of the Congregation as the Trustees with the approval of the
Congregational Prioress shall from tim8-tO-timè Ihink fiv. The charity aims to SUPPDrt thè
Sisters and charitable services carried out by th& Sisters of the Congregation and to ¢onlinu&
to care for those members belonging lo the Congreg81ion throughout their lives. and
particularly those remaining in England. The Trustees confimi that they have complied with
the statutory duty to have due regard to the publ￿ benefit gU￿an￿ published by the Charity
CommissM)n in detemiining the 8ctiwlies undertaken by the charty. In parucular, the Trustees
consider how planned activities will contribute to the aims and objectives delerniined for the
work of the CIO. All our Sisters from the UK have now retired from paid ministry. bul th&r
stipends and pensKJns are donated to the charity under Gfft Aid or Deed of Covenant.
Trustees and service of the CIO
Sisters Paula-mary v8n der Walt, and Eileen Airey. and Mrs Bathra Peckham
ontinued lo serve as Trustees of the CIO throughout the year. The Trustees
maintained contact and met online once and in person iwce in 2024. The
Trustees travel from Johannesburg - South Afrtca. CaerphIl￿ - Wales and
London- England, lo attend Trustees Meeltngs.
The Parish Priest and Communty of St Luke's Parish ift PinneT kindly allow the
Trustees lo meet in the Parish Hall. The Oaklord Sisters had lived and ministered
in this Parish Community for many years and 8re still fondty remembered and
wekomed in the Parish. We are grateful as this is conveniently positioned and
accessible to th8 Trustees who travel into London for the CIO meetings.

Care of our Sistèr in retirement In England ond Sisters in South Afrlca
The last of the 08kford Sisters livin9 in England is resKlenl in Sl Vincent's Nursing Home,
where sh8 receives frequent visits from her close friend, and members of St Luke's Parish.
Al lime5 former colleagues call on her, 8nd the Sisters from South Africa ensure she remains
part of her religious communSty by visiting as often as is possibl8.
In the South African area. our retired Oakford Sisters are resident In Villa Assumpts, a care
f8cility where some of them had fomigrly cared lor the lay resid8nts. Nowthal they are retired
themselves, the lay staff takes care of both the Sisters and lay Residents in the Home.
Congregational Leadership ensures that our seniors a￿ included in the Assemblies logelhor
th the Sisters involved in active ministry. as far as is possible and as they are able. These
occasions are special for everyone in Ihe Area and the follow-up vi511s beiween the different
'generalions' are greatly appre¢ialgd and enjoyed by all.
b. Promotlng tho Roman Catholic falth
Pastoral care
The Sisters in ¢har9e of tt)e pastoral 8spect of the care facility, where our seniors are resident,
arrange for regular religious services, open to all who wish lo participate. One example being
when someone dies, be il a Sister or any other resident, 'Memory Circles, are organized to
give Thanks and Celebrat8 the lif8 of those vtho have passed away.
Race relations, reconciliation and healing
The South Afric8n society has made some strides in developing a cohesive nation. However.
shadows of Apartheid and racism still present a challenge to the 'rainbow nation..
To contribute lo the healing of the peoples of our nalion, our Sisters undertook two V￿kend
workshops in 2024 to focus on reconciliation and healing. The first weekend was arranged
for the 16th of June {Annwersary of Ihe frst of Ihe 1976 Anli-8parth8id Riotsl.
The second weekend was planned for the 9th of August 2024, on Women's Day in South
Africa.

Our retired seniors and Sisters our in active ministy in Ihe South African Area part￿ipated.
Non-partial Facilitators were employed lo provide input on the topic of 'Difference' potentially
being an invitation to dialogue 8nd enrichment. For the work on'Healing and Reconciliation,,
the Facilitators offered reflection lime and had planned m$aninglul and chaI￿n91n9 processes
for the Sisters to engage with. Safe spaces were created lo share life experiences across
the racial. cultural, 8fKI language divide where personal stories were shared in small groups.
Learnings were gathered in the plenary Sessions, strengthening community bonds, and this
also deepened our understanding of each otherfs personal history, coming from tha across
Ihe spectrum of our cultural and ra¢ial families of origin.
Thls event opened our mindsets as participants and provided possibiliiies to review the
systems we h8d grown-up in or joined as missionarie5 later in life. Indeed, a very personal
and lormalive experience, which can and will be used in the broader context of life, community
and in our ministries to and with others.

Ihose whom we can empower lo provide similar skills to others with whom the Sisters work.

Trustees mel with Consultants
Financial matters and auditing aspects of the Charity were di￿U$Sed with experts to help the
CIO and Congregation comply with civil and canonical rules a￿j regulations, while also aiming
to oplimize our invesimenls for the Charlty's benefit. Thts is also important. particularfy as the
CIO relies on the Sisters, Pensions and interest gained on our investments. Our Sisters had
served in the Missions in South Africa, and they only joined the pensitin fund scheme on their
retum lo Englond. and therefore Ihelr penslons are small.
Future
lans
The Trustees will Continue te promote and work wllh the Objects and Aims ofthe CIO in caring
for the aglng members, the advan¢emenl of the Roman Catholic religion and other charitable
work of the Congregation Iconslilutions of the CIO 1165125 no 3 page 21. The diminishing
numbers and age profile of the member5 of the Congregation. suggest that larger projects are
not likely lo be attempted. Each rnember wll continue lo give herself and live the Gospel
Values in ways which invite and encourage others to do the same. The resources wll be
monilored lo ensure that the assets. material and spiritual, wll be for the benefit of those being
Cared for in their senior yoors.
The recently appDinted Leadership Team of the British Province of the DaughteTS of Charity
of Sl VinGgnt de Paul have assured us of their commitment to th8 ongoing guidance and
SUPPDrt provided by their preéecessors. We are most grateful to our Sisters and friends. The
finanry81 expertise and administrative support of your personnel has been invaluable lo the
CIO and its Trustees.
We thank the Congregational Leadership of the Bushey Dominican Sisters f¢y the seM¢e
Sislei Eileen graciously provides as a Trustee. Mrs Peckham makes herself available and
travels many miles lo attend the meetings and offers her skills and knO￿edge lo the CIO.
Our special 'Friends of the Charity, are always willing lo support the tiny ￿MTrant of our
Oakford Sistgrs in the Sl Vincent's Nursing Home, in England and those who visit her
regularfy.
Financlol reviaw for th• yèar
Results for the year
The total income for the year was £135,48312023 - £128,042), re5ulling in an increase of
5.80/0 year on yèar.
During the year. the charity incurred expenditure of £124,108 12023 £102.5791. This
represents an increase of 20.9°/.. The majority of the expenditure relates to the costs ol
providing care for the elderly Sister in the UK which amounted lo £84,71012023 - £78,196).
In addition to this, more funds were transferred this year lo support the work of the CIO in the
area of workshops wthin South Africa.

Over thè years, the number of Sisters in the English Area has drastically d8clined, leamng
onFy one Sister remaining. The charity no longer operates any institutions and there is very
little e8m8d income. The Sisters volunteering in South Africa also donate their pensions lo
the charity lo ssjpport those dependent on the charity in the UK.
Net income for the year was £11.37512023 £25,463} aftsr investment gains of £250,078
iesultsng in a n81 increase to funds for the year of £261,45312023 £157.4891. This result
indicates that the perfom)ance has fvrther increased Irom prior year, withhigher gains in the
current year.
Inv05tmentpoli¢y and perforn?anc8
The investrnents of the Charity are managed by Sarasin & Partners LLP. The trustees meet
annualty wilh Sarasin & Partners to ensure Ihe funds ar8 managed in accordance with the
ethical and religious principles ol the Congregation. The aim of the porttolio is to enhanoe the
capital value over the longer-lerm whilst generatin9 sufficient income lo support the ongoing
activities of Ihe Dominican Congregation of Saint Catherine of Siena of Oakford, Natal CIO.
The trustses have invested in the Sarasin Climate Active Endowment CAI fund. The policy of
this fund wll avoid investments in tobacco, and resldct Investments in arms, gambllng.
alcohol. pornography. thermal coal and tsr sands.
At the end of the year 31 December 2024 the charity had investments lolalling £2.9 million
12023 £2.7 millv)n}. These investments generated an income relum of 2.6eo/o {2023
2.79°/o}. The investment increased in value and the capital yield for the yearwas 9.37U/o12023
5.21 Q/ol. The trustees are satisfied that the investment managers were able Io SLIC￿ssfullY
slabilise the portfolio. by adjusting the strategies lo (Ine of fully global equity allocation. This
provided portfolio access lo a wder and more diversrfied Investment universally, which has
enhanced return and reduce associated volatility.
ReseNes pollcy and flnancialposition
At the end of 2024, the lot31 assets of the charity were £4.0 million 12023 - £3.7 million).
Funds of £1.0 million 12023 £1.0 million) have been designated lo provide support for the
ol¢Jer members of the Area. The Oakford sharing fund stood al £505.35212023 - £527.1671
and is held primarily to fin8nce Sisters from outside of the UK during wsils lo England for such
matters as formation and sabbats'cals. The remaining designated funds comprise £2.3 million
12023 - £2.0 million) to support the Congr&galion's overseas misS￿n5.
The general funds of the charity Stood at £243,954 at 31 December 2024 {2023- £260,686).
This is significantly higher than the trustees, policy which is to hold around th? equivalent of
one year of recurring expenditure as free reserves. 11 is anticipated that deficits will occur In
the next few years due to the increased costs of maintaining eldedy Sisters and a re-
assessment of financial needs is being undertaken which may result in additional amounts
being wthdrawn from designated fvnds.

Govèrnancè. structure and management
Govornance
According lo ch￿￿h Law. the Congregation is govemed al an intem8tKJnal level by the
Congregational Prioress and her Congregational Leadership Tearn of three C(KJncillors with
the Generalale l Headquarters in Johannesburg. South Africa. The leadership team is elected
every six years 81 the GeneraVc0ngregat￿nal Chapter by representatives of the four
geographic Areas of the Congregation. One of the Councillors is responsible for the Sister in
England- the other three Councillors each have responsibility for the Sisters in Gemany,
South Afriea and the USA respectively.
Sister Paul8-M8ry recruits Trustees by approathing those who she thinks would suit the role
and asks them to join a meeting wrth the current Trustees. If all Trustees are h8PPy Wlth Ihe
C8ndidate, they will be invited tojoin the Trustee body.

The Trustees are ￿sponsible for keeping proper accounting records that disclose with
reasonable accuracy at any lime the financial kx)sib"on of the charity and enable them to
ensure that the accounts comply with the Charities Acl 2011, applicable Charity IAccounts
and Reports) Regulations and the provisions of the Gharity's constitution. They are also
respongble for safeguarding the assets of the charity and hence for taking reasonable steps
for the prevèntion and detection of fraud an¢J olher irregularities.

The Trustees are ultimately responsible for the policies, acliwties and 8ssets of the charity.
They meet regulady to review developments in Connection with the charity and its activities
and make important decisions. They seek the advice of the charity's profession81 advisers.
including investment managers, accountants, and solicitors.
Key management personnel
The Trustees consider that they comprise the key rn8nagemenl of the charity in charge of
directing and controlling. running and operating the charity on 8 day-to4ay basis.
No Trustee Se￿ed during the year received any remuneration or reimbursement of
8xpenses in connection with their duties as Trustees or their work as key management.

The Trustees have had regard to the guidance on public benefit issued by the Charity
Commission.

The Trustees undertake an annual revw of the principal risks and uncertainties that the
charity faces, calegorising the risks beiween those affecting the governance and
management of the Gharily, operational risk5, linancial risks, reputational risks and those
which occur because of circumstsn¢es OLJtside of the charity's Control such as Changes in
government policy, laws and regulation5. They regulady review the measures already in
place, or needing to be put in plaee. lo estsblish policies. systems and procedures lo mitigate
those risks identified in the annual review and ensure that 8clion is taken lo imF4ement
changes lo those policies, system5 and procedures should they be needed lo minimise or
manage any potential impact on the charity should those risks materialise.

Governance and Management looks at the risk of the Congreg8tion, and hence the charity,
8Lfftering from a lack of membership and capactly in the area of skills and training, a lack of
direction, and good creativ& use of its resources.

Having assessed the major risks lo which the charity is exposed, the Trustees believe that by
monitoring reserve levels, by ensuring controls exist over key financial systems, and by
examining the operati¢)nal risks faced by the charity, they have established effective systems
lo miligale those risks.
The key risk for the tharity is described below, along with the principal ways in which il is
mitigated..
The tharily's principal assel ¢ompri¥es listed investments, Ihe value of which is
dependent on movements in UK and world stock markets. The investments are managed
by reputable investment fftanagers who adhere to a policy agreed by the Trustees. The
investment slralegy is assessed regularly lo ensure il remains appropriats lo the ch8rily's
needs- tx)th now and in the future.
Fundraislng pollcy
The charity aims to achieve best practice in the way in which it communicates with donors
ond other supporters. It takes care wlh both the lone of ils communications and th& accuracy
of ils data lo minimise the pressures on supporters. 11 applies best practice lo protect
supporters, dats and never sells data, rt never swaps data and ensures that communication
preferences can be changed al any time. The charity does not employ the services of
professional fuThlraisers. The charity undertakes lo react to and inveshgale any complaints
regarding ils fundraising actiwlies and to leam from them and improve its service. The charity
received no complaints about its fundraising activities in either 2024 or 2023.

uncertainty in the prep8r81ion of thè accounts are laid out below.
8asls of preparation
These accounts have been prepareil for the year to 31 December 2024 with ￿MParatIve
inlom)ation gNen in respect lo the year to 31 December 2023.
The charity was incorporated on 11 January 2016 in England and Wales. The address of
the admini51ralive office of The DOmin￿8n Sisters ol the Congregation of Saint Catherine of
Siena of Oakford English Area is Provincial House. The Ridgeway, Mill Hill, London. NW7
1RE.
The accounts have been prepared under the historical cost convention with items
recognised 81 cost or transaclSon value unless otherwise slated in the rdev8nl accoLtnling
policies below or the notes lo these awjunls. The accounts are presented in sterling and
are rounded to the nea￿$1 pound.
The accounts have been prepared in accordance with Accounting and Reportlng by
Charilles.. Slalemenl of Recommended Practice applicable to charities preparing their
accounts in accordance with the Finanual Reporting Standard applicable in the Unitsé
Kingdom and Republic of Ireland (Charities SORP FRS 1021. the Financial Reporting
Standard applicable in tho UK and Republic of Ireland IFRS 102) and the Charities Act 2011.
The charity eonslitules a public benefit entity as defined by FRS 102.
Ass•ssm8nt of golng concern
The Tfuslees have assessed whether the use of the going concern asstjmption is
appropriate in preparing these am?unts. The Tnjstees have made this assessment in
respect lo a period of one year from the dale of approval of these accounts.
The Trustees acknowledge and recognlse the effect of the current macroeeonemic and
geopolitical environment on society ir￿lUding the charity. Whilst they recognise that there
may be some negative consequences such as fluctuations Iri the value of the investment
portfolio and reductions in related income. the Trustees are of ihe opinion that the charity
will h8ve sufficient resources lo meet its liabilities as they fall due. The Tru$lee$ of the
charity have concluded that there are no material uncertainties related to events or
conditrons that may cast significant doubl on the ability of the charity to continue as a going
concem.
With regard to the year ending 31 December 2024, the most signrficanl areas that may affect
the carrying value of the assets held by the charity are the level of investh)enl retum and

Preparation of the accounts wquires the Trustees to make signthcant judgements and
estimates.
The items in tr￿ accounts where these judgements eslimales have been made include..

assessing futu￿ income and expenditure flows for the purpose of confirniing that the
charity is a going con¢em.
The Trustees have assessed the current macroeconomic and geopolitical environment on
the charity's future income and expenditure flows and on its financial position especially in
the light of the perfom)ance of investments values (see assessment of going ¢oncem
£bovel.
Incomo r•cognition
Income is recognised in the periotj in which the charity has enlillemenl lo the income, the
amount of income can be measured reliably a￿1 it is probable that the Income wll be
received.
Income comprises donations and investment income.
Donations. including pensions of indNidual religious re￿iVed under Gift Aid or deed of
covenant, are recognised when the charity has confimation of both the amount and
selllement dale. In the event of donations pledged bul not received, the amount is accrued
for where the receipt is considered probable. In the event that a donation is subject lo
Gondilions that require a level of perfomiance before the charity is entitled lo the fijnds. the
income is defeNed and not recognised until either those cpndilions are fully mel, or the
fulfilment of those conditions is wholly within the control of the charity and it is probable that
those condilions will be fulfilled in the reporting period.
Dividends are rect￿nIs$d on¢9 Ihg dimdend has been declared and notif￿ation has been
received of the dividend due. Interest on funds held on deposit is included when receivable
and the amount can be measuied reliably by the charity- this is nomally upon notification of
thè interest paid or payable by the bank.

Expenditure rgcognlllon
Liabilities are recognised as expenditure as soon as there is a legal or constructive
obligation committing the charity lo make a payment lo a third paty. il is probable that a
transfer of economic benefits wll b& required in settlement and the amount of the otiligation
ean be measured reliably.
All expenditure is &¢ovnled for on an accrua15 basis. Expenditure comprises direct costs
and support costs. All expenses, Includlng support costs, are allocated or apporNoned lo the
applicable expenditLJre headings.
Expenditure on charltable activtties includes all costs associated with fut1herin9 the
charilabla purposes of the charity through the provision of ils charitable 8Ctivilies. Such costs
include costs in respect to the support of members of the Congregation and enabling their
ministry. induding govemance costs.
All expenditure is stsled inclusive of irrecoverable VAT.
Support and govornan¢• costs
Support costs repres¢nl indirg¢1 Gharitable expenditure. In order lo carry out the Pfimary
purposes of the charity il is necessary lo provide support in the fomi of personnel
developmenL financial pr0￿dureS. provision of office services and eouipment, and a
suitable working environment.
Govemanee costs comprise the costs involving the public accountability of the charity and
costs in respect lo its Compliance with regulation and good practice.
All expenditure on support govemance is allributed directly lo the charitable activities
of supporting Members of Ihe Congregation and enabling their ministry.
Fixèd assat inv•stments
Listed investments S￿ a fom) of basic financial instrument and are Initially recognised al
their transaction value and subsequently measured al their fair value as al the balan￿ sheet
date using the closing quoted market price.
The charity does not acquire pul options, derivatives orother Complex financial inslTumenl8.
The main form of flnanclal rlsk faced by the charity is that of volatility in equity markets and
investment markets Llue lo wider economic conditions, the attitude of investors to investment
risk. and changes in sentiment concerning equities ar￿ within particular sectors or sub
sectors.
Realised gains lor losses) on investment assets are calculated as the difference betsveen
disposal proceeds and their opening carrying value or their purchase value if acqui￿￿
subsequent lo the first day of the financial year. Unrealised gains 8nd losses are calculated
as the dtfference between the fair value 81 the year end and their carrying value al thal date.
Realised and unrealised investment gains lor lossesl arè combined in the slatement of

Debtors
Debtors are recognised al their selllemenl amount. less any provision for non-recover8bilty.
Cash at bank and in hand
Cash 81 bank and in h8nd represents such accounts 2nd instruments that are available on
demand or have a maturity of less than three months from the dale of acquisition.
Crgditors
Creditets are recognised when the￿ is an obligation al the balanee sheet date as a result
of a past event, il is probable that a transfer of economic benefit wll be required in
settlement, and the amount of the settlement can be eslimaled reliably. Creditors and
provisions Ére recogni5ed at the amount the charity anlicipales it ￿￿11 pay to settle the debt.
They have been discounted to the present value of the futu￿ Cash payment where such
discounting is material.

charity's objectives at the discretion of the Trustees. Within the total unrestricted funds are
three designated funds - the retirement fund, the 08kford sharing fund and the overseas
