Aim and Pu￿OseS - 'Faith, Hope and Love, in Storrington
The primary obiective of S. is the PTomotion of Christianity according to the
doctrines and practÉces of the Church of England. The PCC has the responsibility OE
Co-operating with the incumbent, the Revd. Canon Kathryn Windslow, in promoting
in the ecclesiastical parish ttie whole n)ission of the Church". pastoral, evangelistic,
So￿1a1 and ecumenical.
The Rector of St Mtys, Canon Kathryr, Windslow, was assisted in the ￿e of the
parish 0£ Storrington by R. d. Rupert Toovey, NSM Assistant Rector until 30
November 2023. Rupert was licensed to the parish in September 2018. The parish
blessed to have the generous support of several retired priests: Revds. Charles Hadley,
and John and Jacquie Peal. Mrs. Viv Sknart, Parish Adnll￿trat0r, gives invaluable
assistance with the admirristration OE the ?arLSh.
Objectives and Activities
The PCC is committed to enabling as rnany people as possible to worship at Out
church and to become part 0£ our parish coThmunity at St Mary. The PCC maintains
an overview of worship tFsoughout the parish and makes suggestions on how our
services and activities can inTiolve the many groups that live within our parislL
Our services and worship put faith into practice through prayer and scripture, musAc
and sacrament.
When r)lanning oui activities for the year, the incurnbent and the PCC have considered
the Charity Conimission's ¥aid3nce on public benefit and the speci&ic guidance on
'charities for the advancenient of religion,. We try to enable local people to live out
their faith as part of our parÈsh conununity througlL'
Worship, preaching and prayer in seryices; learning about Christianity thxotsgh
study groups; and developing their kniowledge of, and trust in, Jesus.
Provision of pastoral care for people living in the parish, following illness,
bereavement and other'l:fe events,.
Activities foI the con)morL good of our community, suchas the twice-monthly
in the Church, Sunday Lunch Club, and SDACE - a place Eor people 0£ all ages to
enjoy doAng and crafts, support for Fajnily Support Work and the viIlatre Food

Misslonary and outreach work worktng w2th among others, Storrington Prinwty

as scouts and Guides, Ai-, Cadets, and the British Legiorn Canon Kathryn is the
Chaplin of the Air Cadets.
To facilitate this work, it is importsnt that we maintain the fa￿le OE the buitding 0£
our church of St. Mary, StOlTington.
Achievements and perforniance
Worship and Prnyer
The PCC aims to oEEer a ranoe 0£ Church Services during the week and over the course
of the year that our cornmunity finds both bendicial and spiritu8Jly £ulfil]ing. All are
welcome to attend our retrular services.
St Mary's has a rich music& tradition under the excellent guidan￿ of our Mugic
Director, Stephen Bloxham and Deputy Director, Ian Miles. There is a good and very
committed choir, who are always willing to try new music.
We hold a Communion Serrice on the first Wednesday morning of the month and on
the Eourth and fifth Wediiesday afternoons. This service along with 8arn Holy
Communion on Sunday and Eversonu knvice a month provide a quieter and more
intimate and refiective envlloli ment for worshÈp whilst our 10am services on Sundays
give adults and children the opportunitir to take part in a more outgoing Style of
worshtp. ch￿Ch@4 is aimed at young faxnilies and has a much more infonnal style
and incoryorates craft activititss for young cbildrerL This is currently in abeyan￿.
Usual attendance at all Sunda-o services aV￿￿rageS 82 adults and 8-10 on live streaming.
Easter and Christmas attendance for 2023 was up on the 2022 level. Numbers are
slowly climbing back to pre-pandemic levels.
There were 219 parishioners on the church electoral roll, 89 of whom not resideiit
within the parish. 7 names "5vere added during the year and 14 were removed either
through death or because they moved away from the area. In 21n9 the electoral roll
was cornpletely revised, resulttn(T in a sigDificantiy decreased number on the roll, but
repiesenting a more realistic itst of church members.
As well as our regular services, we enable our cornmw)ity to celebrate and thank God
at milestones of the journey tLrough life. Thiough Baptism we thank God for the gift
of lrfe. In 2023 there were 8 baytisnis and O weddings. Thioughfuneral services friends
and family express their grie," and oive thanks for the life which is now complete in
this world and we commenc tiie person wlio has died into God's keeping. The dergy
took 14 church ftmerals and c*llOther 8 services at the crematorium or fillieral chapel.

There were also 13 buriajs ol ashes in St Marfs churchyard. This is the only burial
ground for the whole of Stor,Ington.
The Church building
Our church is normally open during daylight hours as a Warn Space ana it is used
by people seeking space £or prayer and r&°1ection as well as regLdarIy by visitOTS to the
South Downg National Pari<.
As one of the largest buildings in Storrington, the ch￿ch is also used to hold concerts
which we hoFe to cater for inany musical rastes of people residing in the area whettier
members of the church or D.ot. In 2023 there were 4 concerts, but none in 2022.
The Quinquennial Inspection by our Inspecting Architect was c8nied out in 2021 and
we ajitiapate that followi￿tr +lliat inspection work on the £abric of the church will be
needed to be undertaken in accordance with recommendations of that report.
The Rectory Office
The PCC is responsible for the repairs to the Rectory Office, the administrative hub OE
the parish which is in reasonable order.
9 Longlond Avenue
Our Stipendiary Curate moved from this house in September 2018 when she left the
paxisFL The PTopeTty is let oil a renewable one-year tenancy £rom 30 January 2019. The
rn05t current renewaI of th￿ lease on 31 January 2024.
Pastoral G7re
The pastoral care of people 's a core part of what it is to be a C￿lstIan churth To this
end in 2017 we chose and hGLve trained a teatri of people as ministers of prayer and
healing, known as the'st LLTrke's Team,. Every third Sunday of the month at the 10am
service mernbers of the teary. are available at the back of church for the laying on of
hands and prayers for he&Jing Eor anyone who wishes to avail theThLselves of thfis
ministy. The team meets moD.thly for a time 0£ Eurther learnin& refiection and prayer.
The small team of people who take Con￿&union to the housebound has lessened dtie
to the pandeniic. As a churciTr we also continue to collect for Family Support Work '.
In 2018 a new Pastoral Visiting Team was chosen and trained. Members of the Tearn
vtsit the ill and housebouna, or support the bereaved, or those with new babies. We
are particularly aware of the needs OE a growintr elderly and isolated population in an
area often chosen for retirement

Church@4
'Church@4', the church's monthly Sunda-y group for young people, has c105ed for the
time being. This decision wÉll be kept under Teview.
Study Groups
Skndy and Bible Study Groups meet on Wednesday afternoons and Thursday
rnornings, and both met regularly during 2023.
Churchyurd
The voluntary Churchyard team entered the Jouth and Southeast in Bloom awatds,
obtaining a gold award and best in category in 2023 - an excellent result very justly
deserved.
Community
Over the last £ew years, the -hurch has been tssed by Stonington Primary School and
the l(Kal nursery school as tthey find ou about places in the local community. The
Rector went to the school in frebruary 2023 to talk to Year 4 about the BAble. In October
all the juniors (240 ￿ildren} carne to Churdi for a Harvest SenTice. In December the
Yeax 6 children came and sang carols at the Café in the Church which was enjoyed
and appreciated by all.
Scouts, Beavers, and Cubs came to church for a Carol service and a Moving up,
ceremony as well as attenciip,g the Annuaj RemeAnbrance Service with Brolvnies, and
Guides and Air Training Co:'ps.
The .3 Heralds" the church znagazine Lor Storringtory Thakeham, Sullington and
Warminghurst contains details of our churcbL services and auistian messages, as well ".
as local community inforrr.ation. It is widely read and enjoyed throughout the p￿1$h
and adjacent area by mernbeis of the congregations and others. The circulation is more
than 800 copies.
Revd. Rupert Toovey, through klls business at Tooveys Auction Rooms, has a very .
active pastOTal and rnissional ministy in the local community of StO￿lThgt0n and
across the country. In 201. Rupert was appoiil ted Deputy ￿elltenant of West Sussex
- a great honour.
Ecumenica2 relatioptships
We join Christians in Storrington to provide a monthly Sunday lunch for elderly

members of the community, a5 well as a monthly midweek lunch for elderly Si￿gIe
people. We sh￿e a montEay short prayer service with other denominations at the
Catholic Church. We also join ChristiarL% in Storrington for a service of Carols in the
middle of Storrington at CbJ"sfmas. and for the G(M)d Friday PI(Kessio
Revd. Charles Ha(lley's Work with Chemin Neuf meant that we have devdoped
closer IiT&s with this religious eonununity, and occasionally at a Sunday service we
host young people Erom di&£erent p￿ts of Europe.

Finanaal Review
We have shown a ddicit on unrestricted funds OE £8,077 after reC￿Ving legactes of
£6,036. Without these we Wo￿ld have a deiicte of £14113. After the Endowrnent
Income of £11,074 we have an overall surplus of £2,997.
Like many parishes we rely On legacies Eor our SUTvival. ch￿ Expenses have
increased during 2023 by juEt over £2,O¢K). The largest expense remains the Parish
Share which was in excess ot £73,000. This amount covers the housin& stipends and,
Pension costs of clergy and a sum for Central Diocesan costs, Clergy training
and a contribution to Centr&, Church hmd-.
The only movement on Restt"icted Funds is the spending of £370 from the Rector's
Fund. We also received interest on the G & E Robinson Fabric Fund of £2AOI. The
decrease in the Endowment rLnd amounted to £9,247.
ReseTves Policy
Currently we have sufficient restricted rLsenTe5 for two to three years of
foreseeable operating deficits, but the PCC will need to keep this under review. We
currendy have three months, expenditure in General Reserves which exceeds the
Minimum requirement of two months. We do, however. have su£ficient cash
reserves to meet ow imn]ediate needs and could if necessary use the De51gnated
Reserve of £40,000.

Volunteers
We w0￿d like to thank all the volllnteerJ wno work $0 hard to make our church the
lively and vibrant cornmuiiiy it is. This enables us to avoid the costs of employtng
additional people.
Stntcture, govemance and manasement
Membership of the PCC is detennined uTr,der the Church Representation Rules under
which the Mem1￿shIp con>ists of certain ex-of£icio members (the incumbent and one
licensed minister), the churchw3xdens and members 0£ the Deonery, Diocesan Dr
GeneraI Synods and 13 meTr.bers of the chuTcIL All those who are members of ollr
congregation or attend our sernices are encouraged to register on the Electoral Roll
and stand for election to the CC.
Every year five members of the congregation are elected to the PCC at the Amual
Part￿hla1 Church Meeling (APCM) and these Eive members hold office for a period 0£
three years. PCC members &-e responsible ￿ Trustees for making decisions on aIl
matters of general concern and importance to the parish induding on how the hmds
of the PCC are to be spent. Viembers of the congregation are warndy encouraged to
stand for election to the PCC and we ty to ensure a balance of skills and experiente
where possible.
The Eull PCC met 6 times during 2023 and the average number of PCC members
attending was 12. SuErfonirYLittees met betV4een meetings and minutes of their
delib￿atiOnS were received by the full PCC and discussed wheze necessary.

Basis of preparing the financial statements
The financial 5tateFnents of the charity, which is a public benefit entity under FR5 102, have been
prepared in accordance with the Char(ties SORP IFRS 1021 'Accounting and Reporting by Charitie5:
Statement of Recommended Pr3ttLice applicable to charities preparing their accounts in accordance
with the Financial Reporting <tèndard applical)le in the UK and Republic of Ireland IFRS 1021
(effective l January 20191,, Financial Reporting 5tondard 102 'The Financial Reporting Stsndatd
applicable in the UK and Republic of Ireland, ar)d the Charities Ad 2011. The financial ststsments
have been prepared under the hisiorical cost convention except for investments which are included
at market value, as modified by the revaluation of certain assets.
The Financial Ststements have b.een prepared in Sterling and are rounded to the nearest £.

Unrestricted Funds
These represent the funds of the PCC that are not subjert to any restrictions regarding their use and
are availzble for appIl￿tiOn on tkie gene￿1 purpose5 of the PCC. Funds designated for a pèrticular
purpose by the PCC are also uni egtricted. Funds ￿lSed for specific purposes are held in a restricted
fund.
Restrirted Funds
These represented funds given or raised for specific purposes as set out on the Balance Sheet.
Endowment Funds
These comprise those bequests to the PCC where the capitsl sum must be used to provide income for
the General Purposes of the PCC. The Capital may not be applied for any other purpose.
The atcounts include all transactions, assets and Ilabilitie5 for whlch the PCC is responsible in law. They
do not include the accounts of cFiurch groups that owè their main affiliation to another body or those
that are informal gatherings of church members.

Collections are recognised when received by or op behalf of the PCC.
Planned giving receivable under Git Aid is recognised only when received.
Income tax recoverable on Gift Aid donations is recognised when the income is recognised.

InvestmentProperty
The House at 9. Longland Aveii ue was purchased by the PCC in 1996 at a cost of £101,500. This is .
owned by the Diocese of Chichester a5 CUStodial Trustees for the PCC. Until September 2018 it':was
occupied by the Curate and h3s been let from 31 January 2019 on a one yearfs lease. This has b'een
extended on a short-term basir

Fixed a$5et property
The Church Office and Carport Vias completed in 1996 at a totdl cost of £59,386. They are situated in
the grounds of the Rectory which is not owned by th£ PCC and have no realisable value. This cost has
been written off.

The parish also owns a Ple￿ cf land known as the 'Bell Acre, adja￿nt to Ryecroft Lane. which.wa5 .

13. STAFF COSTS
During the year, Secretarial 3SSIS"iance was provided to the PCC at a cost of approximately £7,56Ci

and the vergers. There were foul employees.
14. DISCLOSABLE TrANSACTIONS
There were no disclosable tTrnsactions in respect of PCC members, persons closely connerted wjth
them or other related parties. Two trustees received £5,81912022 £2.6701 (included in figures
abovel. FourTrustees receivect refunds of expenses incurred of £4,50712022 £3,678).
15. GOING CONCERN
The PCC does not have unrestritted funds to cover six months expenditure. However, the PCC have
considered the position having coltrolled expenditure and anticipating a full yearf5 rental income
from the property with reduced :0sts for that propertv.
The trustees are satisfied that the going concern basis for the preparation of the accouhts is
appropriate. In reaching this conclusion, they hove tonsidered a period of at least 12 months frorn
the date of signing the balance sleet.

I report in respett of my examinètion of the Trustee's 8ccounts carried out under sertion 145 of the
