Organi5ational structure
Th¢ S¢outing Dislrict 15 managed by the District Trustse Board, the membets of which are the 'Charity
TTIL%tees' of the Seout District. which is an educational charity. As charity ffiislees they are responsible for
complying with l¢gislation applicable to chariti¢5. Thi5 includes the group and member registration, k¢¢ping
prop¢r accounls and Tnakin&T the appropTiate returns ts) the Charity Commissioner.
The committee consists of 2 independent representatives- Chair and Treasurer. and Th￿te¢s, District Lead
Volunieer and Districl Youih Lead and meeis every 2 months or as may be deiern)ined.
The District Tru5te¢ Board exists to SUPPOrt the District Lead Volunteer in meeting the re5ponsibiliti¢s of the
appointments and is responsible for.

Risk Man¥gemen¢
The trustees have a duty to identify and review the polential risks to which the charity is exposcd and to ensllre
appropriate controls are in place to provide rtasonable assurance against fraud and error. The District has irt
place several intcmal conlrols that are designed to provide reasonable Assurance hgainst material mis-
managcment or loss. These include 2 signatures for all pa￿lertts attd comprehensive inwrance policies with
Unity. the Scout Association Insurance facility. io ensure insurable risks are covered.
Cover for injury to leaders. helpers, supporters and members is supplied by the Scout Associations national
insurance policy from the membership fee contributions. Risk assessments are a continuous ongoing fimction
undertsken before commencement of all activities.
ORJECTIVES AND ACTIVITIES

The objectives of the District as & unit of the Scout As50cialion is as follows=
The aim of the Scout Association is io proM￿e the development of ihe yollng rthple in achieving their ￿17
physical. intellectual, social and spirithal potential4 as individuals, as responsible citizens and as members of
their local. national and international Communities. The method of achieving the Aim of the Association 15 by
providing enjoyable and attractive scheme of progressive training b&sed on the Prorniye and Law
guided by adult leadership.
Public beThefit
The Trustees have due regard to public benefit during their meeiings. The Distri¢t m¢ds the Clwity
CornmÉssion's public benefit criteria under Ix>th the adyancemenl of education and the advancement of
citizenship orcommunity developfftent h¢ading5.
Volunteers
A very major contribution is made by voluntee￿. The Trustees are v¢ry apprKiativ¢ of the many hours th* they
havc spcnt listening to and cn¢OUragt￿g young member5 and passing on their experiences to others. Without this
valued contribution of time. en¢rgy and ¢xp¢rti3e the District would not have been able to achieve 50 Tnuch.

The Disthct had a busy year with many events happening for the young people of Colchester, including
Christmas parties. scout winter caThp, bE4vern sausage sizzl¢. Cub Dodgeball competÉtion, Award8 Dxy.
Monoptsty run and nature days at Abberton Rcscrvoir to name just a few.
The Disrrict Le8d Volunteers Tegm continued io visit and eTrgagc with all groups for theiT ongoing developmenL
togdher with organisiDg dustrict a¢tivili¢s and ¢v¢nts.
The District Lead Volunteers Te•n, hav¢ supported the groups ensurin8 the leaders teams are compliak)t with
Iheir tt3ining and also making sure awonls are received in recognition for ÈndivKdval$ and committnent to
provEdll￿ scouting activitie5.

Tarnian and the ttrdm for managing the shop and keeping all young people amd le￿erS supplied with & wido
