## **MINUTES OF THE ANNUAL PAROCHIAL CHURCH MEETING OF ST JOHN’S CHURCH, BIRKBY, HELD ON SUNDAY 24[th] APRIL 2022** 

Two weeks before the APCM was held, a booklet containing the relevant agendas, minutes and reports was made available. 

## **VESTRY MEETING** 

1. Rev Paul welcomed everyone to the Annual meeting and opened with prayers. Attending were:- Mrs Pat Berry, Mr Grahame Berry, Mrs Princess Bedeau, Miss Anne Brier, Mrs Molly Clarke, Mr Tony Clarke, Mrs Ester Gay, Mrs Judith Dawson, Mrs Barbara Hardcastle, Mr Kash Masih, Mr Sam Masih, Mrs Jean Shaw, Mr Mark Wildman. 

2. Apologies.  None 

3. Election of Churchwardens. 

   - Mr Grahame Berry was nominated for the post of churchwarden which he said he would continue to do.  Everyone was in agreement with his acceptance.  Rev Paul thanked Tony, who had stood down this year, for his 14 years of service as a churchwarden. 

## **ANNUAL PAROCHIAL CHURCH MEETING** 

1. Minutes of the APCM held on Sunday 18[th] April 2021. 

   - These were proposed as a true record by Pat Berry, seconded by Grahame Berry and all who were at that meeting were in agreement. 

2. Matters arising. 

There were no matters arising from the minutes. 

3. Reports. 

   - g. This report is in the Aspire report.  Since this report was put together, another meeting has been held and the project is still ongoing. 

   - j. Pat explained the finance booklet in great detail.  She explained why we had changed the bank accounts. 

Pat was then thanked for all her work as church treasurer. 

Grahame proposed the accounts were correct, Judith seconded and all agreed. 

Rev Paul said we have to have a retrospective minute regarding the independent examiner to be Andrew Wilkinson FCA. 

4. Elections. 

   - a. Deanery Synod.  Not applicable for 2022. 

   - b. PCC.  Pat, Anne, Ester, Mark, Kash, Michelle, Sam – all willing to be members. Grahame proposed we accept them en bloc, Mark seconded, all were in agreement. 

   - c. Sides-persons.  No elections needed.

## d. Independent Examiner.  Pat proposed Andrew Wilkinson, Sam seconded, all in favour. 

Rev. Paul thanked everyone for coming and thanked Molly for her work on the PCC as secretary for many years and closed the meeting with the grace. 

## **ADMINISTRATIVE INFORMATION** :

## **Structure, governance and management** 

The method of appointment of PCC members is set out in the Church Representation rules.  All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC.

## **Objectives and activities** 

St. John’s has the responsibility of co-operating with the Incumbent in promoting in the ecclesiastical parish the whole mission of the church, pastoral, evangelistic, social and ecumenical. 

## _**Achievements and performance**_ 

## **Church attendance.** 

There are 45 names on the Church Electoral Roll. 

The average weekly attendance was 20 plus 5 under sixteen, but this number increased for special services; Easter Day 23 communicants with 34 attending; Christmas Midnight Mass 24 Communicants, 39 attending. During the year, there were 2 funerals at church. 

## **Interim Priest-in-charge Report April 2023** 

At last we were freed from covid restrictions and for Sundays' normal services resumed.  Another change has seen the Reverend Margaret Bradnum celebrate the Eucharist on the first Sunday of the month at Christ Church to allow me to spend time at St Johns, to get to know folk there a little better.  Margaret is a retired priest with permission to officiate and has continued to celebrate on a Wednesday morning when I have been away.  Sadly Margaret moved to Halifax at the end of 2022 and is no longer available to continue this ministry for us.  A sincere and heart felt 'Thank You' to Margaret for this particular ministry that she shared with us; you are sadly missed.  Additional help has been from another retired priest the Reverend Paul Crabb - son of a former rector at St Johns - he kindly covered services whilst I recovered from my hip surgery, thank you Paul. 

Birkby Infant School were able to make their annual visits to church and had a good time exploring St Johns and learning about different things one can find and what they are for.  We also had Birkbees (pre-school) visiting just before Christmas. This visit was done by Ian/Simon from Bradley as I was on sick leave. 

The monthly coffee mornings are now back in full swing and helping us to increase our giving for our Parish share although we are still a long way short of what we should be giving.  However, groups are now back and hiring the community room once again which is helping - I am even learning to play whist - still a long way to go though.  During the winter months we have been operating a 'warm hub' on a Thursday afternoon to provide support for folk from the local community.  The diocese has provided money towards extra heating & food costs.

The PCC are still trying - in conjunction with Futurekraft - to find a community project that would allow us to also obtain funding to complete the building work on the church.  A new boiler is needed for the community room but it is no longer possible to replace like for like with an Archdeacon’s letter.  Due to environmental concerns a new boiler has to be more efficient than the one it replaces and a full faculty is required.  One thing that has been achieved is the purchasing of new Chasubles and Stoles. 

Confirmation classes were started with the young people from Sunday School however due to some disruption on occasional Saturday mornings there was insufficient time to complete the planned course.  I intend to start the classes again after Easter and hope the new time will mean we will be able to successfully complete the course this time. 

The summer garden party was well attended and folk had a good time whether scouring the bric-a-brac or having a go at the different games available inside church. 

So Thank You to all those who have helped in any way over the last year and it is hoped we may have some younger volunteers for the PCC and other roles for the coming year ahead.

As per Church Representative Rules the roll has been displayed in church both prior to and following the end of year revision. 

During 2022/2023 we have had three deletions and three additions making a total of 45 members.

## **PCC REPORT** 

Since the last APCM, PCC meetings have been held bi-monthly on the 2[nd] Friday of the month at the vicarage, with the agenda and reports of the previous meeting given to the members prior to the next meeting.  There has been one resignation from PCC during 2022. 

Rev. Paul always starts the meetings with a prayer and ends the meeting thanking everyone for attending, followed with the grace.

## **WARDEN’S REPORT** 

From March 2022, the grass banking was kept trimmed by a gardener we had to pay, as Tony had said he could no longer tackle this job.  Following a memorial service held outside by the large stone memorial for the family lost in the fire on Osborne Road, we were advised to contact the Probation Service to see if they could help with the cutting of the long grass.  Consequently from mid July 2022 the Community Payback team started to come every week and did the cutting down of the long grass at the North & West sides of church and in September they also started trimming the banking so we no longer needed to pay anyone to do that.  They also cleared the area around the Community Garden of the brambles etc.  Other jobs have been done by them as required, in church, which has helped us a lot. 

In May five classes came along from the Infants’ School to look around church as they have done now for a number of years. 

Once again we opened for the Heritage Open Days in September and had quite a number of visitors.  Eventually the container that had been sited partly on our grounds was removed without having to resort to legal channels. 

Just before Christmas, we had a group of youngsters from Birkbees (pre-school children) visit us and they were told the Christmas story and they also helped put some of the figures into our crib. 

We’ve had some issues with the boiler in the Community Room for some time and last month were told it may only last a few weeks and that it was now at the stage where it really needed replacing.  A replacement boiler would also be more economical to run.  We applied for and obtained an Interim Faculty so that a

replacement boiler could be installed.  Hopefully the installation will be done in the next few weeks.

## **DEANERY SYNOD** 

The functions of the Deanery Synod are: 

- To consider matters concerning the Church of England and to make provision for such matters in relation to their Deanery, and to consider and express their opinion on any other matters of religious or public interest; 

- To bring together the views of the parishes of the Deanery on common issues to discuss and formulate policies, to foster a sense of community among those parishes, and generally to promote in the Deanery the whole mission of the Church, pastoral, evangelistic, social and ecumenical; 

- To make known and, so far as appropriate, put into effect any provision made by the Diocesan Synod; 

- To consider the business of the Diocesan Synod, and particularly any matters referred to that Synod by the General Synod, and to sound parochial opinion whenever they are required or consider it appropriate to do so; 

- To raise such matters as the Deanery Synod considers appropriate with the Diocesan Synod. 

In the period from April 2022 to the end of March 2023 there have been 3 Deanery Synods, all taking the form of joint Synods comprising the Huddersfield, Almondbury and Kirkburton deaneries. 

Key issues discussed as follows: 

**06/06/2022** - Held at St James’ Church, Meltham Mills. There was an opportunity to meet the new Archdeacon of Halifax, the Venerable Bill Braviner who gave an explanation of his role. 

**05/09/2022 -** Held at St Paul’s Church, Armitage Bridge. Presentation by Revd. Jude Smith, Director of Church Revitalisation who spoke about the types of support available for churches which include: buildings, finances (stewardship support for example to finding grants), missional leadership development. Update from the General Synod held in York between 8-12 July 2022. 

**29/11/2022** - This meeting was cancelled. 

**23/02/2023** - Held at Huddersfield Parish Church. Presentation on the role of Third Sector Leaders in helping churches to help their communities. 

Dates for further meetings this year have not yet been circulated.

## **SAFEGUARDING** 

No concerns or issues relating to child or adult protection have arisen during this last year. 

Disclosure and Barring Service (DBS) renewals and updates undertaken as appropriate. Safeguarding Training continues to be provided ‘online’.  Updated safeguarding training information circulated to Church Officers.

## **CHURCH OF ENGLAND CHILDREN’S SOCIETY REPORT** 

The money we send to the Children’s Society helps raise funds for helping children in many different ways. In 2022 we sent £48-65 from box collections and donations which was acknowledged by the Children’s Society giving thanks to the donors.

The St John’s Aspire ‘Greenhead’ group has been growing over the past year, now supporting over 20 people. We have continued to do a variety of craft, wellbeing, gentle exercise and local interest related activities, but more importantly behind the scenes we have supported many individuals one to one. The group has three regular volunteers, as well as a network of about 10 different tutors we work with. 


It’s brilliant to see people’s confidence growing, new people coming and feeling safe and welcome, and also building friendships with one another. 

“I’ve made friends and I enjoy the meetings, which is great because I live alone”.

“This group has made me feel like me again - Aspire gives me hope that I can enjoy life again”. 

Aspire as a charity has grown to work now with over 200 older adults in the community. We appreciate all your support and hope to continue working in the Birkby area for many years to come, giving local people a safe space and a warm welcome.

## **REPORT ON OUR POSITION REGARDING BUILDING REPAIRS** 

There is still a substantial amount of work to be done on the fabric of the church (Chancel roof, West End and further work on the tower, as well as the inside of the North roof).  At present we cannot progress with any major work until we have applied for funding from various sources including Heritage Lottery.  We are currently looking for someone to assist us with obtaining this funding.

## **MOTHERS’ UNION ANNUAL REPORT FOR 2022** 

We are still one of the smallest Branches in the Huddersfield Deanery and with only four Members have informal meetings.  Many thanks to the Members for their support and loyalty to the Mothers’ Union.

## **SUNDAY SCHOOL** 

The Sunday school continues to be led by 2 assistants, supported by other members of the congregation. Weekly sessions are based on the day’s Gospel reading. 

The aim remains to involve the Sunday school in the main service as appropriate, particularly as the children attending become older. 

Opportunities for linking with another local church for children and young persons’ activities alongside Sunday school are being pursued.

## **SOCIAL REPORT** 

Monthly Saturday coffee mornings have continued in the past year, raising funds for the Church, with an additional coffee morning held in aid of MacMillan Cancer Support on 1[st] October. 

A Garden Party was held on 6[th] August. No further social events took place last year as recovery following the pandemic continued. 

The Church hosted a ‘warm hub’ from November 2022 up to the end of March 2023 which took place every Thursday from 12.30 to 2.30pm, open to anyone who wished to attend for light refreshments (including soup and roll), a warm space and social companionship, with signposting to local services as appropriate. 

A benefice service followed by a community lunch is planned to celebrate the king’s coronation on 7[th] May 2023. Discussion is to take place within St John’s regarding arrangements for social / fund-raising events covering the remainder of 2023/24.

## **Independent Examiner’s Report** 

Report to the Trustees of St. John’s Parochial Church Council, Birkby (Charity No.1164732) on the accounts of the Church Council for the year ended 31 December 2022. 

## **Respective responsibilities of the Trustees and the Examiner** 

The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the Charities Act; 

- follow the procedures laid down in the General Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act); and 

- state whether particular matters have come to my attention. 

## **Basis of this report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. Specifically, I have reviewed the Summary Statement of Financial Activities, the Detailed Income & Expenditure Statement, and the Balance Sheet as at 31 December 2022 all three of which are attached to this Report, and the financial records supporting them. My examination also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below. 

## **Independent Examiner’s statement** 

In connection with my examination, no matter has come to my attention: 

- 1.which gives me reasonable cause to believe that in any material respect the requirements 

   - to keep accounting records in accordance with section 130 of the Charities Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act have not been met; or 

- 2.to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **For the Year Ended 31 December 2022** 

## **Accounting Policies** 

## **Basis of Financial statements** 

The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting regulations 2006 together with the applicable accounting standards and the current Statement of Recommended Practice, Accounting and Reporting by Charities (SORP (FRS 102) 

The financial statements have been prepared under historical cost convention. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body, nor those that are informal gatherings of church members. 

## **Going concern** 

The Trustees have at the time of approving the financial statements a reasonable expectation that the Church has adequate resources to continue in operational existence for the foreseeable future. Thus they continue to adopt the going concern basis of accounting in preparing the financial statements. 

## **Fund Accounting** 

_Restricted funds_ comprise revenue donations or grants for a specific PCC activity intended by the donor (a) Fabric Fund: funds to be used on the fabric of the church, but this account does receive a very small amount of interest on funds deposited, (b) Restoration Fund: funds realised to be used specifically for the restoration work to be undertaken on the church and (c) Aspire Fund: funds to be used solely to run the St John's Aspire Community Project. 

_Designated Funds_ comprise revenue donations set aside for vital tree work. 

_Unrestricted Funds_ are income funds which are to be spent on the PCC's general purposes. 

## **Income and Endowments** 

Planned giving, collections and similar donations are recognised when received. Tax refunds are recognised when the income to which they relate is received. Grants and legacies are accounted for when the PCC is entitled to the use of their resources, their ultimate receipt is considered reasonably certain and the amounts due are readily quantifiable. Interest is accounted for as and when accrued by the payer. All incomes are accounted for gross. 

## **Expenditure** 

Grants and donations are accounted for when paid over, or when awarded if that award creates a binding or constructive obligation on the PCC. The diocesan parish share expected to be paid over is accounted for when paid. All other expenditure is generally recognised when it is incurred and is accounted for gross. 

## **Fixed Assets** 

Consecrated and benefice property is not included in the accounts in accordance with s10(2)(a) and (c) of the Charities Acts 2011. Movable church furnishings held by the vicar and churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the church's inventory, which can be inspected (at any reasonable time). For anything acquired prior to 2000 there is insufficient cost information available and therefore such assets are not valued in the financial statements. Subsequently no individual item has cost more than £1,000 so all such expenditure has been written off when incurred. Equipment used within the church premises is depreciated on a straight-line basis over four years. Individual items of equipment with a purchase price of £500 or less are written off when the asset is acquired. 

## **Cash at bank and in hand** 

Cash at bank and cash in hand includes cash held on deposit at the bank. 

## **Debtors** 

Debtors represent income to be recognised in a future accounting period. 

## **Creditors** 

Creditors, loans and provisions are recognised where the Church has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably.

## **Employees** 

The Church did not have any employees during the year or in the previous year. 

The PCC members are considered to be the key management personnel of the Church. 

## **Payments to PCC Members** 

A small immaterial portion of the expenses paid to the incumbent may have related to his services as chairman of the PCC. 

No other expenses were paid to any other member of the PCC, persons closely connected to them or related parties. 

- **N.B.** The Fabric Fund, Restoration Fund & Aspire Fund represent grants & donations made specifically for those purposes.  Consequently the funds can only be used for these specific purposes. 

This booklet has been prepared in preparation for the APCM. The financial statements have been presented to and agreed by the PCC at a meeting held earlier this month.
