**MINUTES OF THE ANNUAL PAROCHIAL CHURCH MEETING OF ST JOHN’S CHURCH, BIRKBY, HELD ON SUNDAY 18[th] APRIL 2021** 

- 2 weeks before the APCM was held, a booklet containing the relative agendas, minutes and reports was made available. 

## **VESTRY MEETING.** 

1.  Rev. Paul welcomed everyone to the Annual General Parochial Meeting with opening prayers. 

   - Attending were:-  Mrs. Pat Berry,  Mr. Grahame  Berry. Mrs. Princess Bedeau, Miss Anne Brier, Mrs. Molly Clarke, Mr. Tony Clarke, Mrs. Ester Gay, Mrs. Barbara Hardcastle, Mr. Sam Masih, Mrs. Jean Shaw, Mrs. Carole Thornton, Mrs. Christine Walker, Mr. Mark Wildman. 

2.  Apologies.  None. 

3.   Election of Church Wardens. 

Mr. Grahame Berry and Mr. Tony Clarke were nominated for the posts of church wardens.  Both said they were happy to continue their duties as wardens and everyone was in agreement for them to continue for another year.  Thanks were expressed for all the work they had done during the previous year. 

## **ANNUAL PAROCHIAL CHURCH MEETING** . 

1.    Minutes of the APCM held on December 13[th] 2020. 

These were proposed as a true record by Grahame Berry, seconded by Anne Brier and all who were at the meeting were in agreement. 

2.    Matters arising:  There were no matters arising from the minutes. 

3.    Reports. 

   - Pat explained in great detail the Independent Examiner statement of accounts for the year ending December 31[st] 2020 – booklet included.   She was thanked for all the work which she does as the treasurer by Rev. Paul – all agreed. 

4.    ELECTIONS. 

   - a)   Deanery Synod.    Not applicable for 2021. 

   - b)    PCC.  Anne, Mark, Molly, Pat and Sam were nominated to be members of the PCC.  All agreed to accept these positions. 

   - c)    Sides-persons.  No election needed. 

   - d)    Independent Examiner.   Changes had been made in the Diocese and after discussion and thoughts about this, Tony proposed we leave it to the next PCC meeting to decide who we will ask to do the Year End reports & Independent Examination, Mark seconded and all in agreement.

## **Structure, governance and management** 

The method of appointment of PCC members is set out in the Church Representation rules.  All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. 

## **Objectives and activities** 

St. John’s has the responsibility of co-operating with the Incumbent in promoting in the ecclesiastical parish the whole mission of the church, pastoral, evangelistic, social and ecumenical. 

## _**Achievements and performance**_ 

## **Church attendance.** 

There are 45 names on the Church Electoral Roll. 

We have still not been required to give the Diocese ‘average weekly attendances’ this year as Covid restrictions were still in place early in the year. Easter Day 31 Communicants, 41 attending; Christmas Midnight Mass 17 Communicants, 29 attending.  During the year, there were 3 funerals at church with one at the crematorium only.  All figures have still been affected drastically due to Covid 19 restrictions.

## **Interim Priest-in-charge Report April 2022** 

This last year at St John’s saw an easing of covid restrictions that led to the starting again of communion services in church on the third Sunday of Lent and the Wednesday of that week. Numbers were a little down to start with and it was odd giving communion to people wearing face masks.  We grew used to the situation and coped with it very well.  PCC meetings continued to be held via zoom at this point.  As we moved into Holy Week, we were able to enjoy services at St Johns closer to what they had been pre covid and interregnum.  These included the communion on the Monday, Wednesday and Maundy Thursday as well as The Stations of the Cross on Good Friday.  All this was topped off by the Easter Sunday Service.  We had Stephen with us for a number of weeks whilst he was temporarily with his daughter, before he moved back south to a new narrow boat home. 

I am very grateful to Margaret Bradnum who not only celebrates the Wednesday morning Communion service when I am away but has offered to celebrate communion at Christ Church on the first Sunday of the month to allow me to spend time after the service at St Johns to get to know people a little better.  Thank you Margaret. 

## The Archdeacons visitation was held via zoom. 

Visits were made to the Primary and Infant Schools within the parish which certainly reflected the changes in ethnicity and some 90% plus of the children being Asian and Muslim at the primary school and a large percentage at the infant school of a similar background. 

Monthly coffee mornings began again on the third Saturday of June and although numbers were low for that morning, they have gradually built up in the months since then. 

I attended the opening of the new Birkby Library on Lea Street.  This was a good opportunity to meet people from different parts of the parish.  I had conversations with Mark Griffin from Community Plus, amongst others.  It was good to see Tony and Molly there as well.

As per Church Representative Rules the roll has been displayed in church both prior to and following the end of year revision. 

During 2021/2022 we have had one deletion and one addition making a total of 45 members.

## **PCC REPORT** 

PCC meetings are held bi-monthly on the 3[rd] Wednesday of the month with the agenda and reports of the previous meeting given to the members prior to the next meeting. January, March and May were Zoom meetings and with restrictions lifted we held the July, September and November ones in the church meeting room. 

Rev. Paul always ends the meeting thanking everyone for attending, followed with the grace.

## **WARDENS’ REPORT** 

## **MARCH 2021** 

Church services were held on zoom until beginning of March, PCC meetings kept on zoom as a precaution. 

Still no reply to solicitor’s letter re container belonging to the occupants of the old Vicarage which is mainly sited on Church grounds. 

Emergency work to the Church Tower to repair serious water ingress had been completed. 

## **MAY 2021** 

Normal Church services had been resumed and some of the Covid restrictions lifted. 

A coffee morning was held on Sat 15 May to help support Christian Aid.  Coffee was served outside with stalls inside with limited access.  £68 was raised which was shared with Christian Aid as we do each year. 

The problem with the container sited on Church land was still ongoing. 

The Soup kitchen had re-opened offering ‘Take away Food’ because of the Covid situation.

## **JULY 2021** 

Since last meeting all Covid restrictions had had to be retained but with new regulations announced we were in a position to decide, within these regulations, how we proposed to begin reducing the restrictions that were in place. 

Our first normal monthly coffee morning was held, with tables inside and out, to help advertise this. A little success was noticed and further coffee mornings could be held in this way if the weather was favourable. 

The Soup Kitchen had closed again until possibly September. 

It was suggested that a visit to the family in the old Vicarage re their container sited on Church land reminding them that the letter they had received, sent by the Diocese, giving a date by which it was required to be moved was in two months’ time, and a friendly reminder might be helpful. 

The old tree stump on the grass at the top of the car park was causing concern as it was covered in large amounts of various fungi, and with it being close to the seat which had recently been installed, it was thought it safer if the stump was removed, professionally, to rid the site of the mushrooms/fungi which appeared annually. A quote of max £175 was received and it was agreed by the PCC to have this work carried out. 

## **SEPT 2021** 

Church now almost back to normal with sung Hymns, optional masks and coffee on offer after services. 

Last year our Tree surgeon, Godson, cut and cleared our long grass under the trees for us free of charge. Thinking he had a use for the grass I contacted him to see if he would do the same again this year.  He said he had no use for the grass but cut and cleared it as a favour. I asked him for a quote to do the job again this year and he said he would get back to me later. This grass under the trees had previously been cut over many years by church members but was now too difficult for them to attempt. 

A short meeting had been held regarding changing our Bank as new bank charges were being introduced which caused us further expense and problems with our existing bank. It was agreed that Pat would do this, and as full a report as possible at this time would be put forward with the financial report. 

It was agreed contact should be made re the container on church land as the 12 month notice given expired at the end of October.  It was thought a friendly reminder to the family concerned might avoid problems which may arise if a legal channel had to be followed. 

The Church had been open on Fridays and Saturdays, on two weekends for the annual Heritage Open Days. 

## **NOV 2021** 

Our tree surgeon, having cut the grass without giving us the promised quote, was asked if he would accept £150. He agreed to this and would send us an invoice.

## Our Bank had now been changed, details in treasurer’s report. 

The container on Church land had still not been removed. Tony had suggested a friendly personal reminder by Rev. P. Tyler but this had been advised against by our solicitor who had drafted and sent the original letter on our behalf.  Presumably further action will now be taken. 

At a special meeting how to raise funds for building repairs was discussed. Grant applications had to be accompanied by information how we could create activities etc, to benefit the local community and its economy. It was decided we need advice on this and Anne would speak to the Diocese Stewardship and Income Generation Department re this and try and arrange a meeting to discuss this. 

## **JAN 2022** 

As no action appears to have been taken re the container on Church land and the fact that the new Vicarage will soon be occupied a thought was raised as to would this problem now be taken up by the Diocese as it could also affect the new occupants. 

Still no planned meeting with the Diocese Stewardship and Income Generation Department re creating activities for the benefit of the local community in order to forward a grant application for the still outstanding Church Building repairs. 

Grahame had been in contact with a gardener re cutting the grass on the banking bordering St John’s Drive as Tony was finding it more difficult to do. An arrangement was made to start this in March 2022 on a monthly basis. At the moment Tony would continue cutting the other grass. 

New supply pipes had been connected to St John’s gas supply during gas safety work carried out locally. 

Information had been received regarding new grants available from the Screw Fix Foundation for non-profit-making organisations to fix, maintain and improve properties and community facilities.  Grants will be accepted on the 10[th] of the month before March, June, September and December.  Thought would be given as to whether we could benefit from this grant offer.

## **DEANERY SYNOD** 

The functions of the Deanery Synod are: 

- To consider matters concerning the Church of England and to make provision for such matters in relation to their Deanery, and to consider and express their opinion on any other matters of religious or public interest; 

- To bring together the views of the parishes of the Deanery on common issues to discuss and formulate policies, to foster a sense of community among those parishes, and generally to promote in the Deanery the whole mission of the Church, pastoral, evangelistic, social and ecumenical; 

- To make known and, so far as appropriate, put into effect any provision made by the Diocesan Synod;

- To consider the business of the Diocesan Synod, and particularly any matters referred to that Synod by the General Synod, and to sound parochial opinion whenever they are required or consider it appropriate to do so; 

- To raise such matters as the Deanery Synod considers appropriate with the Diocesan Synod. 

In the period from April 2021 to the end of March 2022 there have been 5 Deanery Synods, all taking the form of joint Synods comprising the Huddersfield, Almondbury and Kirkburton deaneries. Due to pandemic restrictions, the first 2 meetings were held remotely via Zoom, with the other meetings taking a hybrid form with the option for attendance in person or via Zoom or most recently with a livestream on the Huddersfield Parish Church YouTube Channel. Key issues discussed as follows: 

**22 April 2021** - Diocesan Synod elections; General Synod elections; Carbon Zero 2030 Challenge; working together to support churches of any denomination which may be struggling financially. 

**23 June 2021 -** Parish Life in Step 4 of the Roadmap out of Lockdown with catch-up discussion; Living in Love and Faith course (on learning about identity, sexuality, relationships and marriage) and how this is to be delivered. 

- **20 September 2021 -** Parish emergence, how parishes are doing as we emerge from lockdown; Diocesan Generosity Week; General Synod elections. 

**7 December 2021 -** Feedback on hybrid Synods (technical difficulties); Wellsprings Together, a free at the point of access resource to support transformation of communities; Diocesan and General Synod reports. 

**8 March 2022 -** Our parishes, the environment and Eco Church; Update on how our parishes are continuing to emerge from the Covid period; update from General Synod; overview on Safeguarding changes. 

The dates for further meetings this year are: 8 June, 5 September, 29 November 2022. 

Elections for Deanery Synod representatives for the period 2020 - 2023 took place at the 2020 APCM on 13/12/2020. Mollie Clarke and Anne Brier were re-elected.

## **SAFEGUARDING** 

No concerns or issues relating to child or adult protection have arisen during this last year. 

Disclosure and Barring Service (DBS) renewals and updates have been arranged and completed for St John’s and Christ Church PCC members, with remaining checks at St John’s in hand for a new Sunday school assistant and 2 PCC members who have DBS certificates from other organisations. 

Safeguarding Training continues to be provided ‘online’.

A new digital Safeguarding Dashboard has been introduced by the Leeds Diocese as a tool to help parishes streamline and monitor safeguarding information and requirements, including training. More development of the dashboard will take place for our benefice this year.

## **CHURCH OF ENGLAND CHILDREN’S SOCIETY REPORT** 

The Society has now allowed us to make donations, which is good as it helps towards raising funds for the children they help in many ways.  This meant that we sent £55.73 – not as much as we usually donate each year but it will help the Society in some way.   Many thanks for all who contributed.

January 2021 - December 2021 

Throughout the lockdown and pandemic periods Aspire was privileged to support 32 people in the Birkby area (Greenhead ward), through the work that we do in partnership with St John’s church. From January to August 2021 as a charity we delivered 150 craft and wellbeing bags a month in Kirklees, with 29 of these specific to Birkby. We also offered regular wellbeing phone calls and emotional support to every Aspire beneficiary and with support and funding from the local 


authority and the lottery we were able to relaunch our Aspire community groups in September 2021. Aspire has now appointed an outreach worker, to connect with people who are still struggling to get to groups. She works with individuals to help them grow in confidence and to get to groups when they feel able.  Since September our Birkby group has been increasing in number, seeing up to 17 people each week. We have three regular volunteers committed to the group, and have been working with a number of local artists to engage with people through activities.  One new service user, C, 79, started attending in September and said:

_“I have MS and terrible mobility problems and it is the one place I am so happy to have found that group.  I thought my life had ended and going there has made me see I can be myself and safe and know that people look out for me, are concerned about me.   The atmosphere in the small room is wonderful.  It has changed my life around.  The group makes everyone feel important without being over the top.  It’s one place I can be myself because everybody, even my own children, don’t seem to_ 

_accept the problems I have.  It has made my life.  Made me into a much happier person.  In a better place.  It’s just amazing, wish I’d found it a long time ago.”_ 

The Aspire group is currently funded until September 2022, with funding from the National Lottery Awards for All. The group costs approximately £10,000 a year to run so in the coming months we will be exploring opportunities to source funding to continue beyond 2022. ## **REPORT ON OUR POSITION REGARDING BUILDING REPAIRS** 

As previously mentioned, a grant was received from Historic England at the end of 2020 for urgent work to the Tower to stop serious water ingress through all four floors.  Due to the very bad weather, this repair work started on Jan 25[th] 2021 and was completed on 25[th] Feb 2021. When completed the builders also carried out a comprehensive inspection of the whole Tower and provided us with a list of all the work required.  It was reported to be in a poor condition with a lot of the carved stone badly eroded and needing complete removal and replacement with new, and numerous other works in urgent need of carrying out. The total cost quoted for this was £259,000.

## **MOTHERS’ UNION ANNUAL REPORT FOR 2021** 

Our branch is one of the smallest in the Huddersfield Deanery with only 4 members and with some restrictions still in place, we just have informal meetings.  Many thanks to the members for their continued loyalty and support over the year.

## **SUNDAY SCHOOL** 

The Sunday school resumed in person from August 2021, with weekly sessions now led by 2 new assistants, supported by other members of the congregation. Further consideration will be given to ways of integrating the Sunday school more with the wider church congregation in the coming year and, also, to whether there are any opportunities for developing links with children’s and young persons’ activities in other local churches.

## **SOCIAL REPORT** 

With the exception of monthly coffee mornings, which resumed during the Spring of 2021 as pandemic restrictions gradually eased, and the MacMillan coffee morning in September 2021, there have been no planned social events during the past year, due to the pandemic. There is an intention to reconvene the Social Committee to consider arranging a programme of social . events for the second half of 2022 to support fundraising and fellowship

on the accounts of the Church Council for the year ended 31 December 2021.
Respective responsibilities of the Trustees and the Examiner
The charity's trustees are responsible for the preparation of the accounts. The charity's
trustees consider that an audit is not required for this year under section 144 of the
Charities Act 2011 (the Charities Act) and that an independent examination is needed.
It is my responstbility to:
examine the accounts under serfrion 145 of the Charities Act;
follow the procedures laid down in the General Directions given by the Charity
Commission (under section 145(5){b) of the Charities Act). and
state whether particular matters have come to my attention.
Basis of this report
My examination was carried out in accordance with the General Directions giverF by the
Charity Commission. An examination includes a review of the accounting records kept by
the charity and a comparison of the accounts presented with those records. Specifically. I
have reviewed the Summary Statement of Fsn3ncial Activities, the Detailed Income &
Expenditure Statement, and the Balance Sheet as at 31 December 2021 all three of which
are attached to this Report, and the financial records supporting them. My examination also
includes consideration of any unusual ttems or disrlosures in the accounts and seeking
explanations from the trustees concerning any SLich matters. The procedures undertaken do
not provide all the evidence that would be required in an audit, and consequently no
opinion is given as to whether the accounts present a 'true and fair. view and the report is
limited to those matters set out in the statement below.

## **Notes to the Accounts** 

## **For the Year Ended 31 December 2021** 

## **Accounting Policies** 

## **Basis of Financial statements** 

The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting regulations 2006 together with the applicable accounting standards and the current Statement of Recommended Practice, Accounting and Reporting by Charities (SORP (FRS 102)) 

The financial statements have been prepared under historical cost convention. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body, nor those that are informal gatherings of church members. 

## **Going concern** 

The Trustees have at the time of approving the financial statements a reasonable expectation that the Church has adequate resources to continue in operational existence for the foreseeable future. Thus they continue to adopt the going concern basis of accounting in preparing the financial statements. 

## **Fund Accounting** 

_Restricted funds_ comprise revenue donations or grants for a specific PCC activity intended by the donor (a) Fabric Fund: funds to be used on the fabric of the church, but this account does receive a very small amount of interest on funds deposited, (b) Restoration Fund: funds realised to be used specifically for the restoration work to be undertaken on the church and (c) Aspire Fund: funds to be used solely to run the St John's Aspire Community Project. 

_Designated Funds_ comprise revenue donations set aside for vital tree work. 

_Unrestricted Funds_ are income funds which are to be spent on the PCC's general purposes. 

## **Income and Endowments** 

Planned giving, collections and similar donations are recognised when received. Tax refunds are recognised when the income to which they relate is received. Grants and legacies are accounted for when the PCC is entitled to the use of their resources, their ultimate receipt is considered reasonably certain and the amounts due are readily quantifiable. Interest is accounted for as and when accrued by the payer. All income are accounted for gross. 

## **Expenditure** 

Grants and donations are accounted for when paid over, or when awarded if that award creates a binding or constructive obligation on the PCC. The diocesan parish share expected to be paid over is accounted for when paid. All other expenditure is generally recognised when it is incurred and is accounted for gross. 

## **Fixed Assets** 

Consecrated and benefice property is not included in the accounts in accordance with s10(2)(a) and (c) of the Charities Acts 2011. 

Movable church furnishings held by the vicar and churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the church's inventory, which can be inspected (at any reasonable time). For anything acquired prior to 2000 there is insufficient cost information available and therefore such assets are not valued in the financial statements. Subsequently no individual item has cost more than £1,000 so all such expenditure has been written off when incurred. Equipment used within the church premises is depreciated on a straight-line basis over four years. Individual items of equipment with a purchase price of £500 or less are written off when the asset is acquired. 

## **Cash at bank and in hand** 

Cash at bank and cash in hand includes cash held on deposit at the bank. 

## **Debtors** 

Debtors represent income to be recognised in a future accounting period. 

## **Creditors** 

Creditors, loans and provisions are recognised where the Church has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably.

**Notes to the Accounts For the Year Ended 31 December 2021** 

## **Employees** 

The Church did not have any employees during the year or in the previous year. 

The PCC members are considered to be the key management personnel of the Church. 

## **Payments to PCC Members** 

A small immaterial portion of the expenses paid to the incumbent may have related to his services as chairman of the PCC. 

No other expenses were paid to any other member of the PCC, persons closely connected to them or related parties. 

- **N.B.** The Fabric Fund, Restoration Fund & Aspire Fund represent grants & donations made specifically for those purposes. Consequently the funds can only be used for these specific purposes. 

This booklet has been prepared in preparation for the APCM. The financial statements have been presented to and agreed by the PCC at a meeting held earlier this year.
