## **ACHIEVEMENTS AND PERFORMANCE** 

The summer of 2024 saw a record number of both expressions of interest in joining our scholarship programme for young serving and ex-prisoners, and of new Longford Scholarship awards made by the Longford Trust. 

The 220 requests we received was up substan�ally on 2023 thanks to our ongoing development work which includes going into prison educa�on departments to enthuse those near to release about the transforma�onal poten�al in their lives of a university degree. And the 35 awards we made was our highest total yet, meaning we were working in 2024 with a cohort of 102 scholars, including ongoing award-holders in years 2, 3 and some�mes 4 of their degrees, plus 23 Frank Award holders, young men and women, s�ll with lengthy sentences serve, keen to get going on remote degree-level learning with the Open University but unable to find any other sources of funding to cover the tui�on fees. 

Our Longford Scholarships support young serving and ex-prisoners to con�nue their rehabilita�on by going to university to study for degrees. We provide financial help, one-to-one mentoring by our trained volunteer mentors, plus employability guidance to ensure those Longford Scholars who graduate have the opportuni�es and openings, including work placements and internships, that ensure their hard-earned degrees win them graduate-level employment. 

We have been running this scholarship programme since 2005. It started on a very small scale of two awards that year. We have now worked with over 500 young men and women and con�nue to see around 85% of our award-holders going on to graduate, get degree-level jobs, build careers, homes, families. Fewer than 4% of Longford Scholars end up back in prison compared to the 50% plus in na�onal figures for the prison service. 

Figures ma�er, but not without humanity. We don’t always get it right – because we are human. And those who join our programme are some�mes not in the right place to seize their second chance, however much they try and we support them. But our hard-working office team, made up of six part-�me members (the equivalent of 3.5 full-�me staff), supported by our trustees, and most of all by our generous enlightened, humane donors, does everything it possibly can to enable it to happen.

were boosted by a single one-off, large dona�on from a former scholar who is moving succeeding in their chosen career. They got back in touch and wanted to help us to help others wan�ng to walk the same path. 

stage at Church House, Westminster, on Monday November 11 to deliver our annual Longford Lecture. ‘People are o�en curious about prison and its stories but no one wishes to spend one day in prison,’ she began, as she reflected on what she had learned about prison during her nearly 1,800 days of cap�vity in the notorious Evin prison in Iran. Addressing an audience of 650, with a further 1,000 joining via a livestream, plus Na�onal Prison Radio broadcas�ng the event into every prison cell in the country, she spoke about her six-year ordeal: the trauma of solitary confinement; the overcrowded, dirty condi�ons; and the terrifying uncertainty of her imprisonment and pain of not being with her young child, who was si�ng in the audience listening to her mum’s lecture. 

Paying tribute to the unwavering tenacity of the women in Evin, Nazanin reminded those in charge of prisons that governments have a duty of care for prisoners as its ci�zens, an obliga�on to provide them with a path back.  Speaking directly to those who were listening to her from prison cells, she tried to give them hope. ‘As someone who has been once in your shoes, it is devasta�ng to be away from your family, friends or home, but I want you to know that it will eventually end. Hold on to that thread and don’t despair. There is life there outside prison wai�ng for you. However hard some�mes, it is good to have a second chance.’ Her lecture can be watched on our website - _www.longfordtrust.org_ 

At the Longford Trust we are always striving to improve what we do and so increase the posi�ve outcomes for all our scholars. To that end, each year we carry out research about recipients of our Longford Scholarship awards to make sure that those who are successful broadly reflect the diversity of the prison popula�on. The headline figures for 2024 show that around 28% of those in prison come from global majority backgrounds, while 40% of our Longford Scholars do. While female prisoners account for around 4% of the total, in our 2024 cohort of award holders they are 20%. 

We also commission an independent evalua�on of our scholarship and mentoring programme in which all those involved in it are invited to rate its performance. Our evaluator reported in 2024 high levels of sa�sfac�on at the level and nature of the support what we provide.  In his conclusion, the report’s author writes: ‘The analysis of scholar and mentor responses in my report reveals that those

Longford Scholarship award-holders who receive mentoring as part of their award gain substan�al confidence, networking skills, and employability prospects.’ 

Our core scholarship programme took up just short of 80% of our expenditure in 2024 and it remains focused and dedicated on the goal of crea�ng role models of success for other young men and women in prison, for universi�es, for employers and for a public that is s�ll some�mes wary of the reality of rehabilita�on. In 2024, we established an ‘Ambassadors’ group from among our cohort of former scholars going forward in their lives and careers.  A�er going through a training programme, they now represent and speak for the trust and its work on public pla�orms, including when we visit prison educa�on departments. The charity trustees are responsible for preparing a trustees' annual report and financial statements in accordance with applicable law and United Kingdom Accoun�ng Standards (United Kingdom Generally Accepted Accoun�ng Prac�ce). 

The trustees are responsible for keeping proper accoun�ng records that disclose with reasonable accuracy at any �me the financial posi�on of the charity and to enable them to ensure that the financial statements comply with the Chari�es Act 2011, the applicable Chari�es (Accounts and Reports) Regula�ons, and the provisions of the Trust deed. The Trustees are also responsible for safeguarding the assets of the charity and hence taking reasonable steps for the preven�on and detec�on of fraud and other irregulari�es.

Basls of preparatlon
The financial statements have been prepared in accordance with Statement of Recommended Practice..
Accounting and Reporting by Charities preparing their accounts in accordance with the Financial
Reporting Standard applicable in the UK and Republic if Ireland IFRS 1021 issued on 16 July 2014 and th
Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland IFRS 1021 and the
Charities Act 2011.
Change in basis of accounting or to previous accounts
There has been no change to the accounting policies (valuation rules and method of accountingl since
last year 3nd no change5 have been made to accounts for previou5 years.

Expenditure
Recognition of
expenditure
Expenditure is recognised on an accruals basis. Expenditure includes 3ny VAT which
cannot be fully recovered, and is reported as part of the expenditure to which it
relates.
Expenditure on
These comprise the costs associated with attracting voluntary income. fundraising

These comprise the costs incurred by the Charity in the delivery of its activities and
charitable artivities services in the furtherance of its objects, including the making of grants and

All grant expenditure is accounted for on an actual paid basis plus an accrual for

Cash and cash equivalents comprise cash at bank and on hand. demand deposits with banks and other
short-term highly liquid investments with original maturities of three months or less and bank overdrafts.
In the statement of financial position, bank overdrafts are shown within borrowings or current liabilities.
In the Statement of Cash Flows, cash and cash equivalents are shown net of bank overdrafts that are
repayable on demand and form an integral part of the company's cash management.
Trade and other credltors
Short term creditors are measured at the transaction price. Other creditors and provisions are recognised
where the charity has a present obligation resulting from a past event that will probably result in the
transfer of funds to a third party and the amount due to settle the obligation can be measured or
estimated reliably. Creditors and provi5i0ns are normally recogni5ed at their settlement amount after
Ilowing for any trade discounts due.
Forei8n currencies
Monetary assets and liabilities denominated in currencies Dther than the functional currency of the
charity are translated at the rates of exchange prevailing at the end of the reporting period.
Transactions in currencies other than the functional currency of the charity are recorded at the rate of
exchange on the date that the transaction occurred.
All exchange differences are are taken into account in arriving at net income/expenditure.

Pension costs
The charity operates a defined contribution p13N for its employee5. A defined contribution plan is a
pension plan under which the charity pay5 fixed contribution5 into 3 separate entity. Once the
contributions have been paid the charity has no further payments obli8ations. The contributions are
recognised as expenses when they fall due. Amounts not paid are shown in accruals in the balance sheet.
The assets of the plan are held separately from the charity in independently administered funds.
Rèceipt of donatèd goods, fatilities and sèrvites
All donated goods. facilities and services received are recognised within incoming resources and
expenditure at an estimate of the value to the charity.

## **Independent Examiner's Report to the trustees of Frank Longford Charitable Trust** 

I report to the trustees on my examination of the financial statements of Frank Longford Charitable Trust for the year ended 31 December 2024. 

## **Responsibilities and basis of report** 

As the charity's trustees you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

As the charity's gross income exceeded £250,000 your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination by being a qualified member of AAT. 

I have completed my examination. I can confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

- the accounting records were not kept in respect of the charity as required by section 130 of the Act; or 

- the financial statements do not accord with those records; or 

- the financial statements do not comply with the applicable requirements concerning the form and content of financial statements set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the financial statements give a 'true and fair' view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.
