Report of the trustees for the year ended 31st December 2023

The trustees present their report with the financial statements of the charity for the year ended 31 December 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 2019)

Objectives and Activities

Function of the PCC

Together with the clergy team to consult on matters of general concern and importance to the ecclesiastical parish, and in promoting the whole mission of the church: pastoral, evangelical, social and ecumenical: Parochial Church Council (powers) Measure 1956. The PCC also has financial responsibility for the maintenance of the Parish church of All Saints.

Church Membership figures

As at 28 May 2023 the church electoral roll stood at 98 names.

Services

Figures of attendance for the three festivals of obligation are taken from the register of services and are submitted online via the parish returns portal.

Attendance is increasing across all services and the 09:30 Sunday service has seen growth with 30-40+ people regularly in attendance. Several times weekly attendance across the Sunday services has exceeded 100 or more people indicating a consistent trajectory of good attendance growth, also a sense that many more new people are finding a welcome and able to feel as though they belong as part of the church at All Saints.

Several new services have been introduced throughout 2023:

• A monthly 8am Sunday BCP said communion service that compliments the cohort that attend weekly Friday evening prayer BCP service is small but stable.

• The Thursday Celtic morning prayer has seen dramatic growth for a midweek service regularly attracting 20+ people and the seating area has been enlarged to accommodate.

• The 11am Sunday weekly contemporary service based in the church hall has seen dramatic growth particularly with children, young people and families, this has brought a new base of volunteers to serve and support church events.

Occasional offices

Baptisms, Weddings and Funerals remain popular at All Saints and work to promote weddings and good wedding preparation particularly should develop further increase and missional opportunity.

Review of the year

Whilst the parish was interregnum throughout much of the year, Rev Heath Monaghan has been in attendance with planning and support as a licenced pioneer minister throughout the year.

Appointments : Rev David Morgan was licenced at team vicar (traditional) in December 2023 at the same time that Rev Olly Mitchelmore was successfully interviewed to take on the role of team vicar (contemporary) in 2024 along with Rev Heath Monaghan who was successfully interviewed and will also be licenced in 2024 at the Ryde team Rector.

Our retired colleague Canon Howard Barker who supported the mission of the church with service, wisdom and passion that has been valued immensely. Also Lay colleagues: Readers Rodney Fox & The Late Canon Hillary Spurgeon And worship leaders Greville Socket & Frances Yunnie

Along with so many more valuable volunteers who form our team at All Saints and give their valuable service to progress the life of the church – Thank you.

Vision

The very positive news that nearly £3million funding for a capital refurbishment project and revenue for mission and revitalisation project at All Saints over the next five years is very welcome and we look forward to 2024 with real hope and anticipation.

RYDE All Saints have been planning for some considerable and exciting changes with support from Harbour Church to develop our building and the culture of how it works developing multiple congregations that complement the whole offer to our community. Getting ready to recruit a new staff team, implement new robust operational systems to free up ministers to focus upon intentional mission and pastoral care.

Ryde Plurality

We also want to celebrate many achievements of working together with neighbouring parishes in a new way, all independent of each other, but sharing ideas, ministers and resources is helping to developed a joined up approach to church across the area.

Public Benefit

The trustees are aware of and consider the guidance of the charity commission on public benefit and in particular the specific guidance to charities for the advancement of religion.

Achievement and performance

General use of church buildings

The general use of the church grows with the main church now open throughout the midweek as a place of heritage tourism and also made available for many more bookings for major concerts, a partnership with Ryde School has been further strengthened in their use of the church for chapel service, assemblies and concerts. The church hall hosts many groups that enrich the offer, quality and accessibility to community provision such as play groups, healthy lifestyles, dance movement and social opportunities.

Visiting the sick and care / residential homes

Much pastoral visiting has been undertaken with the areas sick at the hospital and also increased home communion visits and pastoral visits to two residential homes, this area of work will further develop as the new team grows.

Ecumenical

This year the PCC has worked closely with other Anglican churches in the north east of the island to form plurality and commonality. Further regular communications and meetings have been wel;comed and undertaken with a number of other denominations across Ryde.

Fundraising

The team have been developing regular pop-up markets to raise funds for All Saints In addition, we were notified of our success of a nearly £3 million funding bid starting in 2024 for five years.

Furthermore we were notified of our success in securing two smaller amounts of funding again for 2024 to undertake a piece of social action work with venerable women.

Financial review

Whilst financial giving remains roughly the same year on year, income from hall lettings, church bookings including Ryde School can be attributed to a small increase in our income.

Outgoings have increased substantially, but this can mainly be attributed to planned maintenance to the church roof, heating in the hall and vestry and decoration works to bring the hall to a good standard, this is planned and taken from restricted funds. Also for the first time in a number of years the parish has been able to pay 50% of its parish share contribution of £22,125

All showing signs of financial stability and growth, with further hope as congregations grow and adopt good principals of financial giving.

The new commitment of several funding streams secured for 2024 help to bring a plan of long term financial stability for All Saints.

Structure governance and management

Governing Document

The charity is controlled by its governing document a deed of trust and constitutes an unincorporated charity the charity is governing document consists of the parochial Church council powers measure 1956 as amended and the church representation rules that came into force on 2 January 1957.

Organisation of the PCC to fulfil its function

At least four meetings must be held during the year together with any further meetings as may be necessary standing committee the only committee required by church law to transact business between PCC meetings has comprised of the churchwardens the treasurer the secretary the vice chair and the priest in charge certain other aspects of the PCC’s function are carried out as and when the need arises the PCC appoint an electoral role officer an honorary treasurer a secretary and a safeguarding officer

The PCC continued to organise itself, meeting six weekly under the chairmanship of the clergy or a vice chair in their absence, overseeing the life and witness of the parish.

This year particularly much work has been undertaken around good governance and structured meetings. Such as dates secured in advance throughout the year, agendas, quality of minutes with clear action points, quality reporting structures able to better inform decisions around risk and resources, and information being distributed timely in advance of meetings.

Risk management

The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

Financial risks to the church are reviewed regularly the trustees consider the greatest risk to the church finances to be the falling income stream from regular givers especially since older members of the congregation tended to be the most generous givers the PCC will continue to monitor overall giving and this is very much part of any annual stewardship appeal however in light of the changing demographic the PCC also recognised the importance of raising income from outside sources and to this end will continue to promote the use of the church and its hall for civic purposes concerts and events whilst seeking grants and other support for capital projects to further enhance the attractiveness of the building

It has been confirmed that the major risks to which the church is exposed as identified by the trustees are reviewed annually and systems of procedures have been established to manage those risks.
