The trustees present their report with the financial statements of the charity for the year ended December 2021. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective Jan 2019)

Objectives and Activities
Function of the PCC:
Together with the Priest-in-Charge to consult on matters of general concern and importance to the ecclesiastical parish, and in particular in promoting the whole mission of the church: pastoral, evangelical, social and ecumenical: Parochial Church Council (Powers) Measure 1956. The PCC also has financial responsibility for the maintenance of the Parish church of All Saints’.
Significant Activities
Church membership figures:
At 31 December 2021 the church Electoral Roll stood at 82.
Figures of attendance for the 3 festivals of obligation are taken from the Register of Services and are as submitted online via the Parish Returns portal. Easter: 38, Advent: 118, Christmas: 141. All attendance figures were affected by periods of closure due to Covid restrictions and lockdowns.
Review of the Year
Samantha Martell, our priest, resigned at the end of January 2021. She was replaced immediately by Rev James Perceval, as an interim measure. James resigned this post in June 2021. He was not replaced in this role, at which point Dr Nicholas England became de facto chair of the PCC. The Reverend Canon Dr Anthony Rustell then attended All Saints’ to lead our services, although he did not act as priest in charge. There were 0 weddings and 4 funerals held at All Saints’ during this year as well as the traditional Sunday Services (where able) which were rescheduled to one service of communion service on a Sunday at 930 am. In addition there were 4 Christenings during the year.
The organ has since been restored by Mark Gatrell of South Coast Organs and was recommissioned in April 2021.
There was assistance to the clergy by way of PtO for Canon Howard Barker and servers Greville Sockett and Nevil Sirkett.
There has been a considerable loss of income in comparison with 2020. The PCC managed this downturn, by substantially reducing our contribution to the parish share – to about 12% of the expected amount. The consequence of such a loss will make it difficult for the parish to recruit a new vicar, without support from the Church Commissioners. With this in mind, the PCC has developed a strategy, which they hope will move the church forward in the year ahead. The parish will work as a plurality with St Joh’s Ryde, Holy Cross Binstead and St Peter’s Havenstreet. Part of the plan is to bring in a young congregation with the help of Holy Trinity Brompton, which will receive strategic development funding from Holy Trinity Brompton and the Church Commissioners. This plan will secure our position for the 5 years.
We continue to work closely with Ryde School, who use the church for their regular services, as well as enjoying the excellent acoustics for their concerts.
Public Benefit
The Trustees are aware of and consider the guidance of the Charity Commission on Public Benefit, and in particular, the specific guidance to charities for the advancement of religion.
Achievement and Performance
General use of Church buildings
Since the removal of lockdown measures, the hall and church bookings have begun to pick up, thus delivering a second stream of income.
Visiting the Sick and Care/Residential Homes
With no vicar to lead on pastoral care, and a PCC with many people in full-time employment, the church has done little work in this area of its mission. The Augusta Wilder Trust has new trustees, and the maintenance of the building has been sub-contracted to Aspire Ryde.
Ecumenical
This year the PCC has worked closely with other Anglican churches in the North East of the Island, in attempt to appoint a team to minister to Ryde area of the Isle of Wight.
Fundraising
The parish has raised funds through weekly contributions and fees for weddings and funerals. Ryde School made a donation of £5000 for use of the church in year.
Financial Review
The figures for 2021 are submitted separately in the audited report. 2021 saw further loss of income for All Saints due to a number of factors; donors dying, people moving away, people leaving the congregation, negative personal circumstances impacting on giving and the church building being closed.
Fortunately All Saints received a large legacy from the will of a generous benefactor, totalling £130,000 restricted to the upkeep of the fabric of the building.
Structure, Governance and Management
Governing Document
The Charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity. The charity’s governing document consists of the Parochial Church Council Powers Measure (1956) as amended and the Church Representation Rules that came into force on 2nd January 1957
Organisation of the PCC to fulfil its function
At least four meetings must be held during the year, together with any further meetings as may be necessary. Its standing committee (the only committee required by Church law, to transact business between PCC meetings) has comprised the churchwardens, the treasurer, the secretary, the vice chair and the Priest in Charge. Certain other aspects of the PCC’s function are carried out as and when the need arises.
The PCC appoints a Vice Chairman, an Electoral Roll Officer, a Treasurer, a Secretary and a Safeguarding Officer.
The PCC continue to organise itself meeting 6 weekly under the chairmanship of the Priest in Charge and Vice Chair in their absence, overseeing the life and witness of the parish.
Risk Management
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.
Financial risks to the church are reviewed regularly. The trustees consider the greatest risk to the church finances to be the falling income stream from regular givers, especially since older members of the congregation tended to be the most generous givers. The PCC will continue to monitor overall giving and this is very much part of any annual stewardship appeal. However, in light of the changing demographic the PCC also recognise the importance of raising income from outside sources and to this end will continue to promote the use of the church and its hall for civic purposes, concerts and events whilst seeking grants and other support for capital projects to further enhance the attractiveness of the building.
It had been confirmed that the major risks to which the church is exposed, as identified by the trustees, are reviewed annually and systems or procedures have been established to manage those risks.

Due to the enforced closure of the church and its activities as a result of the Covid19 pandemic, it was agreed that the contributions to the Diocese of Portsmouth in respect of Parish Share payment should be reduced, as a result there was a balance owing of £20,229 at the year end 2020 and £34,166 at the end of the year end 2021. There is also a liability in relation to fees payable to the diocese in 2021 which will need to be accounted in the region of£1,000.

Independent examiner’s report to the PCC of All Saints, Ryde
I report on the accounts of the All Saints, Ryde for the year ended 31 December 2021, which are set out on the accompanying pages.
Respective responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act
-
to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act
-
to state whether particular matters have come to my attention.
Basis of independent examiner’s report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
Independent examiner’s statement
In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the requirements:

to keep accounting records in accordance with section 130 of the 2011 Act

to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act
have not been met; or
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
