## Report of the Trustees
The trustees present their report with the financial statements of the charity for the year ended 31 December 2020. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
## **OBJECTIVES AND ACTIVITIES**
## **Objectives and aims**
The Objects of the CIO are:
To provide or assist in the provision of facilities for recreation or other leisure time occupation in the interests of social welfare with the object of improving the conditions of life for those living in Everton Park and surrounding neighbourhood.
To promote for the benefit of the public the conservation, protection and improvement of the physical and natural environment of Everton Park.

In considering the Objects and activities covered by this report, the Trustees have also considered the Charity Commission guidance on Public Benefit to ensure that Friends of Everton Park is meeting these important requirements and obligations.

## **ACHIEVEMENT AND PERFORMANCE Charitable activities**
How to squeeze so much activity into a digestible and stimulating read for interested parties is the usual challenge when putting together the annual report - sadly this has most definitely not been the case with the report for the year 2020 when COVID raged through the country and brought so much happy community activity and togetherness to a standstill. And to add to the stifling and depressing effects of the pandemic we experienced the gradual running down of much of the City Council's erstwhile regeneration activity. The 'EVERTON PARK TRANSFORMATIONAL PROJECT' - once heralded as the 'catalyst' to make the Everton Park neighbourhood 'the best place to live, work, visit and play" in the city vanished from sight as we entered the new year. Indeed 2019 ended with the suspension of the then Director of that department and subsequent departure of several key colleagues who had hitherto been first-rate partners with us in our voluntary efforts; and the year ended with the government preparing to send in Commissioners to take over some of the core council administration.
Our February trustees meeting, before COVID hit, saw us taking a good hard look at ourselves and a candid assessment made of the challenges ahead and of our priorities. Despite the reduction in formal council support we resolved to continue to provide a top-class programme of community activity and events, as well as to continue to press the council to at long last deliver on promises. This included to re-open the China Street Café/toilets, to support the establishment of a Community Land Trust to take forward the agreed vision of an urban-eco village across the Everton Park neighbourhood, to fight to save the derelict Everton Library at the top of the park, to claw-back the lost Peace Garden in the park, to mobilise the community to work to make the park neighbourhood a model of green ecological living and to work to secure the funding to enable us to fulfil our role as the unifying community lead-partner.
Just three weeks after that meeting in February came lockdown - with all public gatherings across the country severely restricted to the bare minimum - all face-to-face meetings with officialdom and other agencies came to a halt. The realisation that our blessed community events programme, due to begin again in the spring with the Everton Primary Schools Run and then full-swing through summer into autumn - the Great Summer Get Together, the Wild-Flower sowings, the Walk for Life, the Blue Runs, support for the Shewsy Summer fayre and for Millstead Special School - all would have to be abandoned until further notice. It became near impossible to arrange even one-to-one meetings with anyone in authority and we concluded that we had little alternative but to wait and wait till conditions changed to enable near-normal human interactions to restart.
The park itself of course became a life-saver for many in our community during 'lockdown' who followed the public health authority's advice to get out and enjoy fresh air and take an hour a day to exercise - even if the litter got completely out of control and there were still no public toilets or refreshment facilities!
2020 was certainly a year like no other for park friends groups across the city and country, to say nothing of the human toil in terms of sickness, mental health and basic poverty issues, and the grim loss of lives across the park-neighbourhood.
Despite all of this, our head-and-soul quarters - the band of volunteers at our Community Garden on Prince Edwin Street - somehow managed, with all due respect for social-distancing/the rule-of-six etc., to carry out many of the basic requirements to keep the crops and flowers growing and were an inspiration to passers-by and the wider community. And trustee Ken Rogers working with Polly Mosely somehow sustained the campaign to save the former Everton Library throughout the dark months and indeed are still on the same mission now somehow despite pandemic and city-uncertainty. Our wildflowers have continued to bloom and been admired by the schoolchildren and volunteers who sowed them in better times and trustee Richard Scott informed us via ZOOM that Everton Park flower-house was the sole UK exhibit at the virtual UN Habitat Conference! And nothing could deter the ever-loyal GOOD GYM volunteers from, on several occasions, running up and down the slopes picking up and bagging litter, maintaining the grounds, as they ran - all while observing the Covid regulations to the letter- what dedication!
We communicated by letters, greeting cards and boxes of chocolates at the start of the Autumn term and at Christmas with our amazing community partners and friends and throughout the year - thanking them for their unstinting care for our children and vulnerable adults during the lockdown and assuring them we would restart our community programme and campaigning just as soon as conditions made it possible. Somehow we managed to keep up our own morale too despite the restrictions on face-to-face meet-ups which are so vital to build real community spirit and involvement. We reaffirmed our priorities and refreshed our vision at a September meeting of trustees in a 'window' permitted by the government in the autumn and resolved to be ready as soon as conditions allowed to get ourselves back on the road to the regeneration of the Everton Park neighbourhood.

As we round off and look back on 2020 we are glad that we kept going through the most awful and exacting twelve months we've ever encountered as community volunteers and somehow have retained our appetite to keep going and complete the job we set ourselves back in 2010 to make Everton Park 'the best place to live, to work, to visit, to play and to learn!'.
It remains to thank all our volunteers, trustees, partners and well-wishers everywhere for their continuing support during this last wretched twelve months and on behalf of the Friends of Everton Park we look forward to enjoying the fruits of our labour with you when Covid is a bad memory and our vision is realised at last.
## **STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document**
The organisation is a Charitable Incorporated Organisation (CIO) registered with the Charity Commission in November 2015 under charity number 1164519 and is governed by a constitution dated 20 October 2015.
## **Recruitment and appointment of new trustees**
Trustees are appointed by the membership at the Annual General Meeting, and meet at least bimonthly to progress and conclude all project and governance business. No staff are employed - Trustees, members, and a small team of freelancers work together to ensure that all projects are delivered as planned.

## **1. ACCOUNTING POLICIES**
## **Basis of preparing the financial statements**
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
## **Income**
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
## **Expenditure**
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
## **Taxation**
The charity is exempt from tax on its charitable activities.
## **Fund accounting**
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
