The organisational structure of Grace Church Beckenham is such that the spiritual government and leadership of the Church Fellowship, for the purposes of which the CIO has been established, rests with the Spiritual Leadership and to the extent to which the Charity Trustees are not synonymous with the Spiritual Leadership their powers are confined to the proper management and administration of the CIO and its resources in accordance with the provisions of the Constitution and in furtherance of its Objects. In so doing the Trustees have full and proper regard to the Spiritual Leadership provided always that they do not act outside their powers as conferred by the Constitution and by general law.

The Church is affiliated to the Fellowship of Independent Evangelical Churches (FIEC) (Registered Charity 1168037) who, amongst other things, provide a source of practical and legal advice (e.g. on Employment regulations, Data protection etc.). Support is also received from the Bromley Christian Workers Trust (BCWT) (Registered Charity 1183501) and The Co-Mission Initiative Trust (Registered Charity 1157383).

Careful management of these has enabled the Trustees to be confident that, despite challenges, including those presented by COVID, GCB continues to be a ‘going concern’ and that, going forward, the CIO can continue to meet its objectives.

Section C Objectives and activities

Summary of the objects of the The Object of the CIO is for the public benefit the advancement of the charity set out in its Christian faith in Bromley and such other parts of the United Kingdom governing document and the world as the Charity Trustees may from time to time decide.

The Trustees have kept in mind the Charity Commission’s guidance on public benefit, and in particular guidance on charities for the advancement of religion, in the planning and delivery of all our activities.

Specifically, we aim to help any who are interested to find out more about the Christian faith, and to enable ordinary people to live out the Christian faith and to develop their knowledge and trust in Jesus Christ, through learning about the Gospel as declared in the bible.

COVID-19 continued to impact on how GCB provided its main activities during 2021 (further detail in Section D) but the key focus remained the provision of a weekly Service of worship, bible teaching and prayer. With the help of a dedicated team of volunteers, we also seek to help support those with young children. During 2021 a new group Beckenham Babytalk was launched to support those who had recently become parents (further detail in Section D).

There is a keen contribution from volunteers at the church, and the Trustees are grateful for the valuable commitment of time and energy from all those involved in running Beckenham Babytalk during the week, those serving on various Rotas and those involved in Administration, Safeguarding, Publicity, Outreach and Finance throughout the year.

Section D Achievements and performance

Summary of the main During the first half of the year, COVID-19 and the related Government achievements of the charity restrictions continued to impact and delay implementation of the CIO’s during the year plans to launch a new church to further our main objective of the advancement of the Christian faith in the Beckenham area of Bromley. Meanwhile weekly Sunday services continued to be run jointly with Christ Church Bromley on-line and (when regulations and guidance permitted) in person. Whilst elements of preparatory work to launch the new church continued to be possible, Government restrictions meant that the Charity’s employees were unable to fulfil all the duties they had been contracted to do. Consequently, the Trustees placed GCB employees on Flexible Furlough, with their contracted hours reduced by 1 day a week, for a period of three months under the Government’s Coronavirus Job Retention Scheme. As restrictions were eased a number of pre-launch meetings (and an awayday) were held in person leading up to the full launch of the new Church in September 2021 (a year later than planned). However, because the venue intended originally remained mothballed as a consequence of COVID-19, an alternative location (Beckenham Place Mansion) needed to be secured at late notice. Subsequently regular weekly Sunday Church services (including activities for children aged 0-11) were established, whilst the programme of Mid-week groups (which commenced on-line during COVID) continued but were able to become face-to-face. Additionally, regular sessions for adults (Head, Heart, Hands) were held after church to study and talk through areas of Christian teaching to help people grow in their Christian faith and understanding.

A range of Special Events and courses were run, both on-line and in person, including Christianity Explored and Hope Explored (for those wishing to investigate the Christian faith). There were also some specific events run for children and families (for example a Light Party and a Christmas Celebration). Updates in COVID Guidance in December resulted in a decision to move Christmas Carol services outdoors.

We have also run, jointly with Christ Church Bromley, a weekly AfterSchool Club (BIG) for Primary School aged children (aged 4-11). A weekly group for Mums and Babies - Beckenham Baby Talk - was launched to support parents through the highs and lows of parenting in the early months and has proved very popular.

Financial review

Brief statement of the charity’s policy on reserves

The Trustees have an approved Policy on Reserves which aims to hold in reserve sufficient general funds to cover a minimum of three month’s average expenditure. The aim is to mitigate against unanticipated reductions in regular income; significant cash flow fluctuations and/or sudden/one-off unbudgeted increases in expenditure, in order to help ensure stability in the operation of the CIO, particularly in respect of the employment of staff engaged to advance the objects of the Trust. The level of reserves is monitored regularly and reported to the Trustees for review at each of their meetings. At the report year-end date (Dec 2021) the level of the reserves stood in excess of 4 months average monthly spend (all unrestricted funds).

Grace Church Beckenham (GCB) is dependent principally on regular voluntary giving from members of the congregation (and recovery of associated Gift Aid where appropriate) to sustain its activities. During 2021 GCB was also in receipt of grants totalling £2,150 from the Bromley Christian Workers Trust (Registered Charity 1183501) and £10,000 from The Co-Mission Initiative Trust (Registered Charity 1157383) to assist in meeting the costs of an Assistant Minister. Just over £1,500 was received from HMRC under the Job Retention Scheme. Over the year, total Expenditure of £106k was matched by total Income of £118k.
