How is the charity constituted:

Charitable Incorporated Organisation

Trustee selection method: Annual by rotation.

The Trustees and Honorary Officers are elected by members of the charity at Annual General

Meeting. Trustees form the Executive Committee of the charity; all are volunteers.

The Trustees have given consideration to the major risks to which the charity is exposed and have satisfied themselves that policies, systems and procedures are established in order to manage them.

Age Concern Chiswick has signed a Friendship Agreement with AgeUK England and is partnered locally with AgeUK Hounslow, although we have not had to impose on them excessively in recent years. We have also established good relations with AgeUK Hammersmith and Fulham.

Objectives and Activities

The object of Age Concern Chiswick is to promote the relief of elderly people in any manner which now is, or hereafter may be, deemed by law to be charitable within Chiswick and Brentford. We also welcome people from nearby areas. Specifically we aim to promote the well-being of older people and help make life a fulfilling and enjoyable experience. In normal times our main activity is to run a Friendship Club with regular activities, outings and special events.

In undertaking the charity’s activities, the Trustees have had regard to the Charity Commission’s guidance on public benefit.

Review of the Year to 31.03.22

For much of this period we were still subject to the Government’s rules relating to Covid. We were careful to comply rigorously, especially in view of the fact that many of our members are at enhanced risk. When we could open and run activities we did so in a controlled manner. We were able to hold a Christmas lunch with limited numbers and we are very grateful to the magnificent team of volunteers from IMG who created and served the lunch as well as conducting a singalong. Towards the end of the year we were able resume most of our activities, albeit with Covid prevention measures in place.

Our main source of revenue is derived from hire of our premises and this was compromised, though matters have returned to normal – at least for the time being. We received generous grants from the London Borough of Hounslow, The Sprinklr charity programme and the Coop local community fund. We also received donations from individuals. We thank all of these contributors. With their help we were able to slightly enhance the value of our balance sheet.

At the end of this period we had 130 Members. This compares to roughly 140 pre-Covid. We are currently experiencing a gradual and steady increase in membership.

In December 2021 we undertook a survey of our Members’ views. We asked what they liked about our operations, where we could improve and what their hopes were for the future. We received a strong response with much valuable input for the Executive Committee’s deliberations. More on this below.

Financial Overview

Our accounts demonstrate that our current financial position is healthy. We were able to slightly increase our reserves which remain adequate for our immediate needs and potential liabilities. Currently these principally relate to the repair and maintenance of our premises.

However, looking forward, we must not ignore the fact that grants received from the London Borough of Hounslow over the past two years have made a major contribution and are unlikely to be repeated. This means that we must be alert to all revenue raising opportunities and that we must be careful to manage the costs and income associated with our activities and events.

Organisational Development

At the AGM held on October 7[th] 2021 the following were confirmed in their positions on the Executive Committee :-

The following were elected to the Committee :-

Gillian McCutcheon, Hazel Moxon, Simran Sablok and Gayla Symon. Simran will undertake the role of Publicity Manager.

Subsequently Patricia resigned as Treasurer. We thank her for many years of loyal service to our charity and its Members. Patricia was replaced as Treasurer by Pankaj Patel who was co-opted onto the Executive Committee.

Other developments included enhancing the capability of our administrative database and the establishment of our own website.

A View of the Future

Addressing any of these ambitions will require significant developments to our organisation and the resources deployed – both human and financial. Nevertheless, in February, the Committee agreed to a gradual expansion of our services.

Volunteers

Committed volunteers are the lifeblood of our organisation. We cannot run existing operations or develop our services without a strong team of volunteers. The current number of volunteers is barely adequate to run existing operations. There are times when holidays, illness or life events can leave us very stretched. It is therefore imperative that we improve our ability to recruit, manage and motivate volunteers. I regard this as a major priority for organisational development.

In Conclusion

We have come through a difficult two years. Hopefully the ramifications of Covid are now behind us. Whatever the future does hold, I believe that we now have a clear focus on priorities and ambitions and the means to achieve them. We will increase our engagement with the local community, organisations and companies. In this way we will start to garner the resources required to meet our ambitions.

I report to the Trustees on my examination of the Accounts of Age Concern Chiswick (the Charity) for the year ended 31 March 2022, which are set out on pages 2 to 7.

Responsibilities and Basis of Report

As the Trustees of the Charity, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trustee’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

  1. ACCOUNTING POLICIES

Accounting Convention

The financial statements are prepared under the historic cost convention. They have been prepared to comply with the Statement of Recommended Practice: “Accounting and Reporting by Charities” (applicable to charities preparing accounts in accordance with the the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102), Financial Reporting Standard 102 and relevant charities legislation. The charity has taken advantage of exemptions available to small entities in the SORP and FRS 102.

The charity is a Charitable Incorporated Organisation which was formed to take over the assets, liabilities and activities of an unincorporated charity of the same name. In accordance with Section 27 of the SORP, the accounts have been prepared on the basis that the incorporated and unincorporated charities have always been part of the same reporting charity. The reasons for this treatment are:-

Incoming Resources

Income is recognised in the year in which the charity is entitled to receipt and the amount can be measured with reasonable certainty. Income is deferred only when the Charity has to fulfil conditions before becoming entitled to it or where the donor has specified that the income is to be expended in a future period.

Resources Expended

Expenditure is included when incurred.

Tangible Fixed Assets

Fixed assets are depreciated at variable rates to write off the assets over their estimated useful lives on a straight line basis.

Freehold property is not depreciated on the grounds that the high residual value of the property and the very long estimated useful life would render any depreciation charge immaterial.

Cashflow Statement

The charity is exempt from preparing a cashflow statement.

Value Added Tax

Value Added Tax is not recoverable by the Charity, and as such is included in the relevant costs in the Statement of Financial activities.

Funds Accounting

Funds held by the Charity are: -

Unrestricted General Funds

These are funds which can be used in accordance with the charitable objects at the discretion of the trustees.

Further explanations of the nature and purpose of each fund is included in the notes to the Accounts.

Taxation

The Charity is exempt from Income Tax and Corporation Tax to the extent that its income is applied for charitable purposes.

Executive committee remuneration and expenses

No expenses or remuneration has been paid to any Trustee or member of the Management Committee during the year.

Investment powers

Under the constitution the Executive Committee have no specific powers to borrow or invest in any other operation.

Risk Management

The Executive Committee has to assess the major risks to which the Charity is exposed, in particular those related to the operations and finances of the Charity and is satisfied that systems are in place to mitigate our exposure to the major risks.
