## CPRE Hampshire the countryside charity
Report of the Board of Trustees – year ended 31 December 2022 Registered charity number 1164410
## **Introduction**
The Charitable objects of CPRE Hampshire are to promote and encourage for the benefit of the public the improvement, protection and preservation of the countryside of Hampshire and its towns and villages, and the better development of the rural environment. CPRE Hampshire works closely with National CPRE but is a separate charity.
## **Campaigning and Infuencing**
We have worked alongside National CPRE to promote changes to the Levelling Up and Regeneration Bill to provide better protection for the countryside from damaging development. This proved successful with the Government putting down its own amendments that largely met our objectives. Within Hampshire, once Covid restrictions were lifted, we organized a well-attended and well received workshop for District and Parish councillors and others on the Local Plan system. We also arranged a number of face to face meetings with local planning authorities which proved to be an excellent means to influence and explore common ground. We continue to promote the concept of Valued Landscapes to provide protection for high-quality countryside that is not nationally designated and to develop model policies for the use of our volunteers and others when commenting upon draft Local Plans.
Our Hedgerow Heroes project entered its second year with work on Upper Brownwich Farm near Fareham. The tenant farmer of the Hampshire County Council farm was fully engaged in the work where we have been surveying the hedges, surveying for wildlife (butterflies, bumblebees and hazel dormice), running training days for laying hedgerows and planting new hedgerows.This involved over 30 volunteers, including 6 farmers and 2 countryside rangers. We launched a Community Hedgerow Fund that was heavily subscribed by

community groups, parishes, schools and scouts across the county, and have continued to work with schools to promote the importance of hedgerows. Excitingly we have been able to create 3 hedge laying traineeships for young people to work alongside professional hedge layers for 3 months, receive training and a chainsaw qualification. We have also held an online talk with the well renowned Nigel Adams on hedgerow management with 100 people in attendance. We are now looking at a Phase 3 to continue the good work.
Our litter pickers in the Winchester area continued their excellent work. We are now looking at a project to use social media to reduce the amount of litter thrown along our roadsides in the first place.
## **Work of the District Groups**
Our six District Groups, run entirely by volunteers, continue to do sterling work in their local areas to respond to Local Plan reviews, inappropriate planning applications and large threats to the countryside. Successes of 2022 included a major win for the South Downs and Central District Group whose evidence on Valued Landscapes persuaded the Hampshire County Council to turn down an application from Veolia for a large-scale incinerator which would have dominated the attractive Wey Valley. The welcome raising of Covid restrictions meant that fund raising through social events resumed, though some of our volunteers and supporters continued to be cautious about attending events. Highlights of the year were a magnificent Art Exhibition and an autumn supper, both organised by our North Hampshire Group, and the return of the popular Quiz Night in East Hampshire. However, other events that required planning in the earlier months of the year had to be postponed again, amongst them the Countryside Awards.
## **Governance and Stafing**
At the start of the year, we moved offices to Sparsholt College which reduced our overheads whilst at the same time providing us with a location conducive to our mission. A new Trustee, Margaret Paren, joined our Board and was elected as Chair at our AGM. Our volunteer co-ordinator, Natalie Hargreaves, sadly resigned but our splendid communications and admin officers, Vicky Marr and Mandy Roberts, remain with us and will be joined in the New Year by Alison Talbot who will take up the new post of Operations Manager.
