The trustees present their report with the financial statements of the charity for the year ended 31 December 2021. The trustees have adopted the provisions of the Statement of Recommended Practice (SORP) 'Accounting and Reporting by Charities' issued in 2019.

## **STRUCTURE, GOVERNANCE AND MANAGEMENT**
## **Governing document**
Action Bladder Cancer UK was constituted as a Charitable Incorporated Organisation on 9[th ] July 2015 and became registered charity on 12 November 2015. The charity is governed by its present constitution which was adopted on 9[th ] July 2015. The charity had originally been established as Action on Bladder Cancer in 2009.
## **Recruitment and appointment of new trustees**
Where there is a requirement for new trustees, these would be identified and appointed by the current trustees and elected by the members of Action Bladder Cancer UK at a General Meeting. The chair of trustees is responsible for the induction of any new trustee which involves a briefing on a trustee's responsibilities, the governing document and policies, administrative procedures, the history of the Charity and the philosophical approach of the charity. All trustees provide their services as trustees for free.
## **Key management personnel**
The trustees consider that they, and the Clerk to the trustees, comprise the key governance of the charity. The Chief Executive manages the charity and is in charge of directing and controlling, running and operating the charity on a day to day basis, including income generation, management and development of the charity. The trustees receive no remuneration. The Chief Executive also manages the ABC UK core staff team including patient support staff and project staff.
## **Risk management**
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error. The Trustees have identified a register of risks which they review annually.
The trustees have reviewed the risk register, the risks identified and the processes to manage or mitigate any risk. The trustees are satisfied that all potential major risks have been considered and a mitigation management process identified. As part of this process, some of the key agreed actions are:
- regular strategic reviews and communication of core charitable messages
- a skills audit of trustees to mitigate loss of core skills
- annual review of accountants’ and auditor’s performance and regular review of charitable expenditure and financial delegations
- a clear process for back up and cyber security of data

- trustee training and clear guidance on governance responsibilities and regulatory requirements
In looking to the future, the trustees will continue to monitor the risks associated with its investments and continue to be vigilant as to other risks that might be associated with a grant making charity.

## **OBJECTIVES AND ACTIVITIES**
## **Objectives and aims**
The objects of the charity as defined by the constitution are the relief of sickness and preservation of health in particular but not exclusively by:
- educating the public about bladder cancer and raising awareness of its prevalence, diagnosis and treatment.
- working with health professionals, patients and carers to improve care and treatment of those with bladder cancer.
- promoting and supporting research into bladder cancer and disseminating the useful results for the public benefit.
## **Public benefit**
The trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the charity’s aims and objectives, in planning future activities and setting grant making policy for the year and that they have complied with the duty in section 17(5) of the 2011 Charities Act.
The trustees are satisfied that all charitable activities during the year are for the benefit of the public and the benefits of each and every activity are clearly identifiable.
- 1 Patient Support – providing information and support on bladder cancer, including information materials, events (both online and face to face), and direct patient support.
- 2 Continued development of website to provide comprehensive information about bladder cancer for patients and health professionals.
- 3 Providing bladder cancer Patient Support Officers working nationally to support patients and health professionals and build beneficial networks.
- 4 Continued development of network of regional Patient Support Groups to act on a local level. Linking with regional cancer and health networks to improve patient support.
- 5 Raising public awareness through campaigns, information materials, media and events.
- 6 Raising professional awareness through education materials, information dissemination, targeted media and events.
- 7 Raising awareness with influencers including government and others.
- 8 Funding and encouraging research; funding research through ABC UK’s grants programme; supporting research through involvement in clinical trials, research panels and providing patient input to research projects.
- 9 Campaigns and policy initiatives.
- 10 Collaborating with other organisations with an interest in bladder cancer to ensure a coordinated approach to raising awareness of the issues surrounding bladder cancer and enabling change.
## **Charitable activities**
The trustees normally meet four times a year to agree funding priorities, charitable activities, strategy and policy.
The Trust Partnership handle the central administration for Action Bladder Cancer UK and also look after the financial affairs of the charity on a day to day basis.
The Charity is supported by an active network of core staff, project staff and volunteers, who help deliver programmes and projects, set up support groups and provide patient viewpoint on all new projects and materials produced by the charity. The charity is also actively assisted in its work by the involvement of specialist clinicians, researchers and nurses.

## **ACHIEVEMENT AND PERFORMANCE**
Following the relaunch of the charity in 2016, Action Bladder Cancer UK has grown and changed as an organisation, building on our past achievements and launching new programmes and projects. We have increased our volunteer networks and our staff team. ABC UK trustees continue to be a source of expertise and commitment and represent bladder cancer patients, clinicians, nursing, primary care and cancer research. There are currently 9 Trustees on the board.
ABC UK continues to focus on delivering our strategy to the benefit of those affected by bladder cancer. ABC UK’s core areas of activity are: improving awareness of the symptoms of bladder cancer and the issues relating to an under-researched and under-funded condition and the unmet needs of patients, improving patient support, improving outcomes for bladder cancers patients and funding and encouraging research into bladder cancer. A summary of key activity is below.
## **AWARENESS RAISING**
We work to raise the profile of bladder cancer and the unmet needs of patients across the UK:
- Working to raise awareness of the symptoms of bladder cancer;
- Disseminate ABC UK materials widely both print and online;
- Social media and online presence, awareness raising via articles in media, patient and clinician representatives have appeared in print and broadcast media to highlight the needs of those with bladder cancer;
- Events, seminars, conferences;
- Staff and Volunteer led awareness raising events;
- Policy initiatives and stakeholder engagement.
## **PATIENT SUPPORT**
## **Patient Information and Direct Patient Support**
- Bladder cancer information both online and in print;
- Direct patient support by phone and online;
- ABC UK Patient Support team and Patient Advisors;
- Bladder cancer patient support groups;
- Patient events – online and face to face;
- Supporting health professionals.
## **RESEARCH**
There is a significant lack of research investment into bladder cancer. This has a direct impact on the development of new treatments for bladder cancer, poor patient outcomes, and the patient experience for those with bladder cancer. We work to improve research into bladder cancer by:
- ABC UK’s grants programme – Improving Outcomes for Patients Programme (IOPP).
- ABC UK’s Nursing Awards – grants for specialist nurses.
- ABC UK Surveys – including published ABC UK research on the impact of COVID-19 on patient treatment and well-being.
- Action Bladder Cancer UK is a **National Institute for Health Research (NIHR) non-commercial Partner.**
- Substantial Patient and Public Involvement support to major **bladder cancer clinical trials**
- Patient input to many other **academic and clinical research projects.**
## **ABC UK Improving Outcomes for Patients Programme - IOPP 2020 and ABC UK Nursing Awards 2020**
The 2020 round of IOPP grants was badly affected by the COVID-19 pandemic, the restrictions imposed and the impact on NHS and laboratory services. ABC UK took a flexible approach to the successful grant projects for this round of grants and were pleased that 5 of the original applicants commenced their projects in 2020 with completion in 2021.
The 2021 grant rounds for both IOPP and the ABC UK Nursing Awards had been intended to launch in November 2020 – however given the on-going pandemic and accompanying restrictions, and the limitations this would place on applicants able to consider starting a new project, we delayed the launch of this grant round until 2021. We were delighted to launch the 2021 round of grants in November 2021, with a closing date for applications of the end of February 2022.

## **PUTTING THE PATIENT PERSPECTIVE**
We continue to support, provide patient input to, and publicise, clinical trials for bladder cancer treatments, and assist with patient recruitment and provide feedback and input into trial development. We also contribute to consultations and expert roundtables and provide patient briefing and viewpoint to many within the bladder cancer sector. We regularly attend conferences, seminars and study days for health professionals - such as urologists, cancer nursing specialists and urology nurses - and provide patient representatives for advisory boards and research panels and carry out our own research.
## **SUPPORTING AND EDUCATING HEALTHCARE PROFESSIONALS**
ABC UK works closely with health professionals. We work with nurses to set up and sustain support groups for bladder cancer patients; develop new patient materials; speak at training days, seminars and conferences; provide articles and input for healthcare publications; provide information materials and advice. Current work includes: developing bladder cancer study days, webinars and workshops and other resources for health professionals.
## **POLICY**
We are regular contributors to NICE, SMC, PHE, NIHR consultations relating to bladder cancer. ABC UK are founding members of the World Bladder Cancer Patient Coalition. We attend other relevant patient focused policy discussions and are regularly invited to speak and attend international conferences and seminars. We lobby on bladder cancer issues, and work to raise the profile of bladder cancer with decision makers and to influence the healthcare agenda.

Our work is only possible because of the continued generosity and commitment of our many existing and growing number of new supporters – this has been particularly true in 2021 and we are grateful to have this support.. These include our many donors, trusts and foundations, corporate supporters (both those with a direct interest in bladder cancer and others), and our patient volunteers who help us deliver our projects and programmes and the many members of the public who raise much needed funds to support our work. Many individuals show enormous commitment to supporting ABC UK and our much-needed work and we are extremely grateful to you all.

## **FINANCIAL REVIEW**
During the year ended 31st December 2021 the charity received income on an accruals basis totaling £163,880 (2020: £92,563). The day to day management of receipts and payments is handled by the charity’s administrator and bookkeeper, with regular oversight from Trustees at meetings.
Total expenditure for the period, including fundraising, operational and charitable expenditure, was £120,937 (2020: £145,953). Net income on an accruals basis for the period was £42,943 (2020: Net expenditure £53,390). At the end of the financial year unrestricted reserves were £311,440 (2020: £268,497 excluding income totaling £50,000 which was accrued and received in 2020). This allows for 9 months of core running costs with the remainder contributing to a planned research fund.
Like all UK charities, ABC UK saw a drop in income over 2020 due to the very challenging circumstances, both from unsolicited donations and from fundraising by supporters - at a time of greater need for our services. We have been pleased to see, despite still difficult circumstances in 2021, these levels increase in 2021.
We continue to have valued corporate partners. We have also been able to engage new funding supporters and are already working on building on this work in 2022.
Whilst the impact of COVID-19 meant that ABC UK, in line with other organisations, was still in a position of needing to restrict our programme of planned activity during 2021, we are pleased to have been able to step up our activity particularly during the latter part of 2021 with new projects launched and significant planning undertaken for expansion of our activities in 2022. We have been particularly pleased with the success of new activities such as online patient events. The Trustees have been pleased with the level of work that ABC UK has maintained and delivered despite continuing challenging circumstances.
## **Reserves policy**
It is the policy of the trustees to hold sufficient funds in hand to cover grant commitments and expenses for the current financial year and to maintain an appropriate budget for future years to ensure that they could cover longer term commitments. The Trustees were pleased that the income levels of 2020 ensured that the funds in hands were able to be maintained.
The commitments and liabilities within one year totalled £20,528 as at 31 December 2021 (2020: £19,593). The Trustees considered that the cash balance of £327,433 as at 31 December 2021 was sufficient to cover these commitments and future financial commitments such as payroll and identified areas of increased expenditure for 2021 including building a research fund.
## **Going Concern**
The Trustees of the charity believe that there are no material uncertainties that may cast significant doubt about the ability of the Charity to continue as a going concern.
## **2021 ABC UK RESPONSE TO COVID-19**
Building on the continued development of the charity, the performance of its core team and the progress made on delivering our strategy and our programmes of work during 2019, our planned programme of activity for 2020 had included the launch of new programmes and recruitment of additional staff. The COVID-19 pandemic and the related restrictions had an impact on much of this planned activity for 2020 and part of 2021. The Trustees were pleased that the charity continued to run an effective service and respond to challenging circumstance and the needs of those with bladder cancer.

## **FUTURE DEVELOPMENTS**
The charity has a planned programme of work to deliver, and the Board are confident that we shall be able to deliver many aspects of this programme which have been held over from 2020 and part of 2021, whilst maintaining financial prudence given the continued uncertain circumstances.
Our ABC UK Patient Support team continue to be very committed to our work and have been driving forward our work on developing new ways to support patients in difficult times. We have expanded our team of project freelance staff, who are proving to be a great asset. Planned recruitment to two new posts in March 2020 was put on hold, however we are now actively recruiting for these roles and will be carrying out further recruitment to our core team during 2022.
We have successfully launched a new ABC UK series of online patient events and look forward to developing these further, as well as running events for health professionals. We look forward to resuming face to face activity once able to do so in 2022.
## **NOTE: Impact of COVID-19**
COVID-19 had an impact on our planned growth in 2020 which continued during most of 2021. However we are pleased to have maintained and increased income levels despite these challenging circumstances. The Covid-19 pandemic throughout 2020 and continuing into 2021 had an impact on both our activity and also on fundraising. ABC UK undertook financial prudence during 2020 and into 2021 regarding expenditure due to the continuing uncertainty, delaying the launch of some planned programmes to 2022 due to continuing restrictions and risks (particularly for cancer patients). We have sufficient reserve levels to continue as a healthy going concern and have been reassured to note the continuing increase in donations and fundraising.
Trustees were pleased to see that the adaptability of ABC UK’s core team meant that we were able to continue supporting patients by a range of means and also developed new projects, such as online patient support, which enable additional forms of support or provision of information. The latter months of 2021 provided an opportunity for planning for 2022 to step up our activity and launch further new initiatives. Our Improving Outcomes for Patients Programme (IOPP) grants has continued to growing in recognition and impact and we were delighted to be able to fund grants to 5 applicants in 2020, and to be able to launch the next funding round in November 2021.
The Board is aware that many UK charities have seen a significant negative impact on their income and activity in 2020 and 2021, and are pleased that ABC UK is entering 2022 in a stable and improving position, with suitable funds in hand. It is anticipated that 2022 will continue to hold challenges both economically and also for cancer patients and the NHS. We are pleased to see an uplift in public fundraising and donations and it is to be hoped that this continues in 2022. . ABC UK will continue to maintain caution on expenditure whilst increasing income generating activity and exploring new income streams.
The Board looks forward to 2022, to maintaining ABC UK’s position and are looking forward, with due caution, resuming planned growth both in activity and impact and increasing the benefits to those with bladder cancer and delivering our muchneeded activity.

## **STATEMENT OF TRUSTEES RESPONSIBILITIES**
The trustees are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable law and United Kingdom Generally Accepted Accounting Practice.
The law applicable to charities in England and Wales, the Charities Act 2011, Charity (Accounts and Reports) Regulations 2019 and the provisions of the trust deed requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, including the income and expenditure, of the charity for that period. In preparing those financial statements, the trustees are required to
- select suitable accounting policies and then apply them consistently;
- observe the methods and principles in the Charity SORP;
- make judgements and estimates that are reasonable and prudent;
- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2019 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The trustees are responsible for the maintenance and integrity of the corporate and financial information included on the charity's website.

I report to the charity trustees on my examination of the accounts of the Company for the period 1 January 2021 to 31 December 2021 .
## **Responsibilities and basis of report**
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:
1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement
- that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

## **1. ACCOUNTING POLICIES**
## **Accounting convention**
These accounts have been prepared for the twelve-month period to 31[st] December 2021. The accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant accounting policies below or the notes to these accounts. The accounts have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP FRS 102) 2019, the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011. The charity constitutes a public benefit entity as defined by FRS 102. The accounts are presented in sterling and are rounded to the nearest pound.
## **Critical accounting estimates and areas of judgement**
Preparation of the financial statements requires the trustees to make significant judgements and estimates. The trustees do not consider that there are any sources of estimation uncertainty or any key judgements made in the preparation of the financial statements.
## **Assessment of going concern**
The trustees have assessed whether the use of the going concern assumption is appropriate in preparing these financial statements. The trustees have made this assessment in respect to a period of one year from the date of approval of these financial statements. The trustees of the charity have concluded that there are no material uncertainties related to events or conditions that may cast significant doubt on the ability of the charity to continue as a going concern. The trustees are of the opinion that the charity will have sufficient resources to meet its liabilities as they fall due.
## **Income**
All income is included on the Statement of Financial Activities when the charity is legally entitled to the income, it is probable that it will be received and the amount can be quantified with reasonable accuracy.
Donated facilities - where the organisation is given facilities and services for its own use which it would otherwise have purchased, these are included in the organisation's accounts as income and expenditure when received, provided the value of the gift can be measured reliably.
## **Expenditure**
Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. Expenditure on grants is recorded once the charity has made an unconditional commitment to pay the grant and this is communicated to the beneficiary or the grant has been paid, whichever is earlier. Grants offered subject to conditions which have not been met at the period end date are noted as a commitment but not accrued as expenditure. Should circumstances arise where the grant is repayable, this is accounted for at the point when the grant is received. ## **Debtors**

## **Creditors and provisions**
Creditors and provisions are recognised when there is an obligation at the balance sheet date as a result of a past event, it is probable that a transfer of economic benefit will be required in settlement, and the amount of the settlement can be estimated reliably. Creditors and provisions are recognised at the amount the charity anticipates it will pay to settle the debt. They have been discounted to the present value of the future cash payment where such discounting is material.
## **Taxation and Value Added Tax**
The charity is exempt from tax on its charitable activities.
## **Fund accounting**
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
## **Statement of cash flows**
The financial statements do not include a statement of cash flows because the charity is exempt from the requirement to prepare such a statement under the Charities SORP FRS 102.

Trustees' travel expenses paid for the year ended 31 December 2021 totalled £nil (2020: £132 paid to 1 Trustee).
The trustees consider that they, and the Clerk to the trustees, comprise the key management of the charity in charge of directing and controlling, running and operating the charity on a day to day basis. The trustees receive no remuneration. During this period the Charity has employed a full time Head of Fundraising to support the income generation and development of the charity.
